Minutes of the 'Committee on Compassionate Engagement (CCE),meetingheld on 10-04-2019 to consider the cases of engagement in GDS cadre oncompassionate ground

The 'Committee on Compassionate Engagement (CCE), met on 10-04-2019 toconsider the cases of engagement to GDSposts on compassionate ground. CCEiscomposed of the followings:-1) Sri Amitabh Singh,PMG,Kolkata Region2) Sri RijuGanguly, Director of PU,Kolkata3) Sri C. L. Lalfakzuala,DPS,North BengalRegion

1. The members of the Committee examined the following points for consideration ofthe cases of compassionate engagement in GDSposts to the dependents of thedeceasedGDS(s).a) As per Directorate's guidelines contained in communication no. 17-1/2017-GDS

dated 30-05-2017 is applicable for the dependents of missing GDS also. Thescheme will stand effective from 30-05-2017 and be applicable to all casespending and arising on or after the date. The caseswhich have already beensettled will not be reopened.

b) Eligibility:-The family deserves immediate assistance of relief from financialdestitution and applicant for compassionate engagement should be eligible andsuitable for post in all respects as per the conditions prescribed for normalregular selection to the GDSpost for which being considered.i) As per Directorate's circular dated 14-01-2015, the revised educationalqualification for engagement in all approved categories of GDSposts would beSecondary School Examination pass certificate of io" standard conducted byany recognized board of school education in India and the candidates forapproved categories of GDSwill be required to furnish at least 60 days durationbasic computer training certificate from a recognized computer trainingInstitute. As per Directorate's clarification dated 30-11-2015, the educationalqualification prescribed vide Directorate's clarification dated 14-01-2015 wouldbe applicable on the date of consideration of the cases by the CRC ascompassionate engagement is a part of regular mode of engagement to GDSposts. As per Directorate's order dated 30-05-2017, there shall be no relaxationin basic educational qualifications prescribed for the GDSpost for which theapplicant is being considered.ii) As per Directorate's communication no. 17-17/2016-GDSdated 16-11-20~6;------~,/ "<,

all the powers to grant engagement on compassionate grounds have .beendelegated to Circles. Hence, by all means, no such reference is required to bemade to Directorate and it also orders that the entry age to the GDSposts shallbe raised up to 40 years of age further relaxable by 03 years to those belongingto OBCcategories & 05 years in caseof candidates belonging to SC/ST.However,as per revised scheme for compassionate engagement in GDSposts introducedby Directorate's order dated 30-05-2017, upper age limit could be relaxedwherever found to be necessary.The lower age limit should, however, in no casebe relaxed below 18 years of age. Powers to relax the upper age limit of the

applicant are vested with Head of the Circle. Age eligibility shall be determinedwith reference to the date of application and not the date of engagement.

c) To the extent possible, compassionate engagement should be offered to a GDSpost near the place where the family of the deceased GDS normally resides.However, if there are no suitable vacancies to immediately engage the applicant,any post in the same sub division or division may be offered.

d) Request received after one year from date of death of the GDSwill be consideredas belated requests. Such cases should be recommended by the CCEonly, if thereasons given by the applicant are found to be genuine and convincing.

e) In deserving cases even where there is already an earning member in the family,a dependent family member may be considered for compassionate engagement,if the CCEis satisfied that grant of compassionate engagement is justified havingregard to number of dependents, assets and liabilities left by the GDS, income ofthe earning member as also his liabilities including the fact the earning memberis residing with the family of the GDS and whether he/she should not be a source

of support to their members of the family.f) (i) Compassionate engagement in the case of a missing GDS also would not be a

matter of right as in the case of others and it will be subject to the fulfilment ofall the conditions, including availability of vacancy, laid down for such

engagement under the scheme.(ii) While considering such a request, the result of the Police investigation should

also be taken into account.g) Request for change in post/person:- When a person has been engaged on

compassionate grounds to a particular GDSpost, the circumstances, which led tosuch engagement, should deem to have ceased to exist. Therefore,(I) He/she should strive in his/her career like any other GDS for futureadvancement and any request for engagement to any higher post onconsideration of compassion should invariably be rejected.(ii) An engagement made on compassionate grounds cannot be transferred toany other person and any request for the same on consideration of compassion

should invariably be rejected.

h) The power of termination of engagement for non-compliance of the condition(s)in the offer of compassionate engagement will vest only with the Head of Circles,

in all cases.
