Welcoming Remarks
The Chairman welcomed all Members attending the meeting of the
Environment and Conservation Fund (ECF) Research Projects Vetting Subcommittee
(RPVSC), and thanked Mr TK CHENG for chairing the previous two sessions of
meeting in his absence.
Agenda Item 1: Confirmation of Minutes of the Previous Meeting
2. Draft minutes of the previous meeting were circulated to Members on 1
December 2015. Comments were received from a Member on 3 December 2015

(Appendix 1) Note. Since no further comment was received from Members, the draft
minutes with comments incorporated were confirmed.
Agenda Item 2: Matters Arising from Minutes of the Previous Meeting
(a) Non-response case: latest development
ECF 65/2015 "A distributed air-quality monitoring system for urban
environment" [RPVSC Paper 70/2015-16]
3. Ms Anita SW TSUI said that at the first session of meeting held on 24
November 2015, the Secretariat had reported to Members a non-response case
involving the application ECF 65/2015 (RPVSC Paper 70/2015-16). The meeting,
after discussion, agreed that the Secretariat should formally write by registered mail to
inform the Principal Investigator (PI), Dr Norbert CHEUNG of The Hong Kong
Polytechnic University (PolyU), that if he did not respond within another two weeks,
his application would be considered as withdrawn such that processing work would be
terminated.
4.Note
5. The meeting noted the latest position of ECF 65/2015, and agreed to
resume discussion on this application under Agenda Item 3.
(b) Deferred cases
6. Ms Anita SW TSUI said that at the previous sessions of meeting held on
24 November 2015 and 27 November 2015, Members had deferred the discussion on
various applications (viz., ECF 11/2015, ECF 21/2015, ECF 37/2015, ECF 49/2015
and ECF 52/2015) pending further information to be obtained from the PIs in
question.
7. In response to the Chairman's invitation, Dr Daniel TSANG declared that
he was acquainted with Dr AN Kyoung Jin, PI of ECF 11/2015 (RPVSC Paper
19/2015-16), but had not collaborated with Dr AN in work. The Chairman decided
that Dr Daniel TSANG could join the discussion on ECF 11/2015.
8.Note
9. Ms Anita SW TSUI reported that the Secretariat had since obtained the
PIs' responses, which had been circulated to Members on 4 December 2015 for
consideration.
10. The meeting discussed the responses of the PIs, and completed the

assessment on the various applications, results of which were set out at Appendix 2
Note.

Agenda Item 3: New Applications
11. In response to the Chairman's invitation, Dr Daniel TSANG declared that:
- he was a staff member of PolyU;
- he previously had collaborated in work with Prof POON Chi Sun, PI of
ECF 62/2015 (RPVSC Paper 67/2015-16), who was also his colleague
in the same department of PolyU; and
- he was the PI of ECF 63/2015 (RPVSC Paper 68/2015-16). Prof
POON Chi Sun, PI of 62/2015 (RPVSC Paper 67/2015-16), and Dr
HSU, Shu-chien (Mark), PI of ECF 60/2015 (RPVSC Paper
65/2015-16), were Co-Investigators of his application.
The Chairman decided that Dr Daniel TSANG should refrain from taking
part in the discussion on ECF 62/2015, and should withdraw from the
meeting during the discussion on ECF 63/2015. He could join the
discussion on other applications from PolyU.
12. The meeting proceeded to examine the applications set out in RPVSC
Paper 67/2015-16 and RPVSC Paper 95/2015-16 in sequence. Dr Daniel TSANG
withdrew from the meeting during the discussion on ECF 63/2015 (RPVSC Paper
68/2015-16).

15. The meeting noted that out of the budget of $20 million reserved by the
ECF Committee for research, technology demonstration and conference projects in
2015-16, funding amounting to $886,000 was already committed for two conference
projects approved by Members at the meeting held on 27 August 2015. A remaining
balance of $19,114,000 was therefore available for the 85 research and/or technology
demonstration (RTD) projects received under the 2015 round of invitation. The
meeting, based on the ratings accorded to the 85 applications, considered that 32
applications for RTD projects, with budget sought totalling $24,879,485.80 as detailed
in Appendix 3, were worth supporting and could be approved subject to funding
availability.

16. The meeting, considering the shortfall in budget at $5,765,485.80, agreed
that a proposal for provision of additional funding at about $5.77 million to cover the
budgetary shortfall in 2015-16 should be put up to the ECF Committee at its coming
meeting scheduled for 17 December 2015 for consideration. The Chairman
requested the Secretariat to follow up the meeting's proposal with the ECF Committee.
Agenda Item 4: Date of Next Meeting
17. The Secretariat would inform Members of the details of the next meeting
in due course.
