5. CONFIRMATION OF PREVIOUS MINUTES That the Minutes of the Harvey Local Emergency Management Committee meeting held on Tuesday, 24th March 2015, are attached hereto.

CARRIED 10-0 6. REPORTS ITEM 6.1 – LOCAL EMERGENCY MANAGEMENT ARRANGEMENTS REVIEW The Committee was advised that funding for a review of our plan was applied for; however, the application was declined. Further funding will be pursued when available. A Community Emergency Services Manager (CESM) is to be appointed at the Shire. A Memorandum of Understanding has been prepared and once signed, advertising will commence. The CESM position will assist in reviewing arrangements. ITEM 6.2 – CONTACT DETAILS A contact list of both the Local Emergency Management Committee and Emergency Contact Details was attached for review. Once all alterations have been made this document will be circulated to the Committee. Mrs Anna Huxtable has advised staff that she no longer holds the position of District Emergency Officer with the Department for Child Protection and Family Support and Mrs Roma Boucher will act in that role until the end of the year. A letter of appreciation has been forwarded to Mrs Huxtable thanking and acknowledging her assistance and support whilst in this role on the Committee. ITEM 6.3 – POST INCIDENT REPORTS No new incidents. The review into the lower Hotham and O’Sullivan fires is ongoing, however, no feedback has been provided to the Committee.

ITEM 6.4 – POST INCIDENT EXERCISES Discussion took place regarding the need to discuss the planning and timing of a suitable exercise for the LEMA Committee to be discussed at its September 2015 meeting. HLEM15/005. Burgoyne/Byrd

Item No. 6.5 Subject: Local Emergency Management Committee Business Plan 2015 -

2016 Proponent: Local Emergency Management Committee Location: Harvey Reporting Officer: Administrator Law and Safety Services File Number: B000068

Summary A new Local Emergency Management Committee (LEMC) Business Plan template has been developed in line with the State Emergency Management Committee’s (SEMC) Strategic Business Plan 2015 – 2018. A draft Business Plan has been prepared in the required format for the consideration of the LEMC. Comment A draft Emergency Management Business Plan 2015 – 2016 has been prepared for consideration and endorsement by the LEMC. The plan highlights actions against the strategies identified in the template provided by the SEMC. As previously reported to the Committee, a funding application under the AWARE program in 2014 for funds to undertake a review of the Shire’s Emergency Management Plan was unsuccessful. The Draft Business Plan identifies the resubmission of the funding application. The Shire of Harvey has identified the opportunity to source additional resources for emergency management through the employment of a Community Emergency Services Manager (CESM) on a joint basis with the Department of Fire and Emergency Services (DFES). A Memorandum of Understanding (MoU) has been prepared and once signed off, advertising for the position will commence. This position will greatly assist in supporting the LEMC in undertaking its role including the administrative requirements. Statutory Environment Emergency Management Act 2005. Summary The State Emergency Management Committee Secretariat has requested that Council complete the attached assessment questionnaire that will assist with the 2015 Emergency Preparedness Report. Comment The questionnaire has been completed as far as practicable and is submitted for the information, comment and endorsement by the LEMC. Statutory Environment Emergency Management Act 2005. Officer’s Recommendation That the Local Emergency Management Committee endorses the attached questionnaire responses (refer Attachment 1) and forwards this to the State Emergency Management Committee. ITEM 6.7 – LEMC CORRESPONDENCE FEEDBACK Attached is correspondence received from the Department Fire and Emergency Services for the information of the Local Emergency Management Committee (refer Attachment 1). HLEM15/008. Byrd/Morley

“That the attached correspondence from Superintendent Rick Curtis (DFES) noting that a major incident review of the lower Hotham and O’Sullivan bush fire is to be undertaken be noted.”

CARRIED 10-0 ITEM 6.8 – GENERAL BUSINESS Department for Child Protection and Family Support Ms. Roma Boucher, Acting District Emergency Services Officer provided the attached written report which she presented verbally to the Committee. Australind State Emergency Services Ms. Shaye Torny provided the Committee with a verbal report on the following: � 9 call outs for Storm and Search and Rescue incidents; and � An increase in Memberships to 27. Harvey Police Sgt Laurie Morley provided the Committee with a verbal report on the following: � Acknowledged the excellent working relationship he and his staff has with the Shire of

Harvey and the various other agencies on the LEMC. Bunbury District Police Police Superintendent Mr. Peter Hatch provided the Committee with a verbal report on the following: � Advised the Committee that in his role at the District Emergency Management Committee

he was attending as many LEMC meetings as possible to offer assistance if required. � Advised that the appointment of a Community Emergency Service Manager was a positive

move for the Shire of Harvey. Yarloop Police Sgt. Ross Adam recommended to the Committee that all table top and other exercises be determined by the Committee. HLEM15/009. Byrd/Morley

LEMC – 2nd Quarter Report (Harvey) � Staff Movement –

o Anna has been successful in being appointed to the Senior Project and Planning Officer position which is based in Perth. I will continue to act in this position up to December 2015, as the position will not be advertised in the immediate future due to investigation of possible transferees, deployee list and recruitment freeze.

o Vicki Harrod, Senior Practice Development Office will attend the Shire of Harvey LEMC meetings (when possible) and will be listed in the Local Welfare Plan as the Local Welfare Coordinator.

� I recently attended the 3 day EIMS training on – “Coordinate resources for a Multi-agency Incident” at Mandurah. This training was supported by AWARE funding following application by the Peel DEMC. Representatives from various agencies (including Local and State Government) from Geraldton to Albany attended the training, which finished with a 1 hour written assessment which required a 100% pass and a 4 hour exercise assessment.

� I am on the SWLGEMA Conference planning sub-committee and believe a “save the date” was sent out to all Local Governments. The Conference will be held on Friday, 29th August. Please share the information with your volunteer fire groups, as there will be a reduced rate for volunteers to attend the Conference.

� CPFS conducts an annual welfare field exercise, which is shared with the 5 Local Governments covered by the Bunbury office. The next exercise will be arranged with the Shire of Dardanup. They have a relatively newly appointed Manager of Emergency Services who has been busy re-writing their LEMA’s, Recovery arrangements etc. I have commenced discussions with him and we would look at having the exercise later in the year, possibly October / November.
