Minutes of the Seventeenth (17th
) Meeting of Special Committee for
Interlinking of Rivers (ILR) held under the Chairmanship of Shri Rattan
Lal Kataria, Hon’ble Minister of State for Jal Shakti on 26.02.2020 at New
Delhi.
The Seventeenth (17th
) meeting of the Special Committee for Interlinking of
Rivers (SCILR) was held on 26.02.2020 at New Delhi under Chairmanship of
Shri Rattan Lal Kataria, Hon’ble Minister of State for Jal Shakti. The list of
members and other officers who attended the meeting is at Annex-I
Shri U P Singh, Secretary, DoWR,RD&GR, Ministry of Jal Shakti welcomed
Shri Rattan Lal Kataria, Hon’ble Minister of State for Jal Shakti, and Members/
representatives from various Central Government and State Government
Organisations who attended the meeting. He indicated that Special Committee
for ILR has been constituted on the direction of the Hon’ble Supreme Court to
expedite the process of interlinking of Rivers projects and solicited meaningful
deliberations among the participants. He then requested Hon’ble Minister of
State for Jal Shakti and Chairman of the Meeting for his opening remarks.
The Hon’ble Minister of State for Jal Shakti, extended warm welcome to all
Members and participants from various Central Government and State
Government Organisations and other Participants present in meeting of the
Special Committee for Interlinking of Rivers.
Hon’ble Minister of State for Jal Shakti mentioned that the Interlinking of River
as per National Perspective Plan was the dream project of our Late Prime
Minister, Shri Atal Bihari Vajpayee. The main aim of this programme is to
transfer water from surplus River Basins to deficit River basins for Irrigation,
Drinking, Power generation, Flood control and addressing water requirement of
Drought prone area.
The Hon’ble Minister of State for Jal Shakti further mentioned that the Inter-
state River linking projects are facing many challenges. Water sharing among
the States, International issues of Himalayan components, Rehabilitation and
Resettlement of project affected families and their Socio-economic reservations
etc are the issues to be addressed for making Interlinking project a reality. In the
leadership of Shri Gajendra Singh Shekhawat, Hon’ble Union Minister of Jal
Shakti, National Water Development Agency and Ministry of Jal Shakti making

their best efforts for implementation of Interlinking Projects particularly four
priority Interstate link projects. The DPRs of Ken-Betwa, Damanganga-Pinjal
and Par-Tapi-Narmada and Draft DPR of Godavari-Cauvery have been
completed. DPRs of four Intrastate links have also been completed and
preparation of DPRs of two intrastate links of Maharashtra State are in progress.
Hon’ble Minister further indicated that Water is the most vital subject for all of
us. Catering water requirement for drinking, Irrigation, Industry and other needs
for the increasing population is the main challenges we are facing today.
Cooperation of all stakeholders is necessary for implementation of Interlinking
of River projects and it is our responsibility to make these projects a reality. He
appealed all the stakeholders to come forward to complete ILR projects in
National interest and for the water security of the country.
Concluding his opening address, the Hon’ble Minister of State indicated that
implementation of first ILR project i.e Ken-Betwa Link may become a reality
soon with the cooperation and support of concerned States and other Institutions.
He once again welcomed all participants for active participation and fruitful
discussions in the meeting.
Shri U P Singh, Secretary, DoWR,RD&GR, Ministry of Jal Shakti indicated that
inspite of discussions on concept of Inter linking of Rivers since long time,
desired progress towards implementation of ILR projects could not achieved.
Implementation of such big water resources infrastructure projects normally take
long time. Many Water Resources Projects in the country took decades to
become reality. The main bottleneck in the implementation of ILR projects is to
reach to the consensus on water sharing amongst the concerned States. The
States having surplus water are not agreeable to the availability of surplus water.
The issue of funding is yet another bottleneck as most of the states are insisting
for 90 (Centre) : 10 (State) funding for ILR projects. Some of the existing
Tribunal Awards for various river basins are also hurdle to ILR programme as
these awards disallow transfer of water outside its basin boundary. Certain
States are unable to utilize its allocated share of water due to Topographical
constraints. He then introduced Shri Bhopal Singh, Director General NWDA
and also the Member Secretary of the Special Committee for ILR who has
recently assumed the charge and requested for taking up agenda items.

The Director General NWDA welcomed Hon’ble Minister of State for Jal Shakti
and Chairman of the meeting; Secretary, DoWR, RD & GR, Ministry of Jal
Shakti; Members; Special Invitees, experts and other participants of the meeting
and took up agenda items for discussion.
Item No.17.1: Confirmation of the minutes of the 16th
meeting of the Special
Committee for Interlinking of Rivers held on 21.08.2019 at
New Delhi
The Director General, NWDA informed that the minutes of the 16th meeting of
Special Committee for Interlinking of Rivers (SCILR) held on 21st August, 2019
at New Delhi were circulated to all the members vide letter dated 15.10.2019.
Government of Tamil Nadu has sent their comments vide letter dated
03.02.2020 and the same were clarified by NWDA.
Since no other comments have been received, the minutes as circulated were
confirmed taking note of comments of Government of Tamil Nadu (Annex-
17.1.1)
Item No.17.2: Detailed Project Reports (DPRs) in progress
1. Cauvery (Kattalai) – Vaigai – Gundar link (IBWT)
The Director General, NWDA informed that the preparation of DPR of Cauvery
(Kattalai) – Vaigai – Gundar link is in progress. He indicated that Under the
Peninsular Component of National Perspective Plan, Mahanadi-Godavari-
Krishna-Pennar-Cauvery-Vaigai-Gundar linking scheme has been identified as
the Nine link system. Cauvery (Kattalai)-Vaigai-Gundar link project is the last
leg of the Nine link system. The Draft DPR for Cauvery (Kattalai)-Vaigai-
Gundar link will be completed by March, 2020.
2. Bedti - Varada link (IBWT)
The Director General, NWDA informed that NWDA initiated preparation of
DPR of Bedti-Varada link as per the request and alternate proposed by
Government of Karnataka and the same will be completed by March 2021.

3. Damanganga (Ekdare) – Godavari link (Intra-State)
The Director General, NWDA informed that the preparation of DPR of
Damanganga (Ekdare) – Godavari intra-State link of Maharashtra is in progress.
The link project envisages transfer of surplus waters from west flowing
Damanganga river to water deficit areas of Godavari basin to an extent of 143
Mm3. The water will be transferred to Vagad reservoir as proposed by
Government of Maharashtra to meet the domestic, Irrigation and Industrial
requirement of Nasik District. The DPR will be completed by June, 2021.
4. Damanganga-Vaitarna-Godavari link (Intra-State)
The Director General, NWDA informed that the preparation of DPR of
Damanganga-Vaitarna-Godavari intra-State link of Maharashtra is in progress.
The project envisages diversion of 202 Mm3 of water from Damanganga and
Vaitarna basins to Godavari basin. The DPR is scheduled to complete by June
2021.

Item No.17.3: Detailed Project Reports (DPRs) completed / Feasibility
Reports
I. Ken-Betwa Link Project
The Director General, NWDA informed that DPR of Ken-Betwa link project
(Phase-I, II and its Comprehensive DPR) was completed by NWDA and
circulated to party States and CWC. Draft MoA for implementation and water
sharing of Ken-Betwa Link Project is under discussions with Governments of
Uttar Pradesh and Madhya Pradesh States. Hon’ble Union Minister for Jal
Shakti held a meeting on 25th
February 2020 at Lucknow with Hon’ble Chief
Minister of Uttar Pradesh to discuss various issues involved in Ken-Betwa Link
Project.
Most of the Clearances for the Link project have already been obtained however
Central Empowerment Committee (CEC) of Supreme Court has submitted its
observations to the Hon’ble Supreme Court in August 2019. The Director
General indicated that Landscape Management Plan as directed by National

Wild Life Board of MoEF&CC is under study by Wildlife Institute of India
(WII) and shall be completed by this year.
The Additional Chief Secretary, Water Resources, Govt. of Madhya Pradesh
indicated that the Govt. of Madhya Pradesh has received letter from Ministry of
Jal Shakti for resolving water sharing issue with Uttar Pradesh and they have
replied the same. The main issue is sharing of water in non-monsoon period. He
further added that the Stage-I Forest Land diversion Clearance was accorded by
MoEF&CC with the condition of identification of 6017 ha of revenue land by
the Govt. of MP and its transfer to Panna Tiger Reserve (PTR) authorities. The
Government of Madhya Pradesh could identify only 4206 ha revenue land for
transfer to Panna Tiger Reserve Authorities. For remaining areas of 1811 ha, he
expressed that in lieu of this, afforestation in double the degraded forest land
may be permitted. The Secretary (DoWR,RD&GR) told that a request has
already been made to Secretary (MoEF & CC) in this regard vide letter dated
30th July, 2018. It is a normal practice to consider compensatory afforestation in
double of the degraded forest land and this should be accepted by MoEF&CC.
The representative of MoEF&CC has informed that NWDA has taken up the
matter of relaxation of 1811 ha revenue land with MoEF&CC. He further
mentioned that the MoEF&CC has requested Government of Madhya Pradesh to
furnish compliance report to conditions made earlier.
The Secretary, DoWR,RD&GR, Ministry of Jal Shakti further mentioned that
insisting for NPV deposit by MOEF&CC for the project which is yet to be
approved is not justifiable. He requested MoEF&CC to relax the condition and
requested Madhya Pradesh to take up the matter with MoEF&CC for relaxation
and also submit the compliance of the conditions to MoEF&CC.
The Secretary, DoWR,RD&GR, Ministry of Jal Shakti indicated that apart from
water sharing issues between two States, there are many other challenges such
as statutory clearance from MoEF&CC and Hon’ble Supreme Court, funding
pattern etc. The challenges of Statutory Clearances in NGT and Hon’ble
Supreme Court are being followed-up by the Ministry. Funding Pattern of 90
(Center) : 10 (State) as insisted by both the States for the project against existing
60 (Center) : 40 (State) has been taken up. He further requested both the states to
resolve all issues amicably considering Co-operative federalism.

Regarding the recommendations of Central Empowerment Committee (CEC) to
examine through the specialised agencies, the alternative of Ken-Betwa Link
Project to meet the irrigation needs of the proposed command area, the Special
Committee was of the opinion that while preparing the DPR of Ken-Betwa Link
Project, all the available alternatives/options were examined and Ken-Betwa
Link Project is the only best option to meet the irrigation needs of command area
which will provide relief to the draught prone Bundelkhand region. The CEC
may be informed accordingly.
Prof. P B S Sarma, Member of the Committee and also the Chairman of the Sub-
Committee–II indicated that the mandate of the Sub-Committee-II is for
“System Studies for identification of most appropriate alternative Plan” is
examining various alternative plans during its Meetings. Hon’ble Supreme Court
may be made aware of the same.
Shri A D Mohile, Member of the Committee indicated that the mandate assigned
to the Sub-Committee-II is to identify most appropriate alternative Plan for the
ILR projects. Hence the recommendations of the Sub-Committee–II on the
alternate options of ILR project may be brought to the notice of Hon’ble
Supreme Court.
II. Damanganga-Pinjal and Par-Tapi-Narmada Link Projects– Present
Status of DPRs
The Director General, NWDA informed that DPRs of Damanganga-Pinjal Link
Project and Par-Tapi-Narmada Link Project have been completed and the
techno-economic clearance of Damanganga-Pinjal link has been obtained. The
techno-economic appraisal of Par-Tapi-Narmada Link Project is in advance
stage. The draft MoU for implementation of twin link projects is under
discussion with Governments of Gujarat and Maharashtra.
Regarding the demand of Maharashtra for compensating its share (water
generated from Maharashtra catchment and considered for diversion through
Par-Tapi-Narmada Link) in Tapi Basin in the area upstream of Ukai reservoir,
the representative of Government of Gujarat indicated that Gujarat is already
using 5200 Mcm of water from Ukai reservoir and considering the present
situation, demand of Govt. of Maharashtra to compensate its share of Par-Tapi-

Narmada Link from Ukai reservoir in Tapi Basin is not feasible and requested
Maharashtra to reconsider its demand.
Shri Sriram Vedire, Member of the Committee and Chairman of Task Force
informed that the Task Force for ILR will focus to resolve the issues involved in
implementation of Par-Tapi-Narmada and Damanganga-Pinjal Link Projects
among the Gujarat and Maharashtra State Governments in its next meeting.
III. Alternative proposal of Diversion of Godavari waters upto Cauvery
basin
The Director General, NWDA informed that the preparation of DPRs of three
links namely Godavari–Krishna(Nagarjunasagar) link, Krishna (Nagarjunasagar)
– Pennar (Somasila) link and Pennar (Somasila) – Cauvery (Grand Anicut) link
under Godavari-Cauvery alternative link scheme have been completed and the
draft DPR was circulated to the party States in March, 2019. Comments from
Govt. of Tamil Nadu, Karnataka, Andhra Pradesh and Madhya Pradesh are
received and the same will be incorporated in final DPR. He further informed
that the comments from Odisha, Telangana and Chhattisgarh States are awaited.
The states were requested to sent their comments to NWDA without any further
delay, so that the DPR of Godavari-Cauvery Link could be finalized considering
the comments of party States.
Representative of Chhattisgarh State informed that in future Chhattisgarh may
plan and construct few new projects in Godavari Basin to use their share of
water.
The Secretary, DoWR,RD&GR, Ministry of Jal Shakti pointed out that certain
States having surplus water are unable to utilize the same due to various reasons
and also geographical constraints. He opined that a mechanism may be worked
out to compensate such States to encourage them for sharing of surplus water so
that the surplus water could be ulilized in larger National interest.
Shri M Gopalakrishnan indicated that if we consider compensating water surplus
States within India, then India will be in great disadvantage in International
Water sharing with Nepal as the Nepal may also ask for the same condition.
Secretary, DoWR,RD&GR, Ministry of Jal Shakti mentioned that we should
give a thought to this.

Shri Sriram Vedire, Member of the Committee and Chairman of Task Force
informed that Government of Chhattisgarh has expressed its willingness to share
water if they are compensated. He further indicated that Telangana and Andhra
Pradesh States are moving independently with their own mechanism to transfer
water from Godavari to Krishna. We can request the Govt. of Telangana and
Andhra Pradesh to send their feedback or discuss the issue in the Special
Committee Meetings so that the same can be considered while finalizing the
DPR. The representative of Telangana agreed to send the comments on DPR
within 15 days.
Shri A D Mohile, Member of the Committee mentioned that no Tribunal has
given any property right of water to any of the Sates but only right to use. He
further mentioned that no Tribunal accept Krishna Tribunal put the restriction on
use of water outside the Basin, as such compensating the water surplus States
should not be considered.
Representative of Tamil Nadu informed that Hon’ble Supreme Court in recent
judgment has categorically mentioned that the water is a National asset and no
State can claim ownership.
The representative of Karnataka requested to indicate their share of water from
Godavari-Cauvery link project. Representative of Andhra Pradesh informed that
they have requested some information from NWDA which are awaited.
Item No.17.4: Status of Feasibility Reports
1. Manas-Sankosh-Teesta-Ganga (MSTG) link
The Director General, NWDA informed that the Manas-Sankosh-Teesta-Ganga
(MSTG) link project is an interdependent link envisaging diversion of surplus
water from river Manas, Sankosh, Aie, Raidak, Torsa and Jaldhaka to the Ganga
river and further towards South. The Feasibility Report of this project is under
finalization and the same will be circulated among the party States.

Item No. 17.5: Status of Intra-State link proposals
Director General, NWDA informed that NWDA has received 47 proposals of
Intra-State links from 9 States. The Pre-feasibility Reports (PFRs) of 37 Intra-
State links have been completed. The DPR of 4 Intra-State links have been
completed and sent to the concerned State Governments. The preparation of
DPRs of Damanganga (Ekdare)–Godavari link and Damanganga-Vaitarna-
Godavari link of Maharashtra is in progress.
The representative of Karnataka raised the issue of considering the regenerated
water from Bangalore City domestic water utilisation in the planning of
Ponnaiyar - Palar Link project of Tamil Nadu.
Item No.17.6: Restructuring of National Water Development Agency
Director General, NWDA informed that due to enhanced mandate of NWDA, its
work load has increased manifold as such strengthening of NWDA is necessary.
A proposal in this regard has been submitted to Ministry of Jal Shakti and the
MoJS informed that the strengthening of NWDA will be considered with NIRA.

Item No. 17.7: Task Force for Interlinking of Rivers
Director General, NWDA informed that the Task Force for ILR is assisting
Special Committee for ILR and so far held 11 Meetings and the last meeting was
held on 18.10.2019.
Shri Sriram Vedire, Member of the Special Committee and Chairman of Task
Force informed that the Task Force in its 11th
Meeting has critically analysed
Himalayan Components of NPP for realistic assessment and figured out the
issues with Nepal and Bhutan. Regarding the issues with Nepal, Chairman, Task
Force suggested NWDA to approach Ministry of External Affairs through
Ministry of Jal Shakti to take-up the discussions with Nepal. Regarding issues
with Bhutan, he mentioned that the Manas-Sankosh-Teesta-Ganga (MSTG) link
is depends on Bhutan. The Sankosh Hydro-electric project on Sankosh river has
been planned which is also a part of planning of MSTG Link. So far with
Bhutan only Power sharing has been worked out. The Sankosh water flowing

down of Sankosh HEP after Power generation has been planned by India for
diversion through MSTG Link and this issue needs to be discussed with Bhutan.
Shri A D Mohile, Member of the committee mentioned that as per the
established practice trans-boundary flowing water to our country can be used as
per our own priority and planning and may not be discussed with other country.

Item No. 17.8: Integration of Eastern Rajasthan Canal Project with
Parbati- Kalisindh-Chambal link
Director General, NWDA informed that Task Force for ILR in its 11th
Meeting
held on 18.10.2019 discussed the possibility of integrating the Parbati-
Kalisindh-Chambal (PKC) Link of NPP with Eastern Rajasthan Canal Project
(ERCP) of Rajasthan. Subsequently a meeting was convened by Chairman, Task
Force for ILR with Madhya Pradesh and Rajasthan States and it was decided
that NWDA should prepare the Pre-Feasibility Report (PFR) of Integration of
Parbati-Kalisindh-Chambal of NPP with Eastern Rajasthan Canal Project.
Accordingly, NWDA is preparing the Pre-Feasibility Report of integration of
Parbati-Kalisindh-Chambal with Eastern Rajasthan Canal Project and same shall
be completed by March 2020.

Item No.17.9: National Interlinking of Rivers Authority (NIRA)
Director General, NWDA informed that a Draft Cabinet Note for NIRA and
draft bill for constitution of NIRA have been prepared and sent to Ministry of Jal
Shakti.
In the Cabinet Note, approvals have been sought on funding pattern for
implementation of ILR projects and setting up National Interlinking of Rivers
Authority (NIRA) for overall implementation of ILR program.
The Secretary, DoWR,RD&GR, Ministry of Jal Shakti informed that the Cabinet
Note was circulated to the concerned Ministries and comments have been
received from various Ministries. These comments are being compiled.
