JennnotedthatthetopicforthissessionistherevisionoftheLSI-VCImplementationPlan.Shereviewedthetasksandthegoalforthissession:reviewtheCEOSWorkPlanandcompilealistof'WorkAreas'andtheirrespectivemilestones,tobeusedafterLSI-VC-3toupdatetheLSI-VCImplementationPlan(viaemail).
JonathonRoss(GA,CEO)presentedanoverviewofCEOStohelpsetthestage,recallingtheKyotoStatementandthenumerousglobalagendasthatarerelevanttoCEOSanditsagencies.HenotedtheCEOSWorkPlanandthe2017CEOSChairInitiatives.Thetwochairinitiativesbridge thegapbetweenusersanddata.TheFDAad-hocTeam(FDA-AHT) isassessing thestrategic direction for CEOS, and also progressing Pilot activities to inform the strategicdecisions. Bottom-up activities on ARD are vital to the overall success of top-level FDAstrategydiscussionsandotheractivities.
TheworkbeingundertakenbytheFDA-AHTisbroaderthanthatofWGISS.Inthelongerterm,eachoftheactivitiesbeingundertakenbytheFDA-AHTwillneedtofindpermanenthomesintheCEOSstructure.
LSI-VCImplementationPlan
In response to action LSI-VC-2-21, Jenn has taken responsibility for updating the LSI-VCImplementationPlan(IP).TheIPisbeingrevisedsothatitbetterreflectsthecurrentdirectionandprioritiesoftheVC,andtoensurethatitisconsistentwiththeCEOSWorkPlan2017-2019.Jennreviewedthedocumentthatshehasmarked-upwithsomesuggestedchanges.Thefollowingpointsfromthediscussionwerenoted:
• JennnotedthefollowingaimfromtheIP:“Promotingsustainedandsystematiccollectionofsatellite-derived landsurface imagingobservationsbysharing informationonfuturemissiondevelopment”.
o Itwas agreed that itwould be helpful to use the CEOSMIMDatabase (MIMDB) togeneratesomecustomtimelinesforLSI-VCpurposes.
o JeffMasek(NASA)notedthatthegapidentificationpotentialofsuchtimelineswouldbehelpful–most importantlyforSAR(asoptical isalreadywellcoveredglobally).DavidJarrett(NASA)supportedtheidea,statingthatgapidentificationshouldbeapriority.
o IvanPetiteville(ESA)stressedtheimportanceofpublicisinganyresults.
o BrianKillough(NASA)notedthatESA,theCEOSSEO,andtheMIMDatabaseteamareworking to add gap analysis capabilities to theMIMDB, although the approach andscopeisstillbeingdiscussed.BrianalsonotedthattheCOVEtoolcanbeusedtogeneratecoveragemaps,andperiodicLSI-VC-specificmapscouldbeauto-generated.

Bianca Hoersch (ESA) presented an update on Sentinel-2, with a focus on the CARD4Lcompliance of Sentinel-2 products. The Sentinel-2 team performed an assessment onSentinel-2productsandfoundthattheL1CproductismeetingthedefinitionofCARD4L,andallotherproductsarealmostfullycompliant.

BiancanotedthatsystematicSentinel-2L2Aproductgenerationisplanned,andwillstartwitha pilot for Europe in 2017. The results of the Atmospheric Correction IntercomparisoneXercise(ACIX)willresultintheselectionofasingleAtmosphericCorrection(AC)algorithmforthesystematicproduction,andwillenablelong-term,globalL2Aproducts.Whileasinglealgorithmwillbeselectedforsystematicproduction,multiplealgorithmscouldbeprovidedaspartoftheSentinelToolbox.
Jeff Masek (NASA) noted that ACIX will identify any systematic differences between ACalgorithms.He added that there are twoways to retrieve atmospheric properties forAC:singledatewithancillaryatmosphericmeasurements,aswellastimeseriesanalysis.
It’s unknown when global Landsat Surface Reflectance (SR) products will be availablesystematically(asopposedtobeingprocessedondemand).LCMAPwillproduceproductsforthe continental United States. Adam confirmed that Geoscience Australia (GA) are notproducingLandsatSRproductssystematically.
The Sentinel-2 Global Reference Image (GRI) is expected by 2018, and it will be used toorthorectifyallsubsequentimagestoobtainthedesiredpixelaccuracy.
BiancanotedthattherearemanySentineldatahubsandportalsemergingatanincreasingrate. She asked whether LSI-VC should make an inventory of these portals and theircapabilities in support of “increasing the visibility of land surface imagingdata holdings”.Therewassomeconcernthatwemightnotbeabletokeepupwiththepaceofdevelopment,whichwouldunderminetheutility.

RationalisingCEOSLSIActivities
StephenWard(CEOSChairTeam)summarisedtherationalebehindthejointmeetingoftheSDCG for GFOI, CEOS-GEOGLAM ad-hoc Working Group, and the LSI-VC planned for 6-8September2017.Thepurposeof this trialmeeting is tobegin theprocessof rationalisingCEOSLSIactivities,resultinginbothbettercoordinationofLSIrequirementsandalsotravelefficiencies.Thead-hocteamsofSDCGforGFOIandCEOS-GEOGLAMwereneverintendedtobepermanent,andthismeetingwillexplorehowtheymightbeincorporatedundertheLSI-VC umbrella. Jonathon Ross (GA) noted that there is also the hope that this will set aprecedentforhownewGEOInitiativesshouldbeaddressedbyCEOS–providingaframeworkfortheincorporationofnewLSIrequirementsintheCEOSstructure.
GeneFosnight(USGS)welcomedtheinitiative,notingthatitwillbringuserfeedbackintotheLSI-VC,andthatco-locatingthesemeetingswillexposeLSI-VCtotheuserperspective.HestressedhoweverthatwemustbecarefulnottolosewhathasmadetheSDCGforGFOIandCEOS-GEOGLAMad-hocWGsuccessful– their identityand links to theuser community–duringanyfuturetransition.

JennLacey(USGS)notedthattheMRI Initiativewouldbeanother ideal topic forthe jointmeeting.Stephenagreedandwillensurethattheconceptnote/week-at-a-glance/agendaarerevisedaccordingly.
Whiletheendgoalistoincorporatethead-hocteamsunderLSI-VC,Stephenstressedthatagency representatives on SDCG-GFOI and CEOS-GEOGLAM should not be recalledprematurely.
DavidJarrett(NASA)questionedhowtheLSI-VCImplementationPlanand‘JointWorkPlan’would operate together, asking whether the joint plan would incorporate the LSI-VCImplementationPlan.ItwasagreedthattheLSI-VCwouldlikelymaintainitsownplan,whileactivitiesthatarespecificallycross-cuttingwouldbecoveredinanyfuturejointworkplan.
Itwasagreedthatweshouldtakeaconsideredandconservativeapproach,holdingthetrialmeetingbeforedecidingthenextsteps.
CSAReport
PaulBriand(CSA)notedtheeffortswithinCanadatoestablishfivenewinitiativestoensuretheincreaseduseofspace-basedEOdatainthekeypolicyareasofterrestrialmonitoring,activitiessupportingclimatechange impacts,andecosystemresilience.NRCan-CCMEOaredevelopingaBigGeospatialDataAnalytics(BGDA)system,referredtoastheGeoanalyticsEarth Observation Data Environment (GEODE), which will require definitions of SAR andRadarsatConstellationMission(RCM)ARDfortimeseriesanalytics.Phase1oftheefforttodefine Radarsat ARD includes examining current SAR ARD standards/definitions underdevelopment(e.g.,withinCEOS/LSI-VC,GoogleEarthEngine)andthedevelopmentofminiDataCubestosupportdevelopment,testinganddemonstration.AworkshopinJanuary2017initiatedtheprocess:

HenriLaur(ESA)questionedtheapplicabilityandusefulnessofSARARD,notingthatmanyofthelanddomainusersESAisservingwithSentinel-1dataareusingitforinterferometry,andtheoverallusercommunityisverydiverseintheirneeds.HeaskedwhetheritisappropriatetotreattheSARusercommunityinthesamewayastheopticalusercommunity.Headdedthatinterferometrytimeseriesareseldomused,andnotedthattherewerebiginvestmentsinthepastwithERSthatresultedinprojectswithfew,ifany,endusers.Systematicproductionmightnotbe feasible,howeverprovidingaccess tomethodsvia theSentinelToolbox is apossibility.
Adam Lewis (GA) stressed that CARD4L is not meant to cover specialised users orinterferometric applications, and the applicability of a SAR ARD product should not bedismissed.TherearemanynewpotentialusersforbasicapplicationofSAR,e.g.,inforestryandagriculture(riceandcloudyareaobservations,inparticular)thatwouldbenefitgreatlyfromabasic product.Wehave seen this need communicated through consultationswithusers(e.g.,viaSDCG-GFOI,GEOGLAM).

Susanne Mecklenburg (ESA), Sentinel-3 Mission Manager, presented an overview of themissionandsomeofitsproducts,includingthoserelatedtovegetationandLST.ShenotedthatthesynergyproductsarelikelythemostrelevanttoLSI-VC.
ThephaseshiftbetweenSentinel-3Aand-3Bhasrecentlychangedfrom180to140degreestoimproveinterleavingforthealtimetrymission,andwillresultinaslightlyincreasedrevisittimeforoceanobservations(from2to3days).SamplesynergyandvegetationproductsareexpectedtobeavailablebyMay2017,withoperationalreleasesexpectedbymid-year.NewproductswillbegeneratedinresponsetorequestsfromtheEC–AerosolOpticalDepth(AOD)andFireRadiativePower(FRP).Thenear-real-timeFRPproductwillhavealatencyof3hours.
In response to Jeff Masek (NASA), Susanne confirmed that some radiometricintercomparisons (VIIRS, MODIS, PROBA-V, and Sentinel-3) have been performed by theSentinel-3validationteam.FerranGascon(ESA)notedthattherehasalsobeensomeworkdoneintheCEOSWGCVIVOSsubgroup.
FDAPilotRequirements
Brian Killough (NASA/SEO) presented an overview of the CEOS FDA Pilots (Colombia,Switzerland,Vietnam,USA,Europe,Australia)andthehigh-levelresultsofaquestionnairecarriedoutbytheFDAad-hocTeam.TwoDataCubesarebeinginvestigatedforVietnam–onehostedbyVAST/VNSCandanotherbytheNASASERVIRMekongHub.

Jenn Lacey (USGS) asked whether the EC is represented on the FDA-AHT. Mark Dowell(EC/JRC)notedthattheECareinterestedinnominatingsomeonefortheFDA-AHTandtherearepotentialcandidatesfromboththeJRCandBrusselsoffice.
BrianreportedthatthenewestFDAPilotteamfromSwitzerlandhavebeenmakingexcellentprogressinashortamountoftime.DuringtheireffortstopopulateaDataCube,theyhavefoundthattheUSGSLandsatarchivelacksasubstantialamountofdatafortheperiod1991-1998.Jennagreedtofollowup.GeneFosnight(USGS)suggestedthatthisgapmightbeduetothefactthattherepatriateddatahasnotbeenpostedonlinedueto ithavingaccuracyissuesrelatedtoPCD.BiancanotedthatsomeofthisdataisavailableviatheEuropeanEOBrowser.

MarkDowell(EC/JRC)askedforclarificationontheendgoaloftheFDAPilots.BriannotedthatitisunclearwheretheFDAworkwillultimatelyendupintheCEOSstructure–theFDAad-hoc Team might be extended for another year (or more), or its activities could bedistributedamongstvariousCEOSgroups.Bythe2017Plenary,theFDA-AHTwillsummarisethelessonslearnedfromtheFDAPilotstohelpguidefutureCEOSworkaroundFDA.GenesuggestedthattheselessonslearnedshouldalsobecommunicatedtogroupsliketheGFOIR&DComponent.PaulBriand(CSA)notedtheimportanceofnotonlyhavingthecapacitytoestablishthepilots,butalsofortheircontinuedoperation.

Gene Fosnight (USGS) is leading the 2017 CEOS Chair Initiative on Moderate ResolutionSensorInteroperability(MRI),andtheactivityisbeingundertakenbyasubsetoftheLSI-VCteamaswellasrepresentativesfromotherCEOSgroups,includingWGCVandWGISS.
MRIwilldrawupontheCARD4Ldefinitionandspecifications,andusethemtodirecttheefforton determining the interoperability of different sensors. CARD4L products allowinteroperabilityboththroughtimeandwithotherdatasets;theMRIFrameworkwilldetailthespecificsaroundhowthepotentialofCARD4Ltosupportmulti-sensorinteroperabilitycanbeachievedforspecificapplications–drawingonlessonslearnedfromaseriesofcasestudies(beginning with Landsat 8 and Sentinel-2) – and summarise recommendations andconsequences.Geneconfirmedthatthecasestudieswillproducebothlessonslearnedandrecommendationsonbestpractices.
It was suggested that all nomenclature be well defined and consistent with other CEOSdefinitions(e.g.,theuseof‘moderate’whendescribingasensorresolution).
MuSLIandHLS
JeffMasek (NASA)presenteda summaryof twoprojects that arehighly relevant toMRI:Multi-SourceLandImaging(MuSLI)andtheHarmonizedLandsat-Sentineldataset.
MuSLI is a set of research projects, funded through the NASA Land-Cover and Land-UseChange(LCLUC)Program,thatareworkingtoadvancetheuseofmulti-sourceremotesensingdata for land monitoring applications. Each project makes use of multiple, internationaldatasets to achieve their goals, and an emphasis is placed on regional pilot projects andprototype products that can be scaled-up. A new solicitation for 2017 projects has beenreleased,withanincreasedemphasisoncontinental-scaleproducts.
TheHarmonizedLandsat-Sentinel(HLS)projectismergingSentinel-2andLandsat8productsata radiometric level.Oncescaled, thiscouldprovideglobal surface reflectancecoverageeverytwotothreedays.Jeffnotedthatthisisjustoneapproachtoharmonizingdatasets,andonlyworkswhenthesensorsarefundamentallysimilar.Mergingcanalsobedoneatthephysicalmeasurementlevelandthroughaprocesscalledorthogonalharmonization.Itwassuggested that thisapproach ismoreofahomogenization (i.e.,makingproducts look the

AtmosphericCorrectionIntercomparisoneXercise(ACIX)
FerranGascon(ESA)presentedanoverviewoftheACIXprojectledbyESAandNASA.ACIXaims to perform an intercomparison of atmospheric correction algorithms. 12 differentapproaches are being tested by 13 different organisations/institutes/companies in 5countries.TheresultsofACIXwillpointoutthestrengthsandweaknessesofthedifferentsolutions,andhighlightcommonalitiesanddifferencesbetweentheapproaches.The finalanalysisreportisexpectedverysoon–atthesecondworkshop,tobeheldApril11-12atESAESRIN.ThefocusisLandsat8andSentinel-2landsurfacemeasurements,andtheresultswillinfluencethechoiceoftheACalgorithmthatwillbeusedforthesystematicproductionofSentinel-2surfacereflectanceproducts.

Adam Lewis (GA) presented some updates on behalf of Stuart Phinn (UQ) and the JointRemote Sensing Research Program (JRSRP). He noted in particular that the JRSRP haveperformedstate-widevegetationcovermappingforQueenslandandalsopublishedapaperon an operational scheme for deriving standardised surface reflectance from LandsatTM/ETM+andSPOTHRGforEasternAustralia.Theyarealsogeneratingtheirownsurfacereflectance fromSentinel-2and the results correlatewellwithLandsat8.Their cloudandwatermaskingalgorithmsarenowalsorunningoperationally.
GAARDStatus
Adam Lewis (GA) shared some GA perspectives on ARD, noting that demand is growing,includingforSARARD.GAhaveestimatedthat30%ofanalysistimecouldbesavedwiththesystematicproductionofpre-processedARD.
AdamnotedtheGA/UQeffortstoproducesurfacereflectancedata,andreportedthatthecorrections being applied to Landsat are also being applied successfully to Sentinel-2. KurtThome(NASA,WGCVChair)notedthatcommercialprovidersarenotrepresentedatthetop-level of WGCV, however some of the WGCV subgroups include private sectorrepresentatives. Their involvement is purely instructive, focusing on protocols,methodologies, and best practices. Jenn Lacey (USGS) supported theWGCV approach tocommercial engagement, suggesting that providing a CARD4L ‘stamp’ for private sectorproductsmightnotbeappropriate.MarkDowell(EC/JRC)agreed,notingthatsuchasituationcouldbecomplicated,especiallyifCARD4Lweretoenduphavingsomemonetaryvalue.Itwasagreed thatwhilewecannot stopcompanies self-assessing theirproductsasCARD4Lcompliant,CEOSshouldnotbedoingassessmentsfortheprivatesector.
Mark Dowell (EC/JRC) asked whether CEOS Agencies have had success working with theprivate sector to release down-sampled/higher-level products derived from commercialdatasets.TheJAXAALOS/JERSglobalmosaicswerenoted,andPaulBriand(CSA)agreedtosharesomeexamplesfromCanada.IvanPetiteville(ESA)notedtheexampleofWGDisasters,which uses commercial data for pilot activities. FollowingupthepresentationfromStephenWard(CEOSChairTeam)onMonday,JonathonRoss(GA,CEO)presentedhisviewsontherationalisationofCEOSLSIactivitiesandthejointmeetingplannedforSeptember:
• Theneedforboth‘domain-specific’and‘cross-cutting’activitieswill likelyendureforawhile.Wewant to ensure we are addressing both of these aspects, in a way that issustainable foragencies,andrecognises thatultimately the ‘call’ isoftenon thesameassets.
• Thefirstjointmeetingisasteptowardsthis–gettingthedifferentperspectivestogetherandthentalkingtoidentifycommonissues/objectives.
• Itshouldbenotedthattheneedfordomainengagementmay‘scaleup’insomedomainsforawhilebeforescalingback,butitisnotalinkthatwewanttolose.
• DesiredoutcomesfromanLSI-VCperspective:
