RWF MINUTES Minutes of Quarterly WTA meeting held with representatives of RWF on 06.01.2012 in Rail Bhawan, New Delhi for planning the requirement of WTA items for the IVth Quarter (January –March, 2012).

General EDRS(P) welcomed all the participants from Rail Wheel Factory, DSP/SAIL, Zonal Railways and Production Units to the meeting. He stated that supply performance of Rail Wheel Factory/Bangalore for all the WTA items was commendable not only during last quarter i.e. October-December, 2011 but also for the whole year upto December,2011. RWF has helped Railways to meet the increased requirement of wheelsets needed for wagon production.

EDRS(P) stated that DSP/SAIL is lagging behind in supply of wheels and axles. DSP has supplied only 33,000 loose wheels (all types) in 9 months of 2011-12 so far against their commitment of 67,000 wheels and only 4802 axles so far against the committed quantity of 12000 axles in entire year 2011-12. There is a proportionate shortfall of about 17,000 wheels on account of DSP/SAIL. Thus supply performance of SAIL/DSP is unsatisfactory. EDRS(P) advised SAIL/DSP to improve their supply performance.

It was stated that wagon production during the last two months has been around 1000 per month on an average. Wagon production will pick up to the level of 2000 wagons per month on finalization of wagon tender. With this, requirement of wagon wheelsets will increase. It was hoped that RWF/Bangalore will be able to meet the wheelsets requirement fully. EDRS(P) stated that Board has finalized four global tenders to meet the shortfall requirement of about 14,000 axles. Supplies of axles from import is expected by May/June,2012.

EDRS(P) stated that delay in clearance of cast EMU wheels by RDSO

has started affecting the availability of EMU wheels. It was requested that RDSO may be directed for early clearance of cast EMU wheels. It was also requested that final decision on the acceptance/rejection based on batch criteria for the wheels produced by DSP/SAIL should be taken.

He also requested EDME(W) to take up matter with RDSO for clearance

of cast wheels for EMU applications. It was also indicated that production programme of RWF for the year 2012-13 has been finalised. In the production

-2- programme of RWF there is no provision of MG coach wheels whereas various Railways i.e. North Eastern, Western and NF Rlys have expressed urgency of MG wheels both for loco and coaches. Thus MG chg wheels were allotted to RWF for this quarter. EDRS(P) stated that indents are not being sent by various Railways by the scheduled date. He advised Railways to ensure sending the indents in time so as to enable Board to process the procurement in time. Railway units have already been advised vide Board’s letter No. 2011/RS(WTA)-149/Procurement Calender (WTA items) dt. 06/12/2011 the time schedule for the submission of indents. Indents for the year 2013-14, have already been delayed Railways were advised that if no indent is received by 31/01/2012, their requirement will be taken as NIL.

Address by AM (ME) AM.(ME) wished a happy new year to all the participants. He stated that WTA meeting is very important meeting to review the overall requirement of vital items for the rolling stock and plan the needs based requirement of the same. He commended the good performance of Rail Wheel Factory/Bangalore . He stated that as soon as wagon tender is finalised the requirement of wheelsets for wagons will increase. He advised CME/RWF to effect one time supply of MG wheels to NE,NF & W Rlys. He stated that carriage wheel discs supplied by RWF are not as per RDSO drawing.AM (ME) advised EDME(W) to expedite clearance of EMU cast wheels and also to look into the issue of rejection/acceptance of DSP/SAIL wheels based on batch criteria. In future WTA meetings user dept’s representative i.e. CWE/CMP(pl) on mechanical wing and electrical officer from CLW at SAG level may be included. Address by CME/RWF CME/RWF stated that WDM2 loco wheels have been cleared by RDSO. These wheels have been supplied by RWF to SR, CR & ER for application on WDM2 locos. CME/RWF stated that RWF is required to produce 73000 wheelsets in 2012-13. Presently this much pressing capacity is not available. (ii)In order to produce 73000 wheelsets, we have to finish machine 73000 axles. The pressing capacity will just fall short of this, but work can be managed if additional staff for third machining line is sanctioned for which staff proposal is in Board.

-3- (iii)The tender for new wheel assembly complex has already been opened and in long term, RWF will have spare capacity of pressing wheelsets. In case, the pressing capacity requirement is going to remain at this level or increase further, additional machining line will be needed. RWF has two new machining line and one condemned machining line is also being used upto rough turning stage on regular basis. For consistent out turn, it is necessary that one more machining line is given to RWF. RWF will need directions from Board to process the case in M&P Programme 2013-14. (iv) As per gazette notification of Ministry of Labour issued in 1999 work in six activities cannot be outsourced by RWF. These activities include cutting of scrap, furnace lining, ladle lining, material handling, packing and painting of wheels, maintenance of factory premises etc. In 2006-07 with steep increase in production some of these activities were outsourced. RWF’s request for relaxation for a period of three years was turned down and CACLB as a very special case has granted relaxation for one year, which will end in March,2012. A proposal for creation of 266 posts is pending with Railway Board. In case these posts are sanctioned, RWF will approach CACLB to extend the dead line for further one year. There is hope that CACLB will grant some more time, provided Board sanctions these posts. Decision from Board is urgently required. In case extension is not granted by CACLB, the entire production plan for the year 2012-13 will have to be drastically cut down.

AM (ME) advised EDME(W) to examine the RWF’s request in this regard and take further necessary action.

Address by COS/RWF

COS/RWF stated that RWF is not getting required scrap from various

Railways. Various Railways are not dispatching rails. COS/RWF is not in a position to go to various locations to collect rails and WTA scrap. He requested that instructions may be issued to these railways to ensure timely dispatch of the required WTA scrap and condemned rails to RWF to enable them to manufacture WTA items. EDRS/C advised RWF that necessary instructions will be issued to railways to ensure dispatch of scrap to RWF. He also advised Railways not to send light melting scrap.

It was stated by EDRS(P) that the allotment of wagon wheelsets for this quarter (January – March, 2012) on RWF has been restricted to 14000 since loose wheels & axles are to be supplied to Zonal Rlys & PUs urgently

-4- eventhough requirement of wagon wheelset is much higher. Thus RWF was advised by EDRS/P to maximize production of BOXN wagon wheelsets. Wagon production will pick up on finalization of wagon tender.

It was requested by Railways that RWF should also explore possibility of

manufacturing MG loco and coaching axles for which allotment for NF, NE & Western Rlys will be regularized later on.

The position regarding supplies made by RWF during the previous

quarter i.e. October - December, 2011 was discussed. The same is tabulated as under:-

DSP Minutes Minutes of Quarterly WTA meeting held with representatives of M/s SAIL/DSP on 06.01.2012 in Rail Bhawan, New Delhi for planning the requirement of WTA items for the IVth Quarter (January – March, 2012). General EDRS(P) welcomed all the participants from Rail Wheel Factory, DSP/SAIL, Zonal Railways and Production Units to the meeting. He stated that supply performance of Rail Wheel Factory/Bangalore for all the WTA items was commendable not only during last quarter i.e. October-December, 2011 but also for the whole year upto December,2011. RWF has helped Railways to meet the increased requirement of wheelsets needed for wagon production.

EDRS(P) stated that DSP/SAIL is lagging behind in supply of wheels and axles. DSP has supplied only 33,000 loose wheels (all types) in 9 months of 2011-12 so far against their commitment of 67,000 wheels and only 4802 axles so far against the committed quantity of 12000 axles in entire year 2011-12. There is a proportionate shortfall of about 17,000 wheels on account of DSP/SAIL. Thus supply performance of SAIL/DSP is unsatisfactory. EDRS(P) advised SAIL/DSP to improve their supply performance.

It was stated that wagon production during the last two months has been around 1000 per month on an average. Wagon production will pick up to the level of 2000 wagons per month on finalization of wagon tender. With this, requirement of wagon wheelsets will increase. It was hoped that RWF/Bangalore will be able to meet the wheelsets requirement fully. EDRS(P) stated that Board has finalized four global tenders to meet the shortfall requirement of about 14,000 axles. Supplies of axles from import is expected by May/June,2012.

EDRS(P) stated that delay in clearance of cast EMU wheels by RDSO

has started affecting the availability of EMU wheels. It was requested that RDSO may be directed for early clearance of cast EMU wheels. It was also requested that final decision on the acceptance/rejection based on batch criteria for the wheels produced by DSP/SAIL should be taken.

-2- He also requested EDME(W) to take up matter with RDSO for clearance

of cast wheels for EMU applications. It was also indicated that production programme of RWF for the year 2012-13 has been finalised. In the production programme of RWF there is no provision of MG coach wheels whereas various Railways i.e. North Eastern, Western and NF Rlys have expressed urgency of MG wheels both for loco and coaches. Thus MG chg wheels were allotted to RWF for this quarter. EDRS(P) stated that indents are not being sent by various Railways by the scheduled date. He advised Railways to ensure sending the indents in time so as to enable Board to process the procurement in time. Railway units have already been advised vide Board’s letter No. 2011/RS(WTA)-149/Procurement Calender (WTA items) dt. 06/12/2011 the time schedule for the submission of indents. Indents for the year 2013-14, have already been delayed Railways were advised that if no indent is received by 31/01/2012, their requirement will be taken as NIL.

Address by AM (ME) AM.(ME) wished a happy new year to all the participants. He stated that WTA meeting is very important meeting to review the overall requirement of vital items for the rolling stock and plan the needs based requirement of the same. He commended the good performance of Rail Wheel Factory/Bangalore. He stated that as soon as wagon tender is finalised the requirement of wheelsets for wagons will increase. He advised CME/RWF to effect one time supply of MG wheels to NE,NF & W Rlys. He stated that carriage wheel discs supplied by RWF are not as per RDSO drawing.AM (ME) advised EDME(W) to expedite clearance of EMU cast wheels and also to look into the issue of rejection/acceptance of DSP/SAIL wheels based on batch criteria. In future WTA meetings user dept’s representative i.e. CWE/CMP(pl) on mechanical wing and electrical officer from CLW at SAG level may be included. Address by CME/RWF CME/RWF stated that WDM2 loco wheels have been cleared by RDSO. These wheels have been supplied by RWF to SR, CR & ER for application on WDM2 locos. CME/RWF stated that RWF is required to produce 73000 wheelsets in 2012-13. Presently this much pressing capacity is not available. (ii)In order to produce 73000 wheelsets, we have to finish machine 73000 axles. The pressing capacity will just fall short of this, but work can be managed if

-3- additional staff for third machining line is sanctioned for which staff proposal is in Board. (iii)The tender for new wheel assembly complex has already been opened and in long term, RWF will have spare capacity of pressing wheelsets. In case, the pressing capacity requirement is going to remain at this level or increase further, additional machining line will be needed. RWF has two new machining line and one condemned machining line is also being used upto rough turning stage on regular basis. For consistent out turn, it is necessary that one more machining line is given to RWF. RWF will need directions from Board to process the case in M&P Programme 2013-14. (iv) As per gazette notification of Ministry of Labour issued in 1999 work in six activities cannot be outsourced by RWF. These activities include cutting of scrap, furnace lining, ladle lining, material handling, packing and painting of wheels, maintenance of factory premises etc. In 2006-07 with steep increase in production some of these activities were outsourced. RWF’s request for relaxation for a period of three years was turned down and CACLB as a very special case has granted relaxation for one year, which will end in March,2012. A proposal for creation of 266 posts is pending with Railway Board. In case these posts are sanctioned, RWF will approach CACLB to extend the dead line for further one year. There is hope that CACLB will grant some more time, provided Board sanctions these posts. Decision from Board is urgently required. In case extension is not granted by CACLB, the entire production plan for the year 2012-13 will have to be drastically cut down.

AM (ME) advised EDME(W) to examine the RWF’s request in this

regard and take further necessary action.

Address by COS/RWF

COS/RWF stated that RWF is not getting required scrap from various

Railways. Various Railways are not dispatching rails. COS/RWF is not in a

position to go to various locations to collect rails and WTA scrap. He requested

that instructions may be issued to these railways to ensure timely dispatch of the

required WTA scrap and condemned rails to RWF to enable them to

manufacture WTA items. EDRS/C advised RWF that necessary instructions

will be issued to railways to ensure dispatch of scrap to RWF. He also advised

Railways not to send light melting scrap.

It was stated by EDRS(P) that the allotment of wagon wheelsets for this

quarter (January – March, 2012) on RWF has been restricted to 14000 since

loose wheels & axles are to be supplied to Zonal Rlys & PUs urgently

eventhough requirement of wagon wheelset is much higher. Thus RWF was

advised by EDRS/P to maximize production of BOXN wagon wheelsets.

Wagon production will pick up on finalization of wagon tender.

It was requested by Railways that RWF should also explore possibility of

manufacturing MG loco and coaching axles for which allotment for NF, NE &

Western Rlys will be regularized later on.

The position regarding supplies made by M/s SAIL/DSP during the
