Prior to dismissing the capital charge magistrate Morgan noted that the instruction from the office of the Director Of Public Prosecutions was for the civilian prosecutor not to interfere in the case and for it to be left to the police to prosecute as it is alleged that, in keeping with established protocols prior to the institution of a capital charge, the police did not consult with the Office of the Director of Public Prosecutions. The file has since been held in limbo. The charge was conse- quently dismissed “due to lack of cooperation between the police and DPP”, as noted by the presiding magistrate. Due to unanticipated electricaland plumbing issues, the messextended beyond the bathroom,affecting multiple rooms in thehouse. Due to bad advice anddisappointing work, the projectdragged on for months. I could write my name in thelayer of sheetrock dust on all thefurniture, despite how manybottles of furniture polish I used.Then our old air conditioning unit

Don't Cry Over Spilled ShampooBY: Tracie Miles kicked the bucket, and our

checking account was about to dothe same. But it was a bottle ofspilled shampoo in the onebathroom my family of five hadbeen sharing that pushed me overthe edge. The day after splurging on anoversized bottle of moisturizingshampoo, I found it on the floorof the bathroom with half thecontents spilled into a huge gooeypuddle. I cleaned it up in silentaggravation. But the followingday when I found it on the flooragain, in yet another big puddle,tears began to spill as easily asthat shampoo had from the bottle. Later that day, I whined to afriend about my frustratingcircumstances. She gentlysuggested I read James 1:2. I

confess, I wasn't in the mood tolook up a Bible verse. Butthankfully I did, and reading thisverse prompted me to pause,think and refocus. James 1:2 says, "Dearbrothers and sisters, whentroubles of any kind come yourway, consider it an opportunityfor great joy." I thought about how blessed wewere to have lived in our homefor 17 years, where we've raisedall our children. I thought aboutthe sweet memories our homeheld, despite its condition. Ithought about the lessonswe were learning as a familyabout tolerance, closeness,consideration and perseverance.I thought about the blessing ofbeing able to afford therenovation. As I focused on my blessings,all the small annoyancessuddenly seemed much lessimportant. I had countlessreasons to be thankful, but hadallowed daily frustrations anddisappointments to steal my joy.In fact, my problems werenothing compared to the peopleJames was addressing in today'skey verse. James wrote to Christians who

were experiencing severepersecution, facing various trialsand sufferings. They endureddifficult adversities andinjustices, and were juggling anarray of emotions includingfear, mourning, confusion andloneliness. James encouraged them topause and refocus on their faith,even when life was hard. He knewthat such times presented theopportunity to persevere andpractice finding joy in Christ,despite their circumstances. These daily problems can causeus to lose focus on things thatreally matter, and fill our heartswith fear, sorrow, frustrations,hopelessness and anger — thingsthat steal our joy in Christ. Sometimes we allow trivialthings to steal our joy, such as abottle of spilled shampoo. Atother times we may reach abreaking point for much moreserious reasons. But whether ourproblems are big or small, James1:2 reminds us to purposely andintentionally choose joy inChrist, even in the midst of ourtroubles. Joy comes from choice, notproblem-free circumstances, andJames wanted us all to know that.

IDB President Meets With Belize’s Prime MinisterPresident Moreno confirmsthe IDB’ s commitment topartner with the Governmentof Belize Inter-American DevelopmentBank President Luis Alber toMoreno met today with BelizePrime Minister, Dean Barrow,to exchange information andprovide an overview of the IDB’sactivities in the country.President Moreno and PrimeMinister Barrow also discussedthe current IDB portfolio as wellas future projects for Belize. The current IDB CountryStrategy with Belize for theperiod 2013-2017 has fourpriority areas: education;tourism; transport; and trade andtax policy. This year the IDB andthe Belize Government arepreparing two new loans in theeducation and transport sectorsfor a total of US$30 million. The“Education Quality Improve-ment Program” was approved bythe IDB on June 12 for a total ofUS$10 million. This programseeks to improve the qualityof primary education and thegovernance of Belize’s educationsystem by training teachers sothey can adopt innovative andbest practices; developing andimplementing an EducationManagement InformationSystem; and improving theprofile of teacher candidates. The second project involvesthe rehabilitation of sectionsof the George Price Highwayand is expected to be approvedin November 2014. Theproject aims to improve roadconnectivity within and betweenBelize’s main districts and withCentral America by bringingthe George Price Highway’sinfrastructure to internationalstandards, improving road safety,and ensuring better climatechange resilience of the corridor. IDB President visits theCayo Welcome Center After his meeting with thePrime Minister, PresidentMoreno visited the CayoWelcome Center in San Ignacioand Santa Elena, one of severalinfrastructure projects financedby the IDB as part of theSustainable Tourism Program(STP). Inaugurated on March 7,2013, the Cayo WelcomeCenter functions both as atourist destination and as a hubfor area tourism services and

IDB Program in Belize The IDB’s current loanportfolio consists of sixinvestment loans for US$48.1million; of which US$17 millionhave been disbursed. Theportfolio includes the recentlyapproved education program as

well as loans to support floodmitigation in Belize City, waterand sanitation upgrades in thePlacencia Peninsula, acommunity action for publicsafety program, and solid wastemanagement in the country’sWestern corridor. Loan disbursements areprojected to reach US$6.6million in 2014, whichrepresents 21 percent ofthe available balance of theportfolio. The IDB country office inBelize actively monitors the per-formance of the portfolio andsupports the executing agenciesin the implementation of theseand a number of attendant tech-nical assistance programs.

Gingivitis ("inflammation of thegum tissue") is a non-destructiveperiodontal disease The etiology, or cause, ofplaque-induced gingivitis isbacterial plaque, which acts toinitiate the body's hostresponse. This, in turn, can leadto destruction of the gingivaltissues, which may progress todestruction of the periodontalattachment apparatus. The plaqueaccumulates in the small gapsbetween teeth, in the gingivalgrooves and in areas known asplaque traps: locations that serveto accumulate and maintainplaque. Examples of plaque trapsinclude bulky and overhangingrestorative margins, claps ofremovable partial dentures andcalculus (tartar) that formson teeth. Although theseaccumulations may be tiny,the bacteria in them producechemicals, such as degrativeenzymes, and toxins, such aslipopolysaccharide (LPS,otherwise known asendotoxin) or lipoteichoic acid(LTA) , that promote aninflammatory response in thegum tissue. This inflammationcan cause an enlargement of thegingiva and subsequentformation. Early plaque in healthconsists of a relatively simplebacterial community dominatedby Gram-positive cocci and rods.As plaque matures, and gingivitisdevelops, the communitiesbecome increasingly complexwith higher proportions ofGram-negative rods, fusiforms,filaments, spirilla andspirochetes. Later experimentalgingivitis studies, using culture,provided more informationregarding the specific bacterialspecies present in plaque. Taxaassociated with gingivitisincluded Fusobacteriumnucleatum subsp. polymorphum,Lachnospiraceae [G-2] sp.HOT100, Lautropia sp. HOTA94,and Prevotella oulorum, whilstRothia dentocariosa was associated with periodontal health.Further study of these taxa iswarranted and may lead to newtherapeutic approaches toprevent periodontal disease. Gingivitis can be preventedthrough regular oral hygiene thatincludes daily brushing and

flossing. Hydrogen peroxide,saline, alcohol or chlorhexidinemouth washes may also beemployed. In a recent clinicalstudy, the beneficial effect ofhydrogen peroxide on gingivitis

has been highlighted. Rigorousplaque control programs alongwith periodontal scaling andcurettage also have proved to behelpful, although according to theAmerican Dental Association,periodontal scaling and rootplaning are considered as atreatment to periodontal disease,not as a preventive treatmentfor periodontal disease. In a1997 review of effectivenessdata the U.S. Food and DrugAdministration (FDA) foundclear evidence which showed thattoothpaste containing triclosanwas effective in preventinggingivitis. In many countries, such as theUnited States, mouthwashescontaining chlorhexidine areavailable only by prescription. Researchers analyzedgovernment data on calcium

consumption and periodontaldisease indicators in nearly13,000 U.S. adults. They foundthat men and women who hadcalcium intakes of fewer than500 milligrams, or about half therecommended dietary allowance,were almost twice as likely tohave gum disease, as measured bythe loss of attachment of thegums from the teeth. Theassociation was particularly evi-dent for people in their 20s and30s. Preventing gum disease mayalso benefit a healthy heart.According to physicians with TheInstitute for Good Medicine atthe Pennsylvania MedicalSociety, good oral health canreduce risk of cardiac events.Poor oral health can lead toinfections that can travel withinthe bloodstream.

EDITOR’S NOTES Rugby Union is a new sportfor Belize, which has seensignificant interest from sports-men and women across thecountry, following recent articlesin local and national media andthe launch of its website – www.rugbybelize.com.“There’s been so much interestwe are now busily setting up fiverugby union clubs in Belmopan,Belize City, Hattieville, OrangeWalk and San Pedro,” saysTony. “Other clubs will beorganized where interest isexpressed by local communi-ties”.

To support the community-based clubs and act as the drivingforce behind further growth anddevelopment of rugby, a nationalgoverning authority is currentlybeing set up. The Belize RugbyBoard, working in conjunctionwith the National Sports Council,will ensure compliance withrugby laws and, eventually, workto secure internationalrecognition to enable Belize tocompete regionally and furtherafield. The Belize Rugby Board will beaffiliated with the National SportsCouncil and the Belize Olympicand Commonwealth GamesAssociation, and will aim toachieve associate membership ofthe International Rugby Board

(the global governingauthority of rugby union)within two years. This will allowteams to represent Belize in aprofessional competitivecapacity in rugby union, sevensand other appropriate events,regionally and further afield. There are rugby authoritiesthroughout Central America,including Mexico, Guatemala,Honduras, Costa Rica, Panamaand El Salvador, and across theCaribbean. There are also tworegional authorities:CONSUR – which organizes andmanages competitionsthroughout South and CentralAmerica and NACRA, whichlooks after competitions in theNorth. Rugby Belize will seek to

apply for membership ofNACRA, but will be guided by theIRB. Rugby Union is just one of anumber of variants (codes) of thesport. Others are League, Sevens,Wheelchair and Underwater.Whilst Sevens comes under theauspices of rugby union, each ofthe other codes has a separateglobal governing authority, andthe Belize Rugby Board aims toestablish links with these to helpin future development of thesport. The Founder of Rugby Belize,Tony Gillings, is a keen rugbyenthusiast, writer and works as anHR Consultant. He is currentlybased in Ireland but plans to re-locate to Belize.
