My how time flies!
Just three short years ago, the
installation of the 40th Regent
of the Mississippi State Society Daughters of the American
Revolution took place at the
122nd Continental Congress with the 39th MS State Regent
Janet Whittington slipped the
sash over the right shoulder
and pinned the beautiful MS State Regent’s pin on the left shoulder of
Billie Foutch Breedlove. Thus, the journey of
the Breedlove Administration began. During the 2013 Summer Work-
shops, this officer announced her State
theme: Mounting the Challenge, Soaring
like Eagles: Celebrating our missions of Edu-cation, Historic Preservation, and Patriotism.
President General Young added an addition-
al challenge, Celebrating America, Focusing
on the Future, with emphasis on service. Mis-sissippi Daughters have diligently soared
throughout the state, becoming an organiza-
tion of service. This officer is grateful for each MS Daughter who has participated in
service events. Under the leadership of the
Celebrate America State Chair, MS chapters
recorded 292,244 service hours, providing services in communities throughout our
state. In the mission of Historic Preserva-
tion, Mississippi Daughters have guarded that which has been committed to them by
continuing the preservation of Rosalie, their
beautiful house on the Mississippi River
bluff, in Natchez. Daughters have generously given gifts, purchased items and participated
in events where proceeds were designated
to the State Regent’s Project funds. As of this
writing, the totaled raised is $162,155.07. This fund was derived from gifts given by
Daughters, Mansion Market Silent Auctions,
Rosalie Rose Contest, Voices from special items and the State Regent’s Project items.
MS Daughters, your participation in these
events is greatly appreciated. Working to-
gether much can be accomplished.
Some have asked, “What has been accomplished at Rosalie?” First, when the
front northwest supporting column’s plaster
was removed, workmen discovered the col-umn was constructed from handmade sand
brick when the house was built between
1820 and 1823. Water had seeped down
inside the column and destroyed the bricks for several feet. The column was rebuilt
with new brick for several feet, re-plastered
and given time to cure before painting. Every piece of woodwork on Rosalie and all other
buildings on the site were carefully inspect-
ed, and decisions made to repair or replace.
Where woodwork needed replacement, new treated lumber was used, and those needing
repairs were restored. Rosalie’s outside
woodwork has been completely repaired or
replaced, where needed, and painted, along with all other buildings on the site. The floor
of the back upper gallery has been recovered
with a special kind of flooring that will last for years, if it is resealed each year. The
flooring was installed the first year of this
administration and the resealing compound
has been applied the two following years. Two new heating and air conditioning units
were purchased and installed in the attic
after the old units showed signs of leaking. For years, all of Rosalie’s bookkeep-
ing has been done off the property at the
home of the bookkeeper. Concerns were
expressed by governing board members and Daughters concerning a need for a Business
Office to be established, since Rosalie is truly
a business and needed to be treated as such.
Therefore, it was felt that the time had arrived for this project to be completed.
Continued on the following page
It seems that it was just yesterday when we began our work at Rosalie. It has been such a pleasure working as Chairman of the Rosalie Governing Board with State Regent Billie Foutch Breedlove during her administration. “Our Lady on the Bluff” has never looked more beautiful than she does right now. I thank all of you for your support and your generosity which enabled us to accomplish so much during these past three years. Rosalie had a “Facelift” both front and back, repairs and painting down both sides, and two new air conditioning and heating units upstairs. Many other areas have had repairs and painting. The redesigned Rosalie Gift Shop is welcoming and stocked with new items. As you can tell, it has been a busy time, but a most rewarding time. I thank the Rosalie Governing Board for making these three years so enjoyable. Your outstanding work certainly made my job easier. I also want to thank our staff at Rosalie for the wonderful work they do for Rosalie. It is evident that they really love and care about Rosalie. To the incoming Chairman and Governing Board, I wish you the very best and a very successful three years. Rosalie is a special place and holds a cherished place in all our hearts. Our hopes and prayers are with each of you. Thanks again to each and every Mississippi Daughter for your support and love for me, the Rosalie Board, and the staff as we worked together for our beautiful “Lady on the Bluff.” Love always, Pamela G. White Chairman, Rosalie Governing Board

A Business Office has been established and com-
pletely equipped with equipment a business the size of Rosalie would need in order for all office work to remain
and be completed at Rosalie. To date, $102,516 has been spent on projects at Rosalie during this administration
because of the generous gifts of Mississippi Daughters and faithful service of the State Regent’s Project Chair and co-
chair; Mansion Market Silent Auction State Chair and the District chairs; and Rosalie Rose participants, the event chair and co-chair. Daughters, the service you render and
the love you have for Rosalie are greatly appreciated. Mississippi Daughters radiated their spirit of
generosity and exceeded the goal of the State Board of Management to raise $50,000 in pledges for the Guardian
Trust Campaign. Thank you, MS Daughters, for caring and participating in the Guardian Trust Campaign that will
help protect our DAR Buildings in Washington. The mission of Historic Preservation has not only been demonstrated at Rosalie. On May 7, 2016, State His-
torian Jennifer Nettles Miller recognized Rocky Springs, a stopping place for travelers on the Natchez Trace, for this
administration’s historic marking. There was a great in-terest in the event due to the diligent work of Jennifer.
Today, an inactive church, cemetery, cisterns, and safes are the only reminders of a once prosperous rural community.
Following the dedication those attending traveled to Rocky Springs Methodist Church (1837) for refreshments pre-
pared and served by Pathfinder Chapter Daughters of the American Revolution.
Thank you, Jennifer, for all the hours you spent making
this project a reality. You did an outstanding job! Serving as the 40th State Regent of the Mississippi
State Society Daughters of the American Revolution has been an amazing experience. This officer has been en-
riched by having the opportunity to work with each daughter who served on the 40th State Board of Manage-
ment. Each member faithfully served our beloved Society and their devotion to our country has given this officer many fond memories. What a joy to observe the State
Board of Management working together with Mississippi State Society’s 76 chapters in service to God, Home, and
Country! Thank you, Daughters, for giving me the title of Honorary State Regent of Mississippi. I will cherish this
title and recall delightful experiences and fond memories serving as your State Regent. In a few weeks, Daughters
from across the country and overseas will gather for the 125th Continental Congress, and in a special installation service I will pass the lovely Mississippi State Regent’s pin
to our State Regent-Elect Cynthia Cleveland McNamara and slip a State Regent’s Sash over her right shoulder. I
have confidence that Cynthia McNamara and her elected Board will accomplish much in the next administration.
Daughters, as we enter the next administration, please, continue to keep me in your prayers and hold the
new administration up in your prayers. I look forward to seeing you at the Summer District Workshops in July!
In DAR love and service, Billie Foutch Breedlove
