State Legislation

• SB 180 passed on the last day of the session

• Creates mechanism to use existing incentive program to attract military missions and jobs

• Formula generates annual tax credits over a term of up to 15 years for local IDA, which can sell credits to amortize debt, proceeds used to attract/support jobs

• Only 10-12 states currently invest state funds on military installations – similar to Oklahoma’s law

• Already looking at a project for using the incentive

• Request of $606,071 passed and will allow full funding of consultant contracts, support salaries, update to the annual economic impact report, provide potential for matching grants, Military Advocate’s expenses, etc.

Virtual Town Hall – Strategic Planning Discussion

MMPEC Mission and Goals

Provide leadership in the state’s efforts to preserve and enhance military installations, missions and agencies, to encourage the growth of defense businesses, and create a supportive environment for Service members, their families, and retirees

Goal 1: Bases—Retain and grow Missouri’s military installations and missions, and defense agencies

Work with 100 identified leaders from inside and outside Missouri who are key influencers.

Goal 2: People—Improve services and quality of life for Service members and their families while they are serving in Missouri

Increase the % of Service members who separate from the military who want to live and work in Missouri by making direct contact with each and offering personalized workforce and educational/training services.

Goal 3: Defense businesses—Support the success of Missouri businesses that provide services or products for defense and national security

Directly contact key decision makers at the top 40 defense contractors to offer coordination, DC assistance, and state economic development services

• Invited to work with MO Veterans Commission to work intensively with government and NGO to come up with policy recommendations, with a comprehensive approach

• WG Members: MVC, FLW, MONG, MO Chamber of Commerce, Warrior Transition Network, University of Missouri, WAFB

• Tasked to provide specific ideas, backed up with research, regarding the best ways to support, connect retain, and attract transitioning military service members, veterans, and families in Missouri

• QoL is important, but causing them to stay in MO is paramount

• Engage the services of Dr. Chris Stockdale, of UCM, who will conduct research on the group’s recommendations and author a comprehensive plan based on his findings

Military Transition Assistance WG

• Initial concepts include:

• Marketing campaign aimed to recruit and retain military service members, veterans, and their families;

• Veteran, service member, and spouse one-stop website portal with employment and transition assistance resources;

• State employment/job matching program for service members, their spouses, and veterans;

• Amending the MO Property Tax Law;

• An analysis of professional license reciprocity laws and regulations affecting military spouses in Missouri

• An analysis of how PME and military experience is converted into educational/professional certifications

• The group will present initial ideas for feedback in July and comprehensive recommendations to the full VITF in September

National Bio and Agro-Defense Facility (NBAF) - KS

USSSTRATCOM – NE


USSTRATCOM deters strategic attack and employs forces, as directed, to guarantee the security of our nation and our allies. STRATCOM mission areas include Strategic Deterrence, Nuclear Operations, Cyberspace Operations, Integrated Missile Defense, Intelligence, Surveillance, and Reconnaissance, Information Operations, and Combating Weapons of Mass Destruction to meet both deterrent and decisive national security objectives.

UNIQUE NATIONAL SECURITY INSTALLATIONS

NBAF will be a state-of-the-art biocontainment laboratory for the study of diseases that threaten both America’s animal agricultural industry and public health. DHS S&T is building the facility to standards that fulfill the mission needs of the U.S. Department of Agriculture (USDA) which will own, manage and operate the NBAF once construction and commissioning activities are complete. The NBAF will strengthen our nation’s ability to conduct research, develop vaccines, diagnose emerging diseases, and train veterinarians.

CAC mission is divided between preparing the Army for the Global War on Terrorism and transforming it to meet future threats. In order to accomplish these critical missions, CAC develops and integrates Army leader development, doctrine, education, lessons learned, functional training, training support, training development, and proponent responsibilities in order to support mission command and prepare the Army to successfully conduct unified land operations in a joint, inter-agency, inter-governmental, multinational environment.

KCNSC is managed by Honeywell and has more than 4,500 employees. KCNSC is one of eight sites that comprise the NNSA’s national security enterprise. Our primary mission is manufacturing 85 percent of non-nuclear components that go into the nuclear stockpile. We develop advanced solutions for complex national security issues, from prototype simulations to production to quality testing. KCNSC also provides field-ready solutions for other government agencies and businesses for the intelligence and defense communities through a 330K sf SCIF.

DISA Global Operations is the combat support agency's forward representative to the Combatant Commander. The NGA’s West Campus, located in St. Louis is a unique combination of intelligence agency and combat support agency. It is the world leader in timely, relevant, accurate and actionable GEOINT.
