such property to include direct solicitation of the adjoining prop-erty owners, all of which have been unsuccessful; and

WHEREAS, using County la-bor or resources to demolish and remove such structures exposes the County to too great of risk and cost thereby making doing so contrary to the best interest of the citizens of Franklin County; and

WHEREAS, Franklin County has received an offer from a pri-vate citizen to acquire such prop-erty for the sum of $1.00 and the obligation to demolish such struc-ture and to remove the debris from the site at the purchaser’s sole and exclusive cost and re-sponsibility; and

WHEREAS, certain County citizens objected to the fact that they were not given the opportu-nity to bid on the subject property and as a result thereof the Coun-ty Commission confirmed with Christopher Boone, the original purchaser, that he would leave his offer in place in the event that the County solicited additional bids but received no bids which were greater in value than that submitted by Mr. Boone; and

WHEREAS, the County Com-mission has deemed it appropri-ate to solicit bids regarding the purchase of said lot with require-ments that the bids must contain the following:

1. A minimum bid of $1.002. A commitment that within

60 days of closing the successful bidder will demolish the struc-tures on the subject property and dispose of all debris situated upon such property in accordance with all Missouri laws and regula-tions to include those established by the Missouri Department of Natural Resources. Closing of the purchase shall be held at an agreed upon time and date at Franklin County Title in Union, Missouri, with the understand-ing that the conveyance deed will be held in escrow by said title company to insure that the pro-spective purchaser complies with all bid requirements. In the event that the apparent successful bid-der fails to demolish the struc-tures on the subject property and to remove all the debris there-from, upon written verification from the County Commission the title company shall void the transfer deed thereby re-vesting title in Franklin County. In ad-dition, if the purported success-ful bidder fails to comply with all requirements not only shall the transfer deed be voided but such bidder shall also reimburse Franklin County for all expenses incurred pertaining to the failed transfer; and

Subject: Water Testing and Results Explanation

Current Resident,Our water system recently vio-

lated a drinking water standard for May 2013. Although this is not an emergency, as our cus-tomers, you have a right to know what happened, what you should do, and what we are doing to cor-rect this situation.

On a monthly basis, the City tests our water from 5 locations that are representative of the wa-ter used by the City’s residents. The water tests are intended to confirm the absence or presence of Coliform and more harmful bacteria. Coliform is a bacterial indicator of more harmful bac-teria. Positive tests for Coliform require further testing for more harmful bacteria.

In the month of May, the wa-ter tests at 3 of the 5 locations in town resulted in the absence of Coliform. The tests at 2 locations, 530 Park Drive and 2273 North Service Road, resulted in the presence of Coliform and the ab-sence of more harmful bacteria.

Immediately upon receiving these results, the City tested the water lines that feed those loca-tions by testing the directly ad-jacent residences and all seven wells. The repeat test at 530 Park Drive and 2273 North Ser-vice Road resulted in the absence of Coliform.

For this type of violation, boil-ing drinking water is usually not deemed necessary for the general population. However, if you have specific health concerns, consult your doctor. People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drink-ing water from their health care providers. General guidelines on ways to lessen the risk of infec-tion by microbes are available from EPA’s Safe Drinking Water Hotline at 1 (800) 426-4791.

This is not an emergency. If it had been you would have been notified immediately. Total Coli-form bacteria are generally not harmful themselves. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that oth-er, potentially harmful, bacteria may be present. Coliforms were found in more samples than al-lowed and this was a warning of potential problems.

Usually, coliforms are a sign that there could be a problem with the distribution system. When-ever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of greater concern, such as fecal co-liform or E. coli, are present. We did not find any of these bacte-ria in our subsequent testing. If we had, we would have notified you immediately. The City is not sure why these tests came back present with Coliform. The water sample could have been contami-nated through testing procedures or the system was not adequately flushed prior to testing. The City will review the testing procedures and flush the system to ensure ac-curate results.

Our Water system recently vio-lated a drinking water standard for May 2013. Although this is not an emergency, as our cus-tomers, you have a right to know what happened, what you should do, and what we are doing to cor-rect this situation.

We routinely monitor for the presence of drinking water con-taminants. The standard is that at small water systems no more than one sample may test positive.

What does this mean?THIS IS NOT AN EMER-

GENCY. If it had been you would have been notified immediately. Total coliform bacteria are gen-erally not harmful themselves. Coliforms are bacteria which are naturally present in the environ-ment and are used as an indica-tor that other, potentially harm-ful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential prob-lems. THE WATER IS SAFE TO DRINK, COLIFORM BAC-TERIA IS FOUND EVERY-WHERE, IT IS NOT DISEASE-CAUSING BACTERIA.

Usually, coliforms are a sign that there could be a problem with the treatment or distribu-tion system (pipes). Whenever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of greater

concern, such as fecal coliform or E. coli, are present. We did not find any of (these bacteria in our subsequent testing. If we had, we would have notified you immediately.

What happened?Coliforms were found in more

We believe that the bottles used for testing may have been contami-nated either prior or during test-ing procedures. (Three samples were affected.)

What is being done? Subse-quent testing has been performed and all samples have passed all tests. For more information, please contact the water system staff at City Hall, 636-583-3600 or at the Water Plant, 636-583-3522.

What should I do?1. For this type of violation,

boiling drinking water is usu-ally not deemed necessary for the general population. However, if you have specific health con-cerns, consult your doctor.

2. People with severely com-promised immune systems, in-fants, and some elderly may be at increased risk. These people should seek advice about drink-ing water from their health care providers. General guidelines on ways to lessen the risk in infec-tion by microbes are available from EPA’s Safe Drinking Water Hotline at 1-800-426-4791.

Additionally you may con-tact the Missouri Department of Natur al Resources’ St. Louis Reg Office SLRO at 314-416-2960 or Public Drinking Water Program at 573-751-5331.

Please share this information with all other people who drink this water, especially those who may not have received this no-tice directly (for example, people in apartments, nursing homes, schools and businesses). You can do this by posting this public no-tice in a public place or distribut-ing copies by hand or mail.
