It is my privilege to serve as your full time Mayor and I am enthusiastic to keep working hard for Mitcham residents. I’m a local who lives and works in Mitcham with experience in town planning, the arts and small business. If re-elected I will continue to provide strong leadership and be available and accessible to all residents. My priorities will be delivering on major projects and ensuring the Council is financially sustainable. I will keep fighting for a ‘No Dam’ solution in Brown Hill Creek to preserve our pristine environment. I will advocate for improvements in our local roads and for maintaining Mitcham’s unique character. I will continue working with and supporting community groups, local clubs and volunteer organisations. My decade of experience on Council gives me the detailed understanding of local issues needed to achieve results. I ask for your support to continue working for a stronger Mitcham.

Glenn sPeartracey and I have raised our family in Mitcham. over 30 years, the changes haven’t all been good. political parties are infiltrating our council, rates are above average and bureaucratic red tape hampers growth. I’ve learnt to manage costs in running my own successful business for 32 years. tomorrow’s council needs leadership backed by strong financial skills to reduce waste without cutting services. I’ll start by driving my own car, saving rate payers approximately $50,000.00 over the term. I am an independent candidate, not a member of any political party, and firmly believe that your Mayor should not be subject to any influences outside his duty to ratepayers. I will not accept financial support from unions, political parties or businesses as this may create an obligation for favours. I am particularly concerned for the elderly in Mitcham, and pledge to provide for their safety and keep rate increases manageable. www.glennspear.com

Vote! 2014 Council ElectionsAll voting in Local Government elections is by postal voting. Electors will receive their ballot packs between 20 and 24 October 2014.

Every person on the voters roll will receive by post a pack containing the following:

a ballot paper for each contested election for which you are eligible to vote

a profile for each of the candidates

an envelope, with a declaration flap attached, into which you will place your ballot paper/s

a reply paid envelope to contain the completed ballot material

 a postal voting guide

Voting closes at 5 pm on Friday 7 November 2014Voters can either post their votes in the Reply Paid envelope or you can hand deliver your voting envelope by placing it in the ballot box at the City of Mitcham Civic Centre, 131 Belair Road, Torrens Park.If you post your ballot papers, post early so that they arrive before 7 November 2014.

Make Sure your Vote CountsWhen you complete your ballot papers make sure that:

you complete and sign the declaration on the outside flap

the declaration flap is NOT detached from the envelope

you do not put anyone else’s ballot papers in your ballot envelope. You may think you are saving money, but none of the votes will count

When you number your ballot paper, make sure that you put enough consecutive numbers in the squares to at least equal the number of vacancies to be filled.

For example, when marking your ballot papers, if there are two positions to be filled in a ward and there are six candidates, you must at least place a ‘1’ and a ‘2’ next to your preferred candidates. Alternatively you can mark your ballot paper from ‘1’ to ‘6’, placing a number next to each candidate in order of preference.

simon BuchhornIn 2010 I ran for election. so why would I run again? simply put, a person in service of their fellows fulfills the highest ideal espoused by both religious and secular thought. In that matter religion and politics do mix and mix well. so if elected I will be a fresh voice on Mitcham council. one who listens to and advocates the majority view. But also one who helps those in gault unsupported by sophisticated mechanisms to be heard and represented. additionally, I take a strong stance to reroute freight trains to the two wells area and believe a strong case can be put forwards in the case of gault particularly. It has the most effected numbers of people in hearing distance to the track passing through it. If elected I will advocate strongly for the federal government to fund the above works as a matter of urgency.

ian BudGeI am recently retired after working for many years in the rural Industry. I was required to show leadership and responsibility and work with high ethical standards. If elected, I will endeavour to bring these qualities to the role of a local government counsellor. the ward of gault has undergone quite marked change in its demography over the past few decades and as such the requirements and need for funding have also changed. I will have the time and energy needed to fulfil the requirements of the role, which will be directed to meeting the needs of the people in the ward of gault. I am a married with 5 adult children who have all been raised in Colonel light gardens. I will work to ensure that my constituents continue to live in a shire which reflects the beliefs and values of a committed local government.

adrian rosevearthe opportunity to take an active role in the governance of Mitcham and gault ward has prompted my nomination for Council election. with no affiliations I am able to represent residents in an independent and unbiased way. In any organisation, new ideas and renewal are paramount in order to progress. If elected, I believe I can bring to the council a new voice willing to make decisions weighing up the best future interests of council, residents and the area. fair and equitable dispersion, and value for money, of council’s main income source, your rates, is a priority. appropriate development, balancing economic, individual and historical needs is a challenge I look forward to tackling. My raaf and commercial aviation background as a pilot, combined with academic qualifications in economics and law has prepared me to meet all expectations required of this important role, representing you the constituent within our ward.

My aims: to preserve Mitcham’s low density residential amenity of predominantly detached houses with child-friendly backyards, by further strengthening the City’s Development plan, to work towards Council regaining full local control of the planning rules from the state government’s discredited “urban consolidation policies”, and to overturn government “Big australia” high population growth plans. I will fight for: protection from “sell-offs” of community parks and school land; and sensible financial control to minimise Council rate increases.

When Clearing ProPerties

Consideration must be given to proper land management principles and in accordance with the Native Vegetation Act.

Fuel reduCtion

good fuel reduction practices are essential throughout the year, but especially prior to summer.

remove all flammable materials away from around the house and other buildings, and keep bark and mulch to below 10 cm, (4 ins) in depth.

all heaps of bark, fallen leaves, undergrowth, mulch and other flammable heaps should be kept well clear of the house, out buildings and from under trees or shrubs.

prune lower tree limbs and cut long grass within 20 m of a residential dwelling and 5 m from any other buildings.

Clean uP

fires are spread and fuelled by flammable grasses, weeds and bushes, remember to:

• Cut grass and clear away all fallen leaves and dead undergrowth within 20 m of the house.

• Clear all dry grass, bark and mulch well away from any buildings.

• provide space between trees and shrubs to prevent a continuous canopy or line of vegetation from the bush or grass land to the house.

• prune lower branches to provide a vertical fuel break to prevent ground fire spreading into the trees.

• to protect buildings, keep gutters clear of leaves and twigs, and screen with metal gutter-guards.

• establish a fuel-reduced zone between flammable hazards and the home to reduce the danger from radiant heat.

Your ProPertY and home

Many factors influence the loss of life and property during bushfires including:

• the location and accessibility of your property.

• amount and type of vegetation.

• Condition and placement of buildings.

• availability of water.

• physical capabilities of your family to defend the property.

long-term preparation may include changing the layout of your property to include:

• strategically placed garden walls.

• Driveways, trees and shrubs.

• outbuildings.

these measures may protect your home from radiant heat, significantly increasing the prospect of your survival.

Clean-up now for summer safety and remove all flammable materials from around the house. walk around your home and identify potential spots where a fire may start.

ProPerties on steeP sloPes

greater ground clearance is necessary on sloping properties, especially under established trees. a fuel-reduced zone of 30 m to 40 m is recommended on steep slopes. the intensity of grassfires increases with the height and quantity of grass. If the grass can’t be kept short by grazing animals, it should be slashed well before the fire Danger season to allow time for the debris to rot.

sPark ProoFing

survival of the house can depend on the type of property, sparks and flammable material entering through windows, under doors, roofs and floorboards.

protect your home by:

• fitting metal fly wire mesh or solid screens to spark proof windows, doors, ventilators and skylights.

• Boxing in or screening eaves and under floor areas.

• sealing gaps in the roof area along ridge capping and fascia boards.

• removing all plastic, straw or flammable awnings and pergola coverings.

• removing any flammable materials lying near or under the house.

WhY do houses Burn?

Many houses survive the fire front only to be destroyed later by fires started from burning debris. strong winds can break glass or damage roofs allowing flying embers to get inside the house. In a bushfire a house can burn because of:

• Burning debris landing on or around the house.

• radiant heat from the approaching fire.

• Direct flame contact.

Planning to go

If you are planning to go your decision needs to be made Now well before the fire Danger season. Consider these points in your plan:

• at what point will you actually leave?

• where will you go?

• How will you travel and what will you take?

• what if family members get separated?

• what will you do with your pets?

Plan to survive

Make your decision now?

• yes - we are staying and are prepared to defend our property.

• yes - we are going early as we aren’t prepared to defend our property.

even if you plan to go, you must prepare your house and property as if you were staying, you may have no option but to stay and defend as there may be no way out of the area.

BushFire survival Plan

A written and practiced Bushfire Survival Plan is the most important part of your preparation to survive a bushfire.

thinking ‘I will leave early’ is not enough. you must prepare to act and survive. your plan will help you take action and avoid making last minute decisions that could prove deadly during a bushfire.

WhY should You have a BushFire survival Plan?

• the majority of people who die during bushfires in south australia are caught fleeing their homes at the last minute.

Preparing your Plan allows you to identify the triggers to leave early or prepare to actively defend your property.

• Bushfire can be scary and overwhelming. this is not the time to be making major decisions.

Preparing your Plan allows you to make major decisions in advance and will help keep you focused and make better decisions in the event of a bushfire threat.

• During a bushfire, you will most likely be worried about your loved ones.

A prepared and practiced Bushfire Survival Plan will help family members know where others are and what they will be doing.

• you might find at the last minute that you don’t have the clothing, equipment or resources to enact your plan to leave early or stay and defend.

A prepared and practised Bushfire Survival Plan will help you to identify the resources you need.

• Bushfires can be unpredictable and the best laid plans can go wrong. a well prepared plan will include contingencies and back-ups if your primary plan fails.

iF FamilY memBers get seParated

Consider what you will do if a bushfire comes while your children are at school or family members are at work. find out the school’s policy on bushfires. Do not allow panic to drive anyone into life threatening conditions searching for missing relatives or pets.

When to leave

It may be appropriate to go to your chosen refuge on any day the bushfire danger is extremely high. Do not wait until a bushfire threatens, monitor the radio and leave well before the fire front arrives. Never wait until the last moment and follow your Bushfire plan.

Where to go

Investigate if there is a designated community refuge nearby and what you will need to take. alternatively, you may be able to shelter with family or friends in a nearby suburb or even in a well-prepared neighbour’s home. Decide in advance where you will go and ensure that it is a safe area.

ProPertY aCCess

Clear access will allow for the safe movement of fire fighting vehicles. gateways should be at least three metres wide. roadways need a well compacted surface with slopes no greater than one metre rise for every four metres, with solid crossings over permanent waterways. turn areas of 25 metres in diameter are necessary.

CFs ProteCtion

Cfs cannot guarantee the presence of a fire fighting vehicle and crew to protect every home in a major bushfire. It is therefore extremely important to plan for your family’s safety and be self-reliant. Bushfires threaten life and property throughout our state every summer. Making the right decision about whether to stay or go is critical for your own safety and that of your family.

BaCkYard Burning

Backyard burning of rubbish or green waste material is banned throughout the City of Mitcham all year round. a fire is permitted for the purpose of comfort or cooking outside the fire Danger season provided:

• It is no larger than one metre square.

• there is a four metre clearance of flammable materials.

• there is an adequate extinguishing agent.

• a responsible person attends the fire at all times.

• the burning does not interfere with neighbours.

• the fire is completely extinguished when finished.

Parking in the hills

where and how you park your vehicle is an issue in the hills all year round but more so during the bushfire season. lives and homes are put at risk if access to fire tracks or the most direct route to a fire is impeded by thoughtlessly parked cars obstructing traffic. when you park your vehicle ensure that there is at least three metres of road clearance alongside your car which will allow other vehicles to pass. this is required by law and you may save a life!

Water suPPlY

Mains water cannot be relied on during bushfires as power could be cut or water pressure dramatically reduced. If you have water tanks, dams or a swimming pool, a portable pump and a hose will be required to provide water reserves for the Cfs. gravity fed water tanks with wide opening outlets enable quick filling of buckets plus the use of portable pumps. to use your pumping equipment fit gate valves to all new tanks. Ideally your water supply should be close to the house and there should not be exposed areas of plastic pipe or hose to melt.

Mitcham Pool Action GroupFor many people in the community a local swimming pool is not just a luxury – it is a life saver.

Whether it is for rehabilitation after an operation, to keep fit and active, or to teach our kids vital water survival skills, access to a local swimming facility is important.

Since the Balyana Pool in Clapham closed last year, Mitcham residents have been without a local community pool. In response around 7,000 residents have signed a petition, and the Mitcham Pool Action Group (formerly the Save the Balyana Pool Committee) has been meeting regularly to develop options.

A roundtable meeting involving local school Principals, Mitcham Councillors, MPs and community members was held to work out the best response.

What has emerged is the potential for a community-accessible facility based at a local school, and discussions are underway with a number of potential sites.

The Mitcham Pool Action Group is working to ensure Mitcham residents have access to this essential community facility.

If you want to get involved with the Group, please contact [email protected]

Gamble GardenVisit the Gamble Cottage and garden on Sunday 19 October or 16 November to enjoy the beautiful cottage and garden, afternoon tea as well as the opportunity to purchase some plants.

Gamble Cottage and garden, located in Blackwood, is a wonderful living example of a bygone era when a garden supplied the family needs of cut flowers, vegetables, herbs as well as fruit from the orchard of apple, citrus and stone fruit trees.

The garden was established in the early twentieth century and stayed in the Gamble family until it was bequeathed to the City of Mitcham in 1982 for use by the community. The cottage is managed by the Coromandel Branch of the National Trust and the garden has been restored and maintained by a dedicated group of volunteers who work in the garden every Tuesday morning.

The garden is always open for people to visit and enjoy or to find inspiration for their own gardens. Groups are welcome and tours can be arranged. Tours of the garden can be arranged by contacting Chris Box on 8278 7342 or visits to the cottage by contacting Ruth Magarey on 8278 1219.

If you would like to volunteer visit Gamble Garden at 296 Main Road, Blackwood on a Tuesday morning or call 8372 8888.

Resilient SouthUnderstanding what to do now, and what we could do later!

Resilient South, an initiative of the Cities of Mitcham, Holdfast Bay, Onkaparinga and Marion, is about what we can do in the Southern Region to make sure our businesses, communities and environments can tackle the challenges of a changing climate.

By 2070, we can expect changes in our climate in the South Region. These changes include more days of high bushfire danger, higher temperatures across all seasons, more frequent and longer duration of heatwaves, less rainfall, increased intensity of extreme rainfall events, and more erosion and flooding of coastal areas as a result of sea level rise.

How these changes in climate might impact what we value in the Southern Region has been a key focus of Resilient South. Stage two of the project helped to identify 10 key decision areas which are the focus of the Regional Adaptation Plan. These 10 key decision areas relate to the economic and infrastructure, environment and natural resources and social and community domains.

The Regional Adaptation Plan and the actions it proposes are for the consideration of the Southern Region. The Plan was recently presented to and endorsed by the Cities of Mitcham, Marion, Holdfast Bay and Onkaparinga who all agreed to continue funding the Project to help drive

the implementation process until mid-next year.

Thank you to everyone who has been a part of the Project. We are seeking to maintain existing and develop new partnerships with local business and industry, government and non-government organisations to implement the Plan and together increase the resilience of the community.

If you would like to join the project champions already involved and help progress ways we can adapt to our changing climate, we would love to hear from you! Visit www.resilientsouth.com for more information or call Natalie the Resilient South Project Coordinator on 8384 0532.

Sutton Gardens Landscape UpgradeSutton Gardens has received a long awaited landscape upgrade following the closure and removal of the road separating the reserve from the traffic island with the historic Moreton Bay Figs.

The old brick wall surrounding the reserve has been removed and a new heritage style fence has been installed along Taylors Road and Norman Walk. A new path along Taylors Road links the crossover from Norman Reserve to the east as well as an additional path through the reserve to the new Bus Stop on Albert Street.

Claret Ash trees have been planted to provide shade within a garden bed planted of Lavender and Roses while Ornamental Pears have been planted along the reserve adjacent Albert Street. New heritage style seats have also been installed.

Volunteers and Students helping to look after our Open SpacesThis winter over 500 natives were planted by volunteers and students from Eden Hills Primary School in Kenny Park, Roseberry Reserve and JWS Morris Reserve.

Over 100 native plants, including rushes and reeds were planted in Roseberry Reserve at Bellevue Heights and along the creek line by volunteers. While 50 butterfly attracting plants were also planted by volunteers at JWS Morris Reserve at Hawthorn. Next winter further plantings are planned on these Reserves.

As part of Planet Ark’s National Tree Day students from Eden Hills Primary School planted 300 native trees, shrubs and ground covers at Kenny Park at Eden Hills. The school is assisting in a broader long term program to regenerate and care for this unique patch of bushland. This involvement encourages learning and stimulates their interest in the environment and connects them to nature, which is a win for future generations and our precious native plants and animals.

The City of Mitcham would like to thank volunteers and the staff and students from Eden Hills Primary School for all their hard work and enthusiasm.

Abandoned Cars Donated to the MFS and CFS for Training PurposesEach year Council receives over 300 calls from concerned residents about suspected abandoned vehicles on the streets of Mitcham. Fortunately while most of these cars find their way back to their owners some are impounded and sold or donated.

Last year ownership of nine impounded cars could not be established and those cars valued only as scrap metal were donated to the local Metropolitan Fire Service and Country Fire Service.

The Metropolitan Fire Service and Country Fire Service use these cars for simulated exercises to train emergency service personnel in road accident rescue. Vehicles are squashed, spread, cut and destroyed to simulate road accidents providing real situations to develop vital life saving techniques.

Council through the donation of abandoned vehicles is supporting our local Emergency Services while also reducing the cost of disposing abandoned vehicles on behalf of the community.

FREE Household Hazardous Waste Drop-off DayThe Cities of Mitcham and Unley and Zero Waste SA are holding a household hazardous waste drop-off day at the Royal Adelaide Showgrounds on Saturday 1 November 2014 between 9 am and 3 pm.

This event allows residents to responsibly dispose of unwanted household chemicals at no cost. Items accepted include acids, brake fluid, coolant, gardening chemicals, liquid paint (up to 20L) pool chemicals, solvents, varnishes and other household chemicals.

A flyer will be distributed to residents during October with further details on the event.

Many items people bring along to the household hazardous waste drop-off day don’t really need to be handled by chemical experts as these are of a less hazardous nature. This

includes batteries, light globes, gas bottles, oil and paint.

Contact the Waste Management Officer on 8372 8809 or visit www.mitchamcouncil.sa.gov.au for information on these alternative disposal options.
