league factsWHATMajor League Soccer is the top-flight professional soccer league in the United States and was founded in 1996, after the countryhosted the 1994 FIFA World Cup. Having recently finished its 13th season, MLS will kick off its 14th campaign on March 19, 2009. TheLeague will see its 15th team, Seattle Sounders FC, debut this season. MLS continues to grow as Philadelphia will begin play in 2010and multiple cities are bidding to become the homes of the next two clubs. MLS plans to announce the next round of expansionbefore the start of the 2009 regular season.

SEASONo The 2009 MLS regular season opens March 19 and ends Oct. 25. The MLS Cup Playoffs begin Oct 29. MLS Cup 2009, the

League's championship game, will take place Nov. 21 or 22. The site has yet to be determined. o In 2009, the 15 MLS teams will each play a 30-game regular season and eight teams will advance to the MLS Cup

Playoffs. The top two teams in each conference, plus four "wild cards" with the most points after 30 games, regardlessof conference, will qualify. The team that finishes with the most regular season points is awarded the Supporters'Shield.

o More than 36 million fans have attended regular season games in MLS' 13-season history.o In the 2008 Sierra Mist MLS All-Star Game, the MLS All-Stars defeated English Premier League side West Ham United at

BMO Field in Toronto, home of Toronto FC. MLS is now 5-0 against international opponents in All-Star Games. The2009 MLS All-Star Game will be held July 29 at Rio Tinto Stadium, home of Real Salt Lake, featuring an internationalopponent to be announced.

o In 2008, eight of the 14 teams played in soccer-specific stadiums that were custom built for MLS teams during the pastseven years. Three new soccer stadiums are scheduled to be completed during the next two years (More on stadiumsbelow).

PLAYERSAs of Sept. 9, 2008, MLS had 137 players born outside the United States, representing 51 different countries. About two-thirds of theentire MLS player pool is U.S.-born. A description of several notable MLS players follows:

o Juan Pablo Ángel (New York Red Bulls): Colombian forward was a standout with Aston Villa in England before joiningthe Red Bulls as a Designated Player in 2007. Has scored 33 goals in two seasons in MLS.

o David Beckham (Los Angeles Galaxy): Former Real Madrid/Manchester United midfielder and current English nationalteam midfielder joined the Galaxy in 2007 as a Designated Player.

o Cuauhtémoc Blanco (Chicago Fire): One of the most popular athletes in Mexico, he joined the Fire in 2007 as aDesignated Player. A two-time finalist for MLS MVP, he was named to the MLS Best XI in 2008.

o Jimmy Conrad (Kansas City Wizards): Veteran defender was a standout for the U.S. World Cup team in Germany in2006. He's a four-time MLS Best XI member.

o Kenny Cooper (FC Dallas): The 6-foot, 3-inch, 210 pound forward ranked second in goals scored in 2008 with 18. Hewas an MLS All-Star and member of the MLS First XI team. The 24-year old Dallas, Texas product is one of the brightestyoung talents in the League.

o Dwayne De Rosario (Toronto FC): De Rosario, from Scarborough, Ontario, is one of the League's most exciting anddangerous playmakers. He is the only two-time MLS Cup MVP winner. De Rosario was traded to his hometown team,Toronto FC, from Houston in December, 2008.

o Landon Donovan (Los Angeles Galaxy): Considered the best American player today, Donovan, 26, is the all-time leaderin goals and assists for the U.S. Men's National Team, a three-time MLS Cup winner and the League's 2008 BudweiserGolden Boot winner with 20 goals.

o Luciano Emilio (D.C. United): The 2007 winner of the Budweiser Golden Boot for most goals and the League MVP, thisBrazilian striker became the first player since 2002 to score 20 goals in a season.

o Freddie Ljungberg (Seattle Sounders FC): A former standout with Arsenal and West Ham United of the English PremierLeague, Ljungberg was signed as Sounders FC's first Designated Player in October 2008. Ljungberg captained theSwedish National Team at the 2008 UEFA Championships.

o Guillermo Barros Schelotto (Columbus Crew): The Argentine playmaker was named the League's Volkswagen MVP in2008 and was also named the MLS Cup 2008 MVP after leading the Crew to their first MLS title. He recorded a League-high 19 assists in 2008 and was recently re-signed becoming the Crew's first Designated Player.

o Taylor Twellman (New England Revolution): The 2005 MLS MVP and Budweiser Golden Boot winner. Entering 2009,Twellman had scored more MLS regular season goals (99) than any player since he joined the League in 2002.

INVESTORSMajor League Soccer is structured as a single, limited liability company (single-entity). In the single-entity business structure, cluboperators own a financial stake in the League, not just their individual team. The MLS investors are:

o Lew Wolff and John Fisher: Investor-operator of the San Jose Earthquakes joined MLS as an expansion team in theWestern Conference for the 2008 season. Wolff is a principle owner of the Oakland Athletics baseball club.

o Andrew Hauptman (Andell Holdings): Investor-operator of the Chicago Fire. o Joe Roth, Adrian Hanauer, Drew Carey and Vulcan Sports and Entertainment (VSE): Investor-operators of Seattle

Sounders FC (VSE's other sports business ventures include the NFL's Seattle Seahawks and NBA's Portland Trailblazers). o Keystone Sports and Entertainment, LLC: The Philadelphia club will be owned by iStar Financial CEO Jay Sugarman,

veteran sports executive Nick Sakiewicz and Christopher and Robert Buccini, founding partners of The Buccini/PollinGroup. The team begins play in 2010.

o Golden Boy Productions and Brener International Group: Mexican-American boxing icon Oscar De La Hoya andGabriel Brener together invested in the Houston Dynamo and now own 50 percent of the club.

STADIUMSMajor League Soccer has elevated the sport's stature in North America by building soccer-specific stadiums. In 1999, the Leaguebegan moving aggressively to create custom-made venues for its teams that generate the atmosphere and intimacy the gamedeserves. The seating capacity for these stadiums is between 18,000 and 27,000 and the stadiums share design concepts with someof the finest soccer venues in the world. In 2008, eight of the League's 14 teams will compete in stadiums built specifically for pro-fessional soccer. Real Salt Lake's new home, Rio Tinto Stadium, debuted October 9, 2008. Red Bull Arena, home of the New York RedBulls, along with new homes for the Kansas City Wizards and the Philadelphia expansion team, are scheduled to open in 2010. Theexisting soccer-specific stadiums in MLS are:

o Columbus Crew Stadium (Columbus, Ohio): Opened in 1999 as the home of the Columbus Crew. Built by the HuntFamily, this stadium has hosted two All-Star Games, MLS Cup and many important U.S. National Team games.

o The Home Depot Center (Carson, Calif.): Opened in 2003 and is the luxurious home of both the Los Angeles Galaxyand Chivas USA.

o Pizza Hut Park (Frisco, Texas): Opened in 2005 as the home of FC Dallas. Hosted MLS Cup 2005 and MLS Cup 2006. A145-acre multipurpose sports complex with 17 tournament-grade fields.

o TOYOTA PARK (Bridgeview, Ill.): Located just 15 minutes south of downtown Chicago, the handsome venue debuted in2006 and hosted the Sierra Mist All-Star Game.

o BMO Field (Toronto, Canada): Toronto FC began play in MLS in 2007 and sold out every regular season home game atthe urban venue.

o Dick's Sporting Goods Park (Commerce City, Colo.): The Colorado Rapids' stadium opened in 2007 and is the center-piece of a 24-field soccer complex believed to be one of the world's largest.

o Rio Tinto Stadium (Sandy, Utah.): Real Salt Lake's stadium opened in 2008.

player personnel rulesI. MLS ROSTER COMPOSITIONA Major League Soccer team's full roster is comprised of the Senior Roster and the Developmental Roster. The full rostershall exceed no more than 24 total players: 18-20 players on the Senior Roster and no more than four (4) players on theDevelopmental Roster. All 24 players are eligible for selection as part of the game-day squad during the regular seasonand playoffs.

(A) SENIOR ROSTEROther than at specified times during preseason or through injury situations (e.g., a player added as either a disabledlist replacement or a season-ending injury replacement), an MLS team shall have no more than 20 Senior Roster play-ers at any time. The Senior Roster is comprised of the following players, who all count against a team's salary budget:

(i) INTERNATIONAL PLAYERSEach team is allotted eight (8) International slots, with the exception of Toronto FC who is allotted 13International slots, five (5) of which may be used on domestic U.S. players. All International player slots are trad-able, therefore a team may have more than or less than eight (8) International players on its roster. (ii) DOMESTIC PLAYERS*A domestic player is either a U.S. citizen, a permanent resident (green card holder) or the holder of other specialstatus (e.g., refugee or asylum status).

* For Toronto FC, players with the legal right to work in Canada are considered domestic players (i.e., Canadiancitizen, permanent resident, part of a protected class).

(B) DEVELOPMENTAL ROSTERMLS teams shall not have more than four (4) Developmental players on their Developmental Roster at any time (unlessa player is added as a disabled list replacement or season-ending injury replacement). Developmental players can beeither Domestic or International and must be 25 years of age or younger during the calendar year of competition.These players do not count against a team's salary budget. They are signed to non-guaranteed contracts, and thus canbe waived at any time. Teams are permitted an unlimited number of Developmental player signings during a given sea-son to ensure all four Developmental Roster spots are occupied at any one time.

Generation adidas players and Domestic and International underclassmen form part of a team's Developmental Roster.They are acquired by MLS teams through the SuperDraft, Lottery, Discovery or waiver system (see below) if they jointhe League after the SuperDraft.

For 2009, if a team has more than four (4) Generation adidas players on its Developmental Roster, then the additionalGeneration adidas players would be grandfathered and count against a team's 20-player Senior Roster (with no budgetcharge).

II. METHODS OF PLAYER ACQUISITIONMLS teams may acquire players and add them to their Senior and Developmental rosters via the following 13 mechanisms:

(A.) ALLOCATIONSThe allocations will be ranked in reverse order of finish for the 2008 season, taking playoff performance into account.Seattle, as an expansion team, will have the top-ranked allocation at the beginning of 2009. The rankings will be sep-arate and distinct from the allocation amounts and will only be relevant in the event two or more teams file arequest for the same player on the same day, in the case of returning U.S. National Team players, or in other caseswhere the League, in its discretion taking into account all the circumstances, determines that the allocation rankingsshall be applied. In such cases, priority will be granted to the team with the higher allocation ranking. Once theteam uses its allocation ranking to acquire a player it will drop to the bottom of the list. The ranking itself can betraded provided part of the compensation received in return is another team's ranking. A team may move up or downin the rankings, provided that at all times each team is assigned a ranking (no team can have more than one rankingand no team can be without a ranking). The rankings will reset at the end of each MLS League Season.

A club receives allocation money for (1) poor performance during the preceding MLS regular season; (2) the transferof a player to a club outside of MLS for value; (3) roster purposes due to expansion status; and/or (4) exceptional cir-cumstances as approved by the Competition Committee.

Each year the MLS Competition Committee determines the allocation amount to be made available to each team.Allocation money can be traded by teams. Allocation money does not count against a team's salary budget and can beused:

- To sign players new to MLS (that is, a player who did not play in MLS during the previous season).- To re-sign an existing MLS player, with League approval. - In connection with the exercise of an option to purchase a player's rights or the extension of a player's contact

for the second year provided the player was new to MLS in the immediately prior year.

Allocation money cannot otherwise be used to buy down the salary budget number of players already under contractto the League, nor can allocation money be used to buy down the budget number of a Designated Player.

(B.) DESIGNATED PLAYER The Designated Player Rule allows the League to sign players (under the League's single entity system) whose salarywill fall outside of the team salary budget and whose cost above the salary budget charge will be the financial respon-sibility of the club for which they play. A Designated Player's salary budget charge will be capped at $415,000 perannum in 2009, but his actual compensation is higher. Each team initially received one Designated Player slot, and

clubs are allowed to trade Designated Player slots. However, no team can have more than two Designated Players.The Designated Player Rule is a three-year initiative that will conclude after the 2009 MLS season when its future willbe reviewed.

* Landon Donovan is the only remaining pre-existing high-salaried (grandfathered Designated Player) in the League.He will continue to be grandfathered and will not count as a Designated Player in 2009

(C.) SUPERDRAFTThese are players drafted by teams at the annual MLS SuperDraft, which consists of four rounds. In order to be eligibleto be drafted, players must be: invited to participate in that year's MLS Player Combine; Generation adidas-signedplayers; or college players who no longer have college eligibility and are nominated by MLS teams. The selection orderis determined as follows: The first six selections are from teams that did not qualify for the previous playoffs begin-ning with the team with fewest regular season points (3 points per win, one point per tie). The remaining eight posi-tions are ranked by fewest regular season points among the teams that were eliminated in the same round of the pre-vious year's MLS Cup Playoffs. An expansion team receives the first selection in each round.

A player who was drafted by a particular team through the SuperDraft and did not sign with the League, is placed onthat team's "College Protected List" until the second December 31 following the draft in question, after which theteam loses the rights to the player.

(D.) TRADESPlayers, rights to sign players, SuperDraft picks, allocation money, allocation ranking, Designated Player slots andInternational player slots may all be acquired and exchanged in trades approved by the MLS League Office provided allof the necessary rules regarding roster and salary budget compliance are met and the trade is consummated duringthe valid trading period. The trade window opened on November 26, 2008 and will close at the 2009 trade deadline ofSeptember 15, 2009 (in conjunction with the Discovery claim and roster freeze deadline).

(E.) DISCOVERY SIGNINGSEach team has the opportunity to make six Discovery signings per season (expansion teams have 10 Discovery signingsin their initial season). The last day for Discovery player signings is September 15, 2009 - coinciding with the rosterfreeze date and trade deadline. The six Discovery signings can be used to fill senior roster spots only. If multipleteams claim the same player using a Discovery, the team that filed the claim first will have first rights to the player.Discovery claims expire following each season. If the League and player are unable to reach an agreement during theseason, the team that first filed the Discovery retains the right of first refusal in the event the player is later signedby the League.

(F.) DEVELOPMENTAL ROSTER SIGNINGSTeams are permitted an unlimited number of Developmental player signings during a given season to ensure all fourDevelopmental Roster spots are occupied at any given time. International Player limits per team still apply.

(G.) WAIVERSA team may place a player on waivers at any time during the regular season at which point he is made available to allother teams. The waiver claiming period shall commence on the first business day after the League delivers notice toteams and shall expire at 5 p.m. EST on the second business day after the Waiver Period Commencement Date. Theclaiming period is 48 hours.

The Waiver Draft order is determined via points per game once all teams have played at least three MLS Leaguegames. If the waiver takes place prior to all teams playing in at least three League games, priority shall be grantedbased upon the prior year's performance, taking playoff performance first, with teams eliminated from playoff con-tention at the same stage separated according to their point totals through the end of the regular season, and newexpansion teams shall be at the bottom of the waiver order. If there is more than one expansion team in a given year,they shall be listed in the reverse order of the SuperDraft order.

Once a team selects a player off waivers, that club is automatically moved to the bottom of the priority list for subse-quent waiver selections in a given season, regardless of its points-per-game total. Players who may be placed on theMLS waiver wire are as follows:

(i) A player waived by an MLS team in the current season;(ii) A player who completed his college eligibility within the past season, who was not made available in the

SuperDraft; (iii) A player who has remaining college eligibility (and was not made available in the SuperDraft), but the League

at its discretion and after taking into account exceptional circumstances determines the player may beoffered an MLS contract;

(iv) A player who has played in MLS previously where his last MLS team does not wish to exercise their right offirst refusal, except in the case of returning U.S. National Team players as stated above.

(H.) LOTTERYSome players shall be assigned to MLS teams via the weighted Lottery process. Any team assigned a player through thelottery in any particular season shall not be assigned another lottery player that season unless and until all teamshave received a lottery player or have agreed to waive their option to participate in a Lottery. The players madeavailable through lotteries include:

(i)Generation adidas players signed after the MLS SuperDraft; (ii) Draft eligible players to whom an MLS contract was offered but who failed to sign with the League prior to theDraft.

The weighted lottery takes into consideration each team's performance over its last 30 regular season games and themost recent postseason. The team with the worst record over its last 30 regular season games (dating back to previousseason if necessary and taking playoff performance into account) will have the greatest probability of winning the lot-tery. Teams are not required to participate in a lottery. Players are assigned via the lottery system in order to preventa player from potentially influencing his destination club with a strategic holdout.

(I.) EXTREME HARDSHIP CALL-UPSTeams may add players to their roster in cases of "extreme hardship" as follows: (1) a team has less than two availablegoalkeepers or (2) a team has less than 15 available players. Extreme hardship call-ups are made on a game-by-gamebasis.

(J.) SEASON-ENDING INJURY REPLACEMENTSA team with a player lost to a season-ending injury can replace that player on its roster, while remaining responsiblefor the full amount of the injured player's salary. A player can be placed on the season-ending injury list once anotherplayer has been signed as a replacement (provided the team has budget space). International player limits still applyat the time a season-ending replacement is made (with the player being replaced not counting against those limits).

(K.) SHORT-TERM INJURY REPLACEMENTSA team with a player who has a short-term injury can replace that player on its roster, while remaining responsible forthe full amount of the injured player's salary. A player can be placed on the short-term injured reserve list onceanother player has been signed as a replacement (provided the team has budget space). Note that the injured playerwill have to sit out a minimum of six MLS League matches before he can rejoin the team's roster. International playerlimits still apply at the time a short-term replacement is made (with the player being replaced not counting againstthose limits).

(L.) RETURNING U.S. NATIONAL TEAM POOL PLAYERSIn the event a U.S. National Team pool player playing abroad returns to the U.S. and there is interest from multipleMLS teams, preference will be given first to a team prepared to use an allocation. If there is more than one team pre-pared to use an allocation on a particular player, the current season's allocation rankings as determined by the MLSCompetition Committee would be used. In the event no team is willing to use an allocation, the player will beassigned via waivers.

M) HOME GROWN PLAYERSEligible players must have resided with their parents in a team's "Home Territory" for at least one year prior to place-ment on a team's Home Grown Player list, subject to the Non-Home Territory exception. Pursuant to all rules regard-ing qualification as a Home Grown Player, these players may be added to a team's roster Senior or Developmental ros-ter. At this time teams may add up to two players per year from their Home Grown Player list subject to MLSCompetition Committee rules.

NOTE: No changes may be made to a team's active full roster during the period beginning on September 16, 2009(day after Roster Freeze Date) through the day after MLS Cup. Nevertheless, a team may obtain players in accor-dance with the extreme hardship rules and procedures to replace players who are injured or otherwise legitimatelyunavailable after the Roster Freeze Date. Any other replacements after the Roster Freeze Date may only be made inexceptional circumstances in the League's sole and absolute discretion.

(III.) METHODS OF RELEASING PLAYERS

(A) WAIVERSTeams may waive players based on performance at any time during the MLS season. Players on guaranteed contractswaived on or after July 1 of any year, however, will continue to have their salary budget count against the team'ssalary budget and the team waiving the player will not receive a replacement except under the normal player acquisi-tion mechanisms. Players may not be waived while they are injured, unless the League reaches a settlement with theinjured player for his release. In such a scenario, the settlement amount will be charged to the team's salary budget.Upon return to fitness, however, a player may be waived normally.

(B) TRANSFERS AND LOANSAn MLS player may be transferred or loaned at any time to a team outside the League (subject to that team'sFederation's transfer window). The registration windows - the dates between which MLS may request the transfer cer-tificate of an international player - are as follows:

- January 21 - April 15 (Primary Window) - July 15 - August 14 (Secondary Window)

(C) CONTRACT EXPIRATIONWhen a player's contract expires, the player does not count against the roster or budget of the team in question. Ateam retains the rights to the player indefinitely following the expiration of a contract only if attempts were made tore-sign the player.

(IV.) PLAYER RIGHTSThe following explains the status of player rights in specific instances:

OUT OF CONTRACT PLAYERS / OPTIONS NOT PICKED UP: a team retains the right of first refusal to the player indefi-nitely only if attempts were made to re-sign the player.

DRAFTED BUT NOT SIGNED: a player who was drafted by a particular team through the SuperDraft and did not sign, isplaced on that team's "College Protected List" until the second December 31 immediately following the draft in ques-tion, after which the team loses the rights to sign the player.

PLAYER TRANSFERRED OUTSIDE MLS: If a team receives allocation money as a result of a player's transfer, the teamdoes not retain a right of first refusal.

SCHEDULEEach team plays a 30-game regular season schedule. Each MLS team will play two games against the other 14 teams (onehome, one away) accounting for 28 games of the season. Two additional games against intra-conference rivals will com-plete each team's 30-game schedule.

POINT SYSTEMTeams will receive three points for a win, one point for a tie and zero points for a loss.

REFEREESAll referees in MLS are National Referees assigned by the United States Soccer Federation. The Canadian SoccerAssociation assigns referees for all games played in Canada.

GAME CLOCKThe official game time for all Major League Soccer games will be managed on the field by the referee. If necessary, thereferee may also allot extra time (a.k.a. "stoppage time") at the end of each period (first half, second half, and if appli-cable, first overtime period and second overtime period during playoff matches) to allow for injuries, time-wasting orother disturbances.

The stadium clock will display the time from 0:00 to 45:00 and from 45:00 to 90:00 (plus stoppage time where applicablein each half). For statistical purposes, the minutes for goals, substitutions, yellow cards, etc., will be listed from the firstminute until the 90th minute. A goal scored at 15 minutes 10 seconds will be listed as having been scored in the 16thminute. Events occurring during stoppage time will follow the international norm by being demarcated with a "+" sign andthe extra minutes. For example, a goal scored three minutes into first half stoppage time will be officially identified ashappening at "48+".

GAME DAY ROSTERSEach team can nominate 18 players for a game day roster. Teams are allowed three substitutions per game.

CAUTIONS AND SUSPENSIONA player will be suspended for one game upon receiving his fifth yellow card - regardless of the nature of the infractionwhich resulted in his being awarded a yellow card. A second suspension of one game would result after the awarding ofan additional three cards as would a third suspension after the awarding of card number eleven. With the "GoodBehavior" incentive it is possible for a player to have a caution expunged. If a player goes three games without receivinga yellow card, after an initial warning, the player will have one yellow card expunged. A player may take advantage ofthe "Good Behavior" incentive only once throughout the season.

MLS CUP PLAYOFF FORMAT AND TEAM-STANDINGS TIE-BREAKERS

WHO QUALIFIESEight teams qualify for the 2009 MLS Cup Playoffs. Playoff berths will be determined by points in the standings upon thecompletion of the regular season. All 15 teams will have played 30 games.

- The top two teams in each conference qualify and are seeded 1 & 2 in their respective four-team playoff conferencebrackets. - The four MLS teams with the next most points, regardless of conference, receive "wildcard" berths.

o The four wildcard teams will be seeded according to conference first. o If more than four teams qualify from one conference, the team finishing lower than fourth in its conference

will shift over to the other conference bracket. o A team switching conference brackets will be seeded below all other teams in its new conference playoff

bracket.

PLAYOFF FORMATConference Semifinal series are conducted in a home-and-home, aggregate-goal format. The lower seeded team in theConference Semifinal hosts the first game. The winners of those four series advance to single-game ConferenceChampionships that will determine the MLS Cup Finalists.

The team that scores the most goals in the home-and-home series advances to the single elimination ConferenceChampionship. If the teams are tied after 180 minutes in the Conference Semifinal series, a 30-minute extra time period(divided into two 15-minute periods) will be played followed by kicks from the penalty mark, if necessary. The team withthe higher seed between the two Conference finalists will host the Conference Championship game.

In the case of ties after 90 minutes of regulation in the Eastern and Western Conference Championship games and MLSCup, 30 minutes of extra time (divided into two 15-minute periods) would be played followed by kicks from the penaltymark, if necessary, to determine the winners.

TEAM-STANDINGS TIE-BREAKING PROCEDURESThe team awarded the highest position in the MLS standings will be the team with the greatest number of points (3points for a win, 1 point for a tie, 0 points for a loss). In the event that two teams finish the regular season with anequal number of points, the following system will be used to break the tie:

1) The highest position shall be awarded to the team with the better win/loss record in current regular seasongames against all other teams equal in points. (head-to-head competition)

2) If the teams are still equal in the standings, the highest position shall be awarded to the team with thegreater goal difference against all other teams during the regular season. (goal differential)

3) If the teams are still equal in the standings, the highest position shall be awarded to the team scoring thegreatest number of total goals against all other teams during the regular season. (total goals)

4) If the teams are still equal in the standings, the procedures described in this section shall be applied only togames played on the road by each team against all other teams during the regular season. (road 1-3)

5) If the teams are still equal in the standings, the procedures described in this section shall be applied only togames played at home by each team against all other teams during the regular season. (home 1-3)

6) If the teams are still equal in the standings, the highest position shall be awarded to the team with thefewest team disciplinary points in the League Fair Play table during the regular season.

7) If the teams are still equal in the standings, the highest position in the standings shall be determined by thetoss of a coin.

8) The first tiebreaker in a three-way tie is also head-to-head, but it is determined via points-per-game versusthe other two teams. If two teams are tied in points-per-game head-to-head, the next tie breaker is goaldifference.

NOTE: If two clubs remain tied after another club with the same number of points advances during any step, thetie breaker reverts to step 1 of the two-club format.
