Prohibited Areas for Parking: 1. All national roads as provided for under RA4136. 2. Primary and secondary roads of cities and municipalities in Metro Manila as follows: a. within 6 meters of intersection or curved lane b. with 4 meters of driveways or entrances to any fire station, hospital, clinic and other similar establishments. c. 4 meters from the hydrants d. on the roadside of any vehicle stopped or parked. e. on crosswalks f. in front of any private driveway g. on the sidewalks, paths, alleys, not intended for parking h. at the front or near bridges i. at any place where NO PARKING SIGN is installed.

Towing of Stalled Vehicles:

a. The Apprehending Traffic Officer (ATO) shall fill up a Technical Inspection Receipt (TIR) Form indicating among other information, an inventory of the motor vehicle parts/accessories and defects noted therein to be signed by the ATO with the concurrence of the owner/driver of the motor vehicle.

b. The ATO shall issue the Traffic Violation Receipt to the owner/driver of

the stalled vehicle at the point where the vehicle is towed. Towing of Illegally Parked Vehicles: Unattended illegally parked vehicles shall be towed and issued TVR for abandoned vehicles. Note:

1. Illegally parked vehicles that are already clamped to the tow truck shall not be subjected for intercession by the owner of the vehicle or to be rescued by their own company tow truck.

2. Stalled or illegally parked vehicle as a result of flat tire but equipped

with serviceable paraphernalia to replace the flat tire shall not be towed but shall be provided with reasonable assistance, including towing it to a safer and less obstructive area.

3. Stalled or illegally parked vehicle as a result of empty fuel tank, may

be towed to the nearest gasoline station, however the towing fee should be paid to the tow truck in accordance with the number of kilometers from the point of origin to the gasoline station.

4. A vehicle may be towed upon request of the owner to the owner’s

garage or auto repair shop of his choice subject to the rates provided.

Terms of Payment: Fines and towing fees shall be paid within 3 days from the date the vehicle was towed and impounded. If the owner fails to pay the fines and/or towing fees within the said period, an impounding fee (storage) as follows:

a. Php40.00/day for the 1st and 2nd months b. Php60.00/day for the 3rd and 4th months c. Php80.00/day for the 5th and 6th months but not to exceed

MMDA REGULATION NO. 97-001: Prohibiting the use of cellular phones and handset radios while driving in Metro Manila MMDA REGULATION NO. 97-003: Illegal/Unauthorized counter-flow MMDA REGULATION NO. 97-006: Prohibiting the display of I.D. Badge and/or similar markings on the windshield of a motor vehicle, which would establish I.D with any of the traffic enforcement agencies. MMDA CIRCULAR NO. 26 RECKLESS DRIVING

1. Willful or wanton disregard for the safety of persons or property of others. Actions considered reckless per se:

a. cutting corners or blind curves b. passing or overtaking on curves, at intersections, approaches of

bridges, hills and the like.

2. Actions done without reasonable caution under hazardous circumstances considering the conditions of traffic and the highway so as to endanger the safety or property of any person.

a. cutting in and out traffic lanes; b. making a U-turn on the approaches or no top of a bridge; c. coming out of side streets of driveways; d. failure to stop in entering a “through street”; e. failure to observe right hand rule to yield the right of way on

highway intersections; f. backing the flow of traffic; g. turning from the wrong lane; h. improper start; i. driving without light during the hours prescribed by law; j. driving of crossing the safety islands not intended for motor

vehicles; k. disregarding automatic signaling devices or lights or nay traffic

signals; l. following a tailgate to an emergency vehicles; and m. making an abrupt right turn from inner lane.
