Industrialised Building Systems (IBS) Functional Designs Cost Savings Sustainable Practices

The Construction Industry Development Board (CIDB) has been encouraging private construction projects to adopt Industrialised Building System (IBS). The Prime Minister has announced in 2016 that in the near future, will be mandatory for government projects of RM10 million and above, and private sector ventures of RM50 million and above to hit an IBS score of 70. Despite a ‘purported initial heavier investment’, in the longer term and with economies of scale, it is believed that IBS will result in less wastage of materials, environmental sustainability, reduce dependence on unskilled workers in the country. Dato Ir. Soam Heng Choon is currently Deputy President of REHDA and has extensive experience in construction and property development where he is currently Group CEO of IJM Corporation Berhad. On 25 May 2004, he was appointed Executive Director of IJM Land Berhad and subsequently the Managing Director on 2 October 2006. Dato’ Soam is also a Director of the Construction Labour Exchange Centre Berhad.

Dato’ Jeffrey has more than 30 years of extensive experience in finance, corporate planning and executive management in the property and hotel industry in both Malaysia and Australia. Datuk Ng Seing Liong PJN, J.P. is patron, past President of REHDA (2006 - 2010) and has been actively involved in the association in various capacities for the past 25 years. He was the director for Construction Industry Development Board (CIDB) of Malaysia since 2007-2016. Currently, Datuk Ng also sits on various other capacities on other Boards, namely Major shareholder and Director of Kota Kelang Group of Companies and Independent Non-Executive Director, Eversendai Corporation Berhad.

As a registered architect and leading an architectural studio, Lim Keng Yong specialises in designing the residential apartments for Housing and Development Board(HDB) Singapore. He is familiar with the architectural application of precast construction method in HDB developments. Currently, Keng Yong is also working in Modular Construction or Prefabricated, Prefinished Volumetric Construction (PPVC) as is known in Singapore.

Zulkifly is presently the Project Director (Central Region 1) of UEM Sunrise Berhad. A civil engineer by profession, he has over 20 years of property development experience and has held senior managerial position with Tropicana Corporation Berhad, United Malayan Land Bhd, Uda Holdings Berhad and Land & General Berhad. He has also held positions in UMW Corporation Sdn Bhd and PLUS Berhad.

Datuk Phang was appointed the Deputy Chief Executive O�cer of MIDA in 2014 with his primary responsibilities revolving around investment promotion and the development of the manufacturing and services sectors in Malaysia. Datuk has been actively involved in promoting both foreign direct and domestic investment in Malaysia. He is also the Chairman of the Technical Committee on Expatriate Posts, Committee Member of the National Committee on Investment (NCI), as well as the board member of the Malaysian Automotive Institute

Mr. Toh Boon Kiat started his career in the building materials and construction industry since 2006. He has more than 10 years experience in building materials trading and concrete products. He leads the FastBuild solution system for LafargeHolcim since 2016 and is currently supervising a few projects using the system.

Mr. Kow Choong Ming had been involved in IBS since 1997 when SP Setia Berhad started constructing medium cost apartments using Precast Technology in a joint venture with Taisei Prefab of Japan. Setia Precast Sdn Bhd, the construction arm of SP Setia Bhd had expanded and constructed more than 30,000 units of apartments. Under his leadership, Setia Precast is recognized as a leading player in IBS construction in Malaysia and has won numerous awards.

Muhammad Zafri is currently the Head, Contract Financing at SME Bank. He has been in banking industry for more than 10 years especially in commercial banks; conventional and Islamic banks. He is also currently attached with SME Bank, a development bank status coming to his fourth year. Mr Zafri also regularly give speech and advise on IBS related matters for various parties. He also had been interviewed by Bernama Radio on IBS and Contract Financing.

He joined PanaHome (Subsidiary Company of Panasonic Group) since 2011 as a General Manager and he oversees construction and property development project in Taiwan and Malaysia.
