Step 1o Make sure you have completed each of the steps

• Checked final designs for the project and cross-sections

• Completed SWMP template• Completed SWMP site maps• Specifications and detail• Quantities

Step 2 o Make sure all SWMP documents and associated

elements are loaded onto Projectwise Step 3

o Coordinate with the SWMP Reviewer to start final review and approval

o CDOT’s MS4 Construction Program requires that SWMPs with SCPs be reviewed. This should be done throughout the SWMP Preparation not just at the end.

o CDOT SWMP Reviewer may not be same person as the SWMP Preparer/SWMP Admin for Design.

o CDOT SWMP Reviewer should work closely with the SWMP Administrator for Design, Project assigned Landscape Architect, and Permanent Stabilization Subject Matter Expert, and must be a CDOT employee not contractor.

o And will sign off on the SWMP and give their sign off to the RPEM (Forms to be determined).

o Step 1• Receive the final SWMP including site maps,

specification, quantities and all other associated documents.

o Step 2• Give comments back to the SWMP Administrator

for Design to address. If plans are correct and meet all requirements; provide a project sign off to the RPEM

o Step 3• The RPEM signs the 128 form

The RE will likely be assigned the task of completing the SCP application using the new CEOS platform

Verify with RPEM if the SWMP reviewer or preparer will supply the information that that RE inputs into CEOS or if they will wait until a contractor is selected for the project

The SWMP Reviewer will:

o Complete the review and let the RPEM know as soon as the final plans have been completed or approved.

RPEM or designee will:

o Sign off on Form 128

DE or RE will:

o Complete Form 1048 and RE completes the application

o Outlines that the RPEM will review all SWMP plans prior to advertisement and ensure that they are site-specific and complete.

o The RPEM’s signature on the clearance to advertise will signify that they have reviewed and concur with the completeness of the SWMP.

o The Environmental Programs Branch will ensure that sufficient and up-to-date guidance is available for the preparers of the SWMP.

o The SCP application and Stormwater Management Plan Certification will be signed by RE after RPEM signs off.

Bid Package

SWMP Administrator for Design should verify that all quantities from the SWMP are incorporated correctly into the SAQ and bid package.

Conclusions

o CDOT has to ensure that all SWMPs are designed with good engineering, hydrologic and pollution prevention control practices.

o Developing a consist SWMP development program helps to achieve this goal.

o CDOT SWMPs need to follow the CDOT SWMP preparation taught in this certification class and described in CDOT specifications.

o CDOT has developed checks and balances such as sign offs and meeting to ensure the SWMP is being developed in concert with the project design.
