9. *Dr. Arif Alvi:

Will the Minister for Defence be pleased to state:

(a) whether it is a fact that the name of persons killed during droneattacks/strikes are not being disclosed by the Ministry; if so, thereasons thereof; and

(b) whether it is also a fact that foreign NGOs are more concernedthan our Government regarding human rights issues/violations;if so, the reasons thereof?

Minister for Defence: (a) Government of Pakistan/Ministry of Defenceprovides the details about the persons who are killed during the Drone attacks asand when it receives information from the areas where these attacks take place.As these attacks take place in far flung areas which are usually not accessible tothe press, so, the information about the victims is Mostly received through Armyformations stationed in these areas. However, the information received throughpolitical administration is available with SAFRON Division.

(b) Human rights issues may he addressed by relevant ministry, please.

66. *Dr. Arif Alvi:

Will the Minister for Defence be pleased to state:

(a) whether it is a fact that the Cogeneration Power Plant of DHA,Karachi has failed to generate 94 MW of electricity and supply3 million gallons of water daily;

(b) the total period it remained functional after its inauguration;

(c) the total expenditure incurred on the said project so far;

(d) whether any action has been taken against the responsiblestherefor; if not, the reasons thereof?

Minister for Defence: (a) M/s SACODEN (major share holder)sponsored the Cogen Plant through an SPV (DCL) registered with SECP andrepresented by Mr. Haseeb Khan. M/s SIEMENS represented by Mr. SohailWajahat Siddiqui installed the plant. M/s AEI (Ashmore Energy international)represented by Mr. Khalid Nasir changed hands with M/s SACODEN and becamethe owners. Cogeneration Plant suffered an excessive vibration due to suddenfrequency drop in National Grid in 2010. It damaged the vans and blades of theturbine. Resultantly the Plant stopped. However, Desalination Plant is in workablecondition and the Generation Plant requires repairs.

(b) Plant performed for 11 months and can be made operational afterrepairs.

(c) Out of investment of about Rs. 7 Billion. DHA’s share is onlyRs. 271 Million which is not public money. On default by the corporate entity, theloan providing Banks have taken over the plant on 31 October 2013.

(d) The owner of Plant is not DHA. DHA is only a minor share holder of8.1% DHA is putting in its effort alongwith coordination at various tiers for repairof Plant Presently Bankers Consortium (including UBL HBL & Faisal Bank withshare, holding as 20.99%. 19.87% and 19.10% respectively) alongwith otherminor share holders (list attached as Annex-A) are the owners of the plant. Tocarry out the enquiry and Hold people responsible for disciplinary action of anyprivate limited company registered in SECP does not fall under the scope andmandate of DHA. Involvement of DHA in the Plant is as follows:—

(i) Award of rental lease of land for the plant.

(ii) Minor share holding.

87. *Siraj Muhammad Khan:

Will the Minister for Law, Justice and Human Rights be pleased tostate:

(a) the performance made by the National Accountability Bureau(NAB) during the last six months;

(b) the total number of cases of corruption registered in NAB duringthe said period; and

(c) the total number of pending cases of corruption in NAB atpresent?

Minister for Law, Justice and Human Rights: (a), (b) During the lastsix months this Bureau has formally authorized 77 inquiries, finalized/closed 80,including backlog, whereas 18 investigations were authorized, completed /closed31, including backlog. Similarly 46 references have been filed in the courts whileduring the said period 32 references have been decided, among them 19 resultedinto convictions while 11 references end up with the acquittal and 2 withdrawnfrom the court. During the last six months NAB has recovered an amount ofRs. 2188.993 million from the accused persons.

(c) At present, there are 667 inquiries, 251 investigations and 688references which are under process at National Accountability Bureau andAccountability Courts respectively.

1. *Muhammad Muzammil Qureshi:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the authorized standards of supply of petroleum products atoutlets by Oil Marketing Companies (OMCs) at present;

(b) whether it is a fact that high sulphur diesel provided to outletsby OMCs was below the international standard in the recentpast and same practice is continuing;

(c) whether the aforesaid malpractice of OMCs was investigatedduring the year 2012-13 till date; if so, the details thereofalongwith the action taken against the responsibles; and

(d) the steps being taken to ensure the provision of petroleumproducts at outlets at par with international standard?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Petroleum Products High Speed Diesel (HSD) and Premium MotorGasoline (PMG) are being marketed/sold by OMCs as per notified specifications/standard (Annex-I & II).

(b) The High Speed Diesel (HSD) provided by the OMCs to their outletsis as per approved standard specifications, notified by the MP&NR (Annex-II)and its Governments endeavor to upgrade the refineries to meet latest internationalstandards.

(c) As stated above.

(d) The quality of petroleum products is being monitored throughout thesupply chain by Hydrocarbon Development Institute of Pakistan (HDIP) as pernotified specifications/standard. In addition, OMCs have their own mobile qualityvans for random checking at outlets and refineries are being encouraged toimprove the specification standards.

2. *Muhammad Muzammil Qureshi:

Will the Minister for Communications be pleased to state:

(a) the details of the Government projects regarding Motorways/Highways/Roads which are being executed at present alongwithpresent status and estimated cost thereof;

(b) whether it is a fact that a number of such projects initiated bythe previous Government have not been completed within theestimated period and cost causing escalation; if so, the reasonsthereof alongwith the escalated cost of each project thereof;

(c) whether it is also a fact that such delay was investigated; if so,the project-wise findings thereof; and

(d) the steps being taken to set rationalized planning therefor?

Minister for Communications: (a) Details of the Government projectsregarding Motorways/Highways/Roads which are being executed at presentalongwith present status and estimated cost is attached at Annex-A.

Details of ADB funded projects alongwith relevant details are atAnnex- B and project funded by other donor agencies is at Annex- C.

(b) Yes, it is fact that number of projects has not been completed withinestimated period thus causing escalation in cost. The major reason being inadequatefunding associated with some other issues such as land acquisition, utility relocationetc. The exact escalated cost effect of each project will be determined once theproject is completed and project account’s are finalized. However, project wisetentative effect is mentioned in the attached details (Annex-A).

(c) In general, major reasons for delay in completion of projects havebeen determined as inadequate funding & issues related to land acquisition &utilities relocation.

(d) Efforts are being made that required funds are provided keepingclose liaison with local administration for handing over of land alongwith emphasizingthe contracts to complete the balance works.

The main reasons contributing in delay execution of the project are:

a. Stringent conditions imposed by the aided banks/donor agencies.Most of the loans are subject to 100% completion of land acquisitionand compensation payment process.

b. Resettlement of the project affected persons.

c. Paucity of GOP funds regarding land acquisition

d. Lukewarm and ill-response from Revenue Departments.

e. Relocation of Utilities, clearance of ROW and NOC from Railway& WAPDA Departments.

It is to mention here that most of E.O.Ts of development projects areawarded due to one or more afore-said reasons. Therefore, the project completionhas to be extended.

In addition, the actual overall increase on account of Escalation, can bedetermined at the end of the project. However, due to general inflation and delayin contract award, the cost of the project is expected to increase annually @7 to8%.

3. *Dr. Azra Fazal Pechuho:

Will the Minister for Petroleum and Natural Resources be pleased tostate whether there is any proposal under consideration of the Ministryto start technical education in the field of oil and gas for developingexpertise in the said field; if so, when it will be implemented?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The following technical educational program is being carried out.

(a) OGDCL institute of science and technology (OIST) is impartingtechnical training to the students/ professionals of their explorationlicences/leases areas.

(b) OGDCL has also setup two Technical Training schools at Quettaand Karak where training in drilling, production and mechanicaldisciplines are being given to the students of the discoveries areas aswell.

(c) PPL has setup technical training center at Sui, District Dera Bugti.

(d) UEPL is funding Polytechnic Institute Badin which provides technicaltraining.

(e) A Project by the name of technical education of Pakistan Chemical& Energy Sector Skill Development Company (PCESSDC) hasbeen established by Mari Petroleum Company Limited at Daharkito develop expertise in the said field.

(f) CNPC (Pakistan) Training Institute has been established by ChinaNational Petroleum Corporation in 2013 in Pakistan. The instituteprovides geophysical training to Pakistani employees to enhance theirskill and to fresh students of the country to enable them to competewith other countries.

4. *Dr. Azra Fazal Pechuho:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the contract has been awarded to importthe Liquefied Natural Gas (LNG);

(b) if so, the steps being taken to improve the infrastructure includinglaying of transmission pipelines, construction of storageterminals and allied works?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) No. Infact a contract for import of LNG on Government toGovernment basis is being negotiated between the designated entities of Pakistanand Qatar.

(b) Pursuant to a bidding process M/s SSGCL have selected M/s ElengyTerminal Pakistan Limited to provide LNG Terminal services on tolling basis. Theconstruction of pipeline connecting terminal with SSGCL’s network will also bethe responsibility of the said company.

There is no major pipeline infrastructure augmentation required in SSGCLnetwork for import of initial 400 MMCFD in the first phase. For the 2nd phaseinfrastructure will be enhanced.

5. *Abdul Waseem:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the actual price of per litre of petrol at present;

(b) the tax being charged by the Government thereon; and

(c) the profit being earned by the dealers at the time of sale in themarket therefrom?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) At present Ex-depot sale/consumer prices of petrol is Rs.112.76/litre out of which Rs.78.31 per litre is import/ex-refinery price.

(b) Petroleum Levy @Rs. 9.40/litre and GST @ 17% are being chargedon petrol by the Government.

(c) the margin of the dealers on petrol is fixed in absolute Rs. per litreterms i.e Rs.2.78/litre.

6. *Abdul Waseem:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the number of major reservoirs of petrol in the country at present;

(b) the steps being taken to explore petrol therefrom; and

(c) whether it is a fact that the second largest reservoirs of petroland gas in the world are in Pakistan; if so, the details thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Presently there are 10 major oil reservoirs, having more than 10million barrels of recoverable oil.

(b) The Government has taken following steps to explore oil/gas in thecountry.

(i) Presently various Exploration and Production Companies are holding153 exploration licences to explore oil & gas reservoirs in the country.

(ii) The Government will grant another thirty (30) blocks to E&PCompanies shortly.

(iii) Petroleum (Exploration & Production) Policy, 2012 has also beennotified that offers lucrative incentives to the investors for investmentin E&P sector of Pakistan.

(iv) Efforts are being made to enhance exploration activities in the countryby providing secured and conducive working environment to theE & P Companies.

(v) Efforts are being made to explore deeper prospects and underexplored, geological frontiers to add new oil & gas reservoirs.

(vi) Government is making efforts to pave way for exploration of ShaleGas/ Shale Oil of shale Gas/Shale Oil.

(c) No.

7. *Parveen Masood Bhatti:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that CNG cylinders are not being installed innew cars in the country;

(b) if so, the reasons thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes.

(b) The Government has imposed ban on import of CNG Cylinders andKits to discourage new conversion of vehicles as under:

i. A complete ban has been imposed on company fitted CNG cylinders/kits in locally manufactured vehicles.

ii. Moratorium on import of CNG cylinders and conversion kits hasbeen imposed except where letters of credit have been established,prior to the approval of Summary i.e. 15-12-2011.

iii. CNG fitted public transport vehicles i.e. buses/vans are exemptedfrom the moratorium.

8. *Parveen Masood Bhatti:

Will the Minister for Petroleum and Natural Resources be pleased tostate whether there is any proposal under consideration of theGovernment to install any new refinery in the country; if so, when itwill be implemented?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): As per policy, no permission is required for setting up of new refineryproject; therefore any interested party/company can set up a refinery project atany location of its choice. However, the following proposals of Oil Refinery projectsare being persu by the companies in the private sector:———————————————————————————————

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the period for which petrol reserves are sufficient to meet therequirements of the country at present;

(b) the monthly consumption of petrol in the country at present;and

(c) the month-wise increase made in the consumption of petrol duringthe year 2013-14?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) At present country has Mogas stocks of 110,658 MTs which provide10 days sale cover.

(b) Average monthly consumption of Petrol in the country from July,2013 to January, 2014 is 312,220 MTs.

(c) Month-wise variation in Petrol consumption is as follows:—

Will the Minister for Communications be pleased to state:

(a) the names of the projects of the Ministry in Sindh for whichfunds have been allocated during the current year/budget; and

(b) the names of projects for which funds will be allocated duringthe next budget?

Minister for Communications: (a) List of projects of the Ministry ofCommunications/ private courier company stands registered with the Ministry ofCommunications/National Highway Authority in Sindh for which funds have beenallocated during the current year/budget (2013-14) is at Annex-I.

(b) Names of the projects for 2014-15 in Sindh are at Annex-II.However, funds for the projects are decided/allocated by the Planning Commissionkeeping in view the importance of the project and available resources.

11. *Sheikh Salahuddin:

Will the Minister for Parliamentary Affairs be pleased to state whetherit is a fact that the Magnetic Ink has not been utilized at some of thePolling Stations/Constituencies during the General Elections 2013;if so, the reasons thereof?

Minister for Parliamentary Affairs: No it is not correct. Magnetizedink Stamp Pads were used at all polling stations /constituencies during the GeneralElections, 2013. The said Pads were used for obtaining thumb impressions on theElectoral Rolls against the photograph of each voter. During the said elections445,334 magnetic ink stamp pads were got manufactured from PCSIR Lab.,Karachi according to the recommended specifications of NADRA and suppliedto all Provincial Election Commissioners, who further disseminated the same tothe District Returning Officers / Returning Officers and Presiding Officers throughtheir Regional Election Commissioners, District Election Commissioners. In thisregard, specific directions to use the Magnetic Ink Stamp Pads for getting thumbimpressions of the voters on electoral rolls against the photograph of the voterswere also issued and confirmation to the fact that the instructions have beenconveyed to the District Returning Officers/Returning Officers and Presiding Officerswere also obtained.

12. *Sheikh Salahuddin:

Will the Minister for Communications be pleased to state whether itis a fact that the police of National Highways and Motorways hasfailed to control the issues relating to overloading, un-trained driversand over speeding on Highways/Motorways in the country exceptcontrolling of overloading on Rawalpindi-Lahore G. T. Road; if so,the reasons thereof?

Minister for Communications: No.

NH&MP officers are performing their duties round the clock to check allviolations including overloading of goods over speeding and driving without drivinglicence.

Violations are strictly controlled, During the year 2013, 2,69,313 violatorswere Challaned for over loading, 3,83,866 violators for over speeding and 54,435violators, being un-trained drivers.

13. *Mrs. Shahida Rehmani:

Will the Minister for Communications be pleased to state whether itis a fact that the construction work of one side of Lyari Expresswayhas not been completed so far; if so, the reasons thereof?

Minister for Communications: Yes, works on Lyari Expressway hasnot been completed as yet, current physical progress is 80%.

South Bound is opened for traffic since 2008. Sir Suleman to Sorab Goth6.25 Km including both interchanges are open for traffic since July 2009.

Project is delayed mainly due to non handing over of Right of Way (RoW)by City District Government Karachi despite transfer of land acquisition cost toGovernment of Sindh. In order to avoid displacement of densely populated areas,two elevated structures are being constructed at following locations:—

(a) Sindh hotel to teen Hatti : 22%

(b) Manghopir to Mewa Shah Section (could not be started due to nonavailability of RoW)

To restart the stalled works, Secretary Communications visited the projectin September, 2013 and held meetings with the Chief Secretary Government ofSindh, Commissioner Karachi and other Officials for release of funds to the effectedpopulated and in ordwe to acquire the RoW. Regular meetings are held eith thecommissioner for release of funds since Nov 2013, but yet no funds have beenreleased.

14. *Naeema Kishwar Khan:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that mosques have been constructed at alarge distance on the Peshawar to Islamabad Motorway; if so,the distance thereof separately;

(b) whether it is also a fact that the security fences have not beeninstalled alongside the said Motorways;

(c) if so, the steps being taken by the Ministry to install fencesalongside the said Motorway;

(d) whether there is any proposal under consideration of theGovernment to construct mosques on the said Motorway at shortdistances; if so, when it will be implemented; and

(e) whether there is also any proposal under consideration of theGovernment to provide boarding and lodging facilities on thesaid Motorway; if so, when it will be implemented alongwiththe details thereof?

Minister for Communications: (a) On Peshawar-Islamabad Motorway(M-1), mosques are constructed in the service areas which are:

(i) Km 4 (North Bound & South Bound Carriageway)

(ii) Km 106 (NBC 86 SBC) near Rashaki

(iii) Indus Bridge Service Area (NBC)

(b) Steel wire mesh was installed all along M-1 at the time of construction,but since then often fence is stolen for which number of FIR’s have been registered.

(c) Stolen steel wire fence is replaced with barbed wire fence throughRoutine Maintenance & Emergency Maintenance Works.

(d) No such proposal is under consideration as the mosques alreadybeing constructed are at adequater distances/locations.

(e) No such proposal is under consideration. Service areas have beenprovided for facilitation of the road users using these motorways.

15. *Sufyan Yousuf:

Will the Minister for Communications be pleased to state:

(a) the present status of M-9 Motorway Project from Karachi toHyderabad;

(b) whether it is a fact that the construction work has not beenstarted on the said project so far; if so, the reasons thereof; and

(c) the total number of Highways constructed on Build Operate andTransfer (BOT) basis during the last three years till date?

Minister for Communications: (a) The bids for construction of M-9Motorway Project from Karachi to Hyderabad on BOT have been opened on18th February, 2014 and are being evaluated.

(b) Conversion of existing 4-lane Karachi-Hyderabad Superhighwayinto 6-lane Motorway (M-9) Project has been delayed. Various attemps weremade to implement the project on build-operate-transfer (BOT) but could notsucceed. In last attempt a concession was signed with Malaysian firm M/s BinaPuri, which was terminated due to non-achievement of financial close.

(c) No major Highway project has been built on BOT basis during thelast three years.

16. *Ms Surriya Jatoi:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the Government of Saudi Arabia suppliedfree of cost crude oil to Pakistan under special arrangements duringthe year 2013-14; if so, the details thereof; and

(b) whether any country is supplying oil on cheaper rates to Pakistanas compared to International Market at present; if so, the detailsthereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) No.

(b) No.

17. *Ms Surriya Jatoi:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the textile sector is being charged cross-subsidy on oil and gas at present as compared to fertilizer sectorsand domestic consumers; if so, the justification thereof; and

(b) the rate at which oil and gas is being provided to textile sectorat present?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) No cross subsidy is charged /give on oil products to textile/fertilizeror any other sector.

However, the gas price for industry including textile sector is higher thanaverage prescribed price to cross-subsidize the subsidy of domestic and fertilizersectors.

(b) Current price / rates of main petroleum products being supplied totextile as well as all other consumers are as under:

18. *Sahibzada Muhammad Yaqub:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the present status of production of minerals from Sandak Project;

(b) the present status of volume of export of such minerals;

(c) the profit earned from the said project during the year 2012-13till date alongwith the percentage of share paid to theGovernment of Balochistan and other stakeholders during thesaid period; and

(d) the names of companies working on the said project at presentalongwith the estimated maximum production and income forthe next five years thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The Saindak Copper-Gold Project (Chagai – Balochistan) is presentlyproducing blister copper including gold & silver metals. In the year 2013, theproduction of metals/ minerals from the Project was as under:—

(b) The entire production of blister copper from Saindak Project isexported and figures for the last year (2013) are given above.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Iran-Pakistan (IP) gas pipeline project aims to bring 750 MMcfdNatural Gas to Pakistan under Gas Sale and Purchase Agreement (GSPA) signedon 5th June 2009 by Inter State Gas Systems Limited (ISGS) from Pakistan sideand National Iranian Oil Company (NIOC) from Iranian side, which has becomeeffective on 13th June 2010 after completion of required Conditions Precedents.Following major milestones for project development have been achieved:

• Bankable Feasibility Study

• Front End Engineering Design (FEED)

• Route Reconnaissance and Detailed Route Survey

• Social Environmental impact Assessment

• Installation of Concrete Marker on Right of Way

• Land Acquisition (In process)

• Preparation of bidding documents for Procurement of Long LeadItems-LLI’s (Line pipe, Compressor station and Block Valve) andEngineering, Procurement & Construction (EPC) of Pipeline andcompressor station.

(b) Socio-Economic Benefits

• It was concluded that imported natural gas remains the cheapest andmost suitable fuel for power generation.

• The project will support around 4,000 MW power generationcapacity, which will help in overcoming the crippling power shortagecrisis.

• The construction of pipeline will also create job opportunities inbackward areas of Balochistan and Sindh.

• The project shall help a great deal in meeting the energy requirementsof the country’s economy.

Will the Minister for Petroleum and Natural Resources be pleased tostate the steps being taken by the Ministry to improve the gas supplyinfrastructure for Islamabad to prevent the imbalanced gas distributionwhich was witnessed during the current winter season in differentsectors?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): SNGPL has informed that low pressure is being observed in such streets/localities which are located at the tail end of company’s system during peak hoursin extreme winter season. This is mainly due to an overall imbalance of demandand supply. In order to address this problem in short terms, load curtailment atCNG stations and Industries is being carried out. However gas supply to CNGstations could be curtailed completely in compliance of Honorable High Courtorders. Furthermore, System augmentation is in progress in the sectors like I-10,1-8, G-6, G-7, G-9, E-11 etc. It is expected that with system augmentation andother modifications, low pressure problem shall be resolved.

In this regard SNGPL has informed that a comprehensive program isbeing organized by the company in consultation with Fata Secretariat for necessarysecurity cover in order to carry out survey of remaining areas and provision of gasto all agencies in FATA.

(b) (i) Import of Oil: Petroleum Products has been deregulated underthe Govt. Policy. Oil Marketing Companies (OMCs) and bulk consumers canimport furnace oil, petrol, diesel oil and furnace oil from international market oncost comparative basis through open tenders. Refineries can import crude oil fromany source subject to economics after upliftment of local prude allocated, if any,under their own standard term contracts with suppliers i.e. Saudi ARAMCO,Abu Dhabi, Nahl Oil Company.

(ii) Import of Gas: Currently import of gas is being pursued, mainlythrough Iran-Pakistan Gas Pipeline Project and Turkmenistan-Afghanistan-Pakistan-India (TAPI) Gas Pipeline Projects and LNG Projects.These projects are under different phases of implementation.

(c) (a) Fast Track LNG Prcect: Projected date of completion of project inNovember, 2014.

(i) Fast Track LNG Terminal: Expected date of approval March,2014.

Minister for Communications: (a) The design life of both Lahore-Islamabad Motorway M-2 and Peshawar-Islamabad Motorway M-1 is 10 years.

(b) It is possible to increase the life span of Motorway by taking thefollowing steps:

(i) Timely overlays to increase the structural requirement after every 5to 7 years, when motorway shows distresses.

(ii) Ensure axle load control.

(iii) Timely preventive maintenance.

(c) Periodic Maintenance and rehabilitation schemes at different sectionsof M-2 amounting to Rs. 1.14 billion under Annual Maintenance Plan (AMP)2012-13 are in tendering process. Further, an amount of Rs.810 million has beenallocated for functional overlay of various sections of M-2 under AMP 2013-14.Periodic Maintenance and rehabilitation schemes at different sections of M-1amounting to Rs.358 million under AMP 2012-13 are in tendering process.

Also NHA has constructed permanent weigh stations on M-2 at Chakri,Kalar Kahar, Lillah, Salam, Kot Momin, Pindi Bhattian, Sheikhupura, Kala ShahKaku, Km-109, Km-256 & 274Km. In addition, NHA has installed/placed mobileweigh stations at Kot Sarwar, Sial Morr, Makhdom, Bhera, Balkasar, Ravi Bridge& Faizpur as well. Minister for Defence: (a) NOC of the Ministry of Defence for carryingout development work in border areas of Pakistan is not mandatory. However, inthe interest of national security, area falling within five hundred meters frominternational border or working boundary with India has been declared to bework of defence for the purpose of Works of Defence Act 1903 and accordinglyunder the powers conferred by section 3 read with section 7 of the Act, ban/restrictions have been imposed on construction of any type of buildings orconstruction or erection of any obstruction falling within the said area. In thisconnection, copies of Government of Pakistan, Ministry of Defence S.R.O.sNo. 1169 (I)/2005 dated 28/10/2005 & No. 1170 (1)/2005 dated 28/10/2005are enclosed. Under the provisions of Works of Defence Act 1903, written approvalof General Officer Commanding the Division is required for any kind of construction/ alteration within the said areas.

(b) Development work in the border areas does not fall within the purviewof Ministry of Defence.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Exploration and Production companies supply gas to either of twogas utility companies namely Sui Northern Gas Pipelines Limited and Sui SouthernGas Company Limited or to the fertilizer or power plants at the rates as determinedand notified by OGRA. The gas utility companies supply gas to domestic andfertilizer sectors at subsidized rates, as notified by OGRA, in view of socio/economic considerations.

(a) No company has been given free units of gas.

(c) On 10-12-2013, the honourable Supreme Court of Pakistan declaredas under;

“As far as supply of gas at subsidized rates to the fertilizercompanies are concerned, it may continue but at the same timethere must be a policy to ensure that the production of thefertilizers like urea etc. is sold in the market to the farmers at asubsided rate”.

However, in somepocket areas, residents may temperarily face low gas pressure due to interruptionin the gas supplying fields or due to the depletion of line pack which also includesGulistan-e-Johar, Scheme 33.

.(b) To meet the gas requirement of domestic customers in winter season,

SSGC carryout gas load management by closing down CNG for 3 days andindustries for 1 day per week, for decreasing the demand/supply gap. At present,the residents of Gulistan-e-Johar, Scheme 33, Karachi are utilizing the gas facilityup to desired pressure and there is no low gas pressure complain in the area.2. Dr. Azra Fazal Pechuho:

Minister for Communications: Due to a massive land slide at Attabadon 4th January, 2010, the Hunza River was blocked/damed and about 3 Kmsection of KKH buried under the slide. During the period, water accumulated anda huge lake of 25 Km in length formed.

The task for lowering the water of the lake was initially assigned FWO bythe National Disaster Management Agency.

Subsequently a contract agreement between China Road Bridge Company(CRBC) and National Hghway Authority (NHA) was signed on Dec 18, 2010for “Realignment of KKH at Barrier Lake Attabad, Hunza, Gilgit-Baltistan”. Thecontract is based on 85% funding in foreign currency from Chinese side and 15%in Pak. Rs. from GoP. The PC-1 of the project has been approved amounting toUS$ 275.060 million. Salient features of the same are as under:

(a) whether it is a fact that the Government celebrating the year2013 as a year of child rights; if so, the details thereof; and

(b) the time by which the Chairperson and Members of the NationalCommission for Human Rights will be appointed/notified underthe National Commission for Human Rights Act 2012?

Minister for Law, Justice and Human Rights: (a) The former PrimeMinister of Pakistan announced to declare 2013 as “The Year of Child Rights”during a ceremony on 20th November, 2012. Accordingly, the erstwhile Ministryof Human Rights had moved a Summary for approval of the Prime Minister throughMinistry of Interior on 1st January, 2013. The Prime Minister had been pleased toapprove the Summary dated 3rd April, 2013.

Accordingly, the Ministry of Interior was requested on 18th April, 2013to notify the year as “The Year of Child Rights”. However, the Ministry of Interiordid not notify the year 2013 as “The Year of Child Rights” till September, 2013despite regular follow-up by the Ministry of Human Rights. Due to non-issuanceof the said notification, the year 2013 was not celebrated as “The Year of theChild Rights”. The Cabinet Division was informed that due to lapse of considerabletime, the objective of celebration of the year could not be achieved; hence,withdrawal/ deletion of the subject matter from the Prime Ministers directive wasproposed by the National Commission for Child Welfare and Development(NCCWD).

(b) The National Commission for Human Rights is being establishedunder National Commission for Human Rights Act, 2012 (Act No. XVI of 2012).The Commission shall work for the promotion and protection of human rights. Itshall have the power to take suo-moto action on cases of violation of humanrights. The Commission would consist of nine Members, including a Chairperson.There would be one member from each province, one member from FederallyAdministered Tribal Areas, one member from Islamabad Capital Territory, onemember from minority community and Chairperson of the National Commissionon the Status of Women as ex-officio member. At least two of its members shallbe women.

As per section 4(1) of the Act ibid, the Ministry of Law, Justice and HumanRights invited suggestions through an advertisement published in the Daily Dawnand Daily Jang on 27th August 2013. In response, the Ministry received andscrutinized all the suggestions in terms of eligibility or otherwise of candidates. Thelist of eligible persons was submitted to the Prime Minister and Leader of theOpposition in the National Assembly through Summary and Note respectively on12th October 2013. The Prime Minister shall in consultation with the Leader ofthe Opposition in the National Assembly forward three names for each post to aParliamentary Committee for hearing and confirmation of any one person for eachpost. Provided that in case there is no consensus between the Prime Minister andthe Leader of the Opposition, each shall forward separate lists to the ParliamentaryCommittee.

The Parliamentary Committee has been constituted and notified.Appointment of the Chairperson and Members will be notified after the statedprocedural requirements in due course of time. Since the case is still under process,the exact time frame cannot be specified.

9. Sahibzada Muhammad Yaqub:

(a) whether it is a fact that the road of NHA from Chakdara to Diris in a dilapidated condition at present; and

Will the Minister for Communications be pleased to state whether itis a fact that the construction work of Wali Interchange on the M-1before Junction-4 has not been completed so far; if so, the reasonsthereof?

Minister for Communications: It is a fact that the construction work onWali Interchange on M-1 has not yet been completed mainly due to the followingreasons:

i. LAND ACQUISITION

Due to non-availability of funds for Land Compensation, the owner ofland, required for construction of Ramps of above referred interchange, were notallowing the contractor to work at above referred interchange. The issue has nowbeen resolved upon release of compensation amount to affectees.

ii. LESS AVAILBILTY OF FUNDS

The Construction activities at above referred interchange are presentlysuspended due to funding constraints. The activities will however resume onavailability of funds i.e. on clearance of pending liabilities of the contractor.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The prescribed criteria for the provision of gas connection to the domesticconsumers by both the gas utility companies at present is as under:

SNGPL

Applications are received in Regional and sub Regional offices alongwith consumer Service Centers of SNGPL under its area of operationwhich comprises of Punjab, Khyber Pakhtunkhawa, Federal Capital,FATA, and AJK.

Acknowledgment is issued to the applicant by allotting him newConsumer ID.

After completion of waiting period, survey of application’s premisesis carried out.

Proposal Letter is issued to the applicant if the premises is foundonline and fulfilling other requisite formalities.

Applicants deposit Security and Service Line charges along withother requisite documents in the concerned SNGPL office.

Service line is laid and gas meter is installed at the applicant’spremises.

All Gas connections are being processed on turn /merit basis. In order tofollow the turn / merit policy, computer generated lists are being issued from theHead office through a centrally controlled mechanism.

SSGCL

Initially, application of new gas connection along with sketches ofpremises showing proposed rout of house lines and location of meter

are received by concerned Section through SSGC registeredcontractor along with requisite documents.

Applications are duly verified by Regional Managers after physicalsurvey/check for further processing, if found feasible and are locatedon distribution network.

Computer section incorporates customer data in CC&B System forcreation of account, payment and field activity.

Acknowledgment receipt against payment of Service Connectioncharges and Gas supply Deposit (GSD) is issued to customer throughrespective house line contractor.

Distribution Department generate field order against field activity anddispatch area team for service connection and meter installation andupdate meter detail for billing.

Gas connections are being processed on “first come first serve” basis.

Moreover, SNGPLis unable to meet the demand of existing consumers due to huge gap betweendemand & supply, therefore, enhancement of load to existing Industrial consumersis also not possible.
