5. INFORMATIONAL ITEMS a. Report from the WRA Chair: Chair Marble gave a special thanks to Tim O’Halloran and Elisa

Sabatini for their continued work on education and implementation of the Sustainable Groundwater Management Act (SGMA) on behalf of our region and the WRA.

Bill commented on two items on the Consent Agenda Item. He acknowledged the WRA’s Annual Report and commended Donna and the Executive Committee for their efforts to create this annual update on WRA activities. He also so acknowledged the Resolution in recognition of Sid’s retirement who was a stellar member of the WRA for many years. He would have attended today if he had not already had a post retirement vacation planned!

b. Correspondence received: Carrie Shaw, Putah Creek Council, thank you for WRA project fund allocation to support the Putah Creek Fall Clean-up project.

6. UPDATE ON WATER LEGISLATION & REGULATORY ISSUES a. Delta Update – Cindy Tuttle, Yolo County, informed that after 9 years she will be leaving the

County this month to take the position of Director of Parks & Recreation for the City of West Sacramento. She recognized Tim O’Halloran for sharing his knowledge and time to educate her on many water and flood issues during her time with Yolo County. Cindy gave the following update on Delta projects. Work continues on the Corridor Management Framework Plan, which is a component of the Regional Flood Management Plan. Last December the Yolo County Board of Supervisors hired MBK Engineers to submit a $1.5 million application to State’s Small Communities Flood Risk Reduction Program to begin a feasibility study to provide 100-year flood protection for Clarksburg, Knights Landing and the town of Yolo. At tomorrow’s Board meeting, they will be considering a multi-jurisdictional Memorandum of Agreement, which includes WSAFCA, SAFCA, Reclamation District 2068, Solano County Water Agency, Solano and Yolo counties. These agencies will be the Local Agency participant in the Sacramento River Flood Project General Re-evaluation Report (GRR). The Sacramento River GRR is the Army Corps of Engineer project who is also partnering with the State. WSAFCA will be the lead agency on this monumental project. Typically these agencies operate individually in this arena and it is noteworthy that this is a collaborative formal agreement with Federal and State funding. Draft report results are pending from the Rail Relocation Study that will be completed within the next 30-60 days. The Lower Elkhorn Levee Setback project is currently in negotiations with the State and should be moving forward soon. Legislation and Regulatory Update: David Guy, Northern California Water Association (NCWA), reported that the Governor will be making some announcements about the State’s California Water Plan this week that will set the stage for water issues in 2016. A host of Northern California water suppliers have filed protests against the State Water Resources Control Board (SWRCB) regarding a change petition submitted by California Department of Water Resources (DWR) and the Bureau of Reclamation to change the point of diversion in the North Delta. The Phase 1 hearings on water rights will begin on March 7th. NCWA has been very involved in coordinating efforts to protect Northern California water rights and supplies. NCWA is also closely following the State Board’s Water Quality Control Plan process that is connected to setting flow standards in the Bay Delta. Local water suppliers could be required to commit water to meet flow standards in the Delta. These standards are currently being met by

projects in the south: the Central Valley Project and the State Water Project. David can answer questions in more detail if the Board is interested about this team effort.

David reported that there is not too much new activity on the Federal side other than his last report on Senator Feinstein’s draft water bill. The Senate and the House are still trying to find common ground on her bill. The State legislature has not yet convened, however David flagged and explained five initiatives involving water issues that could be on the November 2016 ballot.

• Proposition 218 Reform (ACWA, California League of Cities, California Association of Counties), tax structure for local agencies to adopt changes to water pricing fees or proposals

• “No Blank Checks” initiative (Dean Cortopassi), requires Legislature approval of revenue bonds in excess of $2 million

• The “Dam-Train” initiative (Republican legislators/congressional representatives), wants to redirect some of the funds allocated for the high-speed rail project into water supply projects

• Marijuana Legalization initiative (Sean Parker & other organizations), a portion of funds would be used for enforcement with respect to the water resources used for cultivation

• New Water Bond (Jerry Meral, various Environmental Organizations), almost a $5 million bond building on Proposition 1

David briefly touched on two groundwater-related topics that will likely be discussed under Agenda Item 8 today. The Governor’s Executive Order has a provision for facilitating and encouraging groundwater recharge that provides a good opportunity for creative thinking and implementation to support water resources. SGMA and the development of a Groundwater Sustainability Plan (GSP) will need locals to fully engage in the process to implement the legislation and find solutions to challenges identified. David distributed several articles published in local newspapers on the Pacific Flyway habitat, Sites Reservoir, and a tribute to the late Laura King Moon. 7. WRA TECHNICAL COMMITTEE UPDATE, Elisa Sabatini, Committee Chair

a. Technical Committee (TC) Activities and Westside IRWMP Update – Elisa reported that the Westside-Sacramento IRWMP Coordinating Committee will be meeting on January 15 in Napa from 10 am to 12 pm (a call-in number is provided). Some of their agenda items include: reviewing RFP’s to select a contractor for their EPA Brownfield watershed-wide mercury assessment grant, select Small Grant recipients of internal grant funds for local projects ($48,000 available), and discuss participation and application preparation for the State Water Board Storm Water Grant Program to develop Regional Storm Water Management Plan.

She also reported that the Cache Creek Area Plan Annual Report will be presented to the Yolo

County Board of Supervisors tomorrow. One of the report’s recommendations and focus for 2016 is exploring opportunities for conjunctive use projects along Cache Creek with a major component being groundwater recharge.

8. SUSTAINABLE GROUNDWATER MANAGEMENT ACT (SGMA), Tim O’Halloran, Yolo

County Flood Control & WCD a. Facilitated Public Outreach Update: Tim O’Halloran introduced Dave Ceppos, Associate

Director of the Center for Collaborative Policy (CCP), who will give an update and overview of

the WRA and Yolo County Farm Bureau (YCFB)’s SGMA process over the next 6 months. Dave gave a brief background on himself and the CCP. DWR is taking a lead role in the early implementation of SGMA and has enlisted a team of facilitation support services, such as the CCP, to assist local agencies statewide in the formation of Groundwater Sustainability Agency (GSA)s. The GSA will eventually be responsible for the development of a GSP for their region. SGMA is being implemented on a basin and subbasin level based on basin designations according to the CASGEM. The SGMA legislation allows local agencies to customize a GSP to their regional needs. CASGEM has identified high- and medium-priority basins through the State. SGMA regulations provide the framework to help determine how these basins should be sustainably managed as the responsibility of the region’s GSA. There are many factors that were used to establish a basin’s priority ranking. Dave informed that the Colusa subbasin is geographically one of the largest in California and involves multiple counties; Colusa, Glenn, and Yolo. Geographically, Yolo county is divided into three subbasins: Yolo, Solano and Colusa. SGMA implementation requires that subbasins with overlapping basin boundaries must work with their neighbors to resolve how these areas will be managed. The CCP has also been hired to work with Colusa and Glenn counties on their SGMA implementation and GSA formation public outreach process.

The WRA/YCFB’s established Steering Committee (SC) has been meeting with Dave regularly

to develop all SGMA related activities based on the contractual scope of work. A 90-day plan has been drafted and is being reviewed by the SC. The 90-day plan includes preliminary background research, preparation for targeted outreach, broader public outreach activities and then initial discussions regarding GSA governance options. Dave informed that public outreach is not a “one size fits all” approach. He explained some of the differences in the collaborative environment between Colusa and Yolo based on their history. Colusa County will have their first public outreach meeting tonight. Guiding principles drafted for Colusa could be adapted for Yolo. Dave envisions that after public outreach, Yolo will have “working discussion” meetings with all the entities wanting to be GSAs in regards to governance options and potential coordination agreements for managing Yolo’s groundwater subbasin. Dave postulated some of the questions that will need to be asked in these discussions to agree on the formation of a GSA(s). Dave paused to answer questions from the WRA Board.

1) What is the status of the three GSA applications filed for Yolo county? Dave responded by

giving some background on the purpose of SB 13’s clarification of how DWR will address overlapping boundaries of entities requesting GSA status within a subbasin. SB 13 is retroactive and requires if an agency has already applied for GSA status, but has a boundary conflict with a neighboring entity then they all have to “go back to the drawing board” to resolve the conflicts before they are an acknowledged GSA. Yolo does have overlapping areas with Colusa and Solano. Therefore, as far as DWR is concerned, the status of the three GSAs in Yolo is in limbo until those agencies present agreements on how they will manage the overlap.

2) Has anyone applied for a boundary modification in Yolo county? Not as yet, but a letter of intent to modify has been drafted that will be circulated from Yolo to Solano, Colusa, Sacramento and Glenn counties to open discussions.

Tim O’Halloran distributed a one-page handout with a summary of SGMA activities outlined (ref. below outline and www.yolowra.org/meeting_directors.html). Dave Ceppos covered items 1a and b. Tim continued discussion of activities beginning with item 1c through item 5. Tim encouraged everyone to sign up for SGMA news and notices at yologroundwater.org.

9. PRESENTATION: WATER EVALUATION & PLANNING SYSTEM (WEAP), www.weap21.org Tim O’Halloran introduced David Purkey from the Stockholm Environment Institute (SEI) in Davis and gave some background on the YCFC&WCD’s (District) history of modeling work with SEI. David gave a short synopsis of the nature of his work and how it could assist with the future development of a Groundwater Sustainability Plan (GSP) for Yolo County. (David’s PPT presentation can be accessed here: www.yolowra.org/meeting_directors.html.) He introduced SEI and its signature modeling tool called WEAP. Their approach is to use WEAP as a participatory decision support process. David informed that WEAP is a widely accessed modeling tool used in 170 countries for water management. The Sacramento Bee published his op-ed piece in October 2015 (http://www.sacbee.com/opinion/op-ed/soapbox/article41900592.html) about how a collaborative approach is needed to effectively manage groundwater in the era of SGMA. The article

described SEI’s experience working with Yuba County to support the development of their IRWMP using the participatory process he will describe to the WRA Board today.

David reviewed two projects conducted in Yolo County to date. One led by UC Davis in 2011-12 that

looked at Yolo County scale mitigation and adaptation options. For that study, SEI did the water resources portion and collaborated with the District to investigate Cache Creek. As a result of that successful collaboration, SEI was awarded a NASA ROSES grant in 2014-15 for remote sensing applications of the WEAP program to understand the implication of changing climate on ag water balance with the District. Last year, SEI applied for a USDA grant for continued involvement with the District that will also support SGMA implementation related efforts in Yolo. SEI was put on the “to fund” list for this grant. Funding is pending federal appropriations.

David discussed the modeling tools developed for the District to observe their Cache Creek system.

The model’s purpose was primarily to investigate the system’s vulnerabilities to climate change and what actions are available to the District to adapt to climate change and maintain its level of service for their customers. Most water resources modeling tools assume that the historical hydrological patterns will repeat themselves in the future, but WEAP uses climate-driven hydrology. David explained all the factors that this alternate methodology uses to integrate land use and changes in climate and irrigation technology for the model’s simulation. The model not only integrates crop water requirements for the District service area, but for 17+ crops elsewhere in the county. Available historical data was referenced to calibrate the WEAP model.

Another component of this process is the decision making framework that groups and individuals use

to evaluate the model’s information under conditions of deep uncertainty. David explained the three steps of a Robust Decision Support (RDS) framework resulting in an end strategy.

The RDS practice utilizes a problem formulation “XLRM” framework that leads to an end strategy.

These components break down the conversation into the uncertain factors outside of the water managers’ control. David explained the XLRM factors in detail for the District’s Cache Creek model. He summarized the key messages and strategies that resulted from this approach for the District’s system and the potential actions the District could employ for the scenarios investigated. The WEAP model and RDS framework tools could also benefit Yolo County’s SGMA implementation process. The benefits of using this approach to negotiate GSP development are:

• A formal participatory process • Inclusive across multiple stakeholders and objectives • Defines specific standards of ‘sustainability’ • Embeds deliberations within quantitative analysis • Facilitates explicit handling of uncertainty • Knowledge co-creation facilitates negotiations

David answered questions. Does DWR support using WEAP in conjunction with the GSP process? The last two California Water Plan updates were developed based on analysis carried out using a WEAP model specifically constructed for DWR by SEI. David explained the differences between using WEAP and other groundwater modeling systems. For example, WEAP takes into consideration surface water management factors, whereas traditional modeling software does not. There is a benefit to looking at the groundwater aquifer in context with other larger water management systems in the region, such as the Woodland-Davis Water Supply Project and Woodland’s ASR Program. Can we get a list of SEI’s California clients? Yes, David can compile a list for distribution. Would SEI work independently or in tandem with the SGMA facilitated process? David explained how Yuba County’s IRWMP utilized grant funds for the WEAP model. Tim O’Halloran explained that SEI wouldn’t work with Yolo on their GSA facilitated process, but more likely in the development of the GSP after a GSA is formed.

Present: Bill Marble, Cecilia Curry Tim O’Halloran, Elisa Sabatini, Kurt Balasek, Kristin Sicke, Donna Gentile 1. Call to Order: Meeting was called to order by Bill Marble at 12:00 pm. 2. Approve Agenda and Adding Items to the Posted Agenda: Agenda approved as presented. 3. Public Comment: No public in attendance. 4. Administrative Items:

a) December 7, 2015 EC minutes were approved. b) Review Financials FY2015-16: The EC reviewed the December 2015 financials. Projects

receiving FY15-16 project budget funding are invoicing on schedule. c) Review final draft WRA Annual 2015 Newsletter: The EC suggested a few minor wording

changes. Donna will also make two other minor correction. The newsletter will be distributed to the WRA mailing list and included with the January Board agenda.

d) Yolo County Risk Assessment Workshop: Donna will attend this 1-hour preliminary workshop on January 14th at the County Administration building. She will gather pertinent information and report back to the EC regarding County affiliated JPA risk mitigation. This is a requirement resulting in auditing standards updates due to SB 1452.

e) Payments to approve - All payments were approved

5. Update on Water Legislation & Regulatory Issues Tim informed that the 2016 legislative session has just started and he did not have anything to report.

6. SGMA Planning & Implementation a) Facilitation Process Update: Tim gave a detailed update on activities. He anticipates that the

Steering Committee will meet/talk next week. He will also speak with Dave Ceppos. He distributed a handout for his update. This SGMA update will also be given to the WRA Board at the January meeting. Tim’s update covered five main topics outlined below and in the attached copy of his handout. Following is some additional information to his written update. 1. Groundwater Sustainability Agency (GSA) Development: Tim reviewed the 90-day plan (Dec

2015 to Feb 2016). 2. Local efforts and outreach: A separate, dedicated Yolo groundwater website has been

established by YCFCWCD. Max Stevenson and Kristin Sicke from the District are populating website information and maintaining website requests to be added to the mailing list for future meetings and information. http://yologroundwater.org/

3. Groundwater Sustainability Plan (GSP): Once the GSA has been formed the process will quickly move forward to GSP development. Under Tim’s coordination, a proposal with Stanford University is being developed to compare previous subsidence results with satellite imagery at no cost to the WRA. The proposal is included in the attached SGMA update handout.

4. Temporary SWRCB permit for high-water diversions (winter water) to enhance groundwater recharge being pursued by YCFCWCD:

5. Storm Water Grant Program being investigated: The Westside-Sacramento IRWM group will develop a watershed-wide umbrella plan. This will be more of a cohesive compiling of existing plans. This Storm Water Grant Program is funding under Proposition 1 planning

and implementation. Yolo County does not have as storm water plan and Consero Solutions is assisting with development of a plan.

b) Basin Boundary adjustments letter to adjacent counties: Discussed under handout distributed in

Item 6a. Dave Ceppos has reviewed and commented on the draft letter that will be sent to Solano, Colusa, Glenn and Sacramento counties. The EC comments from the December meeting were incorporated in this revised draft. The letter was also sent to Denise Sagara for review and will be presented at this week’s Yolo County Farm Bureau board retreat that Tim is also attending. The 90-day basin boundary submittal process period to DWR has begun from January 1 to March 2016.

7. Technical Committee (TC) & Westside IRWMP Update: The December TC meeting was cancelled and Elisa had nothing additional to report. Next TC meeting is January 7th. Elisa informed that Cindy Tuttle will be leaving the County at the end of January and will be working for the City of West Sacramento to be the Director of Parks. She will give her final Delta update to the WRA Board at the January meeting.

a) January 5, 2016 EC minutes were approved. b) Review Financials FY2015-16: The EC reviewed the January 2016 financials. Donna had

nothing special to highlight. c) Yolo County Risk Assessment Workshop: Donna attended the 1-hour informational workshop in

January with Mary Khoshmashrab, Yolo County Dept. of Financial Services to explain the County’s facilitation of the risk assessment process for County affiliated JPA’s. There was sufficient interest from the invited participants to attend the full day COSO1 training on good system of internal controls. (This is a requirement resulting in auditing standards updates due to SB 1452.) After the training, there will be a 3 hour survey to complete. Aside from JPA’s, the COSO training will also be offered to special district affiliated with the County. When all the trainings are completed, Mary will give a full report to the Yolo County Board of Supervisors on the status of the County’s risk assessment. She mentioned that conducting an internal or single audit is not a full risk assessment. The County will assist agencies that have completed the training on ways to mitigate risks identified. All of this is at no cost to the participating agencies. Donna will be attending the full day training on March 10th from 9 am to 5 pm in the Yolo County Housing office, 147 W. Main St. It is beneficial for WRA to take this training in preparation for potential future organizational changes.

5. Update on Water Legislation & Regulatory Issues Tim reported the legislative session has still just begun. On a side note, he reported that the YCFCWCD received a permit for temporary diversion of storm water from the SWRCD, which is very beneficial for the District. Elisa reported that Senator Wolk will be meeting with County staff next week to discuss SGMA issues and concerns.

6. SGMA Planning & Implementation a) Facilitation Process Update: Tim reported that the SGMA Steering Committee (SC) met last

week to continue discussions about the guiding principles, targeted outreach efforts, subbasin boundary modifications and begin governance options discussions. At next week’s meeting, Dick Shanahan will attend to discuss information about JPA governance options. The SC is identifying dates for the first set of public outreach meetings that will likely be sometime in March. The SCWA is holding the first of Solano county’s facilitated SGMA public outreach meetings on March 7th in Davis from 3-5 pm. Elisa will be attending at the request of Supervisor Saylor. They will hold two other SGMA outreach meetings in two other locations (same information presented).

7. Technical Committee (TC) & Westside IRWMP Update: Elisa reported that the discussion about

preparing a regional application for the Proposition 1 Storm Water Resource Planning Grant program returned to the TC. In January, the TC decided that the Westside-Sac IRWMP was the more appropriate group for this regional grant, but the Westside group discussed it and the partners did not have sufficient interest or resources to apply. Several Yolo agencies expressed interest and contributions toward the preparation of a grant application. The application deadline is March 7th and due to the quick turnaround time, Kennedy/Jenks is the most knowledgeable to prepare the application given their previous experience with the development of the Westside-Sac IRWMP. Jacques DeBra, Kennedy/Jenks, was in attendance to provide information and answer questions. The following agencies each made a $10,000 cost share commitment to application preparation: the cities of Woodland and Davis, Yolo County and the YCFC&WCD. UC Davis and RD 108 expressed interest but were unable to commit to a financial contribution at today’s meeting without verifying with their respective agencies. The WRA would be the lead applicant with the YCFC&WCD as the fiscal agent. The TC approved moving forward with grant application preparation.

4. PUBLIC COMMENT: Evan Jacobs took a moment to introduce himself and California American Water, who is a

multi-district PUC regulated utility. They just took over the operations of the Dunnigan Water Works, which is a small water system serving a mobile home park in the Dunnigan area. Evan can be contacted at [email protected] or 916-568-4252. They will be requesting to become a WRA Associate Member at the March Board meeting.

4a. ADDED ITEM: Petrea Marchand, City of Davis (Consero Solutions), gave an update on the Storm Water Grant

Program. Proposition 1 (Water Bond 2014) included $200 million for multi-benefit storm water management to be managed by the State Water Resources Control Board (SWRCB). The SWRCB recently finalized the grant guidelines. Petrea reviewed their definition of multi-benefit, such as improving water quality, improving riparian habitat, and creating/restoring wetlands to name a few benefits. This funding is intended for the implementation of projects that meet the multi-benefit guidelines instead of the previous one-benefit approach to storm water management. There will be two funding rounds one in 2016 and one in 2018. SWRCB is requiring that a storm water resource plan be completed for eligibility to apply for funding. Yolo County and the City of Davis have expressed interest in applying for these funds. A group like the WRA is preferred as an applicant to replicate the agency collaboration for the IRWMP process. Funding to develop a storm water resource plan will only be available in 2016. The application deadline is March 6, 2016. The minimum grant is $50,000 and a maximum of $500,000 with a 50% match requirement. A storm water resource plan will be required for any future grant funding as well. Petrea asked whether the WRA was

interested in applying for planning grant funding to develop this plan. The TC discussed the status of existing storm water resource plans. The TC agreed it would be more appropriate for the Westside-Sacramento IRWM group to be the umbrella regional organization, since it is the current IRWM approved DWR regional planning group. Tim O’Halloran proposed the idea of one application that included two focus areas for the Putah Creek and Cache Creek watersheds. Fortunately Chris Lee, SCWA, was in attendance at today’s meeting and he indicated this would be added to the January 15th Coordinating Committee agenda. The TC also discussed the possibility and logistics of using the Westside’s remaining small grant funding (an internal grant program) to assist with preparation of the storm water resource grant application. Kristin mentioned that Sean McGuire, formerly with Kennedy/Jenks during the Westside IRWMP development, now manages at the SWRCB’s Storm Water Program. The TC discussed how the storm water resource plan is different from storm water quality plans (two different legislative funding sources). Any existing plans can be used to develop the storm water resource plan according to the guidelines. Once the storm water resource plan is adopted that information would need to be incorporated into the Westside-Sacramento IRWMP (required by SB 985). Petrea has submitted many of the questions asked by the TC today to the State Board and is awaiting a response.

5. CALIFORNIA DEPT. OF WATER RESOURCES (DWR) Update: Barrett Kaasa, DWR, gave updates on the

6. FUNDING UPDATES: Jeanette Wrysinski reported that the Yocha Dehe Community Fund awarded three

applicants a total of ~$390K over a three year period. The successful awardees were Yolo County RCD, Putah Creek Council, and the Center for Land Based Learning.

7. WATER LEGISLATION & REGULATORY ISSUES UPDATE: Tim O’Halloran reported that the legislature just

reconvened for 2016 and he had nothing to report at this time. As a side note, Elisa informed that Cindy Tuttle will be leaving Yolo County January 22nd for a position with the City of West Sacramento as Director of Parks and Recreation. Cindy provided many of the informational Delta updates to the WRA TC and Board.

8. SUSTAINABILE GROUNDWATER MANAGEMENT ACT (SGMA) PLANNING & IMPLEMENTATION: a) Update on progress with Facilitated Outreach process and timeline: Tim O’Halloran introduced Dave

Ceppos, Associate Director of the Center for Collaborative Policy (CCP), to update the TC on the facilitated public outreach process. Dave gave a short summary of the CCP’s work and background on how the WRA and the Yolo County Farm Bureau (YCFB) were able to take advantage of DWR’s in-kind funding program to utilize CCP’s services for SGMA implementation. Colusa and Glenn counties are also using the CCP’s facilitation services for their SGMA process. Dave explained how the WRA’s SGMA Steering Committee (formerly the Ad Hoc Committee) has been working behind the scenes to prepare for the outreach process that will identify and ultimately form a GSA for the Yolo region. The Steering Committee (SC) and Dave are having weekly planning discussions. A proposed activities outline with supporting material was distributed, (reference “SGMA Activities Update-January 2016” at http://www.yolowra.org/meeting_technical.html). Dave reviewed Item #1a, Groundwater Sustainability Agency Development. He referred to the “90-Day Plan” in the SGMA Activities Update for the December 2015 to February 2016 time period. The Plan outlines the proposed SGMA activities for Yolo county to begin the public outreach process. He explained the 90-Day Plan tasks in detail. Both the Colusa and Glenn counties’ process are both moving in the same direction, although not necessarily at the same pace (a factor of when their DWR Work Orders were approved). For example, Colusa will be holding their kick-off public meeting next Monday. CCP staff will efficiently adapt these materials for the Yolo and Glenn meetings. A draft of Colusa’s guiding principles was provided as an example for the development of Yolo’s guiding principles. Yolo’s principles will reflect what is important to our county as discussed collectively. Dave informed that the guiding principles will provide continuity of messaging, especially when implementing a media strategy. A well-timed and placed feature article is far more effective than postcards and fliers to inform the public/stakeholders about upcoming events. The game plan in Yolo is to begin with targeted outreach rather than an initial large public meeting. This is in large part due to the existing relationships that have already been developed by the WRA and the YCFB. Working through the SC, “emissaries” will reach out to target groups to educate about SGMA and hold focused discussions. Governance options and methods will frame the next part of the discussions for the GSA formation with the proposed GSAs. Tim O’Halloran reviewed Item #1b/c, Basin Boundary Adjustments. He discussed the draft letter proposed to be sent to Colusa, Glenn, Solano and Sacramento counties regarding basin boundary adjustment planning (reference handout SGMA Activities Update). Tim discussed the outlined activities under Item 2, Local Efforts and Outreach tasks. A dedicated website is now available as a portal of information about SGMA activities in Yolo. Tim reviewed activities under Item 3: Groundwater Sustainability Plan. He explained the proposal from Stanford University to conduct geophysics research in Yolo county at no cost to the WRA (reference handout). The TC recommended moving forward with this Stanford research in 2016. Barrett Kaasa, DWR, cautioned about using comparable methods and study periods when collecting data. Tim continued discussing the remaining activities, Item 4: Temporary SWRCB permit for high-water divisions to enhance groundwater recharge being pursued by YCFCWCD, and 5: Storm Water Grant Program (which was discussed in detail by Petrea at the beginning of the meeting).

b) Basin Boundary Adjustment Process Update: Discussed under Item 8a above.

9. WRA PROJECT FUND BUDGET: a) FY2015-16 Projects: Donna included the FY2015-16 Project Budget Expectations/Timeline with the

agenda as a reminder of the task and invoicing schedule for projects receiving allocations. All the projects are providing information and documentation as requested. Donna thanked all the member agency and water conservation staff who assisted her with developing the graph for the WRA’s 2015 annual newsletter.

10. MEMBER INFORMATION & FUTURE AGENDA ITEMS: Jeanette Wrysinski reported that the Westside-

Sacramento IRWM Coordinating Committee received many requests for their new small grant program solicitation. About $400,000 was requested for the $48,000 funds available. Requests are being evaluated and will be discussed at their meeting on January 15th in Napa. A call-in number will be provided for remote attendance. Chris Lee, SCWA, informed that they will be holding facilitated SGMA public workshops for the Solano County region in mid to late February. Workshop locations proposed are Rio Vista, Dixon and Davis from 6-8 pm. All are welcome to attend. The workshops will give a general overview of the SGMA legislation. More specifics will be provided when available.

Tim Busch reported that the City of Woodland’s Recycled Water Project will go out to bid on January 21st. Jordan Power reported that the Woodland city council approved a contract with AquaHawk Alerting that is a web-based water use portal. This water conservation tool provides close to real-time water meter data for residents and businesses in Woodland along with other useful tools. Jordan was asked to give a demonstration when the software becomes available in a few months. http://www.aquahawkalerting.com/

• Subsidence Monitoring

o DWR currently does not have funding to do a re-survey of the Sacramento Valley GPS network. An upper-level review of different subsidence monitoring options for the state is currently being conducted. These options include GPS surveys, InSAR, borehole extensometers, and CORs stations.

o Conaway extensometer will be equipped with telemetry to provide real-time data – estimated completion late spring 2016. Zamora extensometer may be equipped at a later date, depending on how the Conaway site works out.

6. FUNDING UPDATES: a) Regional Storm Water Planning Grant (SWRCB): Elisa recapped that last month the TC discussed submitting an

application for the Storm Water Planning grant and agreed that the Westside-Sac IRWMP group would be the more appropriate regional body to apply. After discussion at a Westside meeting in January, there was limited interest and no funding commitment from the regional partners to apply. Yolo County agencies expressed the most interest, so it has returned to the WRA TC for further discussion. This is the only round that will fund planning efforts; moving forward it will only be implementation/project money. Jacques DeBra, Kennedy/Jenks, attended today’s meeting to answer questions. The 10-page application has a very quick turnaround time with a March 4th deadline1. Elisa opened up the floor to the TC to discuss interest and availability of funding to support application preparation. Grant criteria includes a 50% match requirement, a 3-year budget timeframe, and a minimum $50,000 up to a maximum $500,000 limit for applicants. Some information can be drawn from the Yolo County and Westside-Sacramento IRWMPs for application documentation. Application preparation by Kennedy/Jenks is estimated to be $20 to $30,000. This cost could be reduced if any agency is will to contribute in-kind resources. The TC asked for clarification on the benefits of this grant program. Tim Busch provided a short synopsis. Preparation of a Regional Storm Water Resource Plan is a prerequisite for any future implementation or project funding from the State. Ideally the plan would be completed within 18 months in order to take advantage of the construction/implementation funding that will be available through 2018.

The following agencies committed $10,000 to the application preparation process: Yolo County, cities of Woodland and Davis, and YCFC&WCD. UC Davis expressed interest, but funds have not been committed for this grant at this time. However, UC has several MS4 compliance and multi-benefit projects that they would like incorporated into the SW Resources Plan. The focus of the application could be split between MS4 compliance and multi-benefit resource oriented projects. The TC agreed to pool the resources committed by the four agencies mentioned above to utilize Kennedy/Jenks to prepare the grant application. YCFCWCD would be the fiscal agent and contract with Kennedy/Jenks with the WRA as the lead agency applicant. Other agencies may be able to contribute in-kind resources. Matching grant funds could be discussed next fiscal year. Jacques will prepare a Kennedy/Jenks scope of work and budget and communicate with the participants further.

7. WATER REGULATORY & LEGISLATION ISSUES UPDATE: Tim O’Halloran reminded that the Governor extended the Drought Proclamation last year to continue the conservation efforts of the cities and residents of California. The Governor directed the SWRCB to accelerate the temporary permitting process for storm water diversions, which is usually a very long process. This is very applicable to the YCFCWCD’s canal system and

their conjunctive use planning efforts. The SWRCB recently issued a temporary diversion permit to YCFCWCD (they originally applied in 1992). Tim explained the water rights and environmental criteria for this permit, which benefits the entire region as well as the YCFCWCD.

The legislative session is just beginning and Tim did not have any specific water related legislative updates for 2016 so far. Elisa reported that Senator Wolk requested a meeting with Yolo County staff and the Ag Commissioner to identify any issues, concerns or clarifications related to SGMA. Please send Elisa an email if you have something you would like presented to the Senator at the meeting next week.

8. SUSTAINABILE GROUNDWATER MANAGEMENT ACT (SGMA) PLANNING & IMPLEMENTATION: a) Facilitated Public Outreach process update: Tim O’Halloran gave a brief background for the new

attendees at today’s meeting on the coordinated public outreach effort by the WRA and Yolo County Farm Bureau (YCFB) to implement SGMA and identify a local Groundwater Sustainability Agency (GSA). A Steering Committee (SC) was established to guide the Yolo County facilitated process with the Center for Collaborative Policy (CCP) as contracted through the DWR. The SC is preparing for three public outreach meetings for Yolo County within the next month. Elisa informed that notification of these public meetings will be sent out to every landowner in the county, as well as to other list-serves. A dedicated website was established as a central information and notification source for all groundwater-related items. She encouraged everyone to go to the website and sign-up for email notifications: yologroundwater.org.

Tim mentioned that Yolo intends to submit a Basin Boundary modification by the March 31st deadline. The intent is to simplify agreement about the county boundaries versus the watershed subbasin boundaries, which are different. Yolo is having ongoing discussions with neighboring counties about the basin boundaries to present a coordinated agreement to DWR for GSA formation. Dick Shanahan, attorney with Bartkiewicz Kronick &Shanahan, will provide legal information and JPA options for the GSA at the next SC meeting. This will be a part of the discussions in the public forum. The deadline for GSA formation is 7/1/17. Once the GSA is formed, the service areas most vulnerable to sustainability issues will need to be identified. Therefore everyone involved can be engaged in the aquifer monitoring process. Greg Meyer asked to be informed about upcoming SC meetings. He wants to stay informed about the process as it unfolds and relates to the City of Woodland’s various water supply and groundwater aquifer projects. Tim described the concept of establishing a “water balance” to guide our water management planning and demonstrate the sustainability of our region.

9. WRA PROJECT FUND BUDGET:

a) FY2015-16 Projects: The full list of projects allocated funding in FY2015-16 was listed on the 2/4 Agenda for informational purposes. Donna gave a quick update on the status of projects being funded this fiscal year. Each project is on track for spending their funds and invoicing the WRA. Tim O’Halloran explained the subsidence network monitoring event planned for this spring for those unfamiliar with this periodic monitoring process. Tim was asked about the status of the Stanford University proposal discussed as part of the SGMA update last month. This project is moving forward. Elisa asked Esther for an overview presentation to the TC when they are ready. The following WRA member agencies agreed to equally share the cost of grant preparation ($23,850): Yolo County, the cities of Davis and Woodland, University of California Davis and the Yolo County Flood Control and Water Conservation District. The application deadline is March 18, 2016. Preparation of a Regional Storm Water Resource Plan is a prerequisite for eligibility to apply for any future implementation or project funding from the State. The District is submitting the Storm Water Resources Planning Grant application on behalf of the WRA and its member agencies, specifically, Yolo County, Cities of Davis, Woodland, and Winters, University of California Davis, Yolo County Flood Control and Water Conservation District, and Reclamation District 108. The WRA believes that completion of a Storm Water Resources Plan in Yolo County is important to inform future water management decisions and promote effective conjunctive use. Coordinated regional water management is and has been a long-time goal of Yolo County water interests, as well as the State of California. This Storm Water Resources Planning Grant application builds on the collaborative efforts of the WRA and the California Department of Water Resources that has led to a better understanding of integrated regional water management in Yolo County.

Recognizing the importance of improved scientific information and technical tools to assist in the proper planning and conjunctive management of surface and groundwater supplies of Yolo County, the WRA encourages the SWRCB to provide funding toward the continued efforts of the WRA, as requested in the proposed Proposition 1 Storm Water Resources Planning Grant application. Here are a few highlighted activities. SUSTAINABLE GROUNDWATER MANAGEMENT ACT (SGMA) The TC holds ongoing discussions and receives updates on the activities of SGMA Steering Committee and the Center for Collaborative Policy’s implementation of the SGMA. Tim O’Halloran and Elisa Sabatini report to the TC on progress for the facilitated public outreach and meetings for the process to identify a Groundwater Sustainability Agency (GSA). The recent focus has been on drafting a basin boundary modification request to DWR. Many discussions and presentations on this topic have been conducted with potential affected agencies in the Yolo subbasin. The Yolo County Flood Control and Water Conservation District plans to submit a formal modification request on behalf of the WRA and the Yolo County Farm Bureau by the March 31, 2016 deadline (reference Agenda Item 8b). PROP. 1 STORM WATER RESOURCES PLANNING GRANT APPLICATION The WRA Technical Committee and the Westside- Sacramento IRWM Coordinating Committee both discussed interest and available grant preparation funding to apply for this State Water Resources Control Board program grant. WRA member agencies had interest and ability to cost share funds to move forward with the assistance of Kennedy/Jenks Consultants to prepare an application under a very tight deadline of March 18, 2016. Five WRA member agencies agreed to cost share the grant preparation costs and the YCFC&WCD agreed to be the grant’s fiscal agent (reference Agenda Item 4f). The proposed funding request will be for approximately $100,000 with a 50% cost share requirement. PRESENTATIONS to the TECHNICAL COMMITTEE (TC) In March, the TC received an informative presentation from Jesse Crews and Esther Conrad from Stanford University. The TC agreed to take part in their research team’s proposal to assess the impacts on local stakeholders of improved information regarding groundwater. Specifically, they will assess how the utilization of geophysical techniques to provide new or improved information might impact attitudes, decisions, and communication in regards to management of groundwater and implementation of the Sustainable Groundwater Management Act (SGMA). Subsidence is identified as one of SGMA’s six undesirable results related to groundwater withdrawals in the County. Their presentation gave an overview of their research plan on understanding subsidence in Yolo County using InSAR Techniques. This proposal will not incur a cost to the WRA. The research team will return with additional updates at different stages of the assessment plan. ROUNDTABLE ON NATURALLY OCCURRING GROUNDWATER CONTAMINANTS The WRA Technical Committee discussed convening a special meeting to discuss the regulatory climate of groundwater contaminants for small communities. The meeting is scheduled for March 14, 2016 at 10 am in the City of Winters City Hall. There will be a special presentation by Phil Chandler, CEO of Ionex SG, Davis. Date: March 7, 2016 To: WRA Board and Alternates From: WRA Executive Committee (TC) Subject: RESOLUTION FOR BASIN BOUNDARY MODIFICATION REQUEST Recommendation That the Board adopt the attached resolution in support of the Yolo County Flood Control and Water Conservation District submitting a Basin Boundary Modification Request. Background The WRA Executive Committee reviewed the attached draft resolution at their March 7th meeting and unamimously approved the Basin Boundary Modification Request Resolution. The Yolo County Flood Control and Water Conservation District (District), on behalf of the California Water Resources Association of Yolo County (WRA) and the Yolo County Farm Bureau (Farm Bureau), is submitting to the Department of Water Resources (DWR) an initial notification to explore a basin boundary modification; pursuant to Section 343.9 of DWR’s Groundwater Basin Boundary Regulations. The District plans to submit a formal basin boundary modification request to DWR by March 31, 2016. The leadership of the WRA and Farm Bureau believes that the most functional and efficient basin boundary for the subbasins overlapping Yolo County would be to simply use the existing County geopolitical borders. The proposed modification would reduce the potential complexities associated with keeping the Bulletin 118-defined subbasins as is; effectively streamlining the processes involved in forming a Groundwater Sustainability Agency (GSA) and developing a Groundwater Sustainability Plan (GSP) since only one basin would need to be considered. The proposed Yolo subbasin will promote sustainable groundwater management by building on the existing structure of the WRA and by improving efficiency between land use planning and water resource management in Yolo County. Additionally, the Yolo subbasin provides the following advantages:

1) Utilizes the existing WRA-based water resource planning governance structure, and builds on the existing local agency technical and programmatic relationships in Yolo County;

2) Preserves the existing rights and authorities of the WRA’s member agencies, including land use authorities of the County and Cities;

3) Ensures the interests of private well owners are considered; 4) Serves as the California Statewide Groundwater Elevation Monitoring (CASGEM)

Monitoring Entity; 5) Incorporates the Yolo County Water Resources Information Database (WRID)

monitoring network;

6) Utilizes the Integrated Groundwater and Surface water Model (IGSM), Integrated Water Flow Model (IWFM), and Water Evaluation And Planning system (WEAP) surface and groundwater models; and

7) Advances the subsidence monitoring network that has served Yolo County for the past 15 years.

The main disadvantage to this boundary model is that, without refinement, it could place some existing special districts into two different Groundwater Sustainability Plan (GSP) planning zones, that would have otherwise been in only one subbasin. To address this, the District proposes to limit the amount of special districts that would be split under the proposed modification. WATER RESOURCES ASSOCIATION OF YOLO COUNTY IN SUPPORT OF THE YOLO COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT

TO SUBMIT A BASIN BOUNDARY MODIFICATION REQUEST WHEREAS, groundwater located in Yolo County is a vital resource to meet the water supply needs for the municipal and agricultural customers of Yolo County; WHEREAS, private water suppliers and many private well owners also depend on this local groundwater resource; WHEREAS, current groundwater management in Yolo County includes all or part of four basins identified in the California Department of Water Resources (DWR) Bulletin No. 118, including the following subbasins: Colusa (5-21.52), Solano (5-21.66), Yolo (5-21.67), and Capay Valley (5-21.68); WHEREAS, the SGMA requires formation of a local groundwater sustainability agency (“GSA”) by June 30, 2017 and adoption of a groundwater sustainability plan (“GSP”) by January 31, 2022, for all medium- and high-priority basins not identified as being subject to critical conditions of overdraft; WHEREAS, the SGMA defines a basin’s boundaries shall be defined as identified in DWR’s Bulletin No. 118; WHEREAS, the SGMA establishes a process for local agencies to request that DWR revise the boundaries of existing groundwater basins and subbasins, including establishment of new subbasins; WHEREAS, the Water Resources Association of Yolo County continues to be actively involved with the Yolo County Farm Bureau (Farm Bureau) and local participating stakeholders in the implementation of the SGMA; WHEREAS, the Yolo County Flood Control and Water Conservation District, on behalf of the WRA and Farm Bureau plans to submit a jurisdictional basin boundary modification involving consolidation of the Yolo (5-21.67), Capay Valley (5-21.68), and portions of the Colusa (5-21.52) and Solano (5-21.66) subbasins that lie within Yolo County and a boundary adjustment along the Yolo County line; WHEREAS, requesting a Basin Boundary Modification is exempt from the California Environmental Quality Act (CEQA) because such modification is not a project under CEQA;
