HIGHLIGHTS
Bureau’s Executive Staff Visit USP Atlanta
During the Bureau’s recent Executive Staff meeting in Atlanta, Georgia,
Director Charles E. Samuels, Jr., and Executive Staff members visited USP
Atlanta. Warden J. A. Keller escorted the group on a tour that included the
detention center unit, a general population unit, the historic “C” cell house,
the future Special Management Unit, Religious Services, UNICOR, and the
Food Service and Education Departments. Following the tour, Director
Samuels attended a staff recall and shared his vision and goals for the
agency.

Attorney General's Volunteer Awards
On June 1, the Department of Justice (DOJ) held its annual awards ceremony
to recognize recipients of this year’s Attorney General’s Volunteer Awards.
One Bureau staff member – Tushar B. Patel – and one Bureau volunteer –
Harold V. Huston – were among those honored during the event. Below are
brief summaries of their accomplishments. Congratulations to both on
receiving this special recognition!

Since 2001, Tushar Patel has been actively involved
serving various communities in New Jersey through
the non-profit organization, Indian Health Camp of
New Jersey. As an active member, he has been
involved in conducting health screening activities from
the beginning; and in 2006, he also became and has
since served as President of that non-profit.
Through this organization, Mr. Patel provides free
health screening and disease prevention services to
uninsured and under insured people between the ages
of 45 and 64. Mr. Patel is actively involved in
coordinating its medical health camp activities to
provide screening and education on chronic diseases.
Specifically, the organization provides physical and
dental examinations, electrocardiograms, blood
pressure checks, physical therapy, pharmacy
counseling, weight management, and dietary
counseling. The Health Camp has dealt with diabetes;
cardiac diseases; cholesterol problems; prostate, colon,
rectal, breast, and cervical cancer; eye diseases (e.g.,
glaucoma, cataract, retinopathy); and more.
Approximately 600-800 people are screened every
year and about 6500 people receive the service during
health fairs. Annually, more than 30-40% chronic
disease abnormalities are diagnosed via physical
examination and other screening methods used (e.g.,
electrocardiogram, eye screening, cancer screening,
blood tests). In 2010 and 2011, 8 cases of breast cancer
and 10 cases of severe cardiac diseases were diagnosed
during this community screening. The appropriate
referral and timely intervention made possible by he
early detection of chronic diseases resulting from the
preventive health screening saved the lives of these
patients. Mr. Patel’s generous efforts in providing free medical
care to an underserved population make him truly
deserving of the Attorney General’s Volunteer Award
for Community Service.
Attorney General’s Citizen Volunteer Service Award
Award Recipient: Colonel Harold V. Huston (Ret.),
FCI Ashland (KY) Volunteer
Colonel Huston received the Citizen Volunteer Service
Award from the Attorney General’s Volunteer Awards
and Employee Volunteerism Programs. From 1955 to
1978, Colonel Huston had a very distinguished
military career with the United States Marine Corps.
He accumulated more than 5000 flying hours, served
two combat tours in Vietnam, and piloted Marine 1
during the Administrations of Presidents Eisenhower,
Kennedy, and Johnson.
Colonel Huston began volunteering at various
correctional institutions in 1979, beginning with the
Greenup County Corrections Facility located in
Greenup County, KY. Shortly thereafter, Colonel
Huston extended his volunteer services to the
Religious Services Department at FCI Ashland,
Kentucky. He became one of the Bureau’s many
dedicated volunteers, showing his professionalism and
commitment to the cause through his weekly service,
and has been a reliable asset for the Bureau since
1979. Col. Huston has personally devoted unlimited
time and effort to maintain, strengthen, and/or institute
a host of religious services programs at the institution.
In 2010, he joined the Bureau’s Threshold Program
through which he has been involved in the mentoring
and reentry efforts of more than 100 inmates. His
humility and communication style easily hold the
attention and interest of those with whom he works,
and he can transform any classroom setting into a
relaxed environment in which individuals can prosper.
During his 33 years of volunteer service to FCI
Ashland and the Bureau, Col. Huston has amassed
well over 5000 volunteer service hours, while assisting
local hospitals, churches, and community service
organizations. He has also volunteered his service to
numerous community projects for local veterans. The
years have demonstrated the Colonel’s unwavering
commitment to helping the Bureau carry out its
mission successfully. He has been flexible and willing
to accept new volunteer duties to help fill the needs of
the agency.
The BOP has benefitted greatly from Col. Huston’s
service; he epitomizes the spirit of giving.

In Memoriam: Marvin Haas
On June 2, Marvin A. Haas, Jr., FMC Rochester Cook
Supervisor, passed away from cancer. He was 52 years
old. Mr. Haas began his BOP career as a Correctional
Officer at FCI Oxford in 1989; later that year, he
transferred to FMC Rochester as a Cook Supervisor.
He is survived by his wife Kathleen; sons, Marvin,
Dalton, and FMC Rochester HVAC Supervisor Kyle
Haas; his mother Marilyn; and sister Renae. Cards and

FDC Houston Staff Member Receives FEB Award

On May 4, the Federal Executive Board (FEB) of
Houston held its annual banquet and awards ceremony.
Eleven FDC Houston staff were nominated for awards
in four different categories. The Honorable David
Hittner, United States District Court Judge for the
Southern District of Texas, presented Warden’s
Secretary Dana McGehee with the Horizon Award for
Excellence in Administrative Assistance. The award
recognizes an individual in an assistant, secretary or
clerical position for their significant contributions to
the success of their organization’s mission by
demonstrating exemplary performance, superior
quality work, and a commitment to excellence.
Institutions Participate in Inter-agency CMT/DCT Training
Mock Prison Riot Training
FCC Butner DCT team during helicopter evacuation scenario
During the week of May 4-9, the West Virginia
Department of Corrections facilitated the 16th
annual
mock prison riot training at the former Moundsville
State Penitentiary. The training allowed law
enforcement (including corrections), and military
tactical teams from around the world to test their
abilities in a variety of real-life scenarios. In addition,
the training included workshops and a technology
showcase demonstrating the latest innovations in
equipment and munitions. Participants represented 39
states, 9 countries (including Hong Kong, Singapore,
Israel, Nigeria, and Canada) and Disturbance Control
Teams (DCT) from FCI Ashland, FCI Greenville, FCI
Milan, FCI Pekin, FCC Butner, USP Big Sandy, USP
Hazelton, and USP McCreary.
Members of FCC Butner’s DCT participated in the
prison riot training scenario, competing against 17
teams in the challenging Skills Competition, a series of
five events including a team obstacle course; low light
search and rescue; breaching and securing a building;
team pistol shooting competition; and a search and
detain scenario in a housing unit. FCC Butner DCT
team members Raun Beard, Paul Camacho, William
Champion, Jordan Payne, and Wendell Stallings, also
competed in the individual Super SWAT Competition,
with Mr. Champion and Mr. Payne finishing in the top
ten for the event.

The FCI Ashland and FCC Butner DCT teams
demonstrated a medical evacuation scenario using a
helicopter airlift of an injured staff member. During the
scenario, the teams successfully regained control of a
housing unit, evacuated and treated injured staff,
secured a landing zone, and airlifted staff to safety.
Crisis Management Training
During the week of May 21-25, approximately 450
BOP staff from the Northeast Region participated in
Crisis Management Training at FCI Fort Dix, New
Jersey. The purpose of the bi-annual training is to train
tactical, crisis support, hostage negotiators, public
information officers, agency leaders, and DCT teams
using the Incident Command System response
structure.
Real-life training scenarios included a civil
disturbance, tubular assault, low-light engagement,
tactical planning, hostage negotiations, munitions
deployment, and high-risk transportation. Military
leaders from the Joint Base McGuire-Dix-Lakehurst
provided assistance, housing participants in military
dormitories and allowing BOP staff to use some of the
military’s advanced training facilities.

Institutions Hold Reentry Programs FCI Memphis
On May 30, The Honorable Edward L. Stanton, III,
United States Attorney for the Western District of
Tennessee, along with two staff from his office,
Michelle Parks, Assistant United States Attorney
(AUSA) and Walter Gunn, Law Enforcement
Coordinator, visited FCI Memphis. During their visit,
the group met with inmates to discuss reentry. Mr.
Stanton highlighted several key principles for
successful reentry, including putting your mistakes
behind you, the importance of moving forward and the
responsibility of former offenders to make a difference
in the community. Inmates attending the program
actively participated and expressed their appreciation
for the opportunity. Mr. Stanton and his staff will
conduct future sessions on a quarterly basis for both
FCI and camp inmates.

North Central Regional Office
The North Central Regional Office recently
implemented a new training initiative for Reentry
Affairs Coordinators (RAC). The program, a
cooperative effort between the Regional Reentry
Office and regional Residential Reentry Centers
(RRC), provides RAC staff the opportunity to cross
train in Residential Reentry Management (RRM)
offices and on-site at RRCs. The objective of the
program is to provide a comprehensive understanding
of the role and responsibility of the RRM and the
operations at RRCs.
The first training session included Reentry Affairs
Coordinators from USP Leavenworth, FCI Greenville,
FCI Milan, and FCI Englewood. During the training,
the participants learned about the utilization of home
detention and direct home detention placements; how
to process RRC referrals; participated in Program
Review Teams; and conducted contract monitoring of

RRC facilities. Additional training sessions for other
North Central Region RACs will be held in the near
future.
Northeast Regional Office

On May 18 and 19, the Northeast Regional Office, in
collaboration with the U.S. Probation Office (USPO)
for the Eastern District of Pennsylvania, hosted three
reentry programs titled, “Living Beyond a Number: A
Recipe for Life After Prison,” featuring Jeff
Henderson, celebrity chef and bestselling author. Mr.
Henderson, a graduate of a Residential Drug Abuse
Treatment Program (RDAP), spoke to RDAP inmates
at FCI Fort Dix and shared how effective inmate
programming changed his life when he discovered his
passion for cooking while in prison.
Later that day, at a USPO Resource Expo, inmates
from FCI Fairton, FCI Fort Dix and FDC Philadelphia
attended a pre-orientation session about supervision
and reentry court, received information about resources
available, and listened to Mr. Henderson discuss his
road from prison dishwasher to executive chef.
On May 19, a “Living Beyond a Number” program
was held at the Free Library of Philadelphia. Mr.
Henderson, along with six other former offenders,
participated in a panel discussion, sharing their
experiences, challenges and successes. Local social
service agencies provided information about obtaining
official identification, employment, family
strengthening, health care, mentoring, and housing.
During the event, Northeast Regional Director Joseph
L. Norwood discussed the Bureau’s reentry efforts and
commended Deputy Regional Director Amy Carlton
and Regional Reentry Administrator Candace Johnson
and other staff who helped coordinate and facilitate the
event.
FCI Ashland Holds Mock Job and Health Fairs

On May 22, FCI Ashland’s Education Department
hosted a mock job and transition fair. The theme was
“Key to Success.” Volunteers from the local
community conducted practice interviews with
inmates. Each inmate had the opportunity to
participate in four interviews, followed by a
comprehensive evaluation of their resume, job
application, and interview skills. During the fair,
representatives from the Kentucky Department of
Veterans Affairs; Regional Kentucky Works Program;
Rumpke of Ohio; West Virginia Workforce
Development; Ashland Community and Technical
College; United Way of Northeastern Kentucky;
Goodwill; Disabled Veterans’ Outreach; KISRA; and
YRC Trucking were on hand to provide information
about reentry resources.
Later that day, the Recreation Department held a
health fair. Inmates participated in a variety of health
screenings and received information on topics
including nutrition, diabetes awareness, and the
benefits of exercise. FCI Ashland staff from Human
Resources, Food Service, Psychology Services, Health
Services, and UNICOR also participated in the health
and transitional fairs.

Correctional Workers Week Events
Western Regional Office
Honor Guard during CWW memorial ceremony
On May 23, the Western Regional Office held its
annual Correctional Workers Week (CWW) memorial
service. Deputy Regional Director Audrey M. Gill
provided opening remarks, followed by the Posting of
Colors by an Honor Guard comprised of USP Atwater
and FCI Dublin staff. Regional Chaplaincy
Administrator Dennis Grabrian provided the
invocation and Regional Emergency Preparedness
Officer Ray Garcia honored the Bureau’s fallen staff,
acknowledging their courage and commitment. During
his presentation, Mr. Garcia spoke of his personal
memories of both Jose Rivera and Scott Williams.
Regional Director (RD) Robert McFadden spoke of the
importance of living life to its fullest and expressing
appreciation to one another. RD McFadden noted that,
while this will be his last CWW memorial service as a
BOP employee, he intends to continue to honor those
who have made the ultimate sacrifice, by attending
future FCI Phoenix CWW programs, as a guest.
FCI Williamsburg
On May 31, FCI Williamsburg’s CWW Committee
sponsored a walk in memory of Bureau staff killed in
the line of duty. The half-mile walk made its way
around the reservation grounds and ended at the
administration building. FCC Coleman Complex
Warden Darryl B. Drew, who was visiting FCI
Williamsburg, joined Warden John R. Owen and thirty
staff on the walk; each staff member carried the photo
of a fallen hero and four FCI Williamsburg staff who
have passed away from non-work related causes.
On June 4, the institution held a CWW memorial
service. Nick Bianchi, Assistant United States
Attorney for the District of South Carolina, was guest
speaker. Mr. Bianchi stressed the importance of law
enforcement officials working together to accomplish
mutual goals and provide offenders with the proper
resources to successfully transition to the community.

MDC Guaynabo Holds First LGBT Program

On June 5, MDC Guaynabo’s Affirmative Action
Committee and Lesbian, Gay, Bisexual and
Transgender Program sponsored a lunch and learn for
staff. Warden Jerry C. Martinez encouraged staff to
embrace diversity and change. LGBT Program
Manager Deborah Colon introduced guest speaker

Force Communications Manager. Mr. Serrano
provided an overview of LGBT achievements in the
United States and Puerto Rico and discussed
challenges the LGBT community faces in Puerto Rico.

On This Day in BOP History
Fifty years ago, on June 11, 1962, inmates Frank Lee
Morris, and brothers John and Clarence Anglin,
disappeared from USP Alcatraz. Their disappearance
was made famous by Clint Eastwood in the movie
“Escape from Alcatraz.” Although the men are
considered “missing and presumed drowned,” their
“escape” is still an active law enforcement case.
Staff Serve the Community
USP Canaan
USP Canaan staff, family and friends at the “Beast of the East” 5K race
On May 19, USP Canaan held its first “Beast of the
East” 5K race as part of its Correctional Workers
Week (CWW) activities; 50 runners took part in the
race. USP Canaan Gardener Foreman Kris Erickson
placed second overall, while Teacher Rebecca
Erickson took first place for women with a time of
25:49; Case Manager Erin Richardson was third in the
women’s division.
MDC Guaynabo
On May 25 and 26, MDC Guaynabo staff participated
in the “Relay for Life” event held at the Children’s
Park in Bayamon, Puerto Rico. More than 50 staff,
family and friends represented the “Cancer Fighters”
team, and raised more than $2,000 to benefit the
American Cancer Society of Puerto Rico.
The “Cancer Fighters” team coordinated a 5K event
and a “Locks of Love” campaign during the “Relay for
Life.” More than 100 runners participated in the 5K
race. The MDC Guaynabo team received the second
place award for “Federal Agency Donations” and also
received the “Consistency of Walkers on Track”
award.

MDC Guaynabo inmates, the “Cancer Warriors” team,
participated in their own “Relay for Life” event, held
in the housing units and recreation yard. The inmate
team received first place in the “Federal Agency
Donation” category by donating more than $9,300.
The various “Relay for Life” events raised over
$38,000 for the Bayamon Chapter, surpassing its goal
of $25,000.
FCI Ray Brook
On June 1, FCI Ray Brook’s Executive Staff and
SORT team members joined the New York State
Police, New York State SORT Team, New York State
Department of Environmental Conservation Police,

Essex County Sheriff’s Department, and local police
departments in the Lake Placid Law Enforcement
Torch Run for Special Olympics. The Torch Run, an
annual event since 1981, raises awareness and funds to
support Special Olympic athletes and programs.
