The City Council has discussed this problem on many occasions (electronic minutes are available going back to 1999), including holding Public Hearings. It appears, based on the minutes from the March 21, 2001, Council Meeting, that the majority of the two-hour limit areas were the result of the downtown merchants' group review, discussions, and recommendations. As the area has shifted from residential to commercial, the two-hour limit area has been expanded. The current two-hour limit does not satisfy all the stakeholders. Comments have been made at City Council meetings regarding the need for both longer (four-hour limit) and shorter (fifteen- minute limit) parking spaces. Suggestion No. 24 from the Destination Development study : Change your two-hour parking to four-hour parking as you further develop downtown as a destination. The average visitor will spend four hours in a pedestrian-friendly shopping district. While Monroe doesn’t have four hours’ worth of shopping and dining, the goal would be to work towards that. The more you have, the further people will come and the longer they will stay. How much time do you spend in downtown Leavenworth, Winthrop, Poulsbo, Victoria, Port Townsend, and other pedestrian friendly shopping districts? Don’t send customers away before they are done spending money. The Chamber/DREAM in 2009 proposed two-hour parking in the 100 block of Main, four-hour parking in the 200 block of Main, and four-hour or unlimited parking on the north-south streets. City Staff presented a proposal for parking restriction modifications in the Downtown area at the February 26, 2012, Council Meeting. Following Council discussion, the proposal was modified to expand the four-hour parking area to both the 100 and 200 blocks of East and West Main Street. The Council directed staff to disseminate this information and bring the proposal back for further discussion and public comment at the March 19, 2013, City Council Meeting. At the March 19, 2013, City Council Meeting, it was determined that this topic would be brought back for further consideration and input from businesses. The Monroe Chamber of Commerce Board discussed this issue in September 2014; and has recommended a moratorium on parking time limits in the Downtown area until the beginning of February 2015 while further outreach is conducted with Downtown businesses.

Anecdotal evidence from the Snohomish Chamber indicates that removing parking time limits has not caused any major problems, has reduced the number of complaints, and has not adversely impacted businesses.

This issue was discussed by the P4 Committee on October 13, and November 10, 2014. At the November 10th meeting, following a discussion with the Chamber Executive Director, the P4 Committee recommended 24-hour parking in the Downtown area with a 15 minute parking space on each corner of the 100 block of East and West Main Street. The City Council adopted these recommendations on an interim basis from December 2, 2014, to February 24, 2015.

Following this pilot project, the general impression was that 24-hour parking was too long and 2-hour parking was too short.

The City Council, at the June 16, 2015, meeting, requested a resolution providing for a mix of 4-hour and 2-hour parking with several 15 minute spaces as shown on the attached map.

IMPACT – BUDGET $2300 for sign installation; Street Fund. Unbudgeted.

CITY OF MONROE RESOLUTION NO. 013/2015

A RESOLUTION OF THE CITY COUNCIL OF THE OF MONROE, WASHINGTON, ESTABLISHING PARKING RESTRICTIONS IN THE CITY OF MONROE; AND REPEALING RESOLUTION NO. 25/2014(SUB)

WHEREAS, the City of Monroe finds that it is in the public interest to establish parking restrictions in certain areas of Monroe; and

WHEREAS, Monroe Municipal Code Chapter 10.12 provides for the addition, deletion and modification of various traffic controls relating to speed limits, quiet zones, loading zones, parking regulations, restrictions, prohibitions and limitations by the placement of official signs and curb markings as authorized by the City Council from time to time.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MONROE, WASHINGTON, HEREBY RESOLVES AS FOLLOWS:

Section 1. Repeal of Resolution. City of Monroe Resolution No. 2012/028 is hereby repealed in full.

Section 2. Establishment of Parking Restrictions. Parking Restrictions in the City of Monroe are hereby established as follows:

Parking shall be restricted, where not prohibited by other laws, rules, or regulations, to a maximum of 4 hours, between the hours of 8:00 A.M. and 6:00 P.M., except for weekends and holidays, in the following locations:

North Blakeley Street west side: West Main Street to alley north of and parallel to West Main

Street east side: West Main Street to alley north of and parallel to West Main

Street

Main Street north side: Madison Street to Woods Street south side: Fremont Street to Woods Street

West Hill Street north side: North Madison Street to North Blakeley Street south side: North Blakeley Street to alley west of North Blakeley Street
