MONROE TOWNSHIP BOARD OF EDUCATION MEETING MINUTES

Williamstown High School Lecture Hall – October 17, 2019

Mission Statement

A regular meeting of the Monroe Township Board of Education was held in the Lecture

Hall of the Williamstown High School at 700 North Tuckahoe Road, Williamstown, New Jersey

and was called to order at 6 p.m., by Board President, Fred Powell. Adequate notice pursuant to

the provisions of P.L. 1975, Chapter 231, Open Public Meetings Act, has been given of this

meeting by publishing notice thereof in the South Jersey Times, giving notice to the Courier

Post, by posting notice in the Monroe Township Municipal Building and all district school

buildings and by filing notice with the Township Clerk.

The Board met in Executive Session, from which the general public was excluded, to

discuss personnel, financial matters, student matters, litigation, negotiations, and contracts. The

results of this session will be made public once the justification for the closed session no longer

exists.

Present Brian Cummiskey; Joseph Rumpf; Frank Torcasio, Jeff Simpler, Vice

Closed A motion by Mrs. Bonmati, seconded by Mr. Caruso, to approve the

Session following Resolution for closed session was carried unanimously:

“Whereas, Public Law 1975, Chapter 231, Open Public Meetings Law,

provides for a public body to meet in closed session,

“Whereas, the Monroe Township Board of Education desires to

discuss certain matters described in Sub-section 7B of the aforementioned

law to wit, those matters pertaining to personnel, legal matters, contracts,

and HIB;

“Whereas, the Monroe Township Board of Education will disclose the

discussion topic of the closed session at a public meeting once the

justification for the closed session no longer exists;

“Now, Therefore Be It Resolved that the Monroe Township Board of

Education shall now enter a closed session for an approximate time

limit of 60 minutes.”

The Board entered a closed session at 6:00 p.m.

Dr. Richard Perry, Interim Superintendent, entered Closed Session at 6:10

p.m.

Out of Closed A motion by Mr. Torcasio, seconded by Mr. Ayres, to come out of

Session closed session at 6:57 p.m., was carried unanimously.

Members of the public are invited to address the Board of Education during the public

comment portion of the meeting. Please fill out a “Public Comment Information Card” which is

available at the entrance of the room. Please print legibly your name, address, telephone number

and your topic of comment or concern.

PRESENTATIONS

1. TAG student finalists – presented by Dr. Richard Perry, Teachers Kathy

Ungvarsky and Jessica Fench.

Dr. Perry read the Resolutions for third and fourth grade district TAG

students and acknowledged their finalist placement in both the Noetic

Learning Math Contest, and WordMaster Challenge competitions, and

their outstanding efforts in both competitions.

RESOLUTION OF THE MONROE TOWNSHIP BOARD OF EDUCATION

HONORING ELEMENTARY TAG STUDENTS

WHEREAS, 3rd and 4th grade TAG students from Monroe Township’s Elementary Schools, led by Ms.

Kathy Ungvarsky and Mrs. Jessica Fensch, competed in the Noetic Learning Math Contest in the Fall of 2018 and

the Spring of 2019; and

WHEREAS, Noetic Learning Math Contest is a national mathematics contest for elementary and middle

school students; and

WHEREAS, the goal of the competition is to encourage students interested in math, to develop their

problem-solving skills, and to inspire them to excel in math; and

WHEREAS, more than 34,000 students across the country took part in the test, including 776 schools from

47 states; with 8,422 4th grade participants, and 7,051 3rd grade participants, and

WHEREAS, the following students won the National Honor Roll title; this title is awarded to the top 10%

of participating mathletes:

NOW, THEREFORE, BE IT RESOLVED that a copy of this Resolution shall be given to each student

with congratulations for a job well done and with best wishes for a successful future.

OF THE MONROE TOWNSHIP BOARD OF EDUCATION

HONORING ELEMENTARY TAG STUDENTS

WHEREAS, 3rd and 4th grade TAG students from Monroe Township’s Elementary Schools, led by Ms.

Kathy Ungvarsky and Mrs. Jessica Fensch, competed in the WordMasters Challenge in Language Arts in the Fall of

2019.

WHEREAS, WordMasters Challenge is a national vocabulary contest for gifted elementary and middle

school students; and

WHEREAS, the goal of the competition is to improve vocabulary skills using analogies, develop verbal

reasoning abilities, address higher order thinking skills, and emphasize logic and reading comprehension skills in

which more than 150,000 students in grades 3-8 from over 1,000 public and private schools across the country

participated ; and

WHEREAS, the following students won a High Honor’s title; this title is awarded to the top 2% of

participating students:

2. Aramark Staff Recognition Resolution: Presented by Mr. Jon Baer and Ms.

Kristina Richmond.

Dr. Perry read the Resolution with acknowledgement of a job well done by the

Aramark staff who assisted in the re-opening of Holly Glen Elementary

School.

Resolution Of The Monroe Township Board Of Education Honoring The Custodial,

Grounds,Maintenance and HVAC Members of Monroe Township Federation Of Teachers Local 3391.

WHEREAS, the Monroe Township Board of Education recognizes the Custodial, Grounds, Maintenance and HVAC Members of Monroe Township Federation Of Teachers Local 3391 and the staff of sixty members who have contributed a tremendous amount of hours and tireless effort to ensure Holly Glen was able to reopen; and WHEREAS, the Monroe Township Board of Education greatly appreciates their dedication and hard work. They executed their assignments, and worked tirelessly, to ensure that the entire district was prepared for the first day of school; and WHEREAS, that their contributions helped to make Monroe Township Public Schools a better place for students and staff to work and grow. 3. Spring 2019 Test Assessment Results – presented by Mr. Fred Bilofsky.

Of note, this presentation is available on the district website at

outlined the testing assessment outcome and comparison for district students.

Interlocal Services A motion by Mr. Simpler, seconded by Mr. Ayres to grant approval to

Agreement enter into an Interlocal Services Agreement with the Township of Monroe

for Emergency Medical Services for school events for the 2019-20 school

year at a cost of $70.00 per hour for ambulance services, with a minimum

of three (3) hours per event was carried by unanimous roll call vote.

Create & Post A motion by Mr. Simpler, seconded by Mr. Ayres to grant sustained

Behaviorist action to create and post the position of one (1) Certified Behaviorist,

District Wide (PreK-Grade 12) was carried by unanimous roll call vote.

Emergency Bus A motion by Mr. Ayres, seconded by Mr. Simpler to grant sustained

Evacuation Drill action to conduct the Fall 2019 Bus Emergency Evacuation Drill was

carried by unanimous roll call vote. The District must conduct the drills

twice each school year, according to New Jersey Administrative Code

(NJAC6A:27-11.2). Non-transported students must participate in a Bus

Emergency Evacuation Drill once per year. The non-transported students

were included in the Fall drill to comply with the Administrative Code.

Award Bus Route A motion by Mr. Ayres, seconded by Mr. Simpler to grant sustained

V5D action to accept the quote and award bus route V5D to Student

Transportation of America Bus Company at $260 per diem route, $45 per

diem aide cost for a total per diem cost of $305 was carried by unanimous

roll call vote. Total cost to Monroe Township Board of Education will be

$48,190 for a total of 158 days. Route will begin on Monday, October 7,

2019.

Transport student A motion by Mr. Ayres, seconded by Mr. Simpler to grant sustained

Agreement with action to enter into a joint agreement with Cherry Hill Public Schools

Cherry Hill School to transport a student that is residing at a treatment center located in

District Cherry Hill Township to Durand Academy for the 2019-2020 school year

was carried by unanimous roll call vote. Monroe Township Public

Schools will reimburse Cherry Hill Public School District a projected

amount of $17,820.

Change Order A motion by Mr. Ayres, seconded by Mr. Simpler to grant sustained

Plymouth Enviro. action to approve the change order with Plymouth Environmental

Solutions to supply and install a 3,000 SF Ardex MC Rapid Moisture

Barrier at Williamstown High School in the amount of $8,400.00, and to

supply and install a 5,200 SF Ardex MC Rapid Moisture Barrier at Oak

Knoll Elementary School in the amount of $12,400.00 was carried by

unanimous roll call vote

Commercial Interiors A motion by Mr. Ayres, seconded by Mr. Simpler to grant approval for

Gym floor install Commercial Interiors Direct Inc. to supply and install the gym floor at

Oak Knoll Oak Knoll Elementary School with pricing per NJ State Co-Op

#65MCESCCPS Bid # ESCNJ 19/20- 05, as per the attached quote, in the

amount of $54,891.92 was carried by unanimous roll call vote.

Commercial Interiors A motion by Mr. Ayres, seconded by Mr. Simpler to grant approval for

Gym floor install Commercial Interiors Direct Inc. to supply and install the gym floor at

WHS Williamstown High School with pricing per NJ State Co-Op

#65MCESCCPS Bid # ESCNJ 19/20- 05, as per the attached quote, in the

amount of $29,629.43 was carried by unanimous roll call vote.

Open Systems A motion by Mr. Ayres, seconded by Mr. Simpler to grant approval for

Furnish & install Open Systems Integrators Inc. to furnish and install new Notifier

Notifier addressable devices to replace existing Simplex devices on loops 2, 9, and

10 was carried by unanimous roll call vote. These devices will be

reconnected to the new Notifier system with pricing per ESCNJ Co-op

#65MCESCCPS, Bid #MRESC 17/18-59; term 6/28/18-6/25/20, as per

the attached quote, in the amount of $94,208.00.

Textbook Disposal A motion by Mrs. Bonmati, seconded by Mr. Caruso to grant approval to

WHS/WMS remove and/or dispose of textbooks from district inventory, as per each

attached listing was carried by unanimous roll call vote:

WHS Media Center books and Family and Consumer Sciences

Department textbooks;

WMS and Elementary Schools, math and ELA workbooks and

textbooks inventory

NJ STEM A motion by Mrs. Bonmati, seconded by Mr. Caruso to grant sustained

Fellowship action to approve the NJ STEM Innovation Fellowship was carried by

unanimous roll call vote. This teacher-leadership program will receive a

$5,000 stipend and experienced elementary teachers join a supportive

learning community learning about research based innovative math

teaching practices.

DECA Competition A motion by Mrs. Bonmati, seconded by Mr. Caruso to grant approval of

2019-20 the 2019-2020 DECA Competition dates and to approve the WHS DECA

Chapter to attend the Regional, State, and National DECA competitions,

including the approximate expenses related to DECA trips was carried by

unanimous roll call vote.

Choices Program A motion by Mrs. Bonmati, seconded by Mr. Caruso to grant approval of

the purchase of a curriculum resource, Choices Program, was carried by

unanimous roll call vote. The program offers curriculum options that

encourage students to use their critical analysis and interpretation skills.

The purchase of the program will be covered by budget funds from the

WHS Social Studies 340 account.

Anime Club A motion by Mrs. Bonmati, seconded by Mr. Caruso to grant approval to

WMS create a volunteer club at Williamstown Middle School, Anime Club, was

carried by unanimous roll call vote. The club would create an environment

to learn the Japanese style of animation and the comic book version

Manga. This club would be available to all WMS grade 5-8 students.

Girls Volleyball A motion by Mrs. Bonmati, seconded by Mr. Caruso to grant sustained

Tournament action of the 2019-2020 Girls' Volleyball team to attend a Garden State

Challenge Volleyball tournament was carried by unanimous roll call vote.

The trip dates were October 12-13, 2019. This was an overnight trip with

transportation being provided by MTBOE

the Course/Workshop Reimbursements pursuant to the "Collective

Bargaining Agreement" as listed in the supplementary report was carried

by unanimous roll call vote.

Approval of Bill A motion by Mr. Simpler, seconded by Mr. Caruso, to grant approval of

the bill list, as printed, was carried by majority roll call vote with Mr.

Caruso not participating on warrant number 098215.

Travel A motion by Mr. Simpler, seconded by Mr. Caruso to grant approval of

nonpublic school students, namely Chapter 192 - Compensatory Education, English as a Second

Language, and Home Instruction, and Chapter 193 - Examination and Classification by a basic

WHEREAS, The Gloucester County Special Services School District proposes to

implement these services to nonpublic school students in accordance with Chapters 192 and 193,

WHEREAS, the Gloucester County Special Services School District’s proposal would

enable the nonpublic school students to be serviced at the site of the nonpublic school, and

WHEREAS, there will be no cost to the local district other than State funding

pursuant to Chapters 192 and 193, as amended,

NOW, THEREFORE, BE IT RESOLVED, the Monroe Township Board of Education

hereby approves participation in this project and authorizes the Board President and Board

Secretary to contract with the Gloucester County Special Services School District to implement

the project and provide the services pursuant to P.L. 1977, Chapters 192 and 193, in accordance

with the terms of the Contract attached to this Resolution.

responsibility of the State of New Jersey.

The Public Comment portion of the meeting included commentary with

regard to the following:

Accomplishments of the Robotic Team

Robotics team advisors stipend

Funding for Coach buses for the WHS Marching Band trip

Band equipment security

Naa’San Carr Student BOE member, Naa’San Carr, thanked the Board for the

Comment opportunity of serving and those who have supported him and fellow

Student BOE members.

Mr. Simpler’s Mr. Simpler acknowledged teacher/coach Karen Dilmore who has

Comments resigned her position as Girls Head Basketball Coach, and noted her

accomplishments, and dedication to her players and the district.

Mr. Powell’s Mr. Powell also acknowledged Karen Dilmore’s devotion to her players,

Comments the sport, and the district, and thanked her for her years of coaching.

Close Public A motion by Mr. Ayres, seconded by Mrs. Bonmati to close the Public

Comment Comment portion of the meeting was carried unanimously.

New Business A motion by Mr. Caruso, seconded by Dr. Chamberlain to grant the

current interim superintendent a three-year employment contract was

made.

Mr. Ayres made a Point of Order noting that the current interim

superintendent was not properly notified by Rice letter to be discussed at

tonight’s meeting.

A motion by Mr. Ayres, seconded by Mr. Simpler to table this item was

made.

Mr. Ayres questioned if a motion to table an item would supersede any

other motion under discussion.

Board Solicitor, Sanu Dev, noted that Mr. Caruso’s motion had a second,

and could be voted on.

A brief discussion regarding Robert’s Rules of Order ensued.

“Whereas, the Monroe Township Board of Education desires to

discuss certain matters described in Sub-section 7B of the aforementioned

law to wit, those matters pertaining to student matters;

“Whereas, the Monroe Township Board of Education will disclose the

discussion topic of the closed session at a public meeting once the

justification for the closed session no longer exists;

“Now, Therefore Be It Resolved that the Monroe Township Board of

Education shall now enter a closed session for an approximate time

limit of 60 minutes.”

The Board entered a second closed session at 8:15 p.m.

Affirm Admin. A motion by Mr. Simpler, seconded by Mr. Caruso to affirm the

Recommendations administrative recommendations involving student matters, J.P. and C.C.
