This packet contains the six study clubs that will help you prepare for the 2018-19 season. Below is the study club regulation as it appears in the MOA Handbook: “If an MOA member’s employment prevents him/her from attending study clubs, the official may receive credit for attendance if he/she complies as follows:

1. Makes prior arrangements with the Regional Director or head of the pool. 2. Completes the study club outlines and presents them to the Regional Director or head of the

pool in advance of the meeting he/she will miss.

3. Exceptions will be made for certain military actions or other extenuating circumstances.”

4. An official whose employment requires him/her to be away from home during the week may

attend study clubs at an alternate pool location if he/she receives permission from the regional

director(s) and the MOA Commissioner.

Study club #2, is the NFHS 2018-19 Volleyball Exam Part I, which will help as a more thorough review of the rules. As a pool if you wish to break this exam up and cover it in smaller chunks that would be fine. Those unable to attend this study club are asked to complete the exam and send it to their pool coordinator who will score it and return it. We sincerely hope that these study clubs are a challenging tool that you will use in your best interest and the best interest of the coaches and players. Remember to give the finished study clubs to your Regional

Director before December 1, 2018, so he/she can complete your evaluation. Do not send your study

clubs to the MHSA office. If they are not evaluated and approved by your regional director on time, you could lose your rating. Please contact us if you have any ideas to improve the format or content of these study clubs. I. Review the August’s Official Word and the MOA Handbook. II. Discuss any issues/concerns/ideas prompted by August’s MOA/MHSA Rules’ Clinic.

III. Review the new (italicized) areas of the MOA Handbook. Be aware of major revisions in your sport(s) that affect you.

IV. MOA Handbook Changes and reminders for 2018-19 are as follows:

1. Mileage has increased from 53.5 cents per mile last year to 54.5 cents per mile this year. Per diem for each official, remains at 12 cents per mile. So, the driver, for a regular season match, would receive 66.5 cents per mile while the rider official would receive 12 cents per mile.

2. The per diem allowance for invitational/regular season tournaments is $0.12 per mile or $20 per day, whichever is greater, if the official does not stay overnight, and $30 per day if the official does stay overnight.

4. No warm up activities will be allowed in the vicinity of the main playing floor at any time

while any volleyball match is in progress. Invitational and dual tournaments would be excluded from this rule. Clarification: If there are two volleyball matches being played in the same gym on two separate floors at the same time, followed by two more matches played in that gym on two separate floors at the same time, the above MHSA volleyball rule would not apply in this situation. The matches would be treated like invitational and dual tournaments and excluded from this MHSA volleyball warm-up rule. This will facilitate matches staying on the time schedule. Violations of this MHSA rule should be reported to the MHSA office.

5. Reminder for the MHSA Volleyball post season play, the Baden Lexum Comp VX450c-

210 red/white/navy blue microfiber composite volleyball will be used for all post

season play. For regular season play, a solid white volleyball may be used. If a colored volleyball is used for regular season play, it can only be a red/white/navy blue colored volleyball. For both post season and regular season play, any volleyball used for all levels of play shall include the NFHS authenticating mark. Please share this information with other appropriate volleyball personnel

V. Reminder the MHSA Executive Board and/or the MOA Regional Directors have approved the following amendments, replacements and additions:

• Approved to allow MOA volleyball officials to either wear the short sleeved or long sleeved

white polo shirt for the 2018 MHSA Volleyball Season, with the stipulation that both

the R1 and R2 must wear the same type of shirt for the match they are officiating

(default shirt will be the short sleeve). All MOA volleyball officials shall wear solid black pants, predominately black colored athletic shoes, but the shoes may have some clear or grey trim or deviate slightly from solid all black and whenever possible, any different color must be dyed or colored over with black, and black socks. All officials must wear an MOA patch or they may have an embroidered patch as long as the embroidered patch is the same style font and size as the MOA patch and has black lettering with a white background on the left breast of the officials’ uniform. a) An American flag, if worn, will be on the left shoulder. b) Jewelry, except a wedding band/ring, a watch if necessary or a medical alert bracelet,

shall not be worn while officials are working.

MOA Volleyball Officials who are acting as line judges will be allowed the option of

wearing a black coat and/or an all white long sleeved collared polo shirt or an all white

short sleeved collared polo shirt. If officials that line judge wear a black jacket, both

officials that line judge must wear the black jacket.

• Reminder: the standard jacket for volleyball will be: A standard jacket, solid black with rib knit cuffs and collar, full zip or button up, unadorned (except for MOA service pins), is allowed.

Reminders:

• The volleyball prematch conference (with the head coaches and captains) and coin toss will occur when the twenty (20) minute warm-up countdown reaches minute sixteen (16).

• For post season volleyball play, volleyball teams will not be allowed on the playing floor, with volleyballs, until 30 minutes before the start time of the match.

• Pink whistles may be used by officials at contests designated as breast cancer awareness events. Any other uniform modifications for the purpose of supporting a charitable fundraising event must be approved in advance by the MOA Commissioner.

• For consistency purposes, as a State, we will continue to have the line judge move

back and in line with the left sideline just like we have been doing for years. The only

time the first referee may direct the line judge to move to be in line with the endline is if

the serving coach complains that the line judge is interfering with the server. See NFHS Volleyball Rule 5-9-2a NOTE:

• During matches, some fans become unruly and school administrators need to be made aware of the potential problem so they can handle it. Officials should not address or visit with fans during a volleyball contest or remove a fan. The “role” of the official is to fairly administer the rules of the match by communicating what they observe using the proper NFHS Volleyball signals. At times fans will disagree with “the call” of an official, when the fan comments become inappropriate the official should notify school administration so they can deal with the fan. If this can be done during a time out or between quarters it is less disruptive to the match, but if it needs to be dealt with right away, the official should stop the match and go to game management for assistance. If officials don’t know where game management is they should go to the scorers’ table and ask them to assist in finding a school administrator.

• The R1 and the R2 should use all the tools at their disposal. The R1 should not make a call before they look at the R2 or the line judges. Referees just need to slow down and not be in a hurry to make the call and use all the other officials working with them.

• Officials utilizing lodging accommodations provided by the tournament manager may be provided a single room when feasible and at the discretion of the tournament manager.

• The R2 is not allowed to use an electronic device at any time before and during a match.

• NFHS Volleyball Rule 4-2, Legal Uniform, does not prohibit the wearing of an arm sleeve or

an arm guard which has padding for the elbows.

• Concussion: Officials’ Responsibilities:

THE MHSA/MOA WILL REQUIRE EACH OFFICIAL TO TAKE THE “NFHS CONCUSSION

IN SPORTS – WHAT YOU NEED TO KNOW” COURSE EACH YEAR. THAT COURSE

MUST BE TAKEN AFTER JUNE 1ST FOR THE SUBSEQUENT SCHOOL YEAR AND MUST

BE COMPLETED BEFORE OFFICIATING SCRIMMAGES OR CONTESTS. ALSO, Officials are asked to use their best judgment in observing the signs, symptoms and behaviors of a concussion and other possible serious injuries. If there is a player that exhibits signs and symptoms of an injury, officials will make coaches aware of the injured player and call an injury time out. The official should notify the coach by making the following statement:

“Coach, you need to take a look at this player; he/she is exhibiting signs and symptoms of an injury.”

Once the official notifies the coach, it is now the coach’s responsibility. The official does not

need written permission for an athlete to return to play nor does the official need to verify the

credentials of the appropriate health-care professional. THE YOUTH CANNOT RETURN TO

PLAY UNTIL THEY ARE EVALUATED BY A LICENSED HEALTH CARE PROFESSIONAL

AND RECEIVES WRITTEN CLEARANCE TO RETURN TO PLAY FROM THE LICENSED

HEALTH CARE PROFESSIONAL.

Discuss and review the importance officiating professionalism Study Club: Professionalism Definition of Professionalism: The conduct, aims or qualities that characterize or mark a profession or a professional person. With the start of the season, it’s a good time to take a few minutes and self-evaluate your approach to officiating in terms of professionalism, both within your pool and on the court. Some things to approach in a professional manner:

• Keeping availability up to date.

• Accept games in a timely manner.

• Make contact with your partner.

• Dress appropriately. This is one of the easiest things to do and will make people recognize that

you care and want to be there. Make sure your uniform looks sharp. Make sure your shirt is

white, not with a hint of gray or yellow. Black slacks are black, not faded and not denim or

leggings. Shoes are in good shape. No jewelry. It is a rule, you expect the teams to follow the

rules and in turn, they expect the same of us.

• Keep your pre-game conference professional. Make sure you know your partner’s name, don’t

interrupt to joke around or tell war stories.

• Ensure you talk to both coaches before the match. Even if you are acquainted with one and not

the other, only addressing one looks prejudicial. Keep the conversation short and professional.

• Your phone should not be visible. If you must check your phone, do it between matches (not sets)

and go away from the court.

• Think about your body language. There is a fine line between confident and cocky.

• Utilize the warm-up time wisely. Don’t spend it joking around and socializing with everyone in the

crowd. Identify the setters, count the players on the court and compare to the roster, look for

jewelry and illegal uniforms. Introduce yourself to your scorer, timer and libero tracker

(remember, they are part of your team). Locate your line judges and go over your expectations

and answer any questions they may have.

Remember, you may not be the most skilled official, but

you can be one of the most professional.

MISCELLANEOUS ITEMS FOR DISCUSSION

1. The host school provides 2 experienced adult line judges who have been trained in their duties.

The visiting team’s coach request that the R1 replace one of the lines judges because she is the

mother of one of the players from the host team. The R1 denies the request and allows the line

judge to stay.

RULING: Correct procedure. RULE: 5-4-3a(4) COMMENT: Line judges should be provided by

the host school, if the R1 determines the line judges is not preforming his/her duties properly

he/she may replace the line judge.

2. At the end of the first set, the teams do not proceed to the end line when the R1 gives the end-of-

set signal. They change courts proceeding counterclockwise along the sidelines outside the

standard to their new team benches.

RULING: Correct procedure. RULE: 5-4-4 COMMENT: Teams do not go to the end lines at

the end of a set.

3. During set 1, a player on Team S is found to be wearing illegal equipment. Team is assessed

unnecessary delay (administrative yellow card) player comes out by way of legal substitution.

Later in the match a teammate attempts to enter wearing jewelry.

RULING: Illegal equipment team assessed an administrative red card point/side out. Coach

DOES NOT have to set for rest of game. RULE: 4-1-2 PENALTY 4-1-4

4. Team S libero has not served in the current set, #3 should be the next legal server. The libero

replaces #7, and goes to the service area to serve. The referees allow the illegal serve to occur,

then call the improper server on contact of the serve. Later in the same set, Team S coach,

following a legal replacement, has the libero serve in a different position, since she has not yet

executed a legal serve in the set. R1 allows the serve.

RULING: Correct Procedure RULE: 6-4-2 COMMENT: The libero did not replace a legal server,

so the libero has not served and may serve in any position.

5. Team A has six players to start the set. After the set begins, player #6 is injured and unable to

play. Later during the set, player #25 arrives. Player #25 is: (a) not listed on the roster, (b) listed.

RULING: (a) Player #25 may be added to the roster and enter the set after Team A is penalized

point/side out; (b) Player #25 may enter without penalty. RULE: 7-1-1

6. Player #7 is serving and has scored 2 points when the coach realizes he/she is serving out of

order. The coach calls a time-out. When the teams return to the court, player #9 (the proper

server) serves and scores a point. The referees realize that a different player has been serving

since the time-out and discover the error. The points scored by #7 are canceled, but the team

retains the point scored by #9. Point/side out awarded to the opponent.

RULING: Incorrect procedure. RULE: 8-2-5 COMMENT: The first serve was by the wrong

server, it is a loss of rally/point. No points should have been awarded, all points scored by #7 and

#9 are canceled. (8-2 PENALTIES, 6-4 PENALTIES)

7. Team B #10 rotates to the RB position, #5 enters set legally and serves 4 points. He/she is then

legally replaced by the libero. When the libero is ready to rotate to the front row she is illegally

replaced by #10. This is undetected by the officiating crew. #10 plays across the front row. When

#10 rotates back to the RB position to serve, #5 enters the sub zone, while recording the sub the

R2 notices the problem. #5 is still listed on his/her line-up card as #10 never properly substituted

due to the illegal replacement. The official rules an illegal substitution and penalizes Team B with

and unnecessary delay.

RULING: Incorrect procedure. RULE: 10-4-1 COMMENT: #10 is an illegal replacement

discovered in the set. Since he/she is discovered after the first whistle/signal for serve when

he/she improperly entered, the penalty is “Illegal Alignment” on Team B. Team B loses the point it

just won off A1’s serve and all players go back to where they were positioned on the previous

rally. #5 is placed on the court in the right front position. The ball and point go back to Team A

and A1 continues to serve as if Team A initially won the point.

8. The RB on Team R, while positioned in front of the attack line, attempts to contact the ball. At the

point of contact, RB and the ball are higher than the net. The RB (a) directs the ball toward a

team mate; (b) uses a fist in an attempt to save the ball, but accidentally directs the ball toward

the opponent

RULING: (a) legal play continues, (b) Illegal. RULE: 9-5-4 COMMENT: a back-row player

cannot complete an attack while above the net.

9. The first contact by Team R is an overpass that lands on top of the net. The back-row setter for

Team R, while standing on the floor, reaches up and taps the ball down to Team S’s court.

RULING: Point for Team S, back-row attack. RULE: 9-5-4 COMMENT: The ball was

completely above the height of the net when attacked by the back-row setter.

10. During the match, the second referee warns the head coach to remain in the replacement zone.

RULING: Correct procedure. RULE: 5-5-3b(10) COMMENT: It is the responsibility of the R2 to

ensure the coach remains in the replacement zone and no closer than 6 feet to the sideline.

11. After the second contact, a player chases an errant ball towards his/her team bench. The player

passes the ball into the court area and then falls into the substitutes on the bench who push the

player back towards the court. The first referee whistles and signals illegal hit.

RULING: Incorrect procedure. RULE: 2-4-1 COMMENTS: The player makes a legal play on the

ball before making contact with the team members. No advantage was gained.

12. A player on Team R receives; (a) a served ball overhead and there are multiple contacts, (b) a

hard-driven attacked ball with finger action, (c) the first ball over the net and mishandles the ball

with prolonged contact.

RULING: (a) and (b) legal, play continues; (c) illegal. RULE: 9-4-8 COMMENT: Multiple contact

is allowed on any first hit as long as there is only one attempt to play the ball. Prolonged contact is

not allowed when playing the ball and “finger action” is not a consideration.

Administrative Cards and Conduct Cards

Administrative Cards Administrative cards are utilized for unnecessary delays. An unnecessary delay results in any action by a team or team member that causes a delay in the start or resuming of play within a set. Review different unnecessary delays, listed in 9-9-1. Penalties:

1. The first unnecessary delay by a coach, player, substitute, replacement or team results in a

warning (administrative yellow card), but shall NOT result in a head coach being required to

remain seated during play.

2. For any subsequent unnecessary delay during the SAME SET by a coach, player, substitute,

replacement or team results in an unnecessary delay PENALTY, (administrative red card), with a

loss of rally/point awarded to opponent. The head coach is NOT required to remain seated during

play.

Administrative yellow and red cards do NOT carry over from set to set. Demonstrate how to administer an administrative yellow/red card.

Conduct Cards Unsporting conduct includes actions which are unbecoming to an ethical, fair and honorable individual. It consists of acts of deceit, disrespect or vulgarity and includes taunting. Review conduct expectations/violations listed (12-2).

Remember, preventive officiating is recommended but if necessary, conduct cards are the next step. Penalties ~ Unsporting conduct shall be penalized as follows (offense levels ((minor/serious/flagrant)) are at the judgement of the R 1 & R2):

1. Warning (yellow card) for first minor offense

2. Penalty (red card) for first serious offense or second minor offense and loss of rally/point awarded

to opponent

3. Disqualification (yellow and red card displayed apart but at the same time) for first flagrant

offense, second serious offense or third minor offense and loss of rally/point awarded to

opponent. Offender is disqualified from further participation in match and may be removed from

the vicinity of the team bench

4. Forfeit results when:

a. Disqualified individual violates conduct rules following disqualification

b. Coach is disqualified and removed from premise and no other authorized school

personnel is available to take the bench

c. Team refuses to play when directed to do so by the R1.

If a card (yellow and/or red other than an administrative yellow or red card assessed for unnecessary delay) is issued for unsporting conduct to the head coach, assistant coach(es) or team bench, the head coach shall remain seated for the remainder of the MATCH except:

1. To request a timeout or substitution during a dead ball

2. To confer with officials during specifically requested timeouts

3. As provided in Rule 12-2-5, items a – e.

Conduct cards issued for unsporting conduct DO carry over from set to set throughout the match. Make sure any conduct cards issued are recorded in the Comment section of the scorebook. Remember, the R1 needs to issue all conduct cards. When the R2 sees or hears an action or response that necessitates a card, he/she shall move to the offending team’s side of the net and take a few steps onto the court toward the R1. The second referee holds the card(s) in the middle of his/her chest and indicates verbally the number of the offending player(s) or coach. It is the responsibility of the R1 to immediately administer any card(s) requested by the second referee. Demonstrate the procedure for issuing a red/yellow card.

CLUB_________________________________________ DATE_________________________________ Overlapping Lesson: Player alignment occurs when all players, except the server, are in proper position within the team’s playing area when the ball is contacted for the serve. Players may have any part of the body on the boundary line, but, (except for the server), no part of the body shall be touching the floor outside those lines at the moment the ball is contacted for serve. Each right-side player shall have at least one foot closer to the right sideline than both feet of the center player in the corresponding row (except the server and the center back of the serving team.) Each left-side player shall have at least part of one foot closer to the left sideline than both feet of the center player in the corresponding row. Each front-row player shall have at least part of one foot closer to the center line than both feet of the corresponding back row player. The important point to remember when watching for overlapping is the position of ADJACENT players, side-to-side and back-to-front. An official must consider only the foot touching the floor when judging an overlap.

Red Box indicates setter position. If overlapping is present, explain. If it is legal, explain possible overlaps

to be aware of.

Review Your Group’s Season

a. What issues does your group believe are important universal issues that need to

be addressed by all officials’ pools throughout the state? Please send these items to Kip Ryan at the MHSA office so they may possibly be included for rules clinics and for study clubs.

b. Discuss potential MOA Hall of Fame candidates in your area. Application forms are

available from your regional director, on the MOA Central Hub at https://moa.arbitersports.com/front/106278/Site, or from the MOA/MHSA office.

c. Discuss your methods of evaluating and retaining fellow MOA members. Are the

methods working properly and positively? Should you start a method if you’re not evaluating at the present time? These evaluation procedures are especially important to review and discuss because of the process for selecting tournament officials and because the rankings/ratings of each pool is used to help determine selection.

Do these methods work for “upgrading”? Are they fair to all of your levels? Are you allowing anybody to upgrade? Are your methods for not allowing an upgrade fair?

d. For everyone’s benefit, review dues deadlines and upgrading procedures/requirements.

Be aware of the importance of notifying the MOA office of address changes. Know the “dues due” date.

e. You have an obligation to read the MOA Handbook. All officials should be aware of the

governing body’s rules and regulations. Any changes you’d like to see should be directed to your regional director for the council’s meeting in December.

f. The NFHS rule change proposals if any by your pool is due by November 15. The

Federation has implemented a new electronic proposal form (all new rule proposals should be submitted electronically to NFHS http://www.nfhs.org/rulechangeproposal)

g. Be sure to submit your rule change proposals earlier, so MHSA can look those over and

have the suggested rule change OK by the deadline. The Federation will not accept any proposal after the deadline.

h. Take time to discuss your pool’s assignment practices. Is your method fair to all

involved? What areas may need some improvement or change in relation to assignment of officials?

i. Are there any items, issues, clarifications that possibly would benefit all officials by putting

it in our official’s publication, The Official Word?
