Participants include the specific rental car company, design architect, construction contractor, and staff. These meetings are underway and are expected to be completed by mid-September. The results of these inspection meetings will be utilized to develop firm cost estimates for the responsible parties.
Working with car rental agencies, consultants and construction contractors to identify remediation solutions and cost responsibilities.

Currently this project is in the preliminary planning phase, sorting out potential options for connectivity and development that are compatible with the Master Plan. As part of the planning process, the expansion of T4 was included in the project to improve the level of service of facilities in Concourse H, which would also include enclosing the in-line baggage area. The concept was presented to the MII at the 8/1/07 monthly meeting.
This will allow the connection of Concourses F&H, accommodates the growth of Spirit Airlines.

Status of Aviation Projects Funded with 2004 Bond Proceeds
1. Exit Roadways – June 12th report to the Board, recommending that the selection of a design-build contractor not be initiated until the Board’s decision on the Master Plan is made. (Project 3760)
2. Pedestrian Bridges – June 18th report to the Board, recommending suspension of
further efforts necessary to begin construction of the 3 pedestrian bridges until the Board’s Master Plan decision is known. (Project 3721)
3. Terminal 4 Renovations – Phase 1A construction is completed. A GMP Addendum
for $22.6 million, and with a completion date of October 2008, for the Phase 1B and Phase 1C work was approved April 17th. (Project 3740)
4. Addition of floors 8 & 9 to RAC – project completed and closed out.
5. Runway Implementation Plan Initiatives – this includes the DEIS, Part 150 and
Master Plan by FAA, Landrum and Brown, and Jacob’s Consultancy.
6. Repair or Replacement of Rooftop Air Handling Equipment – The air conditioning equipment replacement work is completed. Bids for replacement of roofs were opened in June and are pending direction resulting from a recent litigation affecting the procurement process. (Project 3754).
The replacement of escalators in T2 and T3 has been designed and is in permitting. Will be competitively bid for contract award in 3rd quarter of FY 2008. (Project 3755)
7. Security Enhancements – Construction of Phase I, CCTV, for $1.5 million is
complete. (Project 3656)
8. Long Term Sanitary Sewer (Force Main) Lift and Pump Stations – project is complete and total project cost is $4 million. (Project 3660)
9. Pay on Foot and Upgraded Parking Revenue Systems - $6 million construction
contract scheduled to be completed in September, 2007. (Project 3788)
10. Airport Signage Master Plan – The RLI will be revised to incorporate Board policy direction for County Disadvantage Business participation and re-advertised.

PROJECT TITLE: Long Term Sanitary Sewer-Force Main
Brief Description of Project:
The Long Term Sanitary Sewer (Force main) project is divided into two
phases: Phase I (Segment A) and Phase II (Segment B). Phase I is
complete. Phase II includes the construction of a new 16 inch force
main, from the new 8 inch force main completed in Phase I. The force
main runs south along Perimeter Road proceeding west along
Perimeter Road to Pump Station (PS) 310. In Phase II, after the 16 inch force main is
put into service, the pumps in PS 31A-1R will be reversed. This will
direct flows away from the existing 8 inch force main across the airfield.
The valve will be turned off and utilized only as a backup for the new 16
inch force main. This is done by closing the valve to the southerly
extent of the 8 inch force main constructed in Phase I. This will bypass
PS 31A with the flows from the expanded Terminal 1 and the Rental
Car Center.

PROJECT TITLE: Pedestrian Bridges
Brief Description of Project:
This project provides for the construction of new, climate controlled pedestrian bridges linking the Palm and Hibiscus
parking garages to Terminals 2, 3 and 4. All pedestrians accessing the garages at terminal roadway crosswalks will be
restricted, thereby removing pedestrian/vehicle safety conflicts and congestion that currently occurs on the terminal
roadways. Expanded vertical transportation elements will be incorporated at the terminals and parking garages to
accommodate anticipated pedestrian demand. The pedestrian bridges will also distribute parking more evenly between
the garages as facilitated by a vehicular bridge crossover that will link the Palm and Hibiscus garages. The project will
also make provisions for a proposed landside Automated People Mover (APM) system currently under study.
The Phase 1 early construction incorporates the relocation of the existing Revenue Control Plaza and Parking
Administration Office, including the vehicular bridge crossover associated with the Pedestrian Bridges operation. The
Phase 2 construction includes new pedestrian bridges at Terminals 2, 3 and 4.

PROJECT TITLE: Terminal 4 Development
Brief Description of Project:
The project has been divided into two phases, 1A and 1B. In recognition of an increased expansion of international
flights, Phase 1A was an expedited design and construction to accomplish an acceptable level of passenger processing
through customs and immigration by February 13, 2005. Phase 1A also included construction of a facility to house
Transportation Security Administration (TSA) screening machines for rechecked bags from international arriving
passengers connecting to domestic flights.
Phase 1B follows Phase 1A to accomplish the overall intent of the program. This project involves new Explosive Device
System (EDS) machines, baggage belts and carousels for improved TSA screening. It also includes 11 new ticket
counters with associated Airport Ticket Office (ATO) space, and expanded Customs and FIS areas with a new vertical
circulation corridor constructed to the east of the existing building. Phase 1B was dependent upon the temporary
relocation of BCAD offices from Terminal 4 to the South Economy lot in March 2006.

A motion to approve the remaining funding for the GMP addendum was approved June
25, 2007 (Item 61) by the Broward Board of County Commissioners.
The Purchase Order was issued to the contractor for the remaining funding for the
GMP addendum on June 20, 2007.
An Administrative Notice to Proceed was issued to the contractor on June 27, 2007,
to allow Skanska to continue administrative work for subcontract awards, permits and
other paperwork. It was agreed on June 25, 2007, that Skanska would provide the
Project Schedule within 10 days and complete the award of the necessary
subcontracts for the commencement of the work in an expeditious manner within a
reasonable amount of time but no later than 60 calendar days from June 25, 2007.
The Second Notice to Proceed will be issued upon the receipt of necessary permits
and other documents from the contractor that will begin the time for the completion of

07/27/2007 6/19/07 - In accordance with the Migratory Bird Nest Permit #WN07067 Burrowing Owl Nests
were removed to allow the excavation of storm water management ponds to continue. The
removal of an additional nest is still pending.
7/9/07 - After developing Environmental Monitoring procedures, the Contractor was released to
continue the installation of the 66" pipes connecting the north airfield drainage with the storm
water management retention pond.
7/11/07 - The Contractor initiated the second stage representing 20% of the asphalt concrete
placement operations to construct Taxiway "C" (Sta. 12+50 to Sta. 24+00), for a total completion
to date of 40% of the Taxiway "C" pavement.
7/11/07 - To meet existing Runway 27L aircraft demand capacity, the Contractor was directed to
enlarge the west Taxiway "C" pavement tie-in. This will allow the new Taxiway "C" / "B"
connector to operate similar to the existing Holding Bay.
7/18/07 - In compliance with the Environmental Dewatering Permit issued by Broward County
Environmental Protection Department (EPD), the installation of the 66" pipes for the north
drainage system was ceased until an engineered solution to treat the confirmed contaminated
ground water is approved by EPD.
7/29/07 - After extensive coordination with BCAD Operations and the FAA, the 72-hour closure of
Runway 9R/27L was initiated for the crossing of the stormwater pipes system.

07/27/2007 On June 21, 2007, the cutover for the new Terminal 3 North Baggage Screening Facility occurred.
TSA began operations in the new facility.
The CTX 2500 in the north end of Terminal 3 in the ticketing area was decommissioned and
removed to storage.
The two CTX 5500 in the north end of the Terminal 3 Ticketing Area were removed from the lobby
area and relocated to the Terminal 2 TSA Baggage Screening Area and put into operation.
On July 19, 2007, the first cutover for the new Terminal 3 South Baggage Screening Facility
occurred. TSA began split operations in Terminal 3 South. USA 3000 and United baggage
abandoned screening operations in the ticketing lobby at the south end of Terminal 3.

PROJECT TITLE: Automated People Mover & Intermodal Center
Brief Description of Project:
The first phase of the project concluded with a financial feasibility report for an
Automated People Mover (APM) and Intermodal Center (IMC) and
a draft Memorandum of Understanding (MOU) between FDOT and Broward County
for the use of land in the interior circle of the Task 2 Roads for the IMC.
The second phase of the project is the Project, Development and
Environmental (PD&E) Study. The objective of the PD&E Study is to
develop engineering and environmental data and document this
information to aid Broward County in determining the type, design and
location of the proposed APM and IMC, as well as the impacts
associated with the proposed alternatives. The PD&E Study will
incorporate all of the requirements of the National Environmental Policy
Act (NEPA) and will lead to conceptual Location and Design
Acceptance of the locally preferred alternative, as approved by the
County Commission, and is anticipated to conclude with a Finding of No Significant
Impacts (FONSI) by the sponsoring Federal agency, which will make
the project eligible for Federal funding.

PROJECT TITLE: Concourse A
Brief Description of Project:
Design and construction of a five-gate concourse, east of Concourse B
and associated taxiway aprons. There are two parts to this project.
The first part is the analysis of the Taxi Lane T, Taxiway B and access to
runway 9L/27R from Concourses A and B. It includes the coordinated
movement with other aircraft using this system in a safe and efficient
manner. This analysis will include a study of the visibility of this system
from the Control Tower. It also includes determination of the need and
location of a Ramp Control Tower.
The second part is the planning, programming and provision of project
management; architectural, engineering and other design related
services for the apron, taxi lane, taxiway configuration; and the
elevated Connector from Terminal 1/Concourse B, to and including,
Concourse A. This will be determined from the planning in the first part,
and will need approval by BCAD, FAA and the airlines. This part of the
project will include two basic alternatives: the Connector and
Concourse without any provision for a Group Check-in Facility, or the
Connector and Concourse with the provision for a Group Check-in
Facility.

Brief Description of Project:
The project is for the development of airfield capacity enhancements at Fort Lauderdale-Hollywood International Airport
including, but not limited to, high-speed taxiway exits, Taxiway "C" extension, and modifications to existing lighting,
avionics, and other airfield components. The primary emphasis will be on the north side of the airfield, specifically

Brief Description of Project:
The Sprinkler Additions - Palm and Hibiscus Garages project involves the modernization and addition to the existing fire
protection systems, as required by the Office of the Fire Marshall. A complete fire alarm and fire sprinkler system will be
placed in the Palm Garage utilizing the existing capacity of the Hibiscus Garage fire pump. The existing Hibiscus

modifications. With a detailed Design Criteria package prepared by Singer Architects, further fire protection will

PROJECT TITLE: HWO Administration Facilities Airfield Access Road at North Perry Airport
Brief Description of Project:
The work can be generally described as the Administration Facilities Access Road at the North Perry Airport. The
Broward County Aviation Department is constructing a paved access road from the new Administration building to the
airfield to facilitate prompt access by Operations and Maintenance to the airfield. The road shall extend from the new
maintenance building site and then turn south stopping at the north end of Taxiway “D”. This road will not restrict any
future development along the fence line. The access road shall be 20-foot wide constructed of compacted lime rock base
with an asphalt surface in order to connect Taxiway “D” and the Administration Facilities. The design includes paving,
grading, drainage, marking and signage are included in this project. The project shall be designed in accordance with the
“Minimum Construction Standards Applicable to Public Rights-of-Way Under County Jurisdiction” set out in the Broward
County Administrative Code and applicable FAA Advisory Circulars.

PROJECT TITLE: Replacement of Sliding Doors & Vestibule Tiles-T2,T3 & T4
Brief Description of Project:
The exterior vestibule floor tile located outside of the terminal entrance/exit doorways at the arrival and departure levels of
Terminals 2, 3 and 4 at the Fort Lauderdale/Hollywood International Airport needs to be replaced. These tiles are old and
beginning to crack and fade over years of use. The 90% design/build documents (provided by DMJM) show tiles being
replaced with a center motif artwork tiles (designed by Art in Public Places, Pam Beyette Artist) with compliment field
tiles for each of the three terminals.
There are fifty-two (52) sliding glass doors located at terminals entrances/exits at the arrival and departure level of
Terminals 2, 3 and 4 at the Fort Lauderdale/Hollywood International Airport that need to be replaced. The 90%
design/build documents (provided by DMJM) show replacement of one set of doors that separate the terminal area from
the stair vestibule and the second set of doors that separate the stair vestibule from the building exterior.

07/24/2007 1. NTP was issued on December 29, 2006. Project is broken into three (3) packages: (a)
Package 1 is the Taxiways Rehab (b) Package 2 is the Ramp Rehab and (c) Package 3 is the
Transportation package for the acquisition of the buses to support the construction during gate
closures.
2. Invoice # 1 has been paid in the amount $71,579.23 for Package 1 -- milestone is Program
Verification
3. Invoice #2 is being processed for optional services and reimbursable in the amount of
$12,950.05
4. Invoice # 3 has been received.
5. Invoice # 3 has been processed for $103,063.01 on 7/6/07 -- milestone is schematic design
for package 1 and 50% completion for Program Verification for Package 2.
6. Invoice # 4 was received on 6/25/07 for $48,145.93 -- completion of schematic design for
package 2.
7. Invoice # 4 was approved for payment and submitted to Contract Administrator.

06/18/2007 Bid was delayed approximently 15 months while the CAF 170 contract form was rewritten. Bids
have now been received, and award of this project to Weekley Asphalt in the amount of
$610,932.20 is scheduled for Board action after the Summer recess.
06/19/2007 Due to legal actions, the SBDD goal setting process is being reviewed. New language will be
created. This will cause this project to be re-bid and delay the project. Currently, we are awaiting
direction from Purchasing once the County Attorney makes a decision.
