1.0 Monthly Report Overview

This report1 provides the monthly update on the following projects associated with the Muskrat Falls development:

the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls hydroelectric generating facility);

two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and

the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls and Soldiers Pond (the Labrador-Island Transmission Link).

The report includes details on construction and procurement activities, construction costs, safety and environmental activities, and details on stakeholder and community consultation and engagement initiatives during the reporting period. The report also provides detailed statistical tables summarizing employment and expenditure benefits generated from the Muskrat Falls development.

This report covers the activities for the month of March 2014. Construction work during this period primarily took place in Labrador at the south side of the Muskrat Falls hydroelectric generating facility (including reservoir clearing), at Shoal Cove and Forteau Point in the Strait of Belle Isle (SOBI), along the transmission right-of-way clearing between Muskrat Falls and Churchill Falls, and at the Churchill Falls plant, as well as Engineering and Design and Project Management activities, which occurred primarily in St. John’s.

2.0 Highlights this Month

Highlights during the month of March include:

LCP completed drilling of the second horizontal directional drill hole in Shoal Cove for the SOBI marine cable crossing.

Members of the Lower Churchill Project team held employment sessions in Happy Valley-Goose Bay and Labrador West on March 26 and 27, respectively. Approximately 100 people attended the session in Happy Valley-Goose Bay and approximately 200 people attended the session in Labrador West.

LCP, in partnership with the Women in Resource Development Corporation (WRDC), launched the Women Can poster campaign. The series highlights the achievements of Newfoundland and Labrador women in trades and technology who are working on the Muskrat Falls construction site.

3.0 Construction Update

3.1 Muskrat Falls Hydroelectric Generating Facility

Astaldi Canada, the main civil contractor for the powerhouse and spillway, continued with mobilization and set up of offices and facilities at the contractors’ lay down area. Foundation preparation for both tower crane bases was underway during the month at the spillway, and foundation preparation at the powerhouse and intake was ongoing. Mobilization of the aggregate crushing and screening plant also continued throughout the month.

Work by Andritz Hydro Canada for the design and manufacturing of the turbines and generators is proceeding on schedule. The first runner hubs and blades for the turbines are in the final inspection process.

Occupation of the new 1,500-person camp at Muskrat Falls continued to grow throughout the month. Construction of the kitchen and dining complex is nearing completion, and commissioning is currently underway. A new kitchen and dining area will open in May, followed by the recreation facilities in the coming months.

3.2 Labrador Transmission Assets

The Labrador marshalling yard near the Muskrat Falls hydroelectric generation site is fully operational and work is ongoing. The yard is holding materials for the HVac transmission line including steel towers, foundations, hardware, guy wire and conductor.

Clearing for the HVac right of way (ROW) is proceeding by Johnson’s Construction with a forecast to complete the clearing work for the line by late summer. Valard, the company awarded the contract for the construction of the 250 km HVac transmission line between Muskrat Falls and Churchill Falls, is in the process of setting up its camp and will commence major construction activities on the transmission line in May 2014.

3.3 Labrador-Island Transmission Link

Construction of the Strait of Belle Isle (SOBI) marine cable crossing is progressing as planned at Shoal Cove, on the Newfoundland side of the SOBI crossing. Horizontal directional drilling of the first hole was completed in January, and the second one successfully completed in March. Drilling of the third and final hole is scheduled to commence this spring. Preparation of the horizontal directional drilling site at Forteau Point on the Labrador side of the crossing, is nearing completion.

Manufacturing of the submarine cable in Japan is progressing as planned.

Preparations are underway for mobilization of the site preparation contractor for the Soldier’s Pond switchyard and converter station. Mobilization of the contractor and equipment to the site is planned for April.

4.0 Procurement

Detailed information on procurement activities during the month is provided in Section 11.2 of this report and includes listings of contracts awarded during the reporting period, as well as issued and upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages awarded since Project Sanction.

The following is a description of some of the key contract packages that were awarded by project component in March 2014. Information on forecasted, issued and awarded contracts is also available on the LCP project website at: https://muskratfalls.nalcorenergy.com/procurement/.

4.1 Muskrat Falls Hydroelectric Generating Facility

The contract for ground transportation of personnel to/from Happy Valley-Goose Bay airport to the accommodations complex at the Muskrat Falls construction site and transportation of personnel to/ from Happy Valley-Goose Bay. This contract was awarded to an Innu joint venture, PENCAL Supplies Ltd. & SBH Enterprises Inc.

There are several major construction contracts for the Muskrat Falls hydroelectric generating facility that are pending award.

4.2 Labrador Transmission Assets

There were no material contracts awarded in March.

4.3 Labrador-Island Transmission Link

The contract for subsea rock protection design, supply and installation was awarded in March to Tideway (Luxembourg) S.A. This work includes the design of a rock berm for protection of the submarine cables in the Strait of Belle Isle, the supply of rock for the berm, and the placement of rock along the installed cable on the seabed.

There are several major construction contracts for the Labrador-Island Transmission Link pending award. Construction activities for work in progress remain in the early stages.

5.0 Construction Cost Summary

The projects were sanctioned in December 2012 with direct capital cost of $6.2 billion plus financing costs to be capitalized during the period up to in-service. In determining the least-cost option to meet the province’s future energy needs, $6.2 billion in direct capital costs and estimates for all financing and operating costs were incorporated into the economic analysis.

5.1 Monthly Expenditure Overview

Total expenditures for the Muskrat Falls Project were over $67 million in March 2014. This includes over $35 million to Newfoundland and Labrador businesses, representing 53 per cent of all project expenditures for the month.

Over $9 million of the total expenditures were spent on Labrador businesses, representing about 14 per cent of total project expenditures during the month.

Detailed expenditure information is provided in Section 11.1 of this report.

6.0 Safety and Environment

6.1 Safety

The Safety Incentive Program Standard was approved for implementation at all work sites and a Health and Safety Performance Recognition Program was developed and approved for implementation at all construction work sites. The program is designed to promote the importance of maintaining a strong safety culture, the project's values, and health and safety performance expectations. Performance incentives will be put in place to encourage the recognition of team members for their positive contributions and exhibited behaviors in support of the project's safety culture and to encourage others to participate.

The Lower Churchill Project office in St. John’s held two safety-focused lunch-and-learn sessions during the month of March, including defensive driving and fire prevention.

BeSafe Training sessions continued at the St. John's project office. BeSafe training sessions commenced for all project team members in February and will continue until all team members have participated. BeSafe is a behavior-based safety program designed to develop skills in employees so they can have respectful safety discussions with others. It is part of a corporate safety culture initiative aimed at strengthening personal responsibility for safety and provides a standard conversational structure with which respectful discussions can occur around positive safety behaviours or potentially unsafe behaviours.

6.2 Environment

In March, several environmental management reports were completed including:

the Historic Resources Report was completed for the island portion of the province,

the 2013 Fish Habitat Compensation Program (FHCP) report and the 2013 Environmental Effects Monitoring (EEM) report were submitted to the Department of Fisheries and Oceans.

The project obtained Navigable Waters Protection Act authorizations from Transport Canada for the Muskrat Falls hydroelectric generating facility, reservoir and reservoir preparation docking facility.

7.0 Employment, Benefits and Community Engagement

This section provides information on employment benefits generated during the month as well as details on some of the community consultation and engagement activities undertaken during the month. Some of these activities are part of commitments made by LCP through the Benefits Strategy with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender Equity and Diversity Program, in addition to provincial and federal environmental regulatory commitments.

7.1 Employment Highlights

Following is the employment information for the projects in March 2014. Detailed employment information and statistics are outlined in Section 10.

In March, over 280,000 hours were worked by 1,668 individuals on the projects, including over 210,000 hours of work in Labrador.

In March, there were 1,171 people working in Labrador, of whom 494 were Labrador residents (about 42 per cent). Of these 494 Labrador residents, 260 self-identified themselves as a member of a Labrador Aboriginal group (about 53 per cent). Another 3 Labrador residents were employed on the island portion of the province.

During the month of March, 1,405 residents of Newfoundland and Labrador were employed on the projects, representing 84 per cent of the total persons employed.

7.2 Recruitment Activities

Nalcor hosted public employment information sessions in Happy Valley-Goose Bay and Labrador West on March 26 and 27, respectively. Gilbert Bennett, Vice President Lower Churchill Project, delivered a presentation highlighting the project construction sequence, types of trades required, the timing and duration of these trades, the importance of fully completing a profile on the muskratfallsjobs.com employment database, and what to expect if hired for work on the project. Project team members, contractors and representatives from Women’s Resource Development Corporation (WRDC) and Labrador Aboriginal Training Partnership (LATP) were also available to answer questions about the Project and provide information on training opportunities. Approximately 100 people attended the Happy Valley-Goose Bay session and approximately 200 people attended the Labrador West session.

Nalcor also partnered with the College of the North Atlantic (CNA) to host similar information sessions for students at the Happy Valley-Goose Bay Campus and Labrador West Campus on March 26 and 27, respectively. Gilbert Bennett talked to students about the project construction sequence, types of trades required, the timing and duration of these trades, apprenticeship program, how to get hired, what to expect when working on site and workplace polices.

In conjunction with the employment session, the project team also released a step-by-step brochure guide to using the muskratfallsjobs.com online database, explaining how to establish and update an online employment profile in detail.

During March, employers working on the projects conducted 2,000 searches on the muskratfallsjobs.com online database seeking potential workers for the project. The number of candidate profiles in the employment database grew to over 18,500 by the end of March.

7.3 Training and Development

7.3.1 Construction Safety Training

To promote training and employment and help improve the employability of Innu Nation members, Nalcor has been delivering safety training to selected Innu participants from Natuashish and Sheshatshiu. Nalcor will continue to offer construction safety training to Innu participants seeking employment on the Muskrat Falls Project. Delivery of the programs will be based on availability of project trainers and is targeted for spring 2014.

In March, Innu DMC and Dexter Institute conducted two safety training sessions. In total, 33 Innu took part in the two-week training programs, including 20 people from Natuashish and 13 from Sheshatshiu. The following safety training certificates were offered: fall protection, powerline hazards, traffic control, WHMIS, standard and emergency first-aid and confined space.

7.3.2 Skills Development

Nalcor finalized plans for an upcoming one-week safety certifications training program for Labrador women to be held in Happy Valley-Goose Bay and Labrador West in May and delivered by Nalcor training personnel. Nalcor is working closely with WRDC and CNA on this initiative.

7.3.3 Innu Cultural Awareness Training

To ensure a safe and respectful workplace, all workers complete mandatory training in cultural awareness and gender sensitivity, diversity, equity, respectful workplace and inclusion. To ensure all workers on the Muskrat Falls site have a better understanding of the Innu culture, training is developed and delivered by a qualified Innu business from Sheshatshiu, with a program that was created specifically to meet LCP requirements. This training is mandatory for all employees and workers.

In March, a total of 295 people received training, bringing the total number of people trained to date to 2,271 people. Cultural awareness training is incorporated into the LCP and site orientation sessions.

7.3.4 Innu Workplace Orientation

A workplace orientation was developed specifically for Innu workers to ensure they fully understand how a construction project works and corporate standards, policies, procedures and site rules. The purpose of the initiative was aimed at retaining existing Innu workers as well as preparing potential Innu workers for employment on the project. Sessions began in January of this year with additional sessions for potential employees participating in LATP sponsored programs scheduled to begin in March 2014.

7.3.5 Labrador Aboriginal Training Partnership Support (LATP)

In preparation for upcoming targeted training initiatives, the LATP confirmed the schedule for the following programs to begin in April: Rebar Workers, Tower Steel Assembly, Construction Craft Worker (Concrete), Truck Driver, Safety Certifications and Scaffolding. These programs will be offered in Happy Valley-Goose Bay and other Labrador locations.

Members of LCP’s benefits team assisted approximately 17 individuals from the community of Sheshatshiu with developing and updating their resumes. This was offered through an open invitation for anyone in the community to come and enhance their knowledge of potential employment opportunities and strategies for achieving employment.

LCP staff also aided representatives from CNA in conducting interviews for Innu individuals who had applied for rebar training. Two applicants were interviewed and accepted into the program. The assistance that was provided included: audio and visual aids on computer to demonstrate the type of training that was being offered, translation for uncommon English language words used during the interview, and general enhancement of comfort level of interviewee.

7.4 Gender Equity and Diversity

7.4.1 Women and Aboriginal Employment

In March, 289 women were working on all project components, comprising about 17 per cent of the total workforce. Of these, 99 were working in construction, 36 in engineering, 83 in project management, and 71 in project support. Of the 289 women working on the project, 264 of these women are Newfoundland and Labrador residents, and 112 of these women are residents of Labrador.

7.4.2 Gender Equity and Diversity Program

Following job information sessions in Happy Valley-Goose Bay and Labrador West, LCP’s benefits team participated in a number of employment and training related meetings with individuals seeking work on the Project.

Planning for focus groups exploring employment strategies for women from coastal communities is underway for April.

Nalcor and the provincial department of Advanced Education and Skills (AES) also began planning information sessions with AES officials to provide training to AES staff on assisting job-seeking individuals who are looking for employment at Muskrat Falls.

7.4.3 Women and Unions

During the month of March, the Benefits team provided an overview of the project’s gender equity and diversity goals, as defined in the Gender Equity and Diversity Program, to unions representing workers throughout the project.

7.4.4 Promoting Women in Trades on the Lower Churchill Project

LCP, in partnership with WRDC, rolled out the Women Can campaign. The poster series highlights the achievements of Newfoundland and Labrador women in trades and technology who are working on the Muskrat Falls construction site. A total of 27 women were interviewed and photographed for a recruitment package to encourage more women to seek employment on the project. The poster series was unveiled at the CNA Happy Valley-Goose Bay campus in late March.

Profiles of women working on the project will also be created to help encourage more women to participate in the project.

7.5 Labrador Innu Initiatives

7.5.1 Impacts and Benefits Agreement (IBA) Implementation Activities

The joint Innu Nation-Nalcor Tshiashkueish (IBA Implementation) Committee met March 10, 2014, to review current IBA implementation topics and plan for priority activities to be undertaken in the next couple of months.

7.5.2 Procurement

PENCAL Supplies Ltd. & SBH Enterprises Inc. was awarded the contract for ground transportation of personnel to/from Happy Valley-Goose Bay airport to the accommodations complex at the Muskrat Falls construction site and transportation of personnel to/from Happy Valley-Goose Bay. This contract was awarded to an Innu business joint venture in accordance with the process prescribed in the Innu IBA.

7.6 Community Engagement

7.6.1 Business Development

On March 20, 2014, LCP presented at the Qalipu Business Forum in Gander. LCP’s Ken Sparkes, Clearing and Access Manager for transmission line work, provided project procurement information to approximately 50 participants. The presentation detailed contract and sub-contract opportunities, with a focus on remaining packages, specifically for construction of the Labrador-Island Transmission Link.

7.6.2 Community Presentations

On March 18, 2014, Marion Organ, Environmental and Regulatory Compliance Manager, provided an overview of environmental management for the Muskrat Falls Project at the Newfoundland and Labrador Environmental Industry Association (NEIA) annual general meeting. The meeting was held in St. John's and was well attended by NEIA membership. The presentation provided an update on the Project, a review of the environmental assessment processes for the generation and transmission components, and an overview of the environmental programs and systems in place to ensure the Project's commitments and regulatory requirements are met.

On March 25, 2014, the Upper Lake Melville Community Liaison Committee (CLC) met for its quarterly meeting. Gilbert Bennett, Vice President, Lower Churchill Project, was a guest presenter at the meeting and provided members with a project update, employment information, and discussed community questions and concerns, such as hiring, work term placement for students, housing, camp, and community investment.

On March 26, 2014, Gilbert Bennett spoke with members of the Rotary Club of Happy Valley-Goose Bay. He provided a project update and answered questions about project construction, procurement and employment. Rotary Club is made up of approximately 45 business and community leaders from Happy Valley - Goose Bay.

7.6.3 Public Inquiries

LCP has established multiple venues for members of the public to ask questions, seek employment information, and get details about the Muskrat Falls development. LCP has a website for people to apply for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction

activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free number or email or by dropping into the project office in Happy Valley-Goose Bay.

During the month, LCP employees in Happy Valley-Goose Bay met face-to-face with more than 100 people, in addition to answering over 300 inquiries. The majority of inquiries during the month were regarding employment opportunities with the project.

7.7 Community Investment

LCP is committed to giving back to the communities in which it operates and where its workers live. As part of the corporate community investment program, LCP makes investments in Labrador to help ensure Labrador-based organizations and events remain vibrant and have a positive impact on the community overall. The following are some of the initiatives supported in March. LCP was recognized at a public celebration hosted by the Canadian Cancer Society for its contribution to Hope Air. Nalcor contributed $2500 to this initiative which purchases plane tickets for cancer patients from Labrador who need to travel outside the region for treatment.

LCP partnered with the Newfoundland and Labrador Housing and Homelessness Network in promoting and sponsoring the annual community pancake breakfast to raise funds to combat homelessness in Labrador. LCP’s donation to the initiative this year was $500.

In addition to investments made to charity organizations in Labrador, LCP held its own event to recognize the contributions made by those working on the Muskrat Falls Project. On March 18, 2014, LCP launched Companies that Care Day at several Muskrat Falls sites in Labrador. Companies that Care Day is an annual national event that encourages employers to highlight and expand their employee and community initiatives, and recognize the people who make their companies successful. The philosophy behind Care Days is, “If we all do a little, we can truly accomplish a lot.”

During the event, the LCP team, contractors, subcontractors and workers, gathered in the Muskrat Falls camp dining room to recognize the day. The event also raised $467 for the Labrador Branch of the Coalition of Disabilities. Lorie O’Halloran, LCP Communications Coordinator in Happy Valley-Goose Bay, coordinated three celebrations in Labrador which were held at the Marshalling Yard, Muskrat Falls Camp, and the Muskrat Falls company laydown area.

11.0 Expenditures and Procurement

Expenditures are captured through direct enter of expenditure breakdowns by contractors which enter directly into the benefits system. For all other contractors, a listing of payments approved during the month from the project’s financial accounting system is used. In all cases, expenditure totals are those that are approved for payment during the month.
