ENROLLMENT ACTIVITY AND NEWS – JANUARY 2013

January ended with enrollment at 27.1 million acres, unchanged from December. Enrollment authority, which had expired September 30, 2012, was restored in January 2013 by the American

Taxpayer Relief Act of 2012.

FY 2012 continuous signup (#42) added 6,000 acres in January and now totals 623,000 acres, including approximately 332,000 re-enrolled acres and 291,000 “new” acres. These lands are under contracts approved before September 30, 2012, but may not have been loaded into the CRP database until later.

A continuous signup initiative, announced in February 2012, will target enrollment of 750,000 acres of cropland with erodibility index rating of 20 or more. Signup began July 23, and 43,660 acres have been recorded so far.

Another continuous signup initiative, announced in March 2012, added 1,000,000 acres to be allocated among various wildlife and wetland initiatives, including 400,000 additional acres of State Acres for Wildlife Enhancement (SAFE) and a new 100,000-acre pollinator habitat initiative. Under the pollinator habitat continuous signup provisions, 861 acres have been enrolled.

A total of 1,840,000 acres are enrolled in initiatives, out of the currently allocated 4,350,000 acres.

General Signup. Producers with eligible lands compete nationally for acceptance based on an environmental benefits index (EBI) during specified enrollment periods. Producers may submit offers below soil-specific maximum rental rates and select wildlife-enhancing vegetative covers to increase EBI ranking. Continuous (Non-CREP) Sign-up. Producers with eligible lands may enroll certain high priority conservation practices, such as filter strips, riparian buffers, and wetlands at any time during the year without competition. In addition to annual soil rental payment and cost-share assistance, many practices are eligible for additional annual and one-time up-front financial incentives. Lands enrolled under various initiatives are included in this category. Conservation Reserve Enhancement Program (CREP). Under CREP agreements, Federal/State partnerships, implement projects designed to address specific environmental objectives through targeted CRP enrollments. Sign-up is held on a continuous basis, general sign-up practices may be included, and additional financial incentives are generally provided. Currently, there are 45 agreements in 33 States. Farmable Wetland Program (FWP). Producers enroll small non-flood plain wetlands, and new practices added by the 2008 Farm Bill, under modified continuous sign-up provisions. The accompanying tables are based on contract data developed and maintained in CRP data files by USDA Service Centers through the end of January 2013 and are based on the physical location of the CRP contracted land. Some adjustments have been made to correct miscoded data in the active contract files.
