For almost two centuries the Monument to the Spanish Constitution of 1812 has stood in St. Augustine's Plaza of the Constitution. It was completed in January 1814 to honor the Constitution passed in Spain on March 19, 1812. In July 1814 Spain's King Fernando VII rescinded the Constitution. The St. Augustine City Council responded to the political change by removing the plaque bearing the name of the constitution. In September 1820 the king was forced to reinstate the constitution and St. Augustine's reactivated City Council re-placed the plaque of the constitution on the obelisk.. In July 1821, Florida became a territory of the United States. The U.S. Constitution replaced the Spanish Constitution. The monument, however, did not reflect the change of governments. In the fall of 1823 the King Fernando again revoked the 1812 constitution In Spain crowds ran through the streets, tearing down monuments to the Constitution of 1812, but not in St. Augustine. _______________________________________

El monumento de la Constitución Española de 1812 (La Pepa) ha estado en la Plaza de la Constitución de San Agustín, Florida por casi dos siglos. Es probable que este sea el único monumento que continúe comemorando la Constitución de 1812. El obelisco se terminó en enero de 1814. Este fue hecho para honrar la constitucion promulagada en Cádiz el 19 de marzo de 1812. En julio de 1814, el Rey Fernando VII desconoció la constitución. Como respuesta a este cambio politico, el Ayuntamiento de San Agustín, decidió quitar del monumento la placa que llevaba el nombre de la constitución. Sin embargp, en septiembre de 1820, el rey fue forzado a reestablecer la constitution, y el Ayuntamiento de San Agustin puso de nuevo la placa al monumento. En julio de 1821, la Florida Oriental pasó a ser parte del territorio de los Estados Unidos. La constitutión estadounidense reemplazó la española. Sin embargo, con el cambio de gobierno, el monumento no sufrió ningún cambio. En otoño de 1823, el rey volvió a desconocer la constitución de 1812. En España el pueblo corría por las calles destruyendo los monumentos que conmemoraban ésta constitución, pero no fue así en San Agustín.

Placa "Plaza of the Constitution, promulgated in the city of St. Augustine, in East Florida, on the 17th day of October, in the year 1812. Being then Governor the Brigadier D. Sebastian Kindalan, Knight of the Order of Santiago. The Constitutional Council has raised this monument as an everlasting memorial under the supervision of Don Fernando de la Maza Arredondo, the Younger, Dean of the Council, and Don Francisco Robira Attorney General. 1813.” A Masonic symbol can be seen at the bottom.
