    IncidentSummary: On30thMay2014, ineveninghours,NorthernGridexperienced aheavydemand crash

    from16:00hrsto19:00hrsduetorain,duststorm/thunderstorm inmainlyDelhi,UP,

    Haryana &Uttarakhand. The demand started reducing at around 16:40hrs and was

    minimalataround17:15hrs.Thehugedemandreductionresultedinawidespreadhigh

    voltagethroughoutthesystem.Thesystemfrequencyalsotouchedahighof50.65Hz

    at17:05hrs.During thisperiod68nos.AC transmission linesalongwithoneHVDCBi

    pole tripped. This incident led to load crash of about 8000MW inNorthern Region,

    including3500MWinDelhi.

    At

    around

    1640hrs,

    the

    Northern

    Region

    demand

    started

    declining

    steadily

    at

    a

    rate

    of

    ~200MW/minandreachedto32780MWat1715hrs,around8000MWlessthanthatof

    thepreviousdayDemandof same time.Delhi,UP,Haryana&Uttarakhand being the

    majorStateControlAreasinwhichthisabruptdemandreductionwasobserved.

    Thisdemandreductionalsoresultedinhighfrequencyandhighvoltageinthesystem.WeatherReport:

    AsperIMD,continuousthunderandlightning,spellofheavyrainassociatedwithwind(having

    the

    Northern

    States

    BasedontheweatherforecastandNOWCASTofIMD,alltheconstituentswerealertedaboutthelikelihoodofthestorminNorthernregion

    Actionstaken:1. AlertSMSwereissuedtoallconcernedStatesLoadDespatchcentresforbackingdown

    of generation in order to control high frequency operation besides containing over

    voltages.The backing down of generation at InterState Generating stations

    (ISGS)/RegionalEntitygeneratorswascarriedout.Thus,backingdownof theorderof

    around 2700MW was achieved in Northern region. Generation was also reduced

    throughoutthecountrytomeettheexigencies.

    2. All the constituents& generating stations cooperated to combat the situation in therealtime.

    3. Outof68linestrippedduringtheincident,49lineshavebeenrestored,includingtheHVDCline.

    4. Supplyhasbeenrestoredgraduallyinallthestates.

    5. InDelhi,therestorationoflineswastakenuponwarfootingandtopmostprioritywasaccordedforrestoringpoweremergencyservicessuchasHospitals,DelhiMetro,water

    treatmentplantsandNDMCarea.Presently,about3800MW load isbeingmetand a load

    restrictionofabout200MWisbeingexperiencedinPappankala,Gopalpur&Rohini.

    6. 2nos.of765kVandone400kV lines where therehavebeendamages to towersarebeingrestored

    POWERGRID

    2014.

    However,

    non

    availability

    of

    these

    lines

    is

    not

    affectingthepowersupplyto thestates,asalternatepathsareavailable.

    7. Honble Minister of State (Independent) reviewed the situation participated by officials ofMinistryofPowwer,Govt.ofDelhi,DTL,,DISCOMsofDelhi,CEA,POWERGRID&POSOCO.

    8. Officers of Delhi sought assistance from POWERGRID for ERS for early restoration ofthefollowing220kVlines,whichareaffectingthepowersupply

    220kVMandolaGopalpurD/c1 towers restorationby1/6/14(thruERS) 220kVBamnauliPappankalan D/c4 towers BeingsurveyedbyDTLfordeploying 220kVBawanaRohiniD/c 5towers ERSMinistryofPowerassuredallthepossiblehelptoDelhi inearlyrestorationof the linesand

    directedPOWERGRIDtoextendallcooperationinthisregard.

    9. MoSPappreciatedtheeffortsofalltheofficialsofMinistryofPower,LoadDespatchcentresandUtilities, includingofDelhi,fortimelyaction incombatingtheunexpectedsituationcausedby

    theThunderstorm.Healsosuggestedthatmoreno.ofERSsetsshouldbemaintainedbyallthe

    statesandcentralutilitiestoreducetheoutagetimeandsufferingofthepeople.

    10.MOSPalsoadvisedDelhitodisseminateinformationtopublicabouttheoutagesandlikelytimeofinterruptionstoreducetheinconveniencetothepublic.
