MAYOR'S FOREWORD
Let me start by applauding the leadership of
this Municipality, that despite the Outbreak of
Covid-19, Most of us never took a Break. As the
Mayor of this Municipality, it gives me a great
Joy to see such a Great commitment from
fellow Councillors, Magosi, and Officials which
continued to work during the National
Lockdown for the advancement of this
Municipality.
Presentation of this Newsletter comes at the
time July- , whereby we just started the August
new Financial Year. As the Municipality
despite Covid-19 we continued to work as part
of rendering services to the people. The
Municipality continued to priories rendering
Water related Project for example Pella Phase
2 Water Project SOD Turning which took place
not so long time ago.
I now present this June-August Newsletter
Edition to all our communities and say, this
Official Municipal Newsletter is aimed at
sharing information as well as to keeping our
residents informed at all times.
Thank you.
From the Administration side, it gives me great
pleasure to state that despite that this year we
worked during the Pandemic called Corona Virus
with New Normal Behaviours, However a lot has
been achieved within a short Period of time.
Firstly the Municipality complied and aligned with all
of the National Command Council as well as the
Employment/ Workplace Guidelines that had to be in
place during this difficult time.
Most of the Recent Successes
Include:
Ÿ Re-absorption of MKLM Traffic Trainees for the
period of 12 Months through an EPWP
Programme. This helped for more safety
compliance/ Visibility as well as Revenue
Enhancement.
Ÿ A lot of Vacancies were advertised recently which
were on the Pipeline for long period of time
This Newsletter is one of the platforms used to
actively allow our communities opportunity to be
updated on our municipal activities, programmes,
events, service delivery projects achieved and on
the pipelines etc.

MEC for Community Safety and Transport Management Hon. Sello Lehare embarked on Decontamination of
Mogwase Taxi Rank
Mogwase- As part of many initiatives by the government to fight against covid19, MEC H o n . S e l l o L e h a r i e m b a r k e d o n a Decontamination or Disinfection of Mogwase Taxi rank to help curb the spread of covid19 on public transport.
The MEC Hon. Sello Lehari was accompanied by Mayor Cllr Ralesole Diale, MMC for Community Services Cllr Victor Kheswa, MMC for Infrastructure and Technical Services Cllr Bushy Manganye and the Chairperson of SANTACO Mr Sebego.
When delivering the purpose of the day the MEC stated that “We are here today as Both Department of Community Safety & Transport as well as the Local Municipality to De-contaminate Mogwase Taxi Rank so as it can render safe Public Transport during Outbreak of Covid-19. MEC Lehari concluded by encouraging both taxi operators and Commuters to continue sanitizing their hands, keep social distancing and wearing their mask.
Mayor Cllr Ralesole Diale stated that, We thank the department for providing support in the fight against covid19 and to ensure that those that rely on public transport are safe, as we all know that the vast majority of our communities are relying on public transport on daily basis and therefore it is important that this taxis are safe for them said Mayor.
Celebrating the Legacy of thelate Ntate Moses Mauwane on his Birthday on the 09th August 2020
Pella Cemetery - MKLM Mayor Cllr Ralesole Diale led a
delegation comprising of Kgosi Gasebone, Representative
from Kotane Family, Acting Speaker Cllr George Moatshe,
Portfolio Head of Finance Cllr Lawrence Kapari, Manager
in the Office of Mayor Mr Motlhabane and others in
Commemoration of the late Stalwart Ntate Kotane. Rre
Moses Mauwane Kotane was born on the 09th August
1905.
The Mayor, Acting Speaker, MMC, Kgosi Gasebone and
one of the elders from Kotane Family laid a Wreath as part
of acknowledging and celebrating the legacy of Ntate
Moses Mauwane Kotane.
Delivering Short Message, Mayor Cllr Ralesole Diale
stated that as Moses Kotane Local Municipality annually
we put everything aside on our busy Schedules to come
and Honour the Legacy left by Bo Ntate Moses Kotane.
They have fought for the Democracy we are enjoying
Today.
Acting Speaker Cllr George, stated that, As the
Municipality, we are proud to continue honouring and
acknowledging Ntate Kotane legacy annually whom the
Municipality is named after Portfolio Head of Finance, Cllr
Kapari stated that he is Happy to see Ntate Kotane given
Respect deserved. Stated that, at Russia where he was
first laid to rest, in that Cemetery he was honoured. So he is
happy to see efforts done by us to Honour Ntate Kotane.
One of the Elder from Kotane Family, thanked the
Municipality from the Bottom of his heart for continuing
upholding the Legacy of Ntate Mauwane Kotane. As a
Family they are Proud to see this.
A WOMEN LED ROADBLOCK WITH #OPERATION BASADI,
WAS SUCCESSFULLY HELD
R510- A successful Multi-disciplinary Roadb lock led by Women in Law Enforcement Agencies such as Provincial Traffic, MKLM Traffic, Mogwase SAPS and SANDF saw hundreds of vehicles stopped and checked, on the R510 to ensure road safety.
Operation Basadi, was supported by the presence o f Moses Kotane Loca l Municipality Mayor Cllr Ralesole Diale who joined hands and helped conduct the successful Operation.
This comes at the right time, in which the whole of the Country is current ly celebrating Womens Month. Road users were also pleased to see continuous v is ib i l i ty of women in var ious law enforcement agencies.
Mayor Cllr Ralesole stated that, he is very much happy to see such operations which allows women to take lead as they have a role in constantly developing our Society. Women we are proud of you said Mayor Diale encouraging Women.

MPAC CONDUCTED INVESTIGATIONS
MPAC Committee led by the Charperson Cllr Thomas
Manganye embarked on a Three Days Investigations th th thprogram from the 05 , 06 and 12 August 2020,to make
assessment of UIFW on Specific identified Projects as
well make future Recommendations to the Council to
avoid re-occurrence.
Outlining the Purpose of this Three Days Program, Cllr
Thomas Manganye stated that, This is not an Ordinary
Projects Visits, this is a thorough Assessment
recommended by Auditor-General. Who advised MKLM
Council that, Assessment be conducted on some
identified Projects ranging from 2012, 2013, 2014, 2015,
2016, 2017 and 2018.
The investigation assessed the UIFW (Unauthorized,
Irregular, Fruitless & Wasteful) Expenditure guided by
MFMA.
The committee visited the following Projects:-
Ÿ Day 1: Mmatau High Mast Light.
Ÿ Day 2:Mabeeskraal Internal Road, Seshibitswe
Internal Road, Pella High Mast Lights and Tlokweng
High Mast Lights.
Ÿ Day 3: Unit 8 Internal Road, Unit 8 High Mast Lights
Projects and Unit 5 Storm Water.
The MPAC Investigations included Taking Pictures of
identified Projects, Interviews local Communities about
those projects, engaging with Tribal Office, and Taking
Video to be part of evidence Report to be Tabled to MKLM
Council with Recommendations to avoid future UIFW as
well as improving MKLM audit Opinion.
MKLM REVIVES ITS SAFE &CLEAN CITY PROGRAMME
Lerome- on the 28th August 2020, MKLM through
Department of Community Services and Department of
Infrastructure & Technical Services re-introduced the
Safe and Clean city Campaign with a goal of turning
Moses Kotane to be Clean.
This Programme was successfully launched last year
on the 29th November 2019 at Welgevaal, with the
objective of embarking on various Cleaning activities
every Fridays. MKLM partners with various
stakeholders and every Friday they Clean Moses
Kotane Areas. The Safe & Clean City Campaign was
temporarily halted by the outbreak of Coronavirus,
however with cases going down and more recoveries,
MKLM saw the need to revive back the Programme.
The Clean up program was successfully done by
Env i ronmenta l & Waste Management Un i t ,
Infrastructure & Technical officials, Ward 15 Councillor,
Community Members and Bodiredi Setshaba

Ledig, Moses Kotane Hospital - on the 28th July 2020, Mayor Cllr Ralesole Diale, Acting S p e a k e r C l l r G e o r g e M o a t s h e , C l l r Botlhokwane, Cllr Lukhele together with other Various Stakeholders I.e. MKLM Officials, SAPS, Dep of Health, Provincial Traffic joined hands and officially launched a Campaign.
Acting Speaker Cllr George Moatshe, started by rendering words of encouragement to all Health care workers who are working tirelessly providing care for the people.
Mayor Cllr Ralesole Diale, also started by sharing condolences to Health care workers who lost their lives while saving our lives. As well as sending condolences to all who lost loved ones as result of this Pandemic.
The Mayor officially launched #Support Medical Frontliners fighting against Covid-19 Campaign. He further stated that we are here to render extensive support to our Healthcare workers working day and night, taking personal risk just to Combat Covid-19 in our local Clinics, Health Centres, Hospitals. Not forgetting all Essential workers who are helping rendering various services during this time. As a Nation, we are all wounded but this too shall pass said Mayor Diale.

in partnership with Siyanda Bakgatla Platinum
Mine donated Road Safety Kit for scholar
patrol, masks and covid-19 posters to
Reoleboge Special school.
Ms Gontse Sekudu from Siyanda Bakgatla
Platinum Mine, stated that they are pleased to
be able to partner with the local Municipality
and ensure they assist local schools. She
further stated that, One of the values as the
mines, is to ensure safety hence donating this
multiple kits to Reoleboge Special School said
Ms Gontse.
Mayor Cllr Ralesole Diale, stated that he is
pleased that MKLM continues to partner with
other various stakeholders such as local Mines
to prioritize Safety. He further stated that also
as a chairperson of the Local command Team,
He would like to appeal to all communities as
well as learners returning to schools to always
abide with all Covid-19 Safety Regulations
said Mayor Diale.

effective Awareness Campaign as well as a Motorcade

The activities included Visiting various Hotspot namely
Moruleng Mall, Sunfontein Usave, Mogwase complex,
Sun Village and lastly Moses Kotane Hospital where
Mayor and acting Speaker addressed & applauded
Medical Frontliners. The activities in each Hotspot Visited
included delivery of a short Message on Precautionary
Measures of Covid-19 as well as a Motorcade or Convoy
with Lights on and Harzards.............................................
The Campaign has indeed showed that, we are all one
Government with a Common Goal of Combating and
e n d i n g C o v i d - 1 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .
Mayor Cllr Ralesole, encouraged all Communities to
abide by Covid-19 Safety Measures such as wearing
their Mask, Regularly washing Hands with Soap,
Sanitizing. And appealed to Parents that kids are busy
roaming the streets, playing soccer which may be risk in
catching this Virus. Appealed to all to Stay at Home.
Addressed Medical people that, they are acknowledged
and supported.
Acting Speaker Cllr George Moatshe, encouraged all
communities to pray daily at 12h00 and 19h00 so that this
Virus can end. Encouraged all communities to continue
abiding and implementing safety measures so as to save
lives.
MMC Cllr Lawrence Kapari, encouraged communities to
respect Lockdown regulations such as not more than 50
mourners to attend same funeral as this will contribute to
more transmission of Covid-19.

TO DONATE FOOD PARCELS DURING LOCKDOWN
Moses Kotane Local Municipality launched what is called a Food Bank and invited all stakeholders to come on board with regard to assisting families deeply affected by the National Lockdown. Food parcels were then started to be received from various good Samaritans, and were distributed across Moses Kotane areas.
Many Sectors and livelihoods have been adversely affected by the coronavirus and subsequent National Lockdown, many communities' members are experiencing additional challenges and hardships.
Not only is there a lack of food in many households, but added feelings of Anxiety also now exists. As there have been increasing appeals for donations of Food, a launched Food Bank came in very handy for various Families. Most of families who were Previously Profiled and assessed by both SASSA and Department Social Development received food parcels and thanked the paired partnerships that assisted.

On the 07th July 2020, Moses Kotane Local Municipality
led by Mayor Cllr Ralesole Diale received a donation of
approximately 295 immune booster supplements from
local Businessmen.
During winter a lot of people catches flu and colds
hence it is vital to intake our multivitamins daily which
contains vitamin A, vitamin B, Vitamin C, Vitamin D, Iron,
Zinc etc.
Your immune system consists of a complex collection of
cells that constantly defends your body against invading
pathogens, including viruses, toxins, and bacteria
hence the importance of everyone taking vitamins so as
to keep our immune system strong.
Mayor Cllr Ralesole Diale, thanked the paired Donors
who saw it befitting to donate immune boosters to our
local communities. Indeed, as the Mayor of Moses
Kotane Local Local Municipality, I would like to
encourage people that we are in winter season wherein
alot of people catches flu therefore let's take our
Vitamins said Mayor Diale. As Moses Kotane Local
Municipality, we welcomes this donation.
Mayor continues by urging all people to exercise in their
homes for atleast 30 Minutes daily, drink alot of water as
well as eat balanced diet so as to ensure we have strong
immune system.
Mr Kingsley Mmolawa stated they saw the need to
donate immune booster package comprising of energy
meal also, to Mklm communities to help fight against flu
related illnesses during the outbreak of Covid-19.
Dr Lethabo stated that, from experience, knows that...
prevention is better than cure. Would also urge people to
continue taking their medications and any other
treatments during this difficult time. We are doing this to
give back to our communities concluded Dr Lethoko.
MKLM continues to heighten rendering services to the people especially Water Projects.
Pella- on the 09th July 2020, Moses Local Municipality handed over Phase II Water Supply Project worth R21 Million Rand to benefit Ward 18 and 19 Communities. The construction period of this project is anticipated to be approximately eight (8) months.
The SOD Turning was graced by the Presence of Kgosi Gasebone, Portfoloi Head of Infrastructure Cllr Bushy Manganye, Portfoloi Head of Finance Cllr Lawrence Kapari, Ward 18 Councillor Mamiki Radiokana and Ward 19 Cllr Harry Kodongo and PMU Officials.
The project includes the construction of 21, 6KM pipeline, upgrading of the existing water treatment plant, water pressure testing, equipping and energizing of two newly boreholes, installation of 250kl elevated steel tank, communal taps, installation of air and scour valves, excavation, site clearing bedding and blanket and water pressure testing.
The project is officially handed over to the Traditional Council, however Communities were not invited to be part as usual due to Covid-19 outbreak which prohibits gathering.

The late Cllr Sipho Steven Vava was laid to rest today on the 26th May 2020 at Tlokweng. Amongst mourners who attended the funeral, there was MEC for Public Works Hon. Oagile Molapisi, Comrade Dakota Legoete, Comrade Hlomani Chauke (IPC coordinator), Executive Mayor of Bojanala District Municipality Cllr Fetsang Molosiwa, Mayor of Moses Kotane Local Municipality Cllr Ralesole Diale, Singlewhip- Cllr Maria Matshaba as well as EXCO members.
The Mayor Cllr Ralesole Diale expressed his sadness and stated that Cllr Vava will always be remembered as a dedicated, hardworking councillor especially on the issues relating to running the municipality & Compliance.
Comrade Chauke described the late Cllr Vava as a dedicated Cadre who showed good leadership qualities since his days in the ANC youth league. He further shared with mourners that the late Cllr Vava joined politics at a young age and continued to work tirelessly to improve the lives of others.
Comrade Dakota Legoete concluded by bidding farewell to Cllr Vava by sharing that due to outbreak of Covid-19, unfortunately many Comrades couldn't come to pay their last respect. As the ANC we have lost a dedicated and a humble comrade said Comrade Dakota.

Ledig - on the 31st July 2020, Various Stakeholders namely Department of Minerals Resource & Energy, Bakubung Platinum Mine, Royal Bafokeng Platinum Mine, Impala and Moses Kotane Local Municipality partnered together as part of lending a Helping Hand to Bridge of Hope Care Centre under Mr & Mrs Dube.
Mandela Day this year comes in the midst of a Covid-19 pandemic, that has hit hard worldwide not only is South Africa result in Economic Meltdown and hunger ravaging the Nation. Therefore today's partneship of donating Food Parcels to Brigge of Hope Centre will be shared amongst 10 Families as Beneficiaries are now at Homes due to Outbreak of Covid-19. The Centre has already lost Two Volunteers who have succumbed to this Virus.
Ward 30 Cllr Botlhokwane, as well as Portfoloi Head of Planning & Development welcomed various Stakeholders and thanked the paired Partnership that ensured Ledig is also remembered during this time.
Manager in the Office of the Mayor, Mr Tshegofatso Motlhabane started by apologies that Mayor couldn't be available due to other work Commitments. He further stated that, on behalf of office of the Mayor, He would also like to thank Stakeholders that have agreed to pair with MKLM in rendering a helping Hand to our local Communities. He concluded by urging various stakeholders that, there is a need to work together as Public, Private and Mining sectors to collectively render services to the Communities.

Following the address by President Ramaphosa who
declared a National state of disaster as a result of the
Covid-19 outbreak in our country on the 16th March 2020
and officially whole Country was on Lockdown.

Department of Education, Justice, SASSA, Departmnet of
Social Development, GCIS, Bojanala Plat inum
Municipality, SAPS, SANDF, Provincial Trafffic, Traditional
Leaders, Taxi associations, Sun international, local Mining
Houses and officially launched what is called Covid-19
Local command Team/ JOC.
Every Thursday at 12h00, Various Stakeholders of the
Local Command Team meet regularly to deliberate on how
to fight against Covid-19 within Moses Kotane 107 villages
and 2 Townships.
The Local Command Team is chaired by Mayor Cllr
Ralesole Diale, and has made various activities,
Programmes, Campaigns as part of fighting against Covid-
19. Various Communications Channels such as Local
Radio Stations namely Kgatleng FM and Village FM,
Municipal website and Facebook pages were used a lot to
convey precautionary messages to local communities.
