We should thank God the Almighty for all the successful outcomes that have been accomplished by PT Pertamina
Geothermal (PGE) throughout year 2008. A 17 percent increase in performance indicated that we have been
on the right track for our operation.
A number of external factors have indeed supported the positive progress. Without all our hard works, all the
supporting factors will be meaningless. So with respect to that, we would like to express our highest appreciation
to all management levels.
We would also like to express our highest gratification to the success of the 60 MWe Unit 4 Kamojang Geothermal
Power, that has been self managed by the PGE best people. We, the Board of Commissioner really support
the overall geothermal development scheme, with the reason being that through own turbine development
and operation we would be more assure of our capability in turning steam to electricity power. In other words,
we have depth knowledge of the upstream side that is the steam production and the midstream side that is
the power plant, while considering the downstream side that is the transmission should preferably still be handled
by PLN (the Indonesia Power Corporation).
Production wise, the increase in production should be followed by proper environmental management, whereas
its apropriate implementation has been proven by the award received for environmental category. In the long run,
we hope to continously enhance and maintain the good image as an energy company that puts clean environment
as first priority.
Popularity of geothermal energy source has been increasingly recognized by both the public and the government,
something that we should be grateful to, as such alternate energy can ease our efforts in developing geothermal
energy initiative. On the other hand, we also have to be responsive in carrying out our operation activity because
the better our reputation is, the more sensitive the surrounding society will be. We seriously support and appreciate
the management’s success in their Corporate Social Responsibility underway, which will become our facility in
approaching the society.
Last but not least let us march up and line up in realizing the year 2014 objective to becoming a “World Class
Geothermal Energy Enterprise”.

Marilah kita ucapkan syukur kepada Tuhan YME atas sejumlah keberhasilan yang sudah dicapai
PT Pertamina Geothermal Energy sepanjang 2008. Dengan peningkatan kinerja sebesar 17 persen,
itu menunjukkan bahwa kita sudah berada di jalur yang benar dalam menjalankan perusahaan ini.
Sejumlah faktor luar memang cukup mendukung perkembangan positif ini. Sebut saja misalnya
penetapan harga jual listrik yang dibangkitkan dengan energi geothermal, yang dikeluarkan pemerintah
pada 9 Mei 2008. Namun tanpa kerja keras kita semua, segala faktor pendukung hanyalah akan sia-sia
belaka. Untuk itu kami menyampaikan penghargaan setinggi-tingginya kepada jajaran manajemen.
Kami juga menyampaikan penghargaan setinggi-tingginya atas keberhasilan beroperasinya
Pembangkit Listrik Geothermal Unit 4 Kamojang sebesar 60 MWe yang dikelola sendiri oleh pekerja-
pekerja terbaik PT Pertamina Geothermal Energy. Kami, jajaran komisaris, sangat mendukung skema
pengembangan geothermal secara total project ini, karena dengan membangun dan mengoperasikan
turbin sendiri maka kita akan memiliki kepastian lebih tinggi kapan akan menyalurkan uap untuk
menjadi listrik. Dengan demikian sisi upstream -- yaitu produksi uapnya -- dan sisi midstream, yaitu
pembangkit listriknya kita kuasai. Sedangkan sisi downstream, yaitu transmisinya memang selayaknya
tetap di tangan PLN.
Peningkatan produksi harus disertai pengelolaan lingkungan yang tepat. Hal tersebut telah dijalankan
dengan baik, terbukti dengan diterimanya sejumlah penghargaan di bidang lingkungan. Kami berharap
untuk terus ditingkatkan sehingga citra sebagai pengelola energi yang bersih lingkungan tetap terjaga
dengan baik.
Popularitas energi geothermal semakin meningkat di masyarakat maupun di pemerintahan, hal ini patut
kita syukuri, karena itu akan mempermudah upaya kita mengembangkan energi geothermal. Namun
di sisi lain, kita juga mesti berhati-hati dalam menjalankan kegiatan operasi, karena popularitas akan
meningkatkan sensitivitas masyarakat terhadap kegiatan kita. Untuk itu kami sangat mendukung &
menghargai keberhasilan manajemen dalam mengelola kegiatan Corporate Social Responsibility, hal ini
menjadi sarana pendekatkan kita kepada masyarakat.
Akhir kata marilah kita perkuat barisan dan menyatukan tekad untuk mewujudkan “World Class
Geothermal Energy Enterprise” pada 2014.

Sepanjang 2008 perusahaan telah menjalankan bisnisnya dengan
kinerja yang baik. Pada tahun ini PT Pertamina Geothermal
Energy memproduksi uap dari operasi sendiri (own operation)
sebesar 14,74 juta ton atau setara dengan 1,954 Giga Watt
hour (GWh) dan dari Kontrak Operasi Bersama (KOB) sebesar
44,63 juta ton atau setara dengan 6,034 GWh. Pencapaian
ini merupakan peningkatan sebesar 59 persen dibanding
kinerja 2007 untuk own operation, sedangkan untuk
produksi KOB mengalami peningkatan sebesar
11 persen dibanding kinerja 2007.
Seluruh jajaran perusahaan telah bersepakat
untuk mewujudkan “World Class Geothermal
Energy Enterprise” pada 2014. Untuk mencapai
tahapan itu, maka pada 2011 perusahaan harus
telah menjadi “Centre of excellence for Indonesia
Geothermal Industry”. Tahapan-tahapan ini bukanlah
sesuatu yang mudah dicapai, namun kami percaya bisa
mencapainya dengan kerja keras.
Throughout 2008, the company was able to show a satisfying business
performance. This year PT Pertamina Geothermal Energy (PGE) produced
geothermal energy for as much as 14.74 million of tons or equivalent to 1.954 Giga
Watt Hour (GWh) from own operation, and produced 44.63 million of tons or equivalent to
6.034 GWh from Joint Operating Contract (JOC). The accomplishment showed an increase by
59 percent compared to 2007 own operation performance, while the JOC’s production increased
by 11 percent compared to 2007.
We, at all levels, have agreed to realize the “World Class Geothermal Energy Enterprise” objective in 2014.
To achieve that, the Company will have to become the “Centre of Excellence for Indonesia Geothermal
Industry” by year 2011. The phases need huge efforts to accomplish, but we believe that with strong deter-
mination the goal will be achievable.

On 10 December 2008 (the same day as Pertamina’s 51st Anniversary), we also received a silver-rank Award
on Good Environmental Management to the Geothermal Area, rewarded by Directorate General of Mineral,
Coal and Geothermal to Kamojang and Lahendong geothermal fields. In addition, Sibayak Area received an
award on improved environmental management initiatives. The silver-rank award was also given to Joint
Operation Contractors Chevron Geothermal Salak, Ltd. and Chevron Geothermal, Ltd., while a gold-rank
award was received by Magma Nusantara, Ltd.
In 2008, PROPER HIJAU recognition was also being rewarded to Kamojang and Lahendong Goethermal
areas. The award recognition proved our good implementation on operations, which in future needs to be
constantly maintained and upgraded.
Other recognitions included “PKBL North Sulawesi Award”, for the category of “The Best Field Administrator
and Instructor” given to Lahendong Geothermal Field on 4 November 2008.
In line with the efforts of implementing a healthy and an ethical business practices, the Board of
Commissioners, Directors, management and all our workers have committed to develop and implement
Good Corporate Governance in every business activity. Some of the efforts related to the GCG implementa-

Penghargaan ini diperoleh karena perusahaan dapat membantu memberdayakan petani di sekitar
lokasi geothermal di Lahendong.
Penghargaan yang bergengsi juga diperoleh perusahaan pada tanggal 10 Desember 2008,
bertepatan dengan ulang tahun ke 51 Pertamina, berupa penghargaan dari Dirjen Minerbapabum
dengan tingkatan perak (utama). Lapangan yang memperoleh penghargaan tersebut adalah:
Lapangan Geothermal Kamojang dan Lahendong untuk kategori pengelolaan lingkungan kegiatan
geothermal. Area Sibayak memperoleh penghargaan peningkatan upaya pengelolaan lingkungan.
Penghargaan perak juga didapatkan oleh Kontraktor Operasi Bersama (KOB) Chevron Geothermal
Salak, Ltd. serta Chevron Geothermal Indonesia, Ltd. dan Magma Nusantara, Ltd. memperoleh
penghargaan emas.
Penganugerahan PROPER HIJAU pada tahun 2008 juga diperoleh oleh Area Kamojang dan
Area Lahendong. Penghargaan ini merupakan suatu bukti sistem operasi yang telah diterapkan
sudah baik dan perlu dipertahankan serta ditingkatkan.
Penghargaan lainnya yang diperoleh adalah “PKBL Award Sulawesi Utara” untuk kriteria:
”Pengelola & Pembina Terbaik” yang diserahkan pada Area Geothermal Lahendong tanggal
4 November 2008.
We are proud of such an astounding result shown by Unit 4 Kamojang Geothermal Power Plant,
which recorded 60 MWe and managed by PGE’s best employees. To date, PGE is now able to generate a total
of 272 MWe electricity-based power plant. The achievement that we all should continually upgrade each
year in accomplishing our future goal of generating 1,342 MWe in 2014.
Therefore, an exploration and exploitation followed by production testing will still be running in other
geothermal fields. At the end of 2008, the Company has recorded a success in production testing conducted
at UBL 2 and 3 wells in Ulubelu Goethermal Fields, in Lampung. Both wells produced more than 20 MWe
electricity power. Meanwhile, the production testing will next be followed by other geothermal fields,
such as by Lumut Balai in South Sumatra.
Financial wise, PGE’s satisfying performance all through 2008 was indicated by the achieving profit before
goverment’s portion at Rp 1.28 trillion, at performance level category as HEALTHY, of AA nomination.
Our accomplishment extended to non-production areas resulted from the excellent performance and
the work culture being implemented. Hence we received Golden Padma Award from the Minister of Energy
and Mineral Resources for empowering the local farmers around Lahendong geothermal field.
Prestasi kerja pada 2008 yang membanggakan adalah keberhasilan beroperasinya Pembangkit Listrik
Geothermal Unit 4 Kamojang sebesar 60 MWe yang dikelola sendiri oleh pekerja-pekerja terbaik PT
Pertamina Geothermal Energy. Sehingga saat ini secara total PGE telah membangkitkan listrik sebesar
272 MWe. Prestasi ini harus terus ditingkatkan dari tahun ke tahun untuk mencapai target membangkitkan
1.342 MWe pada 2014.
Untuk itu eksplorasi dan ekploitasi yang dilanjutkan dengan uji produksi terus dilaksanakan di lapangan
geothermal lainnya. Pada akhir 2008 perusahaan telah berhasil melakukan uji produksi sumur UBL 2 &
3 di Lapangan Geothermal Ulubelu Lampung. Kedua sumur ini dapat menghasilkan listrik lebih dari 20
MWe. Sementara lapangan geothermal lain yang akan segera menyusul uji produksi adalah Lumut Balai
di provinsi Sumatera Selatan.
Di sisi kinerja keuangan, pada 2008 sangat memuaskan di mana pencapaian laba sebelum
bagian pemerintah sebesar Rp 1,28 triliun dengan tingkat kinerja perusahaan SEHAT dengan
nominasi AA.

Dalam upaya menjalankan praktik-praktik bisnis yang sehat dan beretika, Komisaris, Direksi

yang dilakukan terkait dengan penerapan dan pengembangan GCG adalah membangun infrastruktur
GCG berupa Penetapan Pedoman Tata Kelola Perusahaan (Code of Corporate Governance/CoCG) dan
Pedoman Etika Usaha dan Tata Perilaku (Code of Conduct/CoC), sosialisasi dan internalisasi pedoman
tersebut, serta assessment atau penilaian GCG oleh pihak independen dengan nilai capaian 60,86
dari total nilai 100. Penilaian ini termasuk dalam predikat “Cukup”. Saya berharap upaya ini terus
ditingkatkan.

(Persero) yang berdiri sejak 2006. PT PGE mendapat amanat dari pemerintah
untuk mengembangkan 15 Wilayah Kuasa Pertambangan Geothermal di Indonesia.
Perusahaan yang menyediakan energi tanpa polusi ini, 90 persen sahamnya
dimiliki oleh PT Pertamina (Persero) dan 10 persen dimiliki oleh PT Pertamina

Sekilas PT Pertamina Geothermal Energy PT Pertamina Geothermal Energy at A Glance
Established in 2006, PT Pertamina Geothermal Energy (PGE) is a subsidiary
of PT Pertamina (Persero). The Government has entrusted PGE to develop
15 Geothermal Mining Areas in Indonesia. The Company provides environmental
friendly energy, as its 90 percent shares owned by PT Pertamina (Persero)
and the rest 10 percent owned by PT Pertamina Dana Ventura. It is our aim
to generate profit on the base of effective and efficient business management
principle, as well as to strengthen the position of PT Pertamina (Persero)
in meeting the national energy demand.

By 2014, the Company is targeting at becoming a “World Class Geothermal Energy Enterprise”,
through optimum enhancement of geothermal energy operation, that is environmentally sound
manner and adding the stakeholder’s value.
The new geothermal energy milestone was initially marked with the launching of Kamojang
Geothermal Field on 29 January 1983, followed by the opening of Geothermal Power Plant
(PLTP) Unit-1 (30MW) on 7 February 1983. Within the next five years, two other units have been
in operations, each with 55 MW capacity. Next is Sumatran’s first time 2 MW of Monoblok power
plant in Sibayak-Brastagi area, then Unit-1 20 MW power plant in Lahendong, North Sulawesi
in August 2001.
PGE owns 15 Geothermal Mining Areas, which are Sibayak-Sinabung, Sibualbuali-Sarulla, Sungai
Penuh, TB Sawah-Hululais, Lumut Balai-Margabayur, Waypanas Ulubelu, Pengalengan Wayang
Windu, Kamojang –Darajat, Karaha- Cakrabuana, Dieng, Iyang Argopuro, Tabanan/Bedugul – Bali,
Lahendong, Kotamobagu and Cibeureum Parbakti.
To date, the Company has recorded potential geothermal energy resources for around 27,000 MW,
spread across 70 (seventy) prospective areas in Indonesia, to which 9,100 MW is among those
identified as the ready-to-develop potential reserves. In Indonesia, goethermal energy use has
reached only 997 MW or around 15% of the potential reserves or 4% of the identified potential
resources.
As per December 2008, PGE owned three operating fields, which have successfully generate
electric power. Those three fields are: Kamojang Field in West Java that has been active since
1983 and has transmitted 200 MWe of electricity, Lahendong Field in North Sulawesi that
has contributed 40 MWe of electricity, and Sibayak in North Sumatra that has generated
12 MWe of electricity.
Sasaran yang hendak dicapai pada 2014 adalah “World Class Geothermal Energy Enterprise”,
melalui usaha pengembangan energi geothermal secara optimal yang berwawasan lingkungan dan
memberikan nilai tambah bagi stakeholder.
Era baru bagi energi geothermal diawali dengan peresmian Lapangan Geothermal Kamojang pada
29 Januari 1983 dan diikuti dengan beroperasinya Pembangkit Listrik Tenaga Geothermal (PLTP)
Unit-1 (30 MW) pada 7 Februari 1983. Lima tahun kemudian dua unit beroperasi dengan kapasitas
masing-masing 55 MW. Di Sumatera untuk pertama kali beroperasi Monoblok 2 MW di daerah Sibayak-
Brastagi sebagai power plant pertama dan pada Agustus 2001 PLTP Unit-1 20 MW beroperasi di daerah
Lahendong, Sulawesi Utara.
PT Pertamina Geothermal Energy memiliki hak pengelolaan atas 15 Wilayah Kuasa Pertambangan
(WKP) yaitu Sibayak-Sinabung, Sibualbuali-Sarulla, Sungai Penuh, TB Sawah-Hululais, Lumut Balai-
Margabayur, Waypanas Ulubelu, Pengalengan Wayang Windu, Kamojang –Darajat, Karaha-Cakrabuana,
Dieng, Iyang Argopuro, Tabanan/Bedugul – Bali, Lahendong, Kotamobagu dan Cibeureum Parbakti.
Hingga saat ini telah diinventarisasi potensi sumberdaya energi geothermal sebesar kurang lebih
27.000 MW yang tersebar di 70 (tujuh puluh) prospek di seluruh Indonesia. Sebesar 9.100 MW di
antaranya teridentifikasi sebagai cadangan potensial yang siap untuk dikembangkan. Pemanfaatan
energi geothermal di Indonesia saat ini baru mencapai sebesar 997 MWe atau kurang lebih sebesar
15% dari potensi cadangan atau 4% dari potensi sumberdaya yang telah diidentifikasi.
Sampai Desember 2008, PT Pertamina Geothermal Energy memiliki tiga lapangan operasional yang
telah membangkitkan tenaga listrik, yaitu: Lapangan Kamojang di Jawa Barat yang telah beroperasi
sejak 1983 dan menghasilkan tenaga listrik sebesar 200 MWe, Lapangan Lahendong di Sulawesi Utara
yang memberikan kontribusi tenaga listrik sebesar 40 MWe dan Lapangan Sibayak di Sumatera Utara
yang menghasilkan listrik sebesar 12 MWe.

Business OverviewBelow is geographical map of the Company’s geothermal fields:
Kamojang
Located in West Java, the field currently operate a 200 MWe total capacity. The fields consist of
PLTP Unit-1, Unit-2 and Unit-3 with total capacity at 140 MWe, all are owned and operated by
PLN. And PLTP Unit-4 with 60 MWe capacity owned and operated by PGE (total project).
Lahendong
Located in North Sulawesi. Up to December 2008, 2 Geothermal Power Plants have been in
operation, each owns 20 MWe of capacity.
Tompaso
Located in Tompaso, about 15 km off north the Lahendong area. According to plan, 8 well will be
drilled in this area to operate 2x20 MWe plower plants --PLTP Unit-5 and Unit-6-- which expected
to commercially operate in 2012.
Sibayak
Located in North Sumatra. The plant’s total capacity is 12 MWe, which are comprises of 1
Monboblok Unit with 2 MWe capacity and 2 PLTP Units with 2x5 MWe capacity each.
Gambaran UsahaBerikut adalah gambaran sejumlah lapangan geothermal yang dikelola PT PGE:
Kamojang
Terletak di Jawa Barat, pada saat ini total kapasitas PLTP di lapangan ini sebesar 200 MWe. Rinciannya
terdiri atas PLTP Unit-1, Unit-2, dan Unit-3 total 140 MWe yang dimiliki dan dioperasikan oleh PLN
serta PLTP Unit-4 sebesar 60 MWe yang dimiliki dan dioperasikan oleh PT PGE (total project).
Lahendong
Lapangan ini terletak di Sulawesi Utara. Sampai Desember 2008 telah beroperasi 2 PLTP yang
masing-masing memiliki kapasitas 20 MWe.
Tompaso
Terletak di desa Tompaso, kurang lebih 15 km di sebelah selatan Area Geothermal Lahendong.
Direncanakan di daerah ini akan dibor 8 sumur untuk mengoperasikan pembangkit berkapasitas
2x20 MWe yaitu PLTP Unit 5 dan Unit 6, yang diharapkan akan beroperasi komersial di tahun 2012.
Sibayak
Terletak di Sumatera Utara. Kapasitas PLTP terpasang saat ini total sebesar 12 MWe yang terdiri
dari 1 Unit Monoblok 2 MWe serta 2 Unit PLTP 2 x 5 MWe.
Hululais
Terletak sekitar 180 km dari kota Bengkulu. Lapangan ini memiliki
potensi kapasitas sebesar 300 MW. PGE menargetkan dua Unit
PLTP 2x55 MWe akan beroperasi komersial pada 2012.
Lumut Balai
Terletak di Provinsi Sumatera Selatan. Proyek yang berkapasitas
2x55 MWe telah dimulai sejak tahun 2007. PGE menargetkan dua
Unit PLTP 2x55 MWe akan beroperasi komersial pada 2011.
Sungai Penuh
Terletak di Kabupaten Kerinci - Jambi. Proyek ini diperkirakan menyimpan potensi geothermal
sebesar 80 MW. PGE menargetkan satu unit PLTP 55 MWe yang siap dioperasikan secara komersial
di tahun 2010.
Kotamobagu
Terletak 250 km arah selatan kota Manado, lapangan ini mempunyai potensi sebesar 280 MW.
PGE menargetkan dua Unit PLTP masing-masing berkapasitas 20 MWe akan beroperasi komersial
pada 2012.
Ulubelu
Terletak sekitar 125 km dari kota Bandar Lampung. Kegiatan pengeboran eksplorasi di proyek
yang berkapasitas 2x55 MWe telah dimulai sejak tahun 2007 dan telah menyelesaikan pengeboran
3 sumur eksplorasi. PGE menargetkan PLTP 2x55 MWe akan beroperasi komersial pada 2011.

Hululais
Located around 180 km from Bengkulu. The field posses 300 MW potential capacity, while
PT Pertamina Geothermal Energy is targeting two units of 2x55 MWe capacity to be in commercial
operation in year 2012.
Lumut Balai
Located in South Sumatra province, this 2x55 MWe project has been starting since 2007.
PT Pertamina Geothermal Energy is targeting two units of 2x55 MWe geothermal power plants
to be in operation in 2011.
Sungai Penuh
Located in Kerinci Regency in Jambi. It is estimated that the project is potentially able to hold
80 MW capacity. PT Pertamina Geothermal Energy is targeting one geothermal power plant with
55 MWe capacity ready to operate commercially in 2010.
Kotamobagu
Located 250 km off southern Manado, this field posses 280 MW potential capacity. PT Geothermal
Energy is targeting two units to be in commercial operation in 2012, each holds 20 MWe
capacity.
Ulubelu
Located 125 km away Bandar Lampung city. Exploration drilling has been starting since 2007
in this project of 2x55 MWe capacity and up to now has completed drilling of 3 exploration wells.
PT Pertamina Geothermal Energy is targeting the 2x55 MWe power plant to operate commercially
in 2011.
Pengeboran
Dalam tahun anggaran 2008 PT Pertamina Geothermal Energy merencanakan pengeboran 21 sumur,
yang terdiri atas 7 sumur eksplorasi yang merupakan pengalihan tahun anggaran sebelumnya dan
12 sumur pengembangan serta 2 sumur make-up. Pengeboran dilaksanakan dengan menggunakan 4
unit rig yang dikemas dalam paket kontrak semi IPM. Walaupun prestasi pengeboran yang tercapai
baru sampai pada nilai 52,63 meter per hari (target PGE 100 m per hari), proses learning by doing
di seluruh kegiatan pengeboran berjalan dengan baik. Ke-21 sumur yang akan dibor pada tahun
anggaran 2008 masing-masing terdiri atas : 2 sumur make-up di Area Geothermal (AG) Kamojang
(KMJ-81 dan KMJ-82), 4 sumur eksplorasi di AG Lahendong (LHD-24, LHD-25, LHD-26 dan LHD-27) dan
3 sumur eksplorasi di Lumut Balai (LMB 1-1, 2-1 dan 3-1), 7 sumur pengembangan di Ulubelu (UBL-
03, UBL-04, UBL-05, UBL-06,7,8,9) dan 5 sumur pengembangan di PG Lumutbalai (LMB 1-2, LMB-1-3,
LMB-2-2, LMB-3-2 dan LMB-3-3).
Sementara realisasinya adalah: 2 sumur make-up di Kamojang, 2 sumur pengembangan di Lumut
Balai, 2 sumur eksplorasi di Lahendong dan Lumut Balai, 1 sumur pengembangan di Lahendong dan
4 sumur pengembangan di Ulubelu.
Drilling
As per 2008 calendar year, PGE was planning to undergoo 21 wells’ drillings, which consisted of 7 (seven)
exploration wells (a carry-over from previous year), 12 (twelve) developing wells and 2 (two) make-
up wells. The drillings were conducted by using 4 rig units enfolded in a pre-IPM contract. Although
the drilling had only recorded 52.63 meter per day (out of PGE’s target at 100 meter per day), all the
learning-by-doing process in all drilling activities have been well conducted. All 21 (twenty one)
of them were under year 2008 budget, and each consisted of 2 (two) make-up wells in Geothermal Area (AG),
Kamojang (KMJ-81 and KMJ-82), 4 (four) exploration wells in AG Lahendong (LHD-24, LHD-25, LHD-26 and
LHD-27), 7 (seven) in PG Ulubelu (UBL-03, UBL-04, UBL-05, UBL-06, UBL-07, UBL-08 and UBL-09), and 2 (two)
development wells in PG Lumutbalai (LMB-01-2 and LMB-1-3).
The realization is as follows: 2 make-up wells in Kamojang, 2 development wells in Lumut Balai, 2 exploration
wells in Lahendong and Lumut Balai, 1 development wells in Lahendong and 4 development wells in Ulubelu.
Kinerja 20082008 Performance

Considering the number of drilling projects in meeting 2008 target, the followings are some of the achieved
breakthroughs:
1. Tender activity related to material procurement
and drilling services were almost run con-
currently with or in parallel to tender for
infrastructure services.
2. Contract package especially drilling projects
are made in Semi IPM model and is expected
that a lengthy procurement or tendering would
not occur.
3. Direct project appointment, especially on 2 (two)
make-up wells’ drillings in AG Kamojang, after
the Semi IPM drilling services have twice been
unsuccessful in outsourcing process.
4. Installation of 30”-pipe casing/stove, which
initially optimize rig utilization before the
transmitted into auging by using auger
equipment. The changing resulted in
acceleration of drilling time 2-3 days per well.
5. Creating a new procedure in installation and
welding of casing head/wellhead, by previously
weld in workshop and then install it on site.
This technique saved drilling time by +/- 24 hours.

1. Kegiatan tender terkait pengadaan material
dan jasa pengeboran hampir dilaksanakan
secara bersamaan atau paralel dengan
tender jasa infrastruktur.
2. Kemasan kontrak khususnya jasa pengeboran
dibuat dalam model kontrak Semi IPM,
dengan harapan agar tidak membutuhkan
waktu pengadaan/tender yang terlalu lama.
3. Dilakukan penunjukkan secara langsung
khususnya untuk rencana pengeboran
2 sumur make-up di AG Kamojang, setelah
2 kali tender jasa pengeboran Semi IPM
tidak berhasil mendapatkan kandidat
pelaksana pekerjaan.
4. Pemasangan casing/stove pipe 30”
yang awalnya menggunakan rig kemudian
diubah dengan cara auging memakai
peralatan auger. Perubahan ini dapat
mempercepat tata waktu pengeboran
2-3 hari per sumur.
5. Membuat tata cara pemasangan dan
pengelasan casing head/wellhead yang
baru yaitu dengan melakukan terlebih
dahulu pengelasan di workshop dan
kemudian memasangnya di site sehingga
dengan teknik ini paling tidak dapat
menghemat waktu pengeboran ± 24 jam.

Mengingat jumlah target pengeboran yang harus diselesaikan pada tahun anggaran 2008 maka
beberapa terobosan ditempuh antara lain :
Despite of the breakthrough, the drilling projects done in 2008 were only achievable to 9 (nine) wells, while
another 2 (two) wells are currently in progress.
Some of the causes of unaccomplished RK drilling realization all through 2008 are the followings:
In the mean time, PGE will realize its 2009 work plan to carry out 23 (twenty-three) well drillings including
10 (ten) unrealized wells during 2008 budget year and some exploration well drillings in some new projects in
PG Hululais, Sungai Penuh and Kotamobagu. Relating to that, necessary planning on material and drilling
services for new areas have been started in early April 2008. Followed by procurement of drilling materials
for 2009 budget-year that has been started since early fourth quarter of 2008, amongst them were supplies
of sculpture, wellhead and casing materials, while other drilling materials including drilling service was still
under finalization of the work plan as well as the requirements, based on year 2008 experience.
1. Delay in completing drilling infrastructure
caused suspension in drilling equipment mobili-
zation, thus resulting a setback in well
reactivation.
2. Delay in drilling material supplies, particularly
the casing material, which resulted in the delay
of well drilling activities.
3. Delay in the process of rig supply (since early
tender process up to mobilization time) from 8
(eight) required units which cause the first
well reactivation could not be completed on time
to meet the scheduled working plan in 2008.
4. The delay in the well drilling completions, even-
tually caused time extension of the scheduled
timeframe for each well. The challenge
was dominantly due to the stuck-pipe problems,
problem in circulation loss and multiple damage
of cementing equipment.

Meskipun beberapa terobosan telah dilaksanakan, realisasi pengeboran pada tahun anggaran 2008
hanya bisa tercapai 9 sumur dengan status selesai dan 2 sumur sedang dalam proses pengerjaan.
Beberapa penyebab tidak tercapainya realisasinya pengeboran RK tahun 2008 antara lain:
Sementara itu, sesuai rencana kerja PGE maka pada anggaran 2009 akan dilaksanakan pegeboran
sebanyak 23 sumur termasuk di antaranya 10 sumur yang belum terealisasi pada tahun anggaran
2008 serta rencana pengeboran sumur eksplorasi di beberapa proyek yang baru seperti
PG Hululais, Sungai Penuh dan Kotamobagu. Terkait hal ini, perencanaan kebutuhan material
dan jasa pengeboran, khususnya untuk daerah-daerah baru telah dimulai sejak awal April 2008.
Kemudian dilanjutkan dengan proses pengadaan material bor untuk tahun anggaran 2009 yang
telah dimulai sejak awal kuartal ke-4 tahun 2008, di antaranya pengadaan pahat, wellhead dan
casing. Sedangkan pengadaan material bor yang lainnya termasuk jasa pengeboran masih dalam
proses pematangan rencana kerja dan syarat-syarat yang mengacu kepada pengalaman terhadap
pelaksanaan hasil pekerjaan tahun 2008.
Status Penyelesaian Pengeboran Sumur Sepanjang 2008Status of Well-Drilling Completion in 2008
1. Keterlambatan penyelesaian infrastruktur
pengeboran yang berakibat tertundanya
pelaksanaan mobilisasi peralatan pengebor-
an sehingga pada akhirnya menyebabkan
mundurnya waktu penajakan sumur.
2. Keterlambatan pengadaan material
pengeboran khususnya material casing yang
pada akhirnya menyebabkan penundaan
pelaksanaan kegiatan pengeboran sumur.
3. Keterlambatan proses pengadaan rig
(sejak awal tender hingga waktu
mobilisasi) dari 8 unit rig yang dibutuhkan,
sehingga mengakibatkan penajakan sumur
pertama tidak dapat dilaksanakan tepat
waktu sesuai tata waktu RK tahun 2008.
4. Keterlambatan sebagian besar penyelesaian
pengeboran sumur, yang umumnya melewati
program rencana tata waktu penyelesaian
setiap sumurnya. Kendala ini dominan
disebabkan oleh permasalahan akibat
terjadinya stuck pipe, penanganan terhadap
loss sirkulasi dan terjadinya beberapa kali
kerusakan peralatan penyemenan.
Description of Development Projects
Considering the activities run in each working area, below is the explanations:
1. PLTP Kamojang Unit 4 (1 x 60 MW)
The PLTP Kamojang Unit 4 was run in 60 MW
capacity, and was developed “totally”
(upstream and downstream), which in general
conducted according to project schedule and
started operating on 26 January 2008, for
commercial purpose. The projects’ status are
now completed and was handed over from the
contractor (PT Stone & Webster Indonesia -
PT Rekayasa Industri Consortium), to PT PGE
on 16 February 2008 for next operation by
Kamojang Geothermal Area. Project status,
as per end of year: in commercial operation,
with warranty period up to 1 (one) year since
last time hand-over to date.
2. Lahendong Unit 2-3 Development Project
The development of Lehendong Unit 2&3 were
run to extend the field capacity to 2x20 MW. PGE
has been developing its production and piping
facilities while the downtream facilities have
been PLN responsibility. Commercial activities of
Unit 2 has been commercially operating since year
2008, and Unit 3 is currently in completion phase.
It is expected that the work will be completed
in early 2009. Project status as per end of
year 2008: awaiting commissioning process
of Unit 3.
3. Lahendong Unit 4 Development Project
The development of Lahendong Unit 4 was
aimed to enhance the capacity to 20 MW. The
project done was a rescheduling of drilling, in
relation to the availability of steam in the well
head units (LHD-23, with the potential > 20
MWe). As per end of 2008: we have completed
preparation of infrastructure and location,
we were also awaiting the well drilling carry
out (the drilling rigs of Unit 5&% were under
preparation).
4. Lahendong Unit 5-6 Development Project
The development of Lahendong Unit 5&6 was
aimed to enhance the capacity to 2x20 MW. As
per end of year, this project has successfully
completed 1 (one) exploration drilling to LHD-
27, while 1 development well of LHD-33 was
still in drilling completion phase. There were 2
rigs used in the drilling activity, Rig ETP which
were under LHD-27 and LHD 33 operations,
and Rig DU which was in drilling preparation
process.
5. Ulubelu Field Development Project
The Ulubelu development project has been
carried out to meet the capacity requirement
of 2x55 MW started in 2007 by preparing
infrastructure and drilling exploration. At end
of 2008, 2 exploration wells (UBL 1 & 2) and
4 development wells (UBL-3, 4, 5 & 6) were
completed. Other activities done in 2008 were
as follows:
• Completion of (4) four development wells
(UBL-3, 4, 5 and 6) out of 7 (seven) planned wells.
• Undergoing production test of UBL-2 and
UBL-3 wells.
• Completion of civil work/infrastructure of
Cluster-D.
• Preparation of roads and infrastructures in
cluster-E.
• Project status as per end of 2008: preparation
of UBL-7 drillings.
6. Lumutbalai Field Development Project
The Lumut Balai development project was
developed with development capacity of 2x55
MW started in 2007 together with infrastructure
and exploration drilling. The activities done in
2008 were:
• The running of AMDAL study which regards
to Lumut Balai geothermal development
(total project) has gained AMDAL fit and
proper approval from the Muara Enim
Regent, dated 21 August 2008, as stated in
No.758/KPTS/Bapedalda/2008
• Repair of road and infrastructure in LMB 2
and LMB 3 locations.
• Conducting exploration drilling LMB1-1 well
and vertical discharge.
• Field status, as per end 2008: drilling
preparation of LMB 3-1 field.

Rincian Proyek-proyek Pengembangan
Jika dilihat dari kegiatan yang dilaksanakan di masing-masing Wilayah Kuasa Pertambangan (WKP)
maka rincian kegiatan di masing-masing WKP dapat dilihat dari penjelasan berikut:
1. Proyek PLTP Kamojang Unit 4 (1 x 60 MW)
Proyek PLTP Kamojang Unit 4 kapasitas
60 MW yang dikembangkan secara ”total
project” (hulu dan hilir) secara umum
dilaksanakan sesuai project schedule
yang telah ditetapkan dan mulai operasi
komersial pada 26 Januari 2008. Proyek
sudah dinyatakan selesai dan dilakukan
serah terima dari kontraktor (konsorsium
PT Stone & Webster Indonesia - PT Rekayasa
Industri) ke PT PGE pada tanggal 16 Februari
2008 untuk selanjutnya dioperasikan oleh
Area Geothermal Kamojang. Status akhir
tahun: sudah beroperasi komersial, dengan
masa penjaminan selama 1 tahun terhitung
sejak serah terima.
2. Proyek Pengembangan Lahendong Unit 2-3
Proyek Pengembangan Lahendong Unit 2&3
dilaksanakan untuk penambahan kapasitas
2x20 MW. PT PGE membangun fasilitas
produksi dan pemipaan sedangkan sisi hilir
dibangun oleh PT PLN. Aktivitas proyek
pengembangan Lahendong Unit 2-3. Unit-2
telah beroperasi komersial sejak Juni 2008.
Unit-3 pada tahap penyelesaian pekerjaan
pemipaan. Diharapkan pekerjaan akan
selesai di awal tahun 2009. Status akhir
tahun: menunggu proses commissioning
Unit 3.
3. Proyek Pengembangan Lahendong Unit 4
Proyek Pengembangan Lahendong Unit-4
ditujukan untuk penambahan kapasitas
sebesar 20 MW. Pekerjaan yang dilaksanakan
adalah reschedulling pengeboran, terkait
kesediaan uap di kepala sumur (LHD-23,
potensi > 20 MWe). Status akhir tahun:
penyiapan infrastruktur dan lokasi selesai,
menunggu pelaksanaan pengeboran sumur
(Rig sedang dipersiapkan untuk pengeboran
di Unit 5&6).

Proyek Pengembangan Lahendong Unit-5&6
ditujukan untuk penambahan kapasitas
sebesar 2x20 MW. Status sampai akhir
tahun, proyek ini telah menyelesaikan 1
sumur eksplorasi LHD-27 sedangkan 1 sumur
pengembangan LHD-33 masih dalam status
penyelesaian pengeboran. Pengeboran meng-
gunakan 2 rig, yaitu Rig ETP yang telah
beroperasi di LHD-27 dan LHD-33 dan Rig
DU sedang dalam persiapan pengeboran.
5. Proyek Pengembangan Lapangan Ulubelu
Proyek Pengembangan Ulubelu dilaksanakan
dengan kapasitas pengembangan 2x55
MW dimulai pada 2007 dengan penyiapan
infrastruktur dan pengeboran eksplorasi.
Sampai akhir 2008 telah diselesaikan 2
sumur eksplorasi (UBL-1 & 2) dan 4 sumur
pengembangan (UBL-3, 4, 5, & 6). Adapun
aktivitas pada 2008 adalah sebagai berikut:
• Menyelesaikan 4 sumur pengembangan
(UBL-3, 4, 5 dan 6) dari rencana 7 sumur.
• Melaksanakan uji produksi sumur UBL-2
dan UBL-3.
• Menyelesaikan pekerjaan sipil/infra-
struktur di Kluster D.
• Menyiapkan pembangunan jalan dan
pengerjaan infrastruktur di Kluster E.
• Status akhir tahun: persiapan pengebor-
an UBL-7
6. Proyek Pengembangan Lapangan Lumutbalai
Proyek Pengembangan Lumut Balai dibangun
dengan kapasitas pengembangan 2x55
MW dimulai pada 2007 dengan penyiapan
infrastruktur dan pengeboran eksplorasi.
Aktivitas pada 2008 adalah sebagai berikut:
• Pelaksanaan studi AMDAL pengembangan
geothermal Lumutbalai (total project),
telah mendapatkan persetujuan kela-
yakan AMDAL dari Bupati Muara Enim
tanggal 21 Agustus 2008 dengan No.
758/KPTS/Bapedalda/2008.
• Perbaikan jalan serta infrastruktur di
lokasi LMB 2 dan LMB 3.
• Pelaksanaan pengeboran sumur eks-
plorasi LMB 1-1 serta uji tegak.
• Status akhir tahun: persiapan pengeboran
LMB 3-1.
7. Kotamobagu Field Development Project
The development of Kotamobagu project
was developed to meet the capacity of 2x20
MW started in year 2008 through AMDAL and
infrastructure readiness. The activities carried
out during 2008 were as follows:
• Submission of coordinate alteration proposal
for WKP Kotamobagu (with regards to
coordinate differences in the Decision
Letter of the Minister for Energy and Mineral
Resources regarding the amendment stated
in the decision letter and the attachment),
together with Program Development
Directorate of Minerbapabum, relating
to WKP Kotamobagu by PGE have been
completed. Revision to the WKP Kotamo-
bagu coordinate will be further processed
by the Geothermal and Water Directorate,
and also Program Development Directorate
of Minerbapabum
• AMDAL study conduct, supported by the
approval of KA ANDAL documentation
on 27 February 2008. Next plan will be
the evaluation of ANDAL, RKL and RP
documentation.
• Preparation of land and infrastructure
release.
• Preparation of material procurement and
drilling service planning.
• Status as per end of year: completed AMDAL
and infrastructure preparation.
8. Hululais Field Development Project
The Hululais development project was carried
out to meet the capacity of 2x55 MW, and
started in year 2008 prior to the AMDAL and
infrastructure preparation. The activities done
during 2008 were as follows:
• Has gained AMDAL (Analysis of Environmental
Impact) fit and proper approval from the
Lebong Regent No.793 year 2008.
• Topography measurement and infrastruc-
ture works have also been completed.
Topography measurement for entrance road
and drilling location has also been done.
Next plan is to set a land release strategy
in order to draw out a mapping plan of
road, drilling locations then followed by
infrastructure construction.
• The supply of material, rig and drilling
services for year 2009 are in progress.
• Status as per end of year: completed AMDAL
and infrastructure preparation.
9. Sungai Penuh Field Project Development
The Sungai Penuh development project was
carried out to meet the capacity of 55 MW,
and started in year 2008 prior to the AMDAL
and infrastructure preparation. The activities
done during 2008 were as follows:
• AMDAL completion. AMDAL’s approval
from chairman of BAPEDALDA Jambi was
complete and is in the process of waiting
further authorization from the Governor
of Jambi.
• Adjustment to WKP Sungai Penuh. The plan
has been discussed intradepartmental
relating to Forestry, Bapplan and Miner-
bapabum on 15 November 2008, at Bidakara
Hotel. The discussion agreed on the WKP
take-over plan by Pertamina, and next is to
be approved by Dirjen Minerbapabum.
• Preparation of land release and infra-
structure.
• Preparation of procurement material and
drilling service plan.
• Status as per end of year: completed AMDAL
and infrastructure preparation.
10. Karaha Bodas Field Development Project
As to follow up the government assignment
to continue the Karaha Bodas Project
Development, PGE is planning to upgrade
the capacity to 30 MW. The project will be
developed after fulfilling a clear and clean
legal process requirement. Status as per end
2008, were as follows:
• Preparing the AMDAL study on Karaha Bodas
project.
• The delay of Karaha field development
activities until it is formalized as ”free &
clear” from the legal aspect.

Proyek Pengembangan Kotamobagu di-
bangun dengan kapasitas pengembangan
2x20 MW dimulai pada 2008 dengan
penyiapan AMDAL dan infrastruktur.
Aktivitas pada 2008 adalah sebagai berikut:
• Pengajuan usulan perubahan koordinat
WKP Kotamobagu (terkait adanya per-
bedaan koordinat dalam SK Menteri
ESDM perihal penetapan WKP Kota-
mobagu antara koordinat dalam SK
dengan dalam lampirannya). Koordinasi
dengan Direktorat Pembinaan Program
Minerbapabum terkait dengan usulan
perubahan koordinat WKP Kotamobagu
oleh PGE sudah dilakukan. Revisi koor-
dinat WKP Kotamobagu akan diproses
oleh Direktorat Pengusahaan Geothermal
dan Air Tanah dan Direktorat Pembinaan
Program Minerbapabum.
• Pelaksanaan studi AMDAL. Dokumen
KA ANDAL sudah disetujui tanggal 27
Februari 2008. Rencana selanjutnya
pelaksanaan penilaian dokumen ANDAL,
RKL dan RP.
• Persiapan rencana pembebasan lahan
dan infrastruktur.
• Persiapan rencana pengadaan material
dan jasa pengeboran.
• Status akhir tahun masih menunggu
persetujuan AMDAL.
8. Proyek Pengembangan Lapangan Hululais
Proyek Pengembangan Hululais dibangun
dengan kapasitas pengembangan 2x55
MW dimulai pada 2008 dengan penyiapan
AMDAL dan infrastruktur. Aktivitas pada
2008 adalah sebagai berikut:
• Telah mendapatkan kelayakan per-
setujuan AMDAL dari Bupati Lebong No.
793 tahun 2008.
• Pekerjaan Topografi dan penyiapan
infrastruktur. Pelaksanaan Pekerjaan
pengukuran topografi untuk pemetaan
jalan masuk dan lokasi pengeboran
sudah selesai. Rencana selanjutnya
adalah penggambaran peta rencana
pembebasan lahan untuk jalan dan lokasi
pengeboran dan dilanjutkan dengan
pelaksanaan konstruksi infrastruktur.
• Proses pengadaan material, rig dan jasa
pengeboran untuk rencana kegiatan
tahun 2009
• Status akhir tahun: selesai AMDAL dan
penyiapan infrastruktur.
9. Proyek Pengembangan Lapangan Sungai Penuh
Proyek Pengembangan Sungai Penuh
dibangun dengan kapasitas pengembangan
55 MW dimulai pada 2008 dengan penyiapan
AMDAL dan infrastruktur. Aktivitas pada
2008 adalah sebagai berikut:
• Penyelesaian AMDAL. Surat persetujuan
AMDAL dari Kepala BAPEDALDA Jambi
sudah selesai dan saat ini sedang
menunggu surat keputusan AMDAL dari
Gubernur Jambi.
• Adjustment WKP Sungai Penuh.
Adjustment WKP Sungai Penuh sudah
dibahas antardepartemen terkait yaitu
Kehutanan, Bapplan dan Minerbapabum
pada 15 November 2008 di Hotel
Bidakara. Hasil pembahasan tersebut
menyetujui bahwa WKP akan diserah-
kan ke Pertamina. Saat ini hasil rapat
tersebut sudah dibawa ke Dirjen
Minerbapabum untuk mendapatkan
persetujuan.
• Persiapan rencana pembebasan lahan
dan infrastruktur.
• Persiapan rencana pengadaan material
dan jasa pengeboran.
• Status akhir tahun masih menunggu
persetujuan AMDAL.
10. Proyek Pengembangan Lapangan Karaha Bodas
Sebagai tindak lanjut penugasan
pemerintah untuk kelanjutan Proyek
Pengembangan Karaha Bodas, PGE me-
rencanakan membangun dengan kapasitas
pengembangan 30 MW. Proyek ini akan
dikembangkan setelah proses clear & clean
legal aspeknya terpenuhi. Status pada akhir
2008 adalah sebagai berikut:

proyek Karaha Bodas.

Mega Watt hour (MWh). Produksi tersebut
dihasilkan melalui operasi sendiri (own
operation) sebesar 14.737.756 ton atau setara
dengan 1.954.047 MWh, yang dihasilkan dari
AG Kamojang, AG Lahendong dan AG Sibayak.
Sedangkan yang dihasilkan dari Kontrak
Operasi Bersama (KOB) sebesar 44.634.492
ton atau setara dengan 6.034.364 MWh, yang
dihasilkan dari Lapangan Salak, Darajad dan
Wayang Windu.

That production was generated from own opera-
tion in amount of 14,737,756 tons or equivalent

Meanwhile, Joint Operating Contract contributed
44,634,492 tons or equivalent to 6,034,364 MWh

Dukungan Teknologi Kegiatan Eksplorasi dan Produksi Geothermal
Kegiatan eksplorasi dan produksi geothermal sangat bergantung pada teknologi. Aplikasi teknologi
yang sesuai akan sangat berpengaruh pada keberhasilan kegiatan eksplorasi dan produksi geothermal.
Pemanfaatan teknologi ditujukan untuk peningkatan kualitas pekerjaan melalui percepatan siklus
pekerjaan dan peningkatan akurasi data yang dievaluasi.
Penggunaan teknologi juga ditujukan untuk meningkatkan level of confidentdari prospek yang
akan dibor sehingga meminimalkan risiko eksplorasi dan meningkatkan keberhasilan pengeboran
eksplorasi. Dalam pengembangan lapangan produksi, fasilitas teknologi dapat digunakan untuk
mendapatkan gambaran mengenai reservoir suatu lapangan penghasil secara lebih komprehensif
sehingga perencanaan produksi dan pengembangan lapangan akan lebih optimal.
Sumberdaya Manusia
PT Pertamina Geothermal Energy (PGE) jelas membutuhkan percepatan perkembangan yang tinggi
untuk mengejar target yang telah ditetapkan. Akselerasi itu hanya mungkin diraih melalui penyiapan
sumberdaya manusia (SDM) yang memadai, baik dalam jumlah maupun kualitas serta timingnya.
Sebagai perusahaan pelopor dan yang terdepan dalam pemanfaatan energi terbarukan di Indonesia,
PT Pertamina Geothermal Energy didukung oleh geoscientists dan engineers yang telah teruji
kemampuannya. Sebagian besar dari mereka telah menjalani pendidikan geothermal bertaraf
internasional di Selandia Baru, Islandia, Amerika Serikat, dan Jepang. Para pekerja PT PGE juga
Geothermal Exploration and Production Technological Support
The Company’s exploration and production activities are highly dependant on technology. The right tech-nology
application brings about successful geothermal exploration and production activities. Meanwhile, proper
utilization of technology is aimed at perfecting the quality of work through cycle acceleration and accuracy
in data evaluation.
Proper technology utilization is also aimed at increasing level of confidence in our prospective drillings so as
to minimize exploration risks and increase the success of exploration drillings. In developing production field,
technology facility can be utilized to obtain a more comprehensive description of production field’s reservoir,
so that production planning and field development will become more optimum.
Human Resources
PGE certainly needs an acceleration of rapid development in order to reach the set target. The acceleration
is only feasible through proper human resource preparation, both in quantity and timing manners.
As the nation’s pioneer and leading company of renewable energy utilization, PGE is supported by experienced
geoscientists and engineers. Most of them have undertaken international program of geothermal education
in New Zealand, Iceland, United States and Japan. All PGE’s workers have also been actively involved
in various national/international profession-based activities, and will show its active contribution in the World
Geothermal Congress in Denpasar, in year 2010.
Going toward our end goal, Geothermal Center of Excellence (2011), PGE sent some of its workers to take
further studies overseas in year 2008. Among them were:
• One worker sent to University of Utah, Salt Lake City, USA for PhD program.
• Two workers sent to University of Auckland, Auckland, New Zealand for a 4-month intensive
geothermal program.
• Three workers sent to United Nations University Reykjavik Iceland, for Master program.
• Two worker to the united Nations University Reykjavik Iceland, for geothermal short course program.
The funding source for the education was obtained from sponsorship and own-funding. To our pride,
the academic results of the PGE workers were considered satisfactory, and were always above the minimum
requirement of GPA 3.0.
For domestic education, PGE cooperated with PT Pertamina Learning Center (PLC) and Institut Geothermal
Indonesia (IGI) who were the pioneers of the geothermal education in Indonesia. The aim was to optimize
the synergy between Pertamina’s subsidiaries.
The revised remuneration system set out in year 2007 was made effective in year 2008. On that regards, PGE
intends to present a competitive remuneration package and proper protections to its workers in accordance
with the oil and gas industry standards as well as prevailing regulations in Indonesia.
We believe that each employee’s participation will significantly contribute to our efforts in prospering our company, our people as well as the community in which we live and work.

berperan aktif dalam kegiatan-kegiatan asosiasi profesi nasional/internasional dan menyukseskan
agenda nasional World Geothermal Congress di Denpasar 2010.
Untuk mencapai Geothermal Center of Excellence (2011), pada 2008 PT PGE mengirimkan sejumlah
pekerjanya untuk menjalani pendidikan lanjutan di luar negeri. Di antaranya adalah:
• Satu pekerja ke University of Utah, Salt Lake City, USA untuk program PhD.
• Dua pekerja ke University of Auckland, Auckland New Zealand untuk mengikuti 4 bulan intensif
program geothermal.
• Tiga pekerja ke United Nations University Reykjavik Iceland untuk pendidikan master.
• Dua pekerja ke United Nations University Reykjavik Iceland untuk program short course
geothermal.
Pendanaan pendidikan tersebut diperoleh dari sponsor dan juga dana sendiri. Prestasi akamedik para pe-
kerja PT PGE tersebut sangat membanggakan, dan selalu jauh di atas minimum requirement GPA 3.0.
Dalam pendidikan di dalam negeri, PT PGE bekerja sama dengan PT Pertamina Learning Center
(PLC) dan IGI (Institut Geothermal Indonesia) yang merupakan cikal bakal pendidikan geothermal di
Indonesia. Tujuan memanfaatkan lembaga penyedia tenaga ahli dan pendidikan internal itu adalah
untuk mengoptimalkan sinergi antaranak perusahaan yang ada di Pertamina.
Perbaikan sistem remunerasi yang disusun pada 2007 mulai diberlakukan pada 2008. Pada intinya
PT PGE memberikan paket remunerasi yang kompetitif dan proteksi yang memadai kepada pekerja,
sesuai dengan standar di industri minyak dan gas dan aturan yang ada di Indonesia.
SIBAYAKLAHENDONGKAMOJANGKANTOR PUSAT/HEAD OFFICE
Kesehatan, Keselamatan Kerja dan Lindungan Lingkungan (K3LL)
PT Pertamina Geothermal Energy menempatkan sistem manajemen Kesehatan dan Keselamatan
Kerja dan Lindungan Lingkungan (K3LL) berstandar internasional sebagai satu komponen utama
kegiatan produksi. Penerapannya dilakukan secara disiplin dan perbaikan yang berkesinambungan.
Hal ini didasari oleh pertimbangan bahwa operasi eksplorasi dan produksi geothermal merupakan
kegiatan yang lekat dengan potensi kecelakaan kerja.
Perusahaan juga telah mempersiapkan pedoman K3LL untuk inspeksi Keselamatan, Kesehatan Kerja
dan Lindungan Lingkungan.
Health, Safety and the Environment
PGE placed an international standard Health, Safety and Environment management system
as the core component of production activity. Its implementation was well managed along with sustainable
improvement initiatives. The initiative was based on the consideration that geothermal exploration and
production were closely related to potential incident at work.
K3LL dan Tanggung Jawab Sosial PerusahaanHSE and Corporate Social Responsibility

Di samping itu, untuk meningkatkan motivasi para pekerja agar selalu berperilaku/ bersikap aman
dalam setiap melakukan aktivitas pekerjaan, selalu diadakan safety meeting. Selama 2008, jumlah
safety meeting yang tercatat dilakukan oleh setiap Area Operasi sebanyak 7 pertemuan di Area
Geothermal Kamojang dan 3 pertemuan di Area Lahendong dan Area Sibayak, dengan lamanya
waktu pertemuan setiap meeting adalah 1 sampai 3 jam.
Untuk mengantisipasi terjadinya kegagalan operasi pada fasilitas produksi dan transmisi, telah
dilakukan kegiatan inspeksi teknis selama periode 01 Januari s/d 31 Desember 2008.
Pelaksanaan inspeksi peralatan dan lokasi pengeboran sumur–sumur pada Area Geothermal dan
Proyek telah dilakukan bersama dengan petugas dari Minerbapabum.
Untuk meningkatkan kepedulian pekerja terhadap Keselamatan Kerja dengan tujuan untuk
mencegah kecelakaan dan kebakaran, beberapa kegiatan pelatihan telah dilakukan terhadap
pekerja di lingkungan PGE.
Aside of that, in order to increase workers’ motivation and to ensure that they behaved in such safety manner
through each activity, regular safety meetings were held. In 2008, number of Safety Meeting recorded in the
Operation Areas were 7 meetings in Kamojang Geothermal Area, and 3 meetings in Lahendong and Sibayak
Areas, each of which was held for 1 to 3 hours length.
Moreover, in anticipating operation failure to the production and transmission facilities, PGE undertook
technical inspection from 1 January to 31 December 2008.
The inspections done to the equipment and drilling locations in the related geothermal areas were carried
out together with the in-charge officers of Minerbapabum.
In order to increase workers’ care to Safety at Work aiming to prevent our operations from accidents and fire
burnings, some training activities have been conducted to all PGE on-site workers.

Sebagai hasil penerapan prinsip-prinsip K3LL yang disiplin dan terus menerus maka sepanjang 2008
tidak terjadi kasus kecelakaan sedang maupun berat (fatal) di seluruh area operasi PT PGE.
Jumlah jam kerja tanpa kecelakaan dapat dijadikan sebagai indikasi bahwa suatu kegiatan
dioperasikan dengan aman sehingga tidak terjadi kecelakaan dalam kurun waktu tertentu.

Penghargaan Lingkungan (PROPER)
Program Penilaian Peringkat Kinerja Perusahaan Dalam Pengelolaan Lingkungan (PROPER), sebagai
penilaian tahunan di bidang Pengelolaan Lingkungan Hidup oleh Kementerian Negara Lingkungan
Hidup, telah ditetapkan melalui Keputusan No. 127/MEN/LH tahun 2002.
Untuk periode tahun 2006-2007 yang diumumkan pada 2008, beberapa Area Geothermal dan KOB
telah mendapatkan penilaian PROPER oleh Dewan Pertimbangan PROPER LH dengan perolehan
peringkat sebagai berikut:

Di bidang lingkungan, PT Pertamina Geothermal Energy terus menerus menunjukkan komitmennya
untuk menjalankan operasi yang ramah lingkungan di semua area operasi
Pada kegiatan operasi, PT Pertamina Geothermal Energy telah menerapkan sistem brine water
injection di mana brine water dan kondensat yang dihasilkan dari kegiatan operasi akan dimasukkan
kembali ke sumur injeksi.
Selama periode 01 Januari s/d 31 Desember 2008 telah dilakukan pemantauan lingkungan untuk
mencegah dampak negatif dari kegiatan operasi dan sekaligus dalam rangka pemenuhan ketentuan
studi lingkungan yang telah dibuat di AG Kamojang, AG Lahendong, AG Sibayak, PG Ulubelu dan PG
Lumut Balai.
Adapun aspek lingkungan yang dipantau adalah: kualitas air limbah, kualitas air permukaan,
kualitas udara, sosial ekonomi budaya dan kesehatan masyarakat sesuai isi dokumen RKL/RPL atau
pun UKL/UPL.
Untuk memenuhi kelayakan pengelolaan lingkungan sesuai dengan peraturan dan perundangan
lingkungan yang dipersyaratkan selama 2008 telah dilakukan beberapa Analisis dan Evaluasi
terhadap dokumen lingkungan pada kegiatan operasi PGE.
In operation activities, PGE will constantly proof its commitment to an environmental friendly operation
in all operation areas.
During operation, PT Pertamina Geothermal Energy has implemented brine water injection system
whereas brine water and condensate being produced from the operation activity will be re-injected to
the injection well.
Between 1 January to 31 December 2008, PGE undertook an environmental observation in order to avoid
negative impact resulted from our operations, and also to comply with environmental study regulations issued
by AG Kamojang, AG geothermal Lahendong, AG Sibayak, PG Ulubelu and PG Lumut Balai.
Likewise, the observed environmental aspects were: the quality of the water waste, the surface water quality,
air quality as well as the socio-economic, culture and health of the local community in accordance with
RKL/RPL or UKL/UPL documents.
Moreover, in complying with a fit and proper environmental management policies and regulations,
as effectively applied in 2008, PGE also performed Analysis and Evaluation activities to environmental-
related documents throughout PGE operation activities.
Environmental Awards (ESDM)
The Department of Energy and Mineral Resources has rewarded Mineral and Geothermal
Mining Award to mining companies in Indonesia for their achievement in good and
professional environmental management. In 2008, PGE Geothermal Area and JOC have
received official recognitions, as listed in the following table:

Dari kegiatan program kemitraan yang dilaksanakan di Area Lahendong, PT Pertamina
Geothermal Energy telah memperoleh Padma Award dengan kategori emas, dari Menteri
Energi dan Sumber Daya Mineral Purnomo Yusgiantoro, pada September 2008.
Padma Award adalah apresiasi masyarakat pertambangan terhadap prestasi yang diraih
perorangan, kelompok masyarakat dan korporat yang telah berjasa dalam pelaksanaan
pengembangan masyarakat. Area Lahendong memperoleh penghargaan prestisius ini,
antara lain, berkat keterlibatannya membantu pengembangan petani aren di wilayah
sekitar Area Lahendong.
Bekerja sama dengan Yayasan Masarang telah dibangun pabrik pengolah nira menjadi
gula aren di dekat lokasi Sumur Lahendong-13, tahun lalu. Kebutuhan sumber energi
di pabrik itu diperoleh dari air panas hasil sampingan produksi uap di Sumur LHD-13,
sebelum dijernihkan dan didinginkan, untuk selanjutnya kembali diinjeksikan ke bumi.
Uap dari air panas itu bukan hanya untuk memproduksi gula aren, melainkan juga untuk
mengeringkan kopra dan hasil pertanian lainnya.
Saat ini sudah tergabung 6.000 petani pemasok nira aren ke Pabrik Gula Aren Masarang.
Kehadiran pabrik itu telah meningkatkan pendapatan petani dari semula sekitar Rp
300.000,- per bulan menjadi lebih dari Rp 2 juta sebulan. Gula aren yang dihasilkan
diekspor ke Belanda, Korea dan sejumlah negara lain.
From the partnership program run in Lahendong, PGE received a gold-rank recognition, Padma
Award, rewarded by the Minister of Energy and Mineral Resources, Purnomo Yusgiantoro, in
September 2008.
Padma Award is a recognition given by specific mining community, appreciating an individual,
a society group and a corporation for their successful efforts in community development
initiatives. Relating to that, Lahendong area received this prestigious award, among others, for
its involvement in the development of the local palm sugar farmers.
Last year, together with Masarang Foundation, palm sugar processing manufacture has been
established nearby Lahendong-13 well location. The manufacture energy needs was obtained
from hot water as the by product of steam production in LHD-13 Well, before it’s being refined
and refrigerated, henceforth reinjected into the earth. The steam resulted from the hot water
was not only used in palm sugar production, but also to dry up copra and other farm products.
To date, 6,000 nira suppliers have now joined Masarang Palm Sugar Plant. The Plant’s development
in the area has increased the farmers’ income from Rp.300,000 a month to Rp.2,000,000 per
month. Moreover, the produced palm sugar was then exported to the Netherlands, Korea, and
several other countries.

Tanggung Jawab Sosial Masyarakat
PT Pertamina Geothermal Energy telah mendukung berbagai macam kegiatan dan organisasi amal
dengan menjadi sponsor dan donatur secara terus menerus di area pengoperasian geothermal dan
di luar area pengoperasian (AG Kamojang, AG Lahendong dan AG Sibayak) dan proyek (Ulubelu dan
Lumut Balai) dengan tujuan meningkatkan kualitas hidup masyarakat sekitar melalui pengembangan
kesempatan masyarakat ke dalam perubahan yang bersifat positif.
Program peningkatan hidup masyarakat sekitar itu terbagi ke dalam dua jenis kegiatan, yaitu:
1. Program Kemitraan dengan fokus kegiatan yang diarahkan pada upaya membantu usaha kecil
menengah untuk meningkatkan produksi dan penjualan.
2. Program Bina Lingkungan dengan fokus kegiatan membantu bencana alam, pendidikan, sarana
dan prasarana umum, sarana ibadah dan kesehatan.
Corporate Social Responsibilty (CSR)
PGE has supported various activities and charity organizations by becoming a regular sponsor and donator to
the geothermal operation areas as well as outside the operation areas (AG Kamojang, AG Lahendong and AG
Sibayak); also Ulubelu and Lumut Balai projects aiming to increase living quality of the surrounding community
by developing community opportunities into positive change.
The programs consisted of two activities:
1. Partnership Program, focused on the activities that can increase production and sales of the small-to-
medium local businesses.
2. Environment Care Program, focused on the activities like natural disaster reliefs, education and public
facilities, also religious and health facilities.

Pada 2008 lalu Area Lahendong juga memperoleh penghargaan sebagai yang terbaik dalam
melaksanakan Program Kemitraan dan Bina Lingkungan (PKBL) se Sulawesi Utara. Penghargaan itu
diberikan oleh Pemerintah Provinsi Sulawesi Utara.
Selain itu salah satu mitra binaan Area Lahendong, yaitu seorang pengusaha mebel bernama
Johan Petrus Rotty, memperoleh penghargaan sebagai mitra terbaik, karena dengan modal yang
dipinjamkan dia bisa meningkatkan usahanya bahkan merambah ke bidang lain yakni peternakan.
Selain itu pengembalian pinjamannya pun lancar.
Adapun yang dinilai adalah pelaksanaan pengelolaan dana yang dialokasikan pada 2007.
Proses penilaiannya berlangsung sejak Juni-September 2008. Untuk program kemitraan, dasar pe-
nilaiannya adalah: bagaimana dana tersebut dikelola, apakah sesuai dengan ketentuan yang berlaku,
tepat sasaran dan mendukung program Pemprov Sulawesi Utara, bagaimana perkembangan bisnis
mitra setelah mendapat bantuan, dan apakah pengembaliannya berjalan lancar, serta bagaimana
pula pembinaannya. Sedangkan untuk bina lingkungan, dilihat apakah program tersebut menyentuh
masyarakat banyak, terutama di sekitar lokasi usaha BUMN yang bersangkutan.
In year 2008, Lahendong area was awarded the best in the implementation of Partnership and Environmental
Care Program (in Indonesian, PKBL) in North Sulawesi. The recognition was awarded by North Sulawesi local
government.
In addition to that, one of the Lehendong’s developed partners, a furniture entrepreneur, Johan Petrus Rotty,
received the best partner award, for his achievement in effective use of the loan given to him to develop his
core business, even to further extent, husbandry.
The assessment has been evaluated on the base of the implementation of fund allocation management
throughout year 2007. In terms of loan repayment, an assessment was done from June to September 2008.
For partnership program, the assessment was based on the criteria: how the fund is managed, is it complying
with the related terms and conditions, is it fit-to-purpose and supporting the program from North Sulawesi
local government, how the partnership business grow after receiving the loan, and how the loan is being repaid
on-time, and how is is directed. While for the environmental care program was
considered useful the wide community, especially those around where we operate.

1) Relating to Shareholders
(1) To arrange and coordinate Annual Shareholders’ Meeting and Extraordinary Shareholders’s Meeting.
(2) To create and document te minutes of meeting of the anual shareholders’ meeting that reported

2.1. Position and Qualification

The head of ISU and internal auditor must posses both academic and competency qualifications, as required, in
carrying out its duties and responsibilities.

2. Satuan Pengawasan Internal (SPI)

1) SPI mempunyai kedudukan yang independen dari semua kegiatan yang diperiksa.
2) SPI dipimpin seorang kepala yang bertanggung jawab langsung kepada Direktur Utama.

1) The Corporation forms the ISU as to conduct internal Corporate’s supervisory role.
2) The ISU is formed to assist the President Director in conducting examination and to evaluate
the control, management and implementation as well as recommendations concerning to improvements.
3) The ISU is inseparable from the Corporation in running independent activities, providing objective
assurance services and consultancy services aiming to deliver added values and enhancement to the
Corporate’s operations.
2.2.2. Duties and Responsibilities
1) To develop strategy, policy and planning of supervisory activities.
2) To observe overall goal accomplishment and supervisory strategy, and to regularly examine the referred
activities.
3) To assure that the Corporate’s internal supervisory system has been functioning effectively, including
those that can prevent misconduct activities followed by assessment to the applied system on
a regular basis.
4) To conduct supervisory role on all business activities, which cover accounting, finance, human resources
and operational activities.
5) To conduct auditing in order to encourage proper compliance of both workers and management to
the prevailing laws to date.
6) To specifically audit (investigate) activities so that all cases that are indicating misuse of authority,
black market, corruption and fraud.
7) To give inputs on improvements and objective information relating to audited activitites that involve
management at all levels.
8) To provide consultancy to management at all levels to increase effectiveness of internal control, to
increase efficiency, risk management and other performance enhancement actitivities.
9) To suppport GCG implementation in all Corporate’s workplace.
10) To prepare supporting data, information and analysis for Directors in line with their obligation to
submit the Directors’ reports to the Board of Commissioners.
11) To direclty report all supervisory activities to the President Director and to also incorporate it to
the Commissioner through the Audit Committee.
2.3. ISU Charter
Position, duties, authority and responsibility of the ISU and its institutional relation between the ISU,
Audit Committee and External Auditor will all be recorded in the ISU Charter signed by President Director,
Head of ISU and Commissioner as representative of head of the Audit Committee.
3. Audit Committee
3.1. Position and Qualification
3.1.1. Position
1) The Audit Committee is a formed by the Board of Commissioners working collectively in assisting
the Commissioners’ duties and roles implementation.
2) One of the Audit Committee’s members must have an educational background in accounting or finance.
3) Does not posses personal interest/involvment that may create negative impact and conflict of interest
to the Corporation, sucha as the followings:

2) Memantau pencapaian tujuan dan strategi pengawasan secara keseluruhan serta melakukan
kajian secara berkala.
3) Memastikan sistem pengendalian internal Perseroan berfungsi efektif termasuk melakukan
kegiatan yang dapat mencegah terjadinya penyimpangan serta melakukan assessment
terhadap sistem tersebut secara berkala.
4) Melaksanakan fungsi pengawasan pada seluruh aktivitas usaha yang meliputi antara lain
bidang akuntansi, keuangan, sumber daya manusia dan operasional.
5) Melakukan audit guna mendorong terciptanya kepatuhan baik pekerja maupun manajemen
Perseroan kepada peraturan perundang-undangan yang berlaku.
6) Melakukan audit khusus (investigasi) untuk mengungkap kasus yang mempunyai indikasi
terjadinya penyalahgunaan wewenang, penggelapan, penyelewengan dan kecurangan (fraud).
7) Memberikan saran-saran perbaikan yang diperlukan dan informasi yang obyektif tentang
kegiatan yang diaudit kepada semua tingkatan manajemen.
8) Memberikan konsultasi terhadap seluruh jajaran manajemen mengenai upaya
peningkatan efektivitas pengendalian intern, peningkatan efisiensi, manajemen risiko,
dan kegiatan lainnya terkait dengan peningkatan kinerja.
9) Mendukung penerapan GCG di lingkungan Perseroan.
10) Menyiapkan dukungan data, informasi dan analisis untuk Direksi dalam rangka
penyampaian laporan Direksi kepada Komisaris.
11) Melaporkan seluruh hasil kegiatan pengawasannya langsung kepada Direktur Utama dan
memberikan tembusan kepada Komisaris melalui Komite Audit.
2.3. Piagam SPI
Kedudukan, tugas, wewenang dan tanggung jawab SPI serta hubungan kelembagaan antara SPI dan
Komite Audit dan Auditor Eksternal dituangkan dalam piagam SPI yang ditandatangani oleh Direk-
tur Utama, Kepala SPI dan Komisaris selaku Ketua Komite Audit.
3. Komite Audit
3.1. Keduduan dan Kualifikasi
3.1.1. Kedudukan
1) Komite Audit adalah komite yang dibentuk oleh Dewan Komisaris yang bekerja secara
kolektif dalam rangka membantu pelaksanaan tugas dan fungsi Komisaris.
2) Salah seorang dari anggota Komite Audit memiliki latar belakang pendidikan akuntansi
atau keuangan.
3) Tidak memiliki kepentingan/keterkaitan pribadi yang dapat menimbulkan dampak
negatif dan konflik kepentingan terhadap Perseroan, misalnya:
(1) Mempunyai kaitan keluarga sedarah dan semenda sampai derajat ketiga,

neither vertically or horizontally with the Commisioners’ members and/or the Directors’ members.
(2) Posses any business relations with the Corporation.
4) Not part of the Public Accountant Office, Legal Consultant, or other parties providing audit services,
non-audit services and /or other consultancies to the Corporation within the period of 6 (six) months
prior to tenure period as assigned by the Commissioner.
5) Does not own shares in the Corporation, either directly or indirectly. In the case where the Audit
Committee members happen to gain share(s) resulted from a legal matter, hence that Audit Committee’s
member(s) is obliged to hand over the share(s) to other party(ies) within 6 (six) months time,
at the longest.
6) Not allowed to involve in any other duties as part of other Committee’s duties in the Corporation.
7) Able to build effective communication.
3.2. Membership and Composition
3.2.1.Membership
Members of the Committee will be appointed and terminated by the Commissioner for 2 (two) years tenure
period, whereas its tenure is possible to be extended once during the membership period without
disrespecting the Commissioner’s rights to terminate the assignement at any time.
3.2.2. Composition
The Audit Committee consists of a Chairman and at least 2 (two) members with the following composition:
1) The head of the Audit Committee is one of the members of an Independent Commisioner.
2) Members of the Audit Committee is one of the members of an Independent Commissioner.
3) The head and members of the Audit Committee is appointed and terminated by the President
Commissioner.
3.3. Duties, Responsibilities and Obligations
3.3.1. Duties and Responsibilites
1) To ensure that the Corporate’s internal supervisory system is run effectively.
2) To assess proper implementation of all activities and the audit results carried out by the ISU and
external auditor, so that improper standard implementation as well as unqualified report can be
prevented.
3) To give recommendation on zero-mistake management control system in order to meet the standardized
implementation procedure.
4) To ensure that review procedure is satisfactorily with regards to information issued by the Corporation
including brochure, regular financial report, projected/forecasted and other financial information that
are to be reported to the shareholder(s).
5) To identify matters that are to be priority concerns of the Commissioner.
6) To carry out other duties assigned by the commissioner as long as it is still under the set job descriptions
and obligations on the base of the laws/regulations which prevail.
3.3.2. Obligations
The Audit Committee is obliged to submit:
1) Regular report containing key results of the carriied out duties as assigned by the Commissioner.
2) Special report containing every findings that may interupt the Corporate’s activities.

(2) Mempunyai kaitan usaha dengan rekanan Perseroan.

kepada Perseroan dalam waktu 6 (enam) bulan terakhir sebelum diangkat oleh
Komisaris.
5) Tidak memiliki saham Perseroan baik langsung maupun tidak langsung. Dalam hal anggota
Komite Audit memperoleh saham akibat suatu peristiwa hukum, maka dalam jangka
waktu paling lama 6 (enam) bulan setelah diperolehnya saham tersebut wajib mengalihkan
saham tersebut kepada pihak lain.
6) Tidak merangkap pekerjaan sebagai anggota Komite lainnya di Perseroan.
7) Mampu berkomunikasi secara efektif.
3.2. Keanggotaan dan Komposisi
3.2.1.Keanggotaan
Anggota Komite diangkat dan diberhentikan oleh Komisaris dengan masa kerja 2 (dua) tahun yang
dapat diperpanjang satu kali masa keanggotaannya dengan tidak mengurangi hak Komisaris untuk
memberhentikan sewaktu-waktu.
3.2.2. Komposisi
Komite Audit terdiri atas seorang Ketua dan sekurang-kurangnya dua orang anggota dengan kom-
posisi sebagai berikut:
1) Ketua Komite Audit adalah salah satu anggota Komisaris Independen.
2) Anggota Komite Audit adalah salah satu anggota Komisaris Independen.
3) Ketua dan anggota Komite Audit diangkat dan diberhentikan oleh Komisaris Utama.
3.3. Tugas, Tanggung Jawab dan Kewajiban
3.3.1. Tugas dan Tanggung Jawab
1) Memastikan efektivitas sistem pengendalian internal Perseroan.
2) Menilai pelaksanaan kegiatan serta hasil audit yang dilakukan oleh SPI maupun auditor
eksternal sehingga dapat dicegah pelaksanaan dan pelaporan yang tidak memenuhi standar.
3) Memberikan rekomendasi mengani penyempurnaan sistem pengendalian manajemen
Perseroan serta pelaksanaannya.
4) Memastikan bahwa telah ada prosedur review yang memuaskan terhadap informasi
yang dikeluarkan Perseroan., termasuk brosur, laporan keuangan berkala,
proyeksi/forecast dan lain-lain informasi keuangan yang disampaikan kepada
pemegang Saham.
5) Mengidentifikasi hal-hal yang memerlukan perhatian Komisaris.
6) Melaksanakan tugas lain yang diberikan oleh komisaris sepanjang masih dalam lingkup
tugas dan kewajiban Komisaris berdasarkan ketentuan perundang-undangan yang berlaku.
3.3.2. Kewajiban
Komite Audit berkewajiban untuk menyampaikan:
1) Laporan berkala yang berisi pokok-pokok hasil kerjanya berdasarkan penugasan Komisaris.

3.4. Audit Committee Charter
Position, duties and responsibilities of the Audit Committee an institutional relational between the Audit
Committee and the ISU, between the Audit Committee and the Directors, also between the Audit
Committee and external auditor should be stated in Audit Comittee’s Charter, signed by the President
Commissioner and President Director.
PT Pertamina Geothermal Energy (PT PGE) formed ISU to perform its internal supervisory role. Chairman
of the ISU is directly responsible to President Director. The ISU is formed to assist President Director in
the examination and assessment of control work performance, which cover planning and implementation
while also providing recommendations on improvement initiatives.
ISU position is independent to all examined activities run by all working units, in providing objective assurance
and consultancy services with the aim to giving added value in all operations in attaining the Corporate’s
end goal.
During the implementation, the ISU has the authority to:
1. Examine and evaluating properness and effectiveness of the internal supervisory activities.
2. Evaluate properness and effectiveness of the risk management and corporate governance system.
3. Have a full, flexible and unlimited access to all functions, reports, assets and workers issues.
4. Compose ISU’s work program in an integrated and comprehensive manner.
The ISU conducts an internal audit regarding compliance based on prevailing regulations, operational audit,
exclusive audit and providing consultancy services relating to the internal supervisory implementation,
risk management system and corporate governance. The implementation of the audit activity, run by ISU on
the base of the set policy, target and yearly audited work program, as affirmed by the President Director.

2) Laporan khusus yang berisi setiap temuan yang diperkirakan dapat mengganggu

3.4. Piagam Komite Audit
Kedudukan, tugas dan tanggung jawab Komite Audit serta hubungan kelambagaan antara
Komite Audit dengan SPI, Komite Audit dengan Direksi dan Komite Audit dengan auditor eksternal
dituangkan dalam Piagam Komite Audit dan ditandatangani oleh Komisaris Utama dan Direktur
Utama.
PT Pertamina Geothermal Energy (PT PGE) membentuk SPI yang menjalankan fungsi pengawasan
internal Perseroan. SPI dipimpin oleh seorang kepala yang bertanggung jawab langsung kepada
Direktur Utama. SPI dibentuk untuk membantu Direktur Utama dalam melaksanakan pemeriksa-
an serta menilai pengendalian, meliputi perancangan dan pelaksanaannya serta memberikan
saran-saran perbaikan.
SPI mempunyai kedudukan yang independen dari semua kegiatan unit kerja yang diperiksa deng-
an melaksanakan aktivitas secara independen, memberikan layanan assurance obyektif dan jasa
konsultasi dengan tujuan untuk memberikan nilai tambah dan peningkatan terhadap operasi
Perseroan guna mencapai tujuan Perseroan.
Dalam pelaksanaan tugasnya, SPI berwenang untuk:
1. Memeriksa dan mengevaluasi kecukupan dan efektifitas dari sistem pengendalian in-
ternal.
2. Mengevaluasi kecukupan dan efektifitas dari sistem manajemen risiko dan tata kelola
Perseroan.
3. Memiliki akses penuh, bebas dan tidak terbatas kepada seluruh fungsi, catatan,
aset dan pekerja.
4. Menyusun program kerja SPI secara luas dan komprehensif.
SPI melakukan audit internal terhadap kepatuhan pada ketentuan yang berlaku (compliance based
audit), audit operasional, audit khusus dan memberikan layanan jasa konsultasi terkait dengan
pelaksanaan sistem pengendalian internal, sistem manajemen risiko dan tata kelola Perseroan.
Pelaksanaan audit/kegiatan oleh SPI didasarkan pada kebijakan, sasaran, dan Program Kerja
Pemeriksaan Tahunan (PKPT) yang ditetapkan oleh Direktur Utama.
Kedudukan, tugas, wewenang dan tanggung jawab SPI serta hubungan kelembagaan antara SPI
dengan Komite Audit dan Auditor Eksternal dituangkan dalam Piagam SPI yang ditandatangani
oleh Direktur Utama, Kepala SPI, dan Komisaris selaku Ketua Komite Audit.

A. General Policy
1. The Company respects and strives to meet all the stakeholders’ rights, in relation to the law,
agreement/contract or ethical/moral value and corporate social responsibility which prevail.
2. Stakeholders’ management should be directed towards the corporate business needs while referring
to priority scale and mutual respect in order to achieve balance and harmony between:
1) Business dimension that is value creation and customer satisfaction oriented
2) Social dimension that relates to the aspects of business ethics and corporate social responsibility,
health, safety and prosperity of all workers, along with social community aspect.
3) Environmental dimension will direct the Corporation towards green environment as well as balanced
living condition around the operation areas.
3. The Corporation follows up and create fix mechanism in responding and solving all problems/
complaints in meeting the stakeholders’ right and/or claims.
4. The Corporate Secretary acts as an officer that mediate and coordinate the carry out of stakeholders’
relationship management, in accordance with his/her role and responsibility.
5. Stakeholders’ relationship management is based on the applied GCG principles, which comprises
of transparency, accountability, responsibility, independency and rightness.
B. Shareholder
1. The Corporation will constantly strive to realize long term value of the Shareholders by constantly put
the stakeholders’ needs as priority in compliance with any law and ethical values that prevail.
2. The management of Shareholder’s relation has been carried out on the base of the Corporate Statutes
and the prevailing regulations.
3. The Shareholders, Directors and Commissioners always put their efforts in undertaking each of their
functional roles and will not intervene in an activity of other party’s authority.
4. The Corporate Secretary is assigned as Liaison Officer that mediate and coordinate various activities
that involve Shareholders, Board of Directors and Board of Commissioners.
C. Workers
1. Every Corporate policy that relates with the workers is composed tranparantly by accommodating
the worker’s needs and any related laws and regulation that prevail.
2. Contract or working agreement between the Corporation and workers should be made in writing and
must clearly state all rights and obligations of all contracted parties.
3. Workers’ performance evaluation system should be set and carried out fairly and transparently.
4. Act in good/positive intention in the negotiation process should conflicts occur between
the Corporation and Workers.
5. Create a conducive working atmosphere by always putting health and safety as top priority.
6. The Corporation provides equal opportunity to the workers in forming a Worker Union as to follow the
prevailing law and regulations.
7. The worker union is obliged to maintain peacefulness and compliance internally as well as to strive
giving their best for the Corporation while increasing disciplinary at work.
Pengelolaan Hubungan dengan StakeholdersRelationship Management with Stakeholders
A. Kebijakan Umum
1. Perseroan menghormati dan berupaya memenuhi segala hak stakeholders yang timbul
karena pemberlakuan peraturan perundang-undangan, perjanjian/ kontrak, atau karena ni-
lai etika/moral dan tanggung jawab sosial Perseroan.
2. Pengelolaan stakeholders diarahkan pada kepentingan bisnis Perseroan serta memperhatikan
skala prioritas dan saling menghargai (mutual respect) sehingga tercapai keseimbangan dan
keharmonisan antara:
1) Dimensi bisnis yang berorientasi pada penciptaan nilai (value creation) dan kepuasan
pelanggan.
2) Dimensi sosial yang menyangkut aspek etika usaha dan tanggung jawab sosial
Perseroan, kondisi kesehatan, keselamatan, dan kesejahteraan pekerja serta aspek sosial
kemasyarakatan.
3) Dimensi lingkungan yang mengarahkan Perseroan untuk memperhatikan aspek kelestarian
dan keseimbangan lingkungan hidup di sekitar unit operasi/lapangan usaha.
3. Perseroan menindaklanjuti dan membuat mekanisme baku dalam menanggapi dan
menyelesaikan segala permasalahan/keluhan terkait dengan pemenuhan hak dan/atau
tuntutan stakeholders.
4. Sekretaris Perseroan bertindak sebagai pejabat yang menjembatani dan mengkordinasikan
pelaksanaan pengelolaan hubungan dengan stakeholders Perseroan sesuai dengan lingkup
tugas dan tanggung jawabnya.
5. Pengelolaan stakeholders didasarkan pada prinsip-prinsip GCG, yaitu transparansi,
akuntabilitas, responsibilitas, kemandirian, dan kewajaran.
B. Pemegang Saham
1. Perseroan senantiasa berupaya untuk mewujudkan nilai Pemegang Saham dalam jangka
panjang dengan tetap memperhatikan kepentingan stakeholders lainnya, berlandaskan
peraturan perundangan dan nilai-nilai etika.
2. Pengelolaan hubungan dengan Pemegang Saham dilakukan sesuai dengan Anggaran Dasar
Perseroan dan peraturan perundang-undangan yang berlaku.
3. Pemegang Saham, Direksi dan Komisaris berupaya untuk menjalankan fungsinya masing-
masing dan tidak turut campur dalam suatu kegiatan yang menjadi kewenangan pihak lain.
4. Sekretaris Perseroan menjadi pejabat penghubung yang menjembatani dan mengkoordina-
sikan berbagai kegiatan/kepentingan yang melibatkan Pemegang Saham, Direksi dan Komisaris.
C. Pekerja
1. Setiap kebijakan Perseroan yang terkait dengan pekerja disusun secara transparan,
mengakomodasi kepentingan pekerja dan peraturan perundang- undangan yang terkait.
2. Kontrak atau perjanjian kerja bersama antara Perseroan dengan pekerja dibuat secara
tertulis dengan memuat hak dan kewajiban para pihak secara jelas.
3. Sistem penilian kinerja pekerja ditetapkan dan dilaksanakan secara adil dan transparan.
4. Bertindak dengan itikad baik dalam proses negoisasi apabila terjadi benturan antara
Perseroan dengan Pekerja.

D. Customer
1. The Coporation provides geothermal services to its customers as agreed in the written working
agreement/contract.
2. Working agreement/contract with the customers should be made in writing by clearly stating their
rights and obligation whatsoever.
3. Complaints handling will be taken care professionally through a clear and transparant mechanism.
E. Business Partner (Product/Service’s Vendor)
1. The Corporation will build a positive relationship with its business partners, on the base of positive
intention and mutual respect, and will be stated in the working agreement in writing.
2. The Corporation shal maintain a healthy competition in business by treating every business partner
fairly and transparantly.
3. Partnering professionally by fully complying to the agreed working contract.
F. Government
1. The Corporation shall strengthen a harmonious and constructive partnership with the Government,
either Center and Regional. This relationship is based on a mutual beneficial and mutual respect
synergy in meeting mutual needs.
2. the Corporation supports the Central Goverment and the Regional Government efforts in managing
incoming country’s revenue in accordance with the prevailing regulation.
G. The Surrounding Community
1. The Corporation will be participating in building socio-economic community relation through
Corporate Social Responsibility program.
2. The Corporation and the community will maintain and preserve the green environment atmosphere
around the operation areas, that are mutually benefited the whole society’s needs.
3. The needs differences that are possibly occur between the Corporation and the surrounding community
will be solved in deliberation, in positive intention in attaining reciprocal benefits.
5. Menciptakan kondisi kerja yang baik dengan selalu memerhatikan tingkat kesehatan
dan keselamatan kerja pekerja.
6. Perseroan memberi kesempatan pada pekerja untuk membentuk Serikat Pekerja sesuai
dengan ketentuan peraturan perundang-undangan.
7. Serikat Pekerja wajib memelihara keamanan dan ketertiban dalam perseroan, serta berupaya
memberikan kinerja terbaik bagi Perseroan serta meningkatkan disiplin kerja.
D. Pelanggan
1. Perseroan memberikan layanan berupa pasokan uap panas bumi kepada pelanggan sesuai
dengan kesepakatan kerja/kontrak tertulis yang telah disepakati.
2. Kesepakatan kerja/kontrak dengan pelanggan dibuat tertulis dengan mencantumkan hak dan
kewajiban para pihak secara jelas.
3. Penanganan keluhan pelanggan dilakukan secara profesional melalui mekanisme yang baku
dan transparan.
E. Mitra Bisnis (Penyedia Barang/Jasa)
1. Perseroan menjalin kerja sama dengan mitra bisnis dilandasi itikad baik, saling menguntungkan
dan dituangkan dalam kesepakatan kerja secara tertulis.
2. Perseroan memelihara kondisi persaingan usaha dengan cara memperlakukan setiap mitra
bisnis secara adil dan transparan.
3. Bermitra secara profesional dengan mematuhi setiap kesepakatan yang telah dituangkan
dalam kontrak kerjasama.
F. Pemerintah
1. Perseroan meningkatkan kerja sama yang harmonis dan konstruktif dengan Pemerintah
baik Pusat maupun Daerah, hubungan yang dilandasi asas saling menguntungkan dan saling
menghormati dengan mengutamakan kepentingan bersama.
2. Perseroan mendukung upaya Pemerintah Pusat maupun Pemerintah Daerah dalam
perolehan penerimaan negara, baik langsung maupun tidak langsung, sesuai dengan peraturan
perundang-undangan yang berlaku.
G. Masyarakat Sekitar
1. Perseroan turut andil dalam membangun kehidupan sosial ekonomi masyarakat sekitar area
dengan mengembangkan program Corporate Social Responsibility.
2. Perseroan bersama-sama dengan masyarakat menjaga dan memelihara kelestarian alam di
lingkungan operasi Perseroan berdasarkan asas saling menguntungkan untuk kepentingan
bersama.
3. Perbedaan kepentingan yang mungkin timbul antara Perseroan dan masyarakat sekitar area
akan diselesaikan secara musyawarah dilandasi itikad baik untuk mencari penyelesaian yang
menguntungkan kedua belah pihak.
