The Plan: The East Village has become in a vibrant area of downtown characterized by low density, low rise residential buildings with commercial and social uses on the grown floor. The proposed concept intends not only to reinforce the existing conditions on the area but to extend these conditions towards the north of Grand Avenue. It is also intended to lay the grounds for and an increase in interconnectivity of the area with the surrounding districts and its potential for expansion, in particular towards the south, spilling into Court Avenue and beyond.

CONCEPT
- Consolidating the street walls on the north side of Grand Avenue and on the South side of Walnut Street. This will generate a frame for the low rise residential retail area known as East Village and a framed view from the State Capitol. (See section 3.10.2)
- Grand Avenue should be converted to a four lane street. The remaining width should be used to expand the North sidewalk to encourage pedestrian activities, retail, restaurants and shops. (see section 3.10.2)
- Maintaining the area between Grand Avenue and Walnut Street as low rise / low density. (see section 3.10.1)
- Enforcing the checkerboard blocks between Grand Avenue and Walnut Street. The idea of the checkerboard block should be studied further. The main characteristics of this type are: 1) Establishing a discontinued street and alternating street wall that always frames one side of the street with, 2) allowing for more light and open space, ample focal viewpoints and expanded street views . - The parking lots are an integral part of the “checkerboard” blocks. Regulations should be established for the enclosure of these parking lots. Attention should be given to landscaping opportunities and “green fences”. Parking lots should be understood as mixed areas: “parking > garden > public space”. - “Checkerboard” blocks are also proposed for the area North of Grand.
- The Consolidated Street Walls on the North side of Grand Avenue should be extended to the North following Robert D. Ray Drive establishing a Street Façade towards the East River Park and a visual connectivity with West downtown.

This diagram depicts the envisioned articulation of the East Village from a PEDESTRIAN and VEHICuLAR approach in order to establish a CIRCuLATION network fed by pedestrian and private and public vehicular movement.
- Tramway Stops: The proposed tramway should have 3 stops on the East Side. Each stop is coordinated with a nodal point of proposed pedestrian activity and is intended to generate north south pedestrian corridors. o E. 2nd Street Stop should promote pedestrian activity on the East River Walk and promote its expansion North and South. This stop should also feed pedestrian activity to reinforce the established small scale retail activity in the East Village. o E. 6th Street Stop will serve the E 5th street corridor which is now the core of the East Village. It will also link the E. 6th St. vehicular corridor to the transit system. o Capitol Station should link the proposed parking facilities surrounding the Capitol to the transit system. - East-West Pedestrian movement is expected to take place across the future Center Street pedeestrian bridge and existing Grand Avenue, Locust and Walnut Street bridges.
- E. 5th St. should become the pedestrian spinal cord for the East downtown residential and commercial activity with E. 5th St. & E. Locust Street as the East Village central node.
- E. 6th and 7th Streets should be considered as vehicular corridors. The existing connectivity of these streets towards I-235 and beyond to the North and the extension of 6th St. south of the Des Moines River makes them the ideal streets to establish and reinforce a vehicular corridor.
IMPLEMENTATION
- The parking lots are an integral part of the “checkerboard” blocks. Regulations should be established for the enclosure of these parking lots. Attention should be given to landscaping opportunities and “green fences”. Parking lots should be understood as mixed areas: “parking > garden > public space”.
