Moving-to-Qatar

Qatar has a relatively high standard of living and many expatriates find living in Qatar a very different experience from anything they had expected or what they have been used to. None the less almost all expatriates enjoy what Qatar has to offer.

Exciting job opportunities and equally promising salaries together with the attraction of the country make Qatar an enticing place to settle down. Finding a job is not always that easy as all expatriates require sponsorship to work and live in Qatar.

The safety, warm weather and family orientated environment further entice those seeking similar lifestyles and weather. There are several fine resorts and beaches strategically placed along the 565 km coastline to choose from. You won't find any difficulty in balancing the work - play environment effectively.

There are many good furnished and unfurnished apartments to choose from and finding accommodation is not that hard. Depending on your circumstance either the company sponsoring will assist or the many estate agents will be more than willing to assist.

There is no shortage of entertainment- shopping, restaurants, cinemas and bowling alleys. A generous blend of café’s, nut shops and divine bakeries make Qatar an exciting country to relocate.

Qatar is expanding rapidly but the growth is not overwhelming as it still offers a vibrant yet peaceful pace of life.

Visas for Qatar

Qatar is home to an incredibly diverse population. People from around the world come to work and live in the country, often on a temporary basis.

To keep track of Qatar’s transient population, and ensure security for all, a comprehensive system of visas and residence permits has been set up in the country. Residents, sponsors and citizens are expected to adhere to its national regulations. While the country attracts many foreign workers, it is also a great tourist destination. Various visas upon arrival provide quick and easy opportunities for residents of 33 countries to explore and experience Qatar.

The Ministry of Interior (MOI) is responsible for handling all procedures related to immigration, policing and national security. Personal documentation services include visas, Driving Licenses and exit permits, many of which can now be completed online through Hukoomi.The State of Qatar is committed to building an efficient, modern society. The integration of innovative technology into government processes is helping to minimize errors and improve wait times.

In the coming years, more and more application services related to visas, passports and personal documents will be available online to help streamline the process for all.

Work and residence visas for Qatar

To live and work in Qatar, expats must first enter on the proper entry visa, and then must apply for a residence permit once in the nation. Visas can only be granted if they’re supported by proper sponsorship; either employers or family members earning more than 7000 QAR per month can act as sponsors. Expats must stay in the country during the period between arrival and the conversion from the entry visa to the residence permit.

May obtain a one-month Tourist Visa upon arrival. The visa can also be issued online instantly. It is valid for one month and cannot be extended.

Travelers from countries outside the list may obtain a Tourist Visa through Qatari embassies abroad or through booking with a hotel in Qatar.

All those travelling to Qatar should make sure their passport is valid for six months from the date of travel.

Business Visas

Business visas allow non-Qataris to conduct business and work in the country on a temporary basis. There are two types of business visas – one that can be issued upon arrival while the other requires application ahead of time.

Those who wish to embark on a short business trip may opt for the 72-hour business visa, which can be issued upon arrival. The visa is extendable for another 72 hours. Applicants are required to carry proper documentation proving the purpose of their trip.

Longer business visas are available for new expatriate workers and persons conducting short-term contractual work in Qatar. The visa is valid for a maximum of three months, and must be arranged in advance by an approved company or institution operating in Qatar.

Family Visit Visa

Expatriate workers may bring their family members to Qatar on a Family Visit Visa. The visa is valid for one month, and can be extended for up to six months for immediate family members and three months for other relatives. Visa holders who wish to apply for an extension must undergo a medical check.

Transit Visas

The Transit Visa is valid for up to 48 hours.

Seamen and truck drivers passing through Qatar are required to carry appropriate transit visas, some of which can be issued online.

Sponsorships

Foreigners may work in Qatar under sponsorship.

Without special permission, a sponsored employee may not work for another employer. Transfer of sponsorship may be granted in cases where both the original and potential new employers agree to the change. Without a release letter, a person must leave the country for a minimum of two years before returning to work for another employer.

Sponsors may not keep the passports of their employees except to complete visa formalities.

Sponsored employees may apply to bring their spouses and children to Qatar under personal sponsorship.

Employer sponsorship

►Step 1 – Find a job Expats must first find a job and sign a contract before trudging through the visa application process. Once you’ve secured a position though, you’ll likely be relieved to find that the organizational burden for the work entry visa application process falls largely on the shoulders of the employer.

►Step 2 – Work entry visa application After negotiating the terms of your employment, your employer will need to apply for your work entry visa from the Ministry of the Interior. Qatar is a country that claims a massive foreign labor force, and it follows that many companies are familiar with this visa application process. Some organizations even have separate departments devoted to this endeavor. Your company will advise what documents they need you supply them with to get the process started; paperwork varies depending on your job category. For example, a maid will need to supply different documents to a doctor. It’s best to have all documents authenticated and to make multiple copies for your records.

The application to be approved generally takes four to eight weeks.

►Step 3 – Applying for your residence permit in Qatar Applying for your residence permit once in Qatar is routine, but not necessarily extreme. Keep in mind that you’ll need to bring certain documents with you to Qatar to apply. Your company will confirm the specifics of these documents, but generally, the paperwork required is:

• Police Clearance Certificate • Medical Check-Up Certificate (obtained in Qatar) • Copy of your Job Contract • Copies of all education documents • Passport-sized color photos

Once you arrive in Qatar, your sponsoring employer will arrange a medical check-up in Qatar. Once this is completed and all the necessary documents are gathered, they will file your residence permit application. This usually takes between two to six weeks, and you have to remain in the country throughout the duration of this process.

Family sponsorship

If you’re in possession of a residence work permit for Qatar and you earn over 7000 QAR per month you can legally sponsor your family for a residence visa.

You’ll need to submit the following documents to the Ministry of Labour in Qatar:

• Completed application form for each member of your family in Arabic • Application letter from your employer outlining your position and salary • Copies of your family members’ passports • Copy of your electricity bill in Qatar • Copies of your education certificates, and the birth certificates and marriage certificates

(if applicable) of your family members

Family members that come across on a family sponsored residence visa do not have the right to work in Qatar; however; upon arrival it’s possible to apply to the Labor Department for the right to work.

Medical check-up and fingerprinting in Qatar

►Medical Test All expatriates working and living in Qatar are required by law to undergo a health screening after landing in the country before they can receive a Residence Permit

After landing in Qatar, the Medical Commission is responsible for conducting a health exam, the purpose of which is to protect the health of the population and prevent the spread of infectious diseases from newcomers.

Newcomers should first obtain a blood-type certificate from any clinic before undergoing the Medical Commission exam, which comprises a blood test and chest X-ray. Diseases being screened include:

• HIV/AIDS • Tuberculosis • Hepatitis B • Hepatitis C

People working in restaurants, barber shops, laundries, health clubs and other public places are further required to under annual health checks.

*Be prepared to make a day of it; though the process isn’t tedious, the waiting is. Go early, bring a good book and don’t make any other appointments until later that afternoon. Expats will need the following documents to go for a medical test (check with HR):

• Passport (one copy) • Two passport photos • Medical test application form translated into Arabic • Fee (QR 100)

Employment Contracts Before accepting a job offer in Qatar, ensure that you get a copy of the employment contract, as you are bound to meet the terms on the written contract. On the other hand, it is also possible that you may not receive what you expect in case it is not included in the contract. Therefore, you will have to study every detail mentioned in the contract and negotiate the details.

On being offered a job, in almost all cases, you can sign a contract or even a letter of agreement. Although you may be given an English copy of the contract, it will also be written in Arabic. In case of any dispute, it is the Arabic version that will have better hold on the contract. Moreover, the contract should be attested by the labor department. A copy of the contract will also be maintained by the labor department.

All details and benefits that go with your position, including salary and payment method and date, validity of the contract, reporting structure, performance measures, required notice of intent for termination of contract from either side, and liabilities if any in case of breaking the contract, should be mentioned on the contract.

The employment contract will also contain the terms of employment, and detailed job description, indicating job responsibilities and performance standards. Once in Qatar, you can get this document formalized with an official ministry version in Arabic, or get attested by a notary.

It is important to note that local labor laws will remain valid, as long as you are in Qatar, irrespective of whether you sign a contract or not.

An employment contract from a company is more valid than basic labor laws, wherein the details stipulated are more than legal requirements. But you will still be protected by the basic laws.

Majority of expatriate contracts signed were for two years initially, but, it is getting more common for contracts to be open-ended. The employers find it easier, as they can keep it to a defined period in case the employee proves unsatisfactory, and most contracts now have termination notice period of one to three months, or payment in lieu of notice. The contracts can also be renewed with mutual consent frequently, in case all parties are happy to continue with things as they are.

In Qatar, certain jobs are reserved only for nationals, particularly in the service industries. Therefore, there are instances wherein, the job title mentioned in the contract will be different from what you would expect, but, the official version on the work visa is quite different, owing to full job quotas or for other reasons.

Redundancy The general rule is that the employee will be given three written warnings detailing his/her failings or shortcomings prior to dismissal. In case the employee violates the law, there are chances of an immediate dismissal. Else, if the employee is caught in a serious offence involving police attention, or, if found guilty of drunken driving, chances of redundancy are high. But, any employee will not be demoted when on a leave or out of the country.

On making the employee redundant, the termination clause in the contract gets effective. But, in case the employer feels that your work deserves more, he might enhance the offer.

It is best if expatriates avoid legal tussles as much as possible, as it is time consuming and can lead to many difficulties.

Changing jobs Earlier, the employers used to recruit workers on a fixed period of contract, generally for two years, and thereafter, the contract could be renewed as per mutual consent. But, the employers felt that this didn't work to their advantage, as the employee would later move on when a competitor offers new contract.

Therefore, today contracts are open-ended, and have few clauses to protect employer, such as the six-month period prior to granting new work visa for a particular worker. This implies that the worker should leave the country for six months before re-applying for a visa.

But, there are ways to get around with this too. An employee can transfer to a new employer, if his original sponsor provides him with a no-objection certificate. But, the change may not be very simple. The employee should be prepared to face several checks. Further, to gain full support of new employer, it is best to leave the country and return as per the new agreement.

Before signing the contract, read the document carefully and check if details pertaining to salary, accommodation, education, medical benefits, length of vacation and air-tickets are as discussed. Else, once you sign the contract, it is difficult to negotiate on something new. But, once it is mentioned in the contract, the Qatar law ensures that the employer fulfils his obligations in the contract.

Salary and Employment Benefits Untaxed salary is one of the major attractions of working in Qatar.

Some companies are offering a breakdown like: basic salary, car allowance, housing allowance, medical cover, children education and air tickets for home visits.

However, other employers just pay a net salary to cover all these expenses, although in few cases, there are other bonuses too.

Apart from their salary, contract workers are awarded an 'indemnity' at the end of the contract period. The indemnity is calculated on the basis of basic salary (excluding bonuses). For those working in Qatar for a long time, indemnity can be a lot of money, as several people manage to accumulate considerable financial backup or live the high life. The indemnity is not related to insurance, but it is more of an end-of-the-term bonus, and is required by law to be paid to expatriate workers thanking them for serving the state. It is also known as ‘end-of-contract benefits’ or ‘end-of-service’ benefits. The indemnity scales are in the range 15 to 20 days of basic pay per year of employment for the first three years, and a month’s pay every year, thereafter.

Gratuity A worker is entitled to an end of service gratuity, upon expiry of his service. The worker should have completed at least five years of employment. The gratuity will be agreed upon by the two parties, provided it is not less than three-week wages for each year of employment (and if one exceeds 5 years of service, gratuity could even be calculate at 30 days per year). The last drawn basic wage will be the base for calculation of gratuity. The employer is entitled to deduct from service gratuity, the amount due to him by the worker, if any.

Leave The employer usually fixes the date of annual leave for the worker as per the work requirements and may divide the leave with the consent of the worker, provided, it should not be divided for more than two periods. In case the employee submits a written application for postponement of the annual leave, it can be postponed to next year, but, it should not be more than half of the annual leave. Some companies also offer payment in lieu of annual leave of the employee, equivalent to the wage of the employee for the leave days for which he is entitled, in case the contract is terminated before the worker claims his leave.

Driving All persons driving in Qatar are required to carry a valid driving License. The Ministry of Interior’s Traffic Department regulates the issuance of licenses.

The minimum age for learning to drive is 18 years old, although special permission can be granted for learners as young as 17.

Temporary License All driving licenses from foreign countries are recognized as valid in Qatar. Visitors who wish to drive in the country are recommended to visit the Traffic Department within 15 days of arrival to verify the validity of their permits.

Those who carry approved licenses may drive in Qatar for one week. Drivers may also apply for a temporary Qatari Driving License, which is valid for three months and can be extended.

International Driving License Persons with international driving licenses may drive in the country for up to six months. After that, it is mandatory to switch to a Qatari driving License.

Qatari Driving License Citizens of some foreign countries may convert their licenses from home to a Qatari Driving License without taking a road test.

For most expatriates, though, a Driving test is mandatory.

Those who are applying for a driving license for the first time should register with one of the driving schools for lessons. So-called “half courses” are also available for foreign drivers who need to re-take their test as a result of their licenses not being recognized in Qatar.

The validity period of a Driving License is normally five years for residents and ten years for citizens. License renewal can be completed online through Hukoomi.

Driving Test The driving test comprises the following:

• Oral test • Reverse parking • Straight parking • Road test

The Driving License is issued immediately after passing the test.

Primary and Secondary Schools Qatar has a variety of schools, nursery and pre-schools with different curricula, including American, British, International Baccalaureate, Indian, Lebanese, etc. However, because of the large number of school-age children, availability is at a premium. Depending on your request, the Mobilization Specialist can assist you with your schooling needs at the time of your relocation to Qatar.

It is advisable to register well before the summer holidays and some schools start their registration one year in advance. Early registration is also recommended as many schools require prospective students to sit an entrance exam in addition to providing reports and test results from previous schools.

Places to visit

Beaches and Resorts 42 KM BEACH

Also known by some as “French Beach”, this area gained its name because it is found by taking the turnoff from Al Shamal (North) Road exactly 42 km north of the Al Khor turnoff. There is a small signpost marked “Maroona”, leading to a narrow tarmac road. Follow this for 6 km before turning right onto a dirt track, heading towards two large palaces. You should be running parallel with the telegraph poles at this point. Approach the beach between these two buildings, but beware, the sand is very soft for the last 100 metres.

AL GHARIYA BEACH

This north-eastern beach is just 4.5 km beyond Fuwairit on Al Shamal (North) Road (see separate entry below). Take the Al Ghariya turnoff and follow the tarmac road, keeping to the right when the road splits. Pass the newly opened Al Ghariya Beach Resort and, after a distance of some 1.5 km, you will reach an old abandoned village. There are a number of locations, but the best is to the north, beyond the old Scout Camp.

Head out of Doha, towards West Bay or Qatar University. At the roundabout near Doha Golf Club, you will see the signs for Al Khor and Simaisma (Route 1A). After 37 km of easy driving north, you will reach Al Khor. Follow the road through the town, bearing left at the northern end of the Corniche towards Al Thakhira. At the next roundabout, turn right; take the first left and pass through the gap in the houses. Heading left away from the village, pass a newly constructed car park and jetty, onto a track across the salt marsh, leading eventually to a small wadi and then the beach. Beware! At high tides, with following winds, the salt marsh can turn wet and treacherous, so take care. Park near the wadi unless you are in a 4WD vehicle and you know what you are doing.

Blue Waters

Since Qatar is surrounded by sparkling blue waters and 700 km of coastline, it’s only a matter of time before every visitor to the country sets off to spend a day at the beach.Much of the coast is undeveloped and often difficult to reach, but part of the fun is getting out and discovering your own favourite campsite, picnic area or beachcombing location.

DUKHAN BEACH

Dukhan is on the west coast of the peninsula, a drive of about 90 km from Doha. The most direct route is to start at the Al Gharrafa Interchange and go along Al Luqta Street past Education City, following the signs for Dukhan. At the gates to Dukhan Township, turn left and follows the coast road for 9 km until you reach Dukhan Water Sports premises.The tarmac road ends here, but to the south you will find plenty of alternative sites to stop. Take care, for although the beaches are sandy, there are sharp rocks underwater that can rip into bare feet.

FUWAIRIT BEACH

Using Landmark Mall as a starting point, take Al Shamal (North) Road, past Al Khor turnoff and continue for a further 44 km. Turn right at the Fuwairit sign, along a surfaced road towards a small village. As you reach the outskirts, turn left onto a rough track running parallel with the coast. Drive for about 1.5 km along the small dune edging the beach until it gives way to the most unusual formations of eroded jabals that run down to the water’s edge. These very small “cliffs” border a fine sandy bay and, when the tide is low, there are coves that make ideal picnic spots. The strange shapes in the rock face – resembling Gruyere cheese – are a great photo opportunity!

MESAIEED BEACH

Mesaieed, some 40 km south of Doha, is the centre of the petrochemical industry and a rapidly expanding industrial town. But it has some good beaches south of the town and is the area in which the famous barchan sand dunes begin. There is a slightly confusing series of roundabouts to navigate on the outskirts of the town, but small signs marked “Beach” will guide you in the right direction. There are popular sites on either side of Sealine Beach Resort, and just outside, you will find dune buggies for hire. There are no amenities to the south of Mesaieed except Sealine Beach Resort, so it is a good place to stop for refreshments when exploring the coastline.

RAS ABROUQ BEACH

This bay, a favorite spot for weekend campers, is at the very tip of a peninsula that lies north-east of Dukhan. It is a slow journey, over pretty rough tracks and not for the faint-hearted. But if you have bags of time, enthusiasm and a 4WD vehicle, it is an interesting venue. Take the main Doha-Dukhan road and just a couple of kilometers past the turnoff for Al Jumailiya (about 5 km before you reach the newly-built flyover), you will see a fork where the old Dukhan road runs off to the right. There is only one sign, in Arabic, but this is where you turn off. After 1.5 km, turn right onto a well-defined dirt track that heads up the north-eastern side of the Ras Abrouq peninsula. Follow it for about 21 km and then branch off to the left, heading up and onto the top of the jabals (hills). This track will take you past the SCENR wild deer reserve and through an area that was recently used as a film set, with rough stone buildings still adding a touch of mystery to the rugged landscape. After almost 9 km, you will see an abandoned police post perched on top of a jabal. Go around the base and head out over the causeway on your left, leading over to the tip of the peninsula. The area is full of interesting coves and bays, but the best is at the far end – a sweeping half-moon bay flanked at both ends by rocky outcrops.

SHEIKH’S PALACE BEACH

So called because of the old shell of a beach palace, this beach lies between Umm Bab and Dukhan and can be accessed from either direction. From the roundabout at the entrance to Dukhan Township, turn left and take the first left, marked for Umm Bab. This road is undergoing major reconstruction and many small diversions are in place so drive carefully. After 7 km, you will crest a small hill where a narrow tarmac road branches off to the right. You will notice a small red oilfield marker DK34. After 2 km, you will reach the old place. Keep to the right and drive onto the sand towards a small cove flanked by a rocky outcrop at the northern end. Leave your car at the palace and walk if you are not in a 4WD!

This is also known as the “Palm Tree Beach” because of the small cluster of palm trees at the end of the road alongside the small breakwater. From Doha, take Salwa Road, clocking 29 km from the Fort Roundabout near Salwa Industrial Area and passing the Mukainis satellite earth station. Turn right and follow the road for a further 40 km until you reach the roundabout at the Umm Bab Cement Works. Go straight across and take the right-hand fork, passing a small “trading store” on your right. On cresting a small hill, you will see the coast stretched out below and the distinctive group of trees. Most people turn left at the trees and stop a little further on. The sand is very deep so 2WD vehicles should proceed with caution.

Parks in Doha

• Aspire Park • Location: Across from Villaggio Mall, by Aspire Tower • This sprawling green wonderland has a little something for everyone, and is crawling

with people on weekends and evenings, taking in the great outdoors. A park complex adjacent to Aspire Zone’s stadiums and facilities, it juts up against formal playing fields and courts for all sorts of sports. But that’s not all! It’s also dotted with playground equipment, shade shelters, a running and walking trail and fountains. Yet that’s not why we go there: we go there for the huge sprawl of rolling green hills, thick grass and positively lush trees. Head far into the park, breathe deep, and you can almost imagine you’re not standing in the middle of a desert.

• Tip: This is the spot for weekend picnics! It’s a popular destination, and while its huge size means you won’t ever be literally sitting on someone else’s picnic blanket, if you want one of the prime spots under a tree, you’ll have to claim it early.

• Sheraton Park • Location: Near the Sheraton Doha Resort & Convention Hotel. • One of the oldest parks in the city, this one feature a running track that gets a workout

every week when the Doha Bay Runners Club descends for their beginners runs on Wednesday evenings (dohabayrunningclub.webs.com). Located in the heart of the city, it’s a great stop for people who live or work in West Bay who aren’t keen to brave the Corniche or other adjacent parks and the traffic that goes with them.

• Tip: Bring your gear and go for a walk! The walking and running trail here is perfect for an outdoor workout.

• Museum of Islamic Art Park • Location: By Museum of Islamic Art • They held their first official event there last month, with Cat Stevens (aka Yusuf Islam)

rocking out in the park. Located around the Museum of Islamic Art, it couldn’t get much more pristine and beautiful: with the gorgeous museum to one side of you, and the sea heading out in the other, it’s a great spot to read a book, catch some sun, and relax just off the Corniche.

• Tip: Don’t miss the statue garden! It’s about a kilometer walk to get along to the end of the pier, but very worth it for the seaside art. Bring the kids too: there’s no reason you can’t couple a park stop with a museum visit. Fun and educational!

• Al Bida Park • Location: Across from the Corniche in Rumailah • With a selection of fountains, fairy tale bridges and playgrounds dotting this strip of

green across the road from the Corniche, this park is a magnet for families, especially on weekends and in the evenings. Taking advantage of the play structures and swings, you can see kids cavorting here late into the evening, especially in the hotter summer months. But keep walking into the park and you’ll find other things to make it worth the trip. It’s also home to the Heritage Village, a group of structures meant to mimic the look of a traditional Qatari village. Regular cultural events are held here, but there are also shop offering up traditional products.

• Tip: We especially love the Pearl Man, a vendor selling beautiful local pearls, who also has a collection of photographs, newspaper articles, and a long memory to what Qatar was like years ago.

• Corniche Park • Location: All along the Corniche • This is the green space most people know about in Qatar, as it’s front and centre.

Bordering the Corniche and looking out over the water, it’s a great spot either for some people watching or for a break between exercising. It also comes complete with one of the most iconic views in Qatar: the West Bay skyline, which is particularly stunning at night. Feel free to bring a blanket and set up under one of the waving palm trees! Just be warned, the grass here is a bit softer, as it’s mostly rooted in sand—this is not the time to wear heels.

• Tip: Working out by running or walking the Corniche? Why not add to your adventure with a bit of park-side yoga, stretching or aerobics? This is a great spot to do a few jumping jacks or sun salutations!

• Al Khor • Location: Al Khor • Had enough of the parks within Doha? There’s a great one just outside the city limits in

Al Khor, complete with their own Corniche and beach access. Al Khor beach includes shisha stands and a restaurant serving karak, a traditional tea, to refresh you after your journey, and beach volleyball courts to make it worth your while. Less crowded than similar locations within Doha, it’s a good bet if you’re looking for an easy road trip, a break from the crowds, and somewhere outside the city you can get to without an SUV. Tip: Stop here on the way to or from other road trip adventures!

• Hyatt Park • Location: Near Hyatt Plaza • A smaller park, this one hosts a popular running track. It’s enough off the beaten path

that it’s not absolutely swarmed, meaning you can go at your own pace, whether slow or fast or in-between.

• Tip: Don’t miss the man-made lake and the ducks! Bring along your toy boats, and some bread to entice our feathered friends.

• Al Rayyan Park • Location: Al Rayyan Road, just before Beverly Hills Al Rayyan compound • Basically a large green playing field, or rather, several large, green playing fields, this is

an open concept park great for a game of football, American football, or Frisbee. Several fields strung together , it’s also ringed by an outdoor running track, and you can see people of all ages and nationalities getting some exercise here. Located a bit farther out than some other popular parks with similar amenities, it’s a good spot if you like to exercise or play without a huge crowd, particularly on weekends.
