On behalf of 400 members of the Radnor community I would like to express our opposition to theKeystone Exams as proposed in the Final Form Regulations being considered the IRRC this month. Belowis the petition that was circulated to members of our school and local community. In the petition webelieve we have fairly outlined the issues with respect to our students and taxpayers. We wouldappreciate you taking these concerns into consideration during your review of IRRC #2696 - Final Form ofthe Chapter 4 Regulations - Keystone Exams.

You should also know that Radnor Township School Board unanimously adopted a resolution on May 12,2009, opposing the Keystone Exams. Copies of both of the Petition and the RTSD Resolution areattached.

This petition, signed by educators, parents, administrators, students and concerned tax payers is toexpress our opposition to the current proposed final form Chapter 4 regulations to requireKeystone Exams as end of course/graduation requirements for students.

Overall Concern:These exams do not address the cited problem of the lack of preparedness of some studentsgraduating from Pennsylvania public schools. The Pennsylvania System of School Assessments(PSSA) already provides data to the State Department of Education to measure the performance of

each school district and they provide a comparison to other districts. District educators use the PSSAdata, and the subject tests, to evaluate individual student's performance and inform instruction. Thecurrent test systems already identify students who are at risk; what is needed is funding to helpdistricts implement educational programs that can help struggling students succeed.

Radnor Township School District Spends 20% of our educational dollars (-$12,000,000) onprogramming that goes beyond the basics to help ensure that all of our students can succeed. Yetonly 12% of our funding (-$7,359,928) comes from the State and Federal government combined.As a result of our local community's support of critical programming Radnor students have theresources to consistently perform above the state average. Our schools have again achievedAdequate Yearly Progress levels required by No Child Left Behind. A closer look at the budgetdecisions made by top performing schools like Radnor clearly demonstrates the importance ofinvesting in educational programming designed to help all students to achieve. Without the properfunding for educational programs, the only thing a new testing system can accomplish is to waste taxpayer dollars.

Issues with the Keystone Exams:

This plan introduces excessive costs to the taxpayer - the $201 million dollar contract to develop thetests is the tip of the iceberg. The costs to fully implement this plan are not known. It is anotherunfunded mandate for the State budget and the local school district budgets. Where will the moneycome from? What programs will need to be cancelled to support the new testing?

This plan introduces at least three new governmental boards and panels. It takes away local control;subjects struggling students to a "regional" level panel review and introduces bureaucracy and redtape that does nothing to help a student succeed.

This plan will distort the "meaning" of the Grade Point Average. As proposed, these exams will bescored on a 100 point scale and will count for one-third of the final course grade. Furthermore,students scoring below basic on a Keystone Exam or on a module, for whatever reason, get NOcredit for what they do know; rather they will be given a zero for 1/3 of their grade.

This plan also allows students that do not score proficient or above to retake a module and improvetheir score. However, students that score above basic will not be able to retake the tests to improvetheir score. These exams have the capacity to drag down the grades of fundamentally betterstudents in comparison to their weaker peers. It will be hard to explain to college admissions officers.

This plan replaces our rigorous mid-terms and finals with one size fits all Keystone Exams and willserve to narrow the curriculum at Radnor High School. How could it be in the educational bestinterest of students to administer the same Keystone Exam to students in General Biology,Accelerated Biology, and Honors Biology? Assessments have to be designed to reflect the rigor ofthose various courses.

This plan requires funding to be diverted to a new testing program that has no basis in research whileother worthwhile educational programs are being cut in order to deal with the current economic crisis.

RESOLUTION OPPOSING PROPOSED HIGH SCHOOL KEYSTONE EXAMSby the Board of School DirectorsRadnor Township School District

May 12,2009

WHEREAS, the Radnor Township School District is committed to preparing all students forsuccess in college and the workplace by providing a challenging and rich curriculum that focuses ondeveloping in students a passion for learning, personal integrity, the pursuit of excellence and socialresponsibility; and

WHEREAS, in the Radnor Township School District, graduates who have not scoredproficient on the PSSA have shown understanding of state standards through a variety of otherassessments including portfolios, oral presentations, hands-on demonstrations, and othermethods; and

WHEREAS, the Radnor Township School District recognizes the importance of assessments and makesuse of the PSSAs and local assessments to provide the district with information about students in need ofremediation, consequently another layer of testing will only confirm what is already known; and

WHEREAS, the State, without regulatory change, can extend technical and financial assistanceto districts already known to be struggling; and

WHEREAS, verification of the validity of local assessments as an alternative to the Keystone Examswould be required every six years and would be costly to the school district and administration in bothtime and money; and

WHEREAS, the monies required by the districts for verification of the validity of local assessmentswould require expenditures that would be better spent in classrooms; and

WHEREAS, the criteria for local assessments are undefined and may discourage assessmentsthat would be beneficial for diverse learners; and

WHEREAS, the addition of the Keystone Exams would reduce the number of instructional daysand impose an unreasonable load of high-stakes testing on students who are already facing aburden of stressful standardized tests; and

WHEREAS, the Keystone Exams will have continuing economic impact on districts operatingunder Act 1 fiscal constraints and on taxpayers across the Commonwealth, and these requiredexpenditures have no proof of cost effectiveness; and

WHEREAS, the State, having already identified best practices related to local proficiencyassessments, can share these methods with all districts without the need to add KeystoneExaminations and related expenses;

NOW THEREFORE, BE IT RESOLVED that the Board of School Directors of theRadnor Township School District opposes the State Board of Education proposals to enactKeystone Exams and any other regulations or legislation that usurp the authority of local schooldistricts to determine whether their students have earned high school diplomas. This resolutionwill be shared with the State Board of Education, legislators, including local legislators andmembers of the Senate and House Education Committees, and the Independent RegulatoryReview Commission.

This petition, sigoed by educators, pareots, admioistrators, students aod cooceroed tax payers is to express our opposition to thecurrent proposed final form Chapter 4 regulations to require Keystone Exams as eod of course/graduatioo requiremeots forstudeots.

Overall Concern:These exams do oot address the cited problem of the lack of preparedoess of some studeots graduatiog from Peoosylvaoia publicschools. The Peoosylvaoia System of School Assessmeots (PSSA) already provides data to the State Departmeot of Educatioo tomeasure the performaoce of each school district aod they provide a comparisoo to other districts. District educators use the PSSAdata, aod the subject tests, to evaluate iodividual studeot's performaoce aod ioform iostructioo. The curreot test systems alreadyidentify studeots who are at risk; what is oeeded is fuodiog to help districts implemeot educatiooal programs that cao help struggliogstudeots succeed.

Radnor Township School District Spends 20% of our educational dollars (-$12,000,000) oo programmiog that goes beyood thebasics to help eosure that all of our studeots cao succeed. Yet ooly 12% of our funding (-$7,359,928) comes from the State andFederal goveromeot combioed. As a result of our local commuoity's support of critical programmiog Radoor studeots have theresources to coosisteotly perform above the state average. Our schools have agaio achieved Adequate Yearly Progress levels requiredby No Child Left Behiod. A closer look at the budget decisioos made by top performiog schools like Radoor clearly demoostrates theimportaoce of iovestiog io educatiooal programmiog desigoed to help all studeots to achieve. Without the proper fuodiog foreducatiooal programs, the ooly thiog a oew testiog system cao accomplish is to waste tax payer dollars.

Issues with the Keystone Exams:

This plao iotroduces excessive costs to the taxpayer - the $201 million dollar cootract to develop the tests is the tip of the iceberg. Thecosts to fully implemeot this plao are oot koowo. It is aoother uofuoded maodate for the State budget aod the local school districtbudgets. Where will the mooey come from? What programs will oeed to be caocelled to support the oew testiog?

This plao iotroduces at least three oew goveromeotal boards aod paoels. It takes away local cootrol; subjects struggliog studeots to a"regiooal" level paoel review aod iotroduces bureaucracy aod red tape that does oothiog to help a studeot succeed.

This plan will distort the "meaning" of the Grade Point Average. As proposed, these exams will be scored on a 100 point scale and willcount for one-third of the final course grade. Furthermore, students scoring below basic on a Keystone Exam or on a module, forwhatever reason, get NO credit for what they do know; rather they will be given a zero for 1/3 of their grade.

This plan also allows students that do not score proficient or above to retake a module and improve their score. However, students thatscore above basic will not be able to retake the tests to improve their score. These exams have the capacity to drag down the gradesof fundamentally better students in comparison to their weaker peers. It will be hard to explain to college admissions officers.

This plan replaces our rigorous mid-terms and finals with one size fits all Keystone Exams and will serve to narrow the curriculum atRadnor High School. How could it be in the educational best interest of students to administer the same Keystone Exam to students inGeneral Biology, Accelerated Biology, and Honors Biology? Assessments have to be designed to reflect the rigor of those variouscourses.

This plan does nothing to address the disparity between districts - not all students in Pennsylvania have access to the same resourcesin the classroom, and those resources are reflected in the facilities, the classroom materials, and in the quality of the teachers. Thisplan provides no assistance for districts that need to develop and implement strong remediation programs needed to help those thatcan not pass the Keystone Exams.

This plan requires funding to be diverted to a new testing program that has no basis in research while other worthwhile educationalprograms are being cut in order to deal with the current economic crisis.

The undersigned want you to send a message to the Department of Education telling them that they need to re-evaluate the objectiveof the proposed Chapter 4 Regulations, Keystone Exams, and work with local school districts to develop solutions that will helpstruggling students to succeed.
