Energy scheduling for solar, wind energy projects to start from 1 November 2015

The Central Electricity Regulatory Commission has issued statement of reasons explaining the decisions regarding implementation of energy scheduling regulations for regional solar and wind energy projects.

The Commission has decided that all solar and wind energy projects with whose scheduling is done by regional load dispatch centres will be required to forecast their generation with an accuracy of ±12%.

As per the decision, all solar and wind energy projects that are considered regional entities will be required to forecast their generation whether they supply power to distribution companies or sell

power through open access to third party consumer or for captive consumption.

Some stakeholders had urged the commission to implement the regulations for other renewable energy technologies, like small hydro as well. The commission was also urged to implement the regulations for power plants catering to intra-state consumption. The Commission decided against both suggestions.

The Commission also decided not to give any further preparatory time to project developers and operators as the trials have been going on since 2010 and about 2,500 MW wind energy projects are already forecasting power generation. However, the Commission would allow the project operators to install the requisite equipement by 1 November 2015.
