1.0 PURPOSE
The purpose of this Method Statement is to describe the methodology involved in excavation, installing earthing material
and backfilling works and to details out the steps to be taken in meeting the technical standards and EHS requirements of
Mong Duong II Coal Fired Power Plant.
2.0 SCOPE
The purpose of this method statement is to provide the minimum requirements for the
installation of above ground Earthing and cad welding. This method statement defines the methods
and processes to be adopted in ensuring that activities regarding the work activities are
done in convenience and accordance to specification.
This documents also describes details of EHS Requirements, Equipments and Methodology Requirements

Equipment and Tools to be used for Installation and Erection of Grounding (Earthing) and Cad Welding System.
. prior to using any machineries / equipment at site ,it will be inspected and certified by qualified person.
. periodic preventive Maintenance will by made on all equipment and machineries.
. all operators and drivers are to be equipped with valid drivers license/operators license or permit fromconcerned government agency.

5.0 Responsibilities
. It is overall responsibility of Project Manager to organize resources prior to perform construction activities
as per project specification in compliance with the quality, schedule and safety Requirement.
. EHS Manager will ensure incoordination with Site Engineer that all measure/construction
taken shall be maintained till completion of job.
. It is the responsibility of Construction Manager/Site Engineer that construction activites are executed
According to the relevant project specification in compliance with the quality, schedule and safety requirements.
. Doosan will ensure that all works are performed safely according to the attachment.
. The relevant Doosan supervisor will ensure that the work is carried out in accordance with this method
Statement and project specification.
. The QC inspector will ensure that the work is executed according the requirements
of quality dossier are fulfilled.
6.0 Health and Safety
6.1 General
It is the intention of “Sub-Contractor” that all test inspection procedures are carried out as per “Inspection and Test Plan”
in a safe manner in accordance with the Health and Safety at Work act and any other relevant legislation.
6.2 Risk Assessments
General Hazards
6.3 Site Safety
1) There are various risks associated with working on any site and site
Regulations as laid down by the site owner / operator should be observed
2) PPE The minimum personal protective equipment is as follows:
- Safety helmet- Ear defenders / earplugs
- Safety footwear
- Eye protection
- Leather apron and arm guards
- Fire blanket
- And any other equipment required by the site operator or deemed necessary by the task.
3) Working in excavation
- Unless absolutely necessary, it is preferable that personnel do not enter any Excavations, regardless of
depth can be dangerous and there is No “safe” working
depth. If the work cannot be completed without entering the Excavation then must be provide proper ladder certain
area Under no circumstances should a person working alone enter Excavation .There must always be someone
outside the excavation to Raise the alarm in case of emergency
6.4 Safety Precautions
1) Compress gas cylinder shall be kept away from welding location
2) Barricade the working area
3) All safety precautionary signboards must be visibly posted
4) Ensure that only authorized personnel are within the affected area.
5) Daily Toolbox Meeting
Supervisor shall initiate daily toolbox meeting to educate his work crew on
Safety hazards involved in their work and the preventive measures that shall be undertaken .

6.5 Emergency Action Plan
1) Fire & Security Protection / Prevention
Sub-Contractor shall ensure that Fire Watch assigned during the execution of Hot work activity and all of its
employees have given a basis induction Course on fire fighting and aware of the existing safety standards set
forth by Client Fire Department.
2) Sub-Contractor shall ensure that necessary fire preventive measures are being religiously performed by different
level of organizations.
3) Fire fighting equipment such as Extinguisher, Hose and fire blanket are subject to evaluation and approval by
Client Fire Department.
4) All Fire Extinguishers are to be inspected prior to the work period.
5) All fire watchers will be identified.
6.6 Emergency Procedures
Sub-Contractor shall follow clients emergency procedure during the period of work and shall ensure that its staff
and personnel are fully familiar with the use and location of the essential emergency equipment such as BA, Fire
Extinguishers, fire exits, muster points and plant alarms.
- Actions In The Event of Plant Emergency.
1) General and Evacuation alarm.
2) All works must stop and switch off all welding machines and compressor.
3) All personnel must proceed to safe location upwind or across wind to muster stations
4) Use of breathing apparatus if necessary.
5) Sub-Contractor personnel who detected a fire , toxic, flammable or asphyxiating gas leak must initially ensure their own
safety and report immediately to key personnel about the incident.
6) Direct person to person or by messenger by proving pertinent information to the Fire Station.(location, problem, name and staff position).
6.7 First Aid
1) Sub-Contractor shall use first aid provided by Doosan in the project site.
2) Horseplay is Fools Play :
- There have been some incidents or horseplay on the process plant and the people
involved have been pulled up and warned about their future conduct
- A process plant is not a place for this kind of childish behaviour and can have devastating consequences.
- All employees must ensure that their ACTS and OMISSIONS do not endanger any other person working on site.
They are also responsible for their own safety and must co-operate with the employer and SAFETY at all times.
- Sub-Contractor require that all personnel report UNSAFE ACTS and CONDITIONS. They are also expected to
suggest methods to improve the workplace.

3) Safety Awareness :
The underlying cause accidents, injuries and incidents is invariably a lack of Safety Awareness linked with
unsafe behaviour.
Safety awareness is;
- Being alert to what you are doing and what is going on around you.
- Identifying potential hazards and taking the appropriate precautions to minimise and eradicate the risk.
- Something everyone has to learn if he or she is to stay injury free
- Part of every employees job, Everyone should carry out a Self Assessment and use Total Observation to;
- Think about how you have done similar jobs in the past.
- Think about how you are doing or planning to do the job now.
- Compare the two operations with how the job should be done safely.
- Look at everything that is taking place around you and anything that could pose a hazard to you.
- Look above, below, behind and inside. Use the questioning Attitude to ask.
- Have any people been injured doing this particular job ?
- What injuries could occur if the unexpected happens ?
- On, what I am doing will it affect other people ?
- Do I have the authority, have I been trained, am I capable of doing the job ?
- Do I need to wear or am I wearing the correct Personnel Protective Equipment ?
Eye Injuries :
- There have been a few entries in the accident books that relate to injuries to the eyes.
- Most of these injuries could have been avoided if the operatives had been wearing
goggles as proposed to safety glasses
- With immediate effect, Sub-Contractor Management insists that all personnel working inside the Process Plant wear
Safety Goggles /Glass at all times.
- If the housekeeping at the worksite is poor or if there is a long standing dust hazardoperatives are encouraged to report the matter to their supervisor.
6.8 Personnel Protective Equipment (PPE) :
The minimum standard of Personnel Protective Equipment is
- Head Projection,
The Process Plant is a designated Hard Hat site so safety helmets must be worn in all
the plant area. You must change your helmet if it is damaged in any way.
- Body Protection.
Protective clothing that is the right size, suitable for the job and properly maintained
must be worn all time at the Process Plant. Overalls must be made from 100% cotton.
- Safety FootwearSafety Footwear must be worn at all times in al l plant areas. The most common type of safety footwear is the safety
boot or shoe. It is recommended that they are fitted with at least a 200 joule toe-cap.
- Eye and face Protection (Note : eye injuries)The wearing of eye protection is mandatory on all Process areas, workshops, Fabrication
yards and fire training ground. Eye protection is also recommended on roadways adjacent to process units.
Face shields or visors and/or specialist equipment (such as air-fed welding hoods) must be worn depending on the
application or as dictated by Client Operation/Work Permit..

- Hearing Protection
Adequate hearing protection must be worn at all times in the designated high noise areas.
Audits are finding lots of people not wearing ear defends in the high noise areas. There are two types of ear defenders
available for use i.e muffs fitted to the helmet and ear plugs which fit inside the ear canal.
- Hand Protection
Personnel working on site are likely to be expose to a number of hazards i.e. thermal, mechanical, chemical and vibration.
Where there is a risk of contact with one or more of these hazards then the appropriate protective gloves must be worn.
- Good Housekeeping.
Poor housekeeping and untidy working is a MAJOR source of accidents and injuries.
Sub-contractor is expected to clean up and debris created and after every job. Stop work and tidy up if the work area
is becoming cluttered and ensure that you take time out at the end of every work period to do some housekeeping.
Persistent untidy workers cannot be tolerated.
Housekeeping audits are being conducted on a daily basis by both Sub-contractor and CLIENT managementand the auditors will be looking at the following area.
- Hose and cable discipline i.e. trailing hoses and cables that do not restrict access egress, passage ways or roadways.
- Oil and process spill. Any liquid should be contained in dams or soaked up with proprietary absorbent materials suchas ”Spillsorb or soak-up” before disposal in the approved manner. Solids and dusts should be either dampened
down or vacuumed up as soon as possible.
- Insulation and scaffolding debris. This material should be removed as soon as possible and disposed of in the approved
area.
- Engineering and General Debris. To be removed as soon as possible and disposed of the approved area, meanwhile, it
must be stored in a tidy manner.
- Elevated platforms, stairways, and access ways free from debris and/or obstruction. Tools and equipment must be positioned
so that they cannot be fall onto people working below.

7.0 Procedure and Sequence
7.1 Storage Procedure
The storage procedure must be followed the manufacture procedure (Samsung E&L co.,ltd)
please see attachment procedure.
7.2 Preparation work
1) All existing facilities, which are within the construction area to obstruct any work activities shall be removed or be provided
with protection against damage, dust and dirt.
2) The safety and integrity of the excavation and elevation work shall be thoroughly checked before commence the work.
3) Prepare, check and submit the verified construction drawing of installation area to be attached in addition to this method
statement. These information to be distributed to all consumed parties as required.4) The tool is suitable and safe to use.
5) Suitable fire extinguishers are available in the area.
6) Restrict inventory of materials in the point of installation to one-day supply. This will assist with housekeeping and
reduce the risk of damage and loss of products.
7.3 Underground Earthing system Installation Procedure Summary
1) Confirmation of the location where the underground earthing system is to be installed. Visit the site where the
underground earthing cable is to be installed and confirm the site condition if is ready for the said installation.
If there is any problem which interrupts underground earthing system installation at site, inform to DOOSAN engineer
or supervisor.
2) Preparation of Underground Earthing system Material and tool shall be confirm size, type, etc. of earthing system to be installation by drawing and prepare required material.
3) Installation and Connection of underground earthing system Rods, Bare, Plates and Wires. To confirm installation earthing
system material at level as required drawings and before connect all bare copper surface must be cleaned to bright surface and
and to confirm when connect earthing system material by thermit or compression type connector as per drawing
indication.
4) Installation the grounding wire
According to design, the earthing gird will be 1 m in depth. The excavator will be used to excavate with the depth of 1.1m
the hole will be made with sufficient slope (the width is 1.2m). See below figure

5) Installation the grounding rod
Excavate with 2m in depth and 3m in width and then the earthing rod will be driven to earth by harmer with more 2m.
If the soil is too hard, the more excavation shall be made in order to dirve the earthing rod properly. See below figure
7.4 Cad Welding Work
1) Qualified Cadwelder resume should be submitted to Onwer for review
2) Cadweld work process should be strictly followed the manufacture's instruction (Welding manual). Please see attachment.
3) In addition to project safety requirement, more safety precaution should be provided depend on the location and the
nature of the job, such as
- Fire bucket/extinguisher (if working near flammable materials)
- Heat resistant board.
4) Sample Cadweld should be done and tested by qualified welder and should be approved by Onwer's team
5) Cadweld material should not mix with different material.
6) The inspection must be carried out before backfilling the soil.
7) Test instrument should have valid calibration date prior to use
Instrument test certificate shouldbe enclosed with the report.

8.0 Quality Inspection
The Site Inspection and Test plan (ITP) for this work summarizes various characteristics to be checked. the concerned
Site Engineer/Foreman will be responsible to ensure stage wise compliance for these operation and the Site QA/QC
Engineer/Inspector will carry-out quality control checks and report the inspection results

This procedures describes storage methods to prevent supplied equipment and materials from corrosion,
chemical damage or any effect of deteriorating quality.
Every product shall be classified into indoor or outdoor storage and stored according to detailed storage

모든 제품은 실내보관 , 실외보관으로 보관 방법이 나뉘며 , 제품의 재질 및 사용 구조상의
특이사항을 토데로 세부보관방법에 따라 보관되어야한다.
( 실외보관은 별도 빗물에 노출되지 않도록 천막 또는 기타 그에 동등한 보관방법을 말한다. )

종이 box 로 포장된 제품들은 하단 box 가 내려앉지 않을 정도로 상단 box 적재가 가능하나
모든 나사가공부 제품에 대하여선 나사의 부식을 막기위한 방청작업이 우선시 되어야 하며 ,
관련 제품의 보관에 대하여선 재부식이 발생하지 않도록 습기가 없는 건조한 지역에 보관되어야 한다.
