Summary

Maritime Study Forum (MSF) Monitor endeavors to bring all aspects of maritime concern to our readers in a glimpse. The Monitor covers the Global maritime outlook, with special attention on Pakistan and the Indo-Pacific region. News, Opinions, Events, all things of interest are covered.

The month of December saw a major development in the maritime front in Pakistan, President Arif Alvi launched the first Maritime Doctrine of Pakistan; naval drills were held to promote the capacity of joint operations between Pakistan and Russia; an Oil Spill Response ‘Barracuda Exercise’ was organized by the Pakistan Maritime Security Agency (PMSA). The Chief of the Naval Staff Admiral Zafar Mahmood Abbasi in the Command and Staff Conference of Pakistan Navy discussed matters related to operational preparedness, developmental plans of the Pakistan Navy, prevailing security situation and welfare of troops; PN survey ship was unveiled in China and PN inducted its first marinised and upgraded ATR aircraft and helicopters into its fleet. Captain Kashif Qasim wrote an excellent piece on the ‘Hangor ’ event of 1971 and S. M. Hali highlighted, that all participants including the host PN gained tremendous professional experience through the ‘Aman Excerise’.

In the regional front we saw Iran launching a new Stealth Destroyer; Indian Navy accepting the second JFD submarine rescue system. Ahmed Quraishi discussed, Chabahar Port as a new flashpoint and Emanuele Scimia gave an insight on China’s geographic reach far beyond home waters.

In the global front we saw co-operation in the ‘Blue Economy’ domain between Angola and Norway along with other initiatives in this front; we saw French

Navy and 14 West African states participating in Navy Exercise for Maritime Operations (NEMO) in the Gulf of Guinea; Russian and Indian Navy ships participating in ‘Indra Navy’ bilateral maritime exercise; a spy ship of British Royal Navy entering the Black Sea on Dec 17; the US Navy released an updated Plan for Maintaining Maritime Superiority and in the Strait of Kerch we saw US, Britain vowing to support Ukraine Navy. Maged Srour stressed, that Middle Eastern countries can overcome pressing challenges by developing Blue Economy and Ridvan Bari Urcosta discussed, the strategic dimensions of the Sea of Azov.

Notable events that were organized included a national level workshop MARSEW-18 was organized on the theme of Blue Economy – Prosperous Pakistan by PN. Maritime Winter School first of its kind in Pakistan was organized by the Maritime Study Forum (MSF) with the collaboration of Institute of Policy Studies (IPS) and National Institute of Maritime Affairs (NIMA).

Pakistani, Russian Navies conduct exercises in North Arabian Sea

Pakistan and Russia have held naval drills in the North Arabian Sea to promote capacity of the joint operations between the two navies.1

Sindh Governor visits Navy ’s Reed Bed Sewerage Treatment system

The governor was informed that the proposed sewerage treatment system is naturally durable and compatible with the environment. It would be completed at low cost and the treated water could be utilized for plants and grass fields.2

Submarines for Pak Navy

Karachi Shipyard and Engineering Works Project Director Commodore M. Jahanzeb Ahsan at the IDEAS 2018 said, “Pakistan in collaboration with China will manufacture eight submarines for its maritime force. The important aspect is that four of the submarines of advanced version will be developed in China whilst the other four in Pakistan.3

PMSA oil spill response drill begins in Arabian Sea

On Dec 5, the Pakistan Maritime Security Agency (PMSA) organized ninth Barracuda Exercise (Oil Spill Response) in northern Arabian Sea. The Maritime Security Agency’s 12 ships including ‘Kashmir ’, ‘Hingol’, ‘Zhob’ and ‘Dasht’ were among the vessels participating in oil spill response drills.4

Pakistan Navy ’s Command and Sta� Conference concludes

On Dec 6, the Command and Staff Conference of Pakistan Navy was concluded at the Naval Headquarters, Islamabad. The conference was chaired by the Chief of the Naval Staff Admiral Zafar Mahmood Abbasi. Matters discussed were related to operational preparedness, developmental plans of the Pakistan Navy, prevailing security situation and training and welfare of troops were reviewed.5

State-of-the-art Pakistan Navy sur vey ship unveiled in China

A state-of-the-art 3,000 tonne survey ship prepared by the Pakistan Navy (PN) was unveiled in China’s Yang Zong where it was put afloat in River Yangtze. It is the most advanced survey ship made by the Pakistan  Navy which will enhance the scope of marine research in the country.6

PN inducts upgraded aircraft, helicopters into its �eet

On Dec 12, the Pakistan Navy inducted its first marinised and upgraded ATR aircraft, state of the art Simulator of Z9EC Anti-Submarine Warfare helicopter and Sea King Helicopters in its fleet to augment the effective-ness and enhance its operational capability.7

Alvi unveils Pakistan’s �rst maritime doctrine

On Dec 20, President Arif Alvi launched the first maritime doctrine of Pakistan at the Naval War College, and commended the Pakistan Navy for spearheading various initiatives to tap sea resources for the country’s economic prosperity.8

Ship-breaking yard approved for Gwadar

Prime Minister Imran Khan has approved establishing ship-breaking yard in Gwadar and a policy board for the same is being formulated. PM has approved the project on a partnership basis with the induction of manufacturing, training workshops, and parking stations.9

Pakistan Navy Submarine Hangor heroic action in 1971 War

PNS/M HANGOR a French Daphne class submarine was commissioned in France on 1 December 1969, followed by two others of the same class. Things were heating up in East Pakistan and war clouds were visible over the horizon. In view of the increasing chances of war, the submarines undertook a few patrols to gather intelligence and pick up vital operational information for war time submarine operations.10

Naval Exercise Aman-19

Pakistan Navy (PN) has organized a multi-nation naval exercise in the North Arabian Sea in the first quarter of 2019. This is the sixth exercise of the Aman series, which have been held biennially since 2007. All previ-ous naval exercises of the Aman series have been highly successful and not only were participated wholeheartedly by navies of friendly countries, ushering goodwill to Pakistan, but have also resulted in all participants including the host PN, gaining tremendous professional experience.11

Russian Navy ships arrive in India for maritime exercise

Russian Federation Navy (RuFN) ships Varyag, Admiral Panteleyev and Boris Butoma on Dec 9 arrived at Visakhapatnam to participate in ‘Indra Navy’, the bilateral maritime exercise with Indian Navy.6

India signs ascension pact to the 30-member Trans Regional Maritime Network 

On Dec 10, India signed an ascension pact to the 30-member Trans-Re-gional Maritime Network that will give it an access to the information on ships passing through the Indian Ocean Region. The multilat-construct comprises 30 countries and is steered by Italy.7

Indian Navy accepts second JFD submarine rescue system

JFD (UK-headquartered subsea engineering, operations, and services group, handed over) submarine rescue systems to the IN. Each system comprises a DSAR-650L free-swimming deep submergence rescue vehicle (DSRV), launch and recovery system (LARS) equipment, a Transfer Under Pressure (TUP) system, an SMD Atom intervention remotely operated vehicle, and an EdgeTech 4200 series towed sidescan sonar.8

Gurugram Centre to monitor Indian Ocean Region - 21 countries invited to join

On December 22, India inaugurated an Information Fusion Centre - Indian Ocean Region (IFC-IOR) which will work closely with countries in the region and will be manned by the Indian Navy.9

The Iranian Navy has ceremoniously launched the Sahand, a new destroy-er class said to have radar-evading stealth properties, electronic warfare capabilities and a flight deck for helicopters, at the port of Bandar Abbas in the Strait of Hormuz.1

Chinese Submarine Tracked in the Indian Ocean in October – Indian Navy Chief

China has maintained that its deployment of warships in the Indian Ocean is primarily to support anti-piracy operations in the Gulf of Aden. However, ever since October, when a Chinese submarine was spotted for the first time since the Doklam stand-off last year, India has chosen to view its activity with caution.2

Indigenous Aircraft Carrier-1 to be inducted into Indian Navy in 2020 

On Dec 3, Flag Officer Commanding-in-Chief of the ENC, Vice-Admiral Karambir Singh announced that the first of the two Indigenous Aircraft Carriers (IAC) is expected to be inducted into the Indian Navy in 2020 and will be based with the Eastern Naval Command.3

India has completed nuclear triad with INS Arihant Submarine

On Dec 3… India has launched the third and most reliable part of the nuclear triad with the first deterrence patrol of nuclear submarine INS Arihant… the Navy is now planning to add around 56 warships and submarines; it is in the process of adding a new aircraft carrier.4

Pakistan Navy Submarine Hangor heroic action in 1971 War

PNS/M HANGOR a French Daphne class submarine was commissioned in France on 1 December 1969, followed by two others of the same class. Things were heating up in East Pakistan and war clouds were visible over the horizon. In view of the increasing chances of war, the submarines undertook a few patrols to gather intelligence and pick up vital operational information for war time submarine operations.10

Naval Exercise Aman-19

Pakistan Navy (PN) has organized a multi-nation naval exercise in the North Arabian Sea in the first quarter of 2019. This is the sixth exercise of the Aman series, which have been held biennially since 2007. All previ-ous naval exercises of the Aman series have been highly successful and not only were participated wholeheartedly by navies of friendly countries, ushering goodwill to Pakistan, but have also resulted in all participants including the host PN, gaining tremendous professional experience.11

Indian Navy accepts second JFD submarine rescue system

JFD (UK-headquartered subsea engineering, operations, and services group, handed over) submarine rescue systems to the IN. Each system comprises a DSAR-650L free-swimming deep submergence rescue vehicle (DSRV), launch and recovery system (LARS) equipment, a Transfer Under Pressure (TUP) system, an SMD Atom intervention remotely operated vehicle, and an EdgeTech 4200 series towed sidescan sonar.8

The Winter School was organized by Maritime Study Forum (MSF), Institute of Policy Studies (IPS), Islamabad and National Institute of Maritime Affairs (NIMA) at Bahria University, Karachi.
