“Colonel Alexander was deployed to the Sinai from June 2015 to July 2016 as part of Canada’s contribution to the Multinational Force and Observers. He provided exceptional leadership as chief of liaison and Canadian contingent commander in a period of ever-increasing threat and deteriorating security. Moreover, the diplomatic tact he displayed while collaborating with the Egyptian Security Forces and the Israeli Defence Forces was both remarkable and essential to the success of the mission.”

“After a section of the allied defensive line was attacked and overrun by enemy forces, Major Ward advanced with a small team and took control of a highly volatile and uncertain situation. He provided unwavering guidance to his team while simultaneously advising and assisting allied commanders in order to regain the initiative and re-establish the defensive line. Major Ward’s personal leadership solidified relations at the tactical level and resulted in unprecedented recognition of Canadian national support Commander Armstrong was deployed from August 2014 to January 2015 to the regions of the Mediterranean and Black seas. As the commanding officer of Her Majesty’s Canadian Ship Toronto, he led his crew through successful naval patrols that provided a deterrent and bolstered the maritime situational awareness of Standing Maritime NATO Group 2. Commander Armstrong’s outstanding leadership contributed to maintaining the stability and security of eastern and central Europe and strengthened Canada’s commitment to NATO.”

Commander Jason Scott Armstrong, MSM, CD Commanding Officer

HMCS Toronto, HMCS Montréal and HMCS Ville de Québec

Commander Jason Armstrong was born in Iserlohn, West Germany. As the son of a career soldier he grew up in various army and air force bases throughout Canada, but calls Sault Ste Marie, Ontario his hometown. Commander Armstrong is a graduate of Royal Military College of Canada with a BA in history. He joined the Canadian Armed Forces as a Maritime Surface and Subsurface Officer in 1989 and completed his training in 1994. Upon completing his training, he joined HMCS WINNIPEG in Halifax to conduct acceptance trials and the coastal transfer. Since obtaining his bridge watchkeeping certificate, he conducted two Asia Pacific deployments, a NATO deployment, his Anti-Submarine Warfare Director’s course and a deployment to the Persian Gulf as part of OP AUGMENTATION. He completed his Operations Room Officer course and was posted to HMCS OTTAWA as the Weapons Officer. He was subsequently posted back to WINNIPEG and again deployed to the Persian Gulf as the Combat Officer and Chief of Staff for OP ALTAIR Roto One.

Commander Armstrong then served in several staff positions at Canadian Fleet Pacific headquarters in British Columbia before attending the Canadian Forces Command and Staff College, graduating with a Master’s degree in Defence Studies. Upon graduation from the Canadian Forces College, he was appointed Executive Officer of HMCS CHARLOTTETOWN Promoted to Commander in December 2010, he was appointed Chief of Staff for the Canadian Fleet Atlantic, where he stayed until joining the Directorate of Naval Requirements as the Underwater Warfare section head. Commander Armstrong assumed command of HMCS MONTRÉAL on 31 July 2013, of HMCS VILLE DE QUÉBEC on December 17th 2013 and of HMCS TORONTO on April 11th 2014. Commander Armstrong is the Commanding Officer of HMCS TORONTO on OP REASSURANCE, which represents Canada’s ongoing commitment to international peace and security, particularly in support of NATO’s reassurance measures for Ukraine. He was awarded the Meritorious Service Medal (MSM) as per Government House of 26 February 2018 for his work while commanding HMCS Toronto on Op Reassurance.

“Lieutenant-Colonel Arsenault was on assignment in Ukraine from January to August 2016 as commander of Operation UNIFIER, Canada’s contribution to the international mission to support Ukrainian forces through capacity building. He influenced the mission at the tactical, operational and strategic levels by providing expert advice on the medical services and logistics programs, as well as by supporting improvements to the infrastructure of the Demining Centre in Kamyanets-Podilsky. He contributed in bolstering the Ukrainian armed forces’ capabilities to defend their country and therefore solidified the Canadian Armed Forces’ international reputation for excellence.

Lieutenant-General Roy Raymond CRABBE, CMM, MSC, MSM, CD Lieutenant-General Ray Crabbe was born in Neepawa, Manitoba and joined the Canadian Army in September 1963. On graduation from the University of Manitoba, he served in a variety of command and staff appointments including a tour of duty with the United Nations in Cyprus and NATO in Germany. He served in Calgary with 1st Battalion Patricia’s Canadian Light Infantry as Commanding Officer and Operations Officer and with the Canadian Airborne Regiment in Petawawa ON as the Regimental Major. Following studies at the US Armed Forces Staff College, he was appointed Commanding Officer 1 PPCLI. He joined the Army Staff College in Kingston, Ontario as a member of the Directing Staff and later as Chief of Staff. In 1986-89, he served as Chief of Staff of Prairie Militia Area in Winnipeg and attended French language training in 1990. He was promoted to Brigadier-General in 1990 and appointed Commander Special Service Force in Petawawa. In 1992, he was appointed Director-General Personnel Careers Other Ranks at National Defence Headquarters in Ottawa ON and was responsible for personnel policy and management for all non-commissioned members of the Canadian Forces. He was posted to the Former Republic of Yugoslavia at the height of the Balkans War as the Deputy Force Commander of the United Nations Protection Force and Commander of the Canadian Contingent. He returned to Canada in June 1995 and was posted to Halifax NS where he commanded Land Force Atlantic Area. In January 1996 he was decorated with the Meritorious Service Cross by the Government of Canada, and in June 1997, with the National Defence Medal (Gold) by the Government of France for his service in the Former Republic of Yugoslavia. In September 1997, after a brief tour of duty as Commander 1 Canadian Division in Kingston Ontario, Lieutenant-General Crabbe was appointed Deputy Chief of Defence Staff at National Defence Headquarters in Ottawa, where he was responsible for Canadian Forces operations and intelligence worldwide . In May 1998, Lieutenant-General Crabbe was promoted in the Order of Military Merit to the grade of Commander. Lieutenant-General Crabbe retired from the Canadian Forces in October 1998. Lieutenant-General Crabbe is a graduate of the Canadian Land Forces Command and Staff College, Kingston Ontario, the Canadian Forces Staff College, Toronto Ontario, and the United States Armed Forces Staff College, Norfolk VA. In May 2010, Lieutenant-General Crabbe was appointed as the Colonel of the Regiment of Princess Patricia’s Canadian Light Infantry and held this appointment until June 2015. He now resides in East St. Paul Manitoba and is the past Chairman of Southport Aerospace Centre Inc. in Portage La Prairie, past President of the Royal Military Institute of Manitoba, past Chair of the International Steering Committee of the Multinational Standby High Readiness Brigade for United Nations operations and is currently Chair of the Board of Directors of the Manitoba Division of the Corps of Commissionaires. He is a member of the Royal Winnipeg Rifles Senate and a Trustee of the Rifle’s Foundation. He remains active in defence and security matters as well as foreign affairs and operates a consulting business. He is married to the former Brenda Freeman of Killarney MB. They have two children, Lia and Derek, and four grandchildren.

Brigade Sergeant Major – 38 Canadian Infantry Brigade CWO Kelly was born in Montréal, Québec in 1965 and was raised and educated in the Montreal area. In 1982, after five years as an Army Cadet with the 3 Field Engineers and

The Black Watch (Royal Highland Regiment) of Canada, he joined the Black Watch as a private soldier in B Company. CWO Kelly was with the Black Watch from December of 1982 until transferring to The Calgary Highlanders in August of 1995. During his tenure with the Black Watch, CWO Kelly qualified as an Infantry Communicator and Basic Machine Gunner. In 1985 CWO Kelly attended the Ecole de Combat with the Royal 22nd Regiment in Valcartier and successfully completed the Regular Force Infantry Section Commanders Course. This was followed with the completion of the Basic Parachutist Course at CFB Edmonton in December of that same year. While employed with the Black Watch, CWO Kelly was employed as a Section Commander and eventually as a Platoon WO in A Company. He was also employed as the Platoon WO with the Reconnaissance Platoon with 3rd Battalion of the Royal 22nd Regiment within the 10/90 establishment. CWO Kelly was attached to 2eme Regiment Artillerie Leger de Campagne during Operation Salon (Oka Crisis) in 1990 as a platoon WO. In 1995 CWO Kelly transferred to the Calgary Highlanders where he filled all available positions for a Senior NCO within A Company. From 1999-2002 CWO Kelly was employed as the HQ Company Sergeant Major at the Western Area Training Centre in Wainwright, Alberta. CWO Kelly was appointed as Regimental Sergeant Major of the Calgary Highlanders in 2008, eventually handing over the position in January 2012 . CWO Kelly deployed to Sierra Leone on Operation Sculpture Roto 21 as the Staff College Sergeant Major within the International Military Advisory Training Team (IMATT). While there in 2011 he instructed on a Sergeant Major Course and on a Machine Gun Instructor course for the Republic of Sierra Leone Armed Forces (RSLAF.) CWO Kelly returned to Sierra Leone in 2012 using his civilian skills to oversee construction of a FOB and FIBUA Training Site sponsored by IMATT in support of RSLAF pre-deployment training. Upon return to Canada CWO Kelly was appointed as the Brigade Sergeant Major for 41 Canadian Brigade Group. CWO Kelly attended Dawson College in Montreal studying Languages and Literature. CWO Kelly has worked in the construction industry in Calgary as a project manager and operations manager for various developers and construction firms. CWO Kelly is married to Ottilie Kelly (nee Ermel) of Wainwright, Alberta and they have a daughter in the Calgary area. CWO Kelly also has a daughter who resides in the Montreal area. His hobbies include golf and when possible, more golf.

Colonel Nicolas Pilon, MSM, CD Colonel Nicolas Pilon is currently the Director of Land Requirements for the Canadian Army working in the Canadian Army Headquarters in Ottawa. Colonel Pilon enrolled in the Canadian Armed Forces in 1992 and graduated from Royal Military College in Kingston, Ontario in 1996 with a Bachelor’s degree in Civil Engineering. He completed his Military Engineer officer training in 1997 and throughout his career he has served with the Royal Canadian Engineers field forces for over 9 years, including commanding 2 Combat Engineer Regiment in Petawawa, Ontario from 2012 to 2014. He has held many staff appointments that include working in the J5 Plans Branch of the Canadian Joint Headquarters in Kingston, in the G3 operations staff in Canadian Army Headquarters, as Chief of Staff of 2 Canadian Mechanized Brigade Group and as the Senior Joint Engineer in the Canadian Joint Operations Command in Ottawa. Colonel Pilon has also served at the Canadian Forces School of Military Engineers where he was responsible for the training of all Military Engineer officers. Colonel Pilon has four overseas deployment that include East Timor (1999), Afghanistan (2003 and 2005) and Haiti where he was the Chief of Staff of the Military Forces to the United Nations Stabilization Mission from July 2015 to July 2016. He is a graduate of the Joint Command and Staff Program from the Canadian Forces College in Toronto. Colonel Pilon holds a Master’s degree in Defence Studies and is also a licensed Professional Engineer with the province of Ontario. He is married and has three children.

Col. F.J. Chagnon became base commander of CFB Kinsgton on 30 May 2013. The command role will mark the third time Chagnon’s been stationed in Kingston. Chagnon joined the Canadian Forces in 1983 and attended both le Collège Militaire Royal de St-Jean and the Royal Military College of Canada, graduating in 1988 with a bachelor of electrical engineering. He was stationed as a staff officer in Ottawa before being posted to the Special Service Force in Petawawa where he served as the regimental signals officer for the 2nd regiment of the Royal Canadian Horse Artillery. Later he served as deputy commanding officer of the Special Service Force headquarters and signal squadron. In 1996, after being promoted to major, Chagnon returned to Ottawa to the Directorate of Land Requirements. In 2000, he was appointed aide-de-camp to the chief of the defence staff. In 2002, he was posted to the

Headquarters Allied Forces Northern Europe in Brunssum, the Netherlands. In 2005, the year after he was appointed an officer in the Order of Military Merit and promoted to lieutenant colonel, he returned to Ottawa to the Canadian Expeditionary Force Command (CEFCOM) headquarters. His last assignment to Kingston was between 2007 and 2009 when he commanded the Canadian Forces Joint Signal Regiment. Following his promotion to colonel in 2009, he was on the staff of the Assistant Deputy Minister (Information Management) at National Defence Headquarters in Ottawa. In 2011, he was the Director Land Command and Information and Director of Signals. In the summer of 2015, Colonel Chagnon was promoted to Brigadier-General and appointed as the Commander of Canadian Contingent to Task Force Jerusalem as part of Operation Proteus. On returning to Ottawa in the summer of 2016, he was appointed to a new position, Assistant to the COIC Chief of Staff Operations at NDHQ. He was promoted to Major-General and appointed Chief of Staff to the Assistant Deputy Minister (IM) at NDHQ in summer 2018. In addition to his electrical engineering degree, Chagnon holds master degrees in applied military sciences and project management, is a graduate of the National Security Programme, the Canadian Forces Command and Staff College, the Land Forces Technical Staff Course and the Canadian Land Forces Command and Staff Course. Chagnon served on five deployments, including Cyprus, Bosnia-Herzegovina, Central African Republic, Kosovo and Afghanistan. =================================================================================================

Lieutenant Commander Paul Smith is busy preparing for his first deployment to West Africa after three years of commanding two Kingston-class ships Her Majesty’s Canadian Ships Kingston and Summerside based in Halifax, Nova Scotia. Smith has been meeting with historians and experts to learn more about African heritage, and Nova Scotia’s deep connection with Sierra Leone. He said “Anytime I travel somewhere I like to learn a bit about the place before I go. Where there is such a deep connection with Nova Scotia and Sierra Leone, it’s important to know the details.” Smith and his crew aboard HMCS Summerside are getting ready to take part in Neptune Trident 17-1 and will work with partner navies in the Gulf of Guinea off the coast of West Africa. He described his team as being “a well-oiled machine,” and says the hardest part of being in command is stepping back and letting the team do its job. “Being a leader means knowing when to make decisions and letting the team advise you on the next course of action.” Paul Smith was born in Lionel Town, Jamaica, and moved to Canada with his family at age 6. He grew up in Ontario before moving to Halifax in his teens to complete military basic training at 19, after being enrolled in the Royal Canadian Navy in 1986. In 1999 Smith became a Sub-Lieutenant and accepted his commission after nearly 14 years of being a Non-Commissioned Member (NCM). He kept moving through the ranks and was promoted to his current rank in January 2010. He was appointed commanding officer of his first ship, HMCS Kingston, in July 2014. Lieutenant Commander Smith says he found out three days before assuming command of HMCS Kingston that he would host the prime minister on board. He says “the Arctic was fantastic, anybody ever given the opportunity to go there should take it.” Smith recognizes the importance of working with other navies, learning and collaborating together. He said it is important to be able to learn from allied countries during joint exercises with NATO to

understand how their command teams work, figuring out what might work for your ship and what wouldn’t. “I love working with other navies, to be able to see how somebody else is running their organization you need to be able to step outside of yours and see how other leaders work,” Smith said. During Operation CARIBBE 2016 Smith was in charge of HMCS Summerside when they set sail for the Caribbean, to participate in the multinational campaign against drug trafficking. During their participation in the operation, HMCS Summerside intercepted nearly $11 million worth of cocaine. “I’ve been extremely fortunate throughout my career. I’ve been to the Arctic, the Caribbean, the Mediterranean, and now the West Coast of Africa, in just three years of being in command. Chief Warrant Officer Olstad enrolled in the Canadian Forces on the 2nd of August 1986.
