1. Many banders with auxiliary marking authorization advertise that sighting reports should be sent directly to them. Indications are that we are not getting many of these reports for our permanent files. Sighting reports from a bird that has moved out of the 10' block in which banded and for which the auxiliary marker can be identified to a U.S. Fish and Wildlife Service band should be reported to the Bird Banding Laboratory. Advertisements should read that sightings should be reported to the Bird Banding Laboratory.

2. Please allow a minimum of 45-60 days for permit action on new auxiliary marking projects. Time must be allowed to coordinate poten-tial conflicts with other banders. Except for endangered species, priority for color-marking requests is by date of receipt of request. Also, banders must describe the auxiliary markers in detail (dimensions, coloration, patterns, weight, shape, and method of attachment). This is particularly important for the various streamers and tags affixed to legs, wings, and neck. Lack of full information will cause additional processing delays.

3. Enclosed is a tabulation of 1974 banding totals and 1970 bandings and recovery results by species. These data exclude How Obtained Code 99 and are provided primarily as an aid to research planning.

4. Internal Revenue Service representatives in Washington indicate that banding expenses, including travel expenses related to services rendered, and costs of bait and nets may be deductible from your income for Federal Income Tax. Apparently a donation to the Federal Government can be considered as a donation to a non-profit organization. Check with your I.R.S. representative for more information. If I.R.S. contests your claim, we will furnish a notarized statement that the schedules represent scientific data, time and expense donated to the Bird Banding Laboratory.

5. End-of-the-Year Reports for 1975 were received from 1,951 banders. Of these 531 had authorization to auxilary mark, 491 had subpermittees, 386 banded waterfowl, 68 banded eagles, 63 banded in foreign countries (other than Canada), 33 had authorization to band in Canada, 415 pub-lished articles and 172 salvaged birds during 1975.

6. A mid-year reminder! In January an End-of-the-Year Banding Report form (EOY) for 1976 will be sent to all master banders. The EOY will be due back in the Banding Lab by January 31, 1977. THIS REPORT IS REQUIRED OF EVERY MASTER BANDER, whether or not any 1976 banding is done. The information requested in the EOY enables us to update our files, your banding folder, and to correct discrepancies.

7. Major points to check to improve banding schedules: a) Put in continuity lines for identical data; b) use the Remarks section liberally for age and sex clarification, especially for species not readily aged and/or sexed by plumage, and list techniques and references used; and c) re-read Part 4 of the Bird Banding Manual when you prepare schedules, noting the sample schedule on pages 4-16 and 4-17.

8. The Bird Banding Laboratory sometimes returns an original banding schedule for clarification of information. Please return that partic-ular schedule along with corrections or new schedules that might be requested. The original schedule receipt date is important information in processing the 25,000 schedules received each year.

9. Some banders are evidently using the popular field guides for aging and sexing birds; however, these guides are intended for species identification and should not be used for determining age and sex. For example, the illustrations of female Purple and Cassin's Finches illustrated on page 297 of the Robbins' Guide actually include the subadult males. Banders should use the works cited in Appendix B of the Bird Banding Manual. In particular, see Bent; Chapman, 1932; Forbush, 1925-29; Giles, 1969; Kortright and Bellrose, 1953-76; Palmer, 1962-76; Ridgway and Friedmann, 1901-50; Roberts, 1955; and Wood, 1969. For an update of the last cited work, see North American Bird Bander, 1976, 1:25-27 and IBBA News, 1976 48:88-97. Oberholser, 1974, Bird Life of Texas, is another useful reference.

10. When using a band size other than one recommended in the Bird Banding Manual, please indicate why you did so in the remarks section o the schedTe. We wish to incorporate any geographic variation in Banding Manual recommended band sizes and be aware of inadvertent errors. For most birds (some water birds excepted), the band must rotate freely around the leg and slide easily up and down to allow any accumulation of dirt to be flushed out. At the same time, the band must be small enough so that it does not slip over the lower or upper joints of the leg. Most young birds will frequently require a slightly larger size than their parents because of larger foot size at about the time of fledging. Do not use a larger size but leave the bird unhanded, Careful study of the growth patterns is usually required before nestling banding is safe, The general public almost invariably complains about a leg band which is too small or too large for the bird. If the bander does not have the appropriate size for a partic-ular bird, or does not know the proper time to band a nestling bird, that bird MUST BE RELEASED OR LEFT UNBANDED

11. Under Title 50, Part 13, of the Code of Federal Regulations, all banders are required to advise this office of their address changes. If the address change is temporary, please so indicate. We waste considerable time trying to forward mail to invalid addresses.

12. DO NOT mist net in the rain or snow. Doing so can harm birds and can get all of us in trouble with the public.

13. The Bird Banding Manual lists species numbers for certain birds although those birds should not be banded. We need the assigned numbers to enter the data into the computer files but banding them contributes nothing to the banding program. Until further notice, do not band unidentified migratory birds (such as flycatchers, warblers, ducks) or resident game birds, parakeets or rock doves.

14. States which do not require a separate State banding and/or salvage permit are as follow: Arkansas, Connecticut, Indiana, Kansas, Kentucky, Louisiana, Minnesota, Oklahoma, Oregon, Rhode —Is-l-and, Virginia (Peregrine only) and Washington. Banders are expected to secure their own State banding permits from all other States.

15. Attend banding association meetings. NEBBA's fall meeting is October 2-3 at Woodstock, Vermont and IBBA's meeting is October 15-17 at Council Bluffs, Iowa.
