Alyesha Submits Comments on Thnder Vapor EmissionsAlyeska Pipeline Service Company announced to the media this week the filing of extensive comments regarding the AlaskaDepartment of Environmental Couservation's (ADEC) draft regulation relating to taker vapor emissions. Alyeska believes thatmakingthedraftregulationfinalatthistimewouldbeseriouslypremature,ThecompanyisaskingADECnottoimplementtheregulationuntilquestiousofdesign,health,environmentandsafetycanbemorefullyresolved.Additionally,itremaineunclearwhat effect the recently passed amendments to the Federal Clean Air Act might have on the proposed regulations.

For several months Alyesha has been working to design a tanker loading vapor capture system that would meet the limitsproposed by ADEC's draft regulation. The hard piping system the regulation would requii.e is not yet a proven technology for afacility the size of the Valdez Marine Terminal. Real safety concerns include the possibility that the tankers at the berths and attheTerminalitselfmightbevulnerabletoexplosion.Theenvironmentalimpactofahardpipingsystemandoftheaddedfacilitiesthat are required to opel.ate it may also be undesirable,

Alyeshahasstatedpubliclythatissuingtheregulationinfinalformnowwouldnotspeedupthedesignorengineeringprogramsunderway. It could out off consideration of alternatives that might be preferable to a hard piping system.There is curl.ently no evidence <that tanker vapor emissions at Valdez present a health risk or cause environmental harm of anykind.Conclusiveevidenceofpossiblehealthrisksfromtankervaporemissiousinthecityofvaldezwillbeavailablein1991whenthe Valdez air health study, now under way, is complete.

Alyesha Technicians 'hain withthe Best to Prepare for the WorstAlyeskapipelinetechniciansandcontractorsrecentlycompletedAircraftRescueFireFighter(ARFF)trainingatGalbraith,Prospect Creek and Five Mile Airports recently. The program, designed by Joe I,ieto, Aviation Operations Specialist inCorporateSecurityandAviation,andJo8eFlores,CorporateFireandSafetyF`ireProtectionSpecialist,wasconductedbytwo professional ARFF trainers on contl.act from the US Air Force.

Flores said the training goes hand-in -hand with the mission of fire response training at the pump stations as the firstresponse in protecting human life and combating fire in its incipient stages.TheARRF`-trainedtechniciansgoingoffshiftwillbeonstandbywiththefireresponseequipmentatthea.irfieldl5minutes

priortoandafterlandingofthecrewchangeplan.Thecrewwillthentraderoleswithitscounterpartcomingon-shiftwhowill then be on standby 15 minutes before and after takeoff. Lieto said the mission of the fire response team members wassimple: to create a rescue path for passengers in the event of an emel-gency involving a crew change plane.
