General Requirement

➢ The Contractor involved in the Feature Ads installations must comply with MTR By-Laws and

Operational Requirements at any times. MTR《Railway Safety Rules》

➢ Contractors must be listed on the《JCD Approved Contractor List》.

➢ The contractor shall maintain the Feature Ads advertising materials are in good appearance and

conditions and shall rectify or remedy any defects immediately upon JCDecaux notification.

➢ NO Damage on existing fixtures or equipment during the delivery, installation and dismantling

➢ Any damaged Equipment shall not be used, and it shall be clearly labelled and removed

immediately

➢ Contractors are responsible for removing sticker residue and made good the site immediately after

the booking period.

➢ No Silk Screen Printing for Feature Ads

➢ No irritating smell material shall be used for Feature Ads

1. F&IU, CSSR

For all feature Ads installation and/or modification and removal within the MTR Premises are construction under the regulation of HKSAR, F&IU (Factory & Industrial undertaking) and Construction Site Safety Regulation (CSSR).

All works related to work at height or use of metal scaffold must be complied with (F&IU) and CSSR Part 5A

2. Construction Industry Safety Training Certificate

All working staffs must be holder of mandatory Construction Industry Safety Training Certificate under Section 6BA(2) of the factories and industrial undertakings Ordinance Cap 59.

Frontline operation working within an MTR premises must be a certificate holder of relevant Railway safety qualification, such as RSI, organ label, CP(T) or CP(NT)

According to the guidelines from Labour Department, contractors must use the safety helmets with Y-shape Chin Straps that comply with safety standard e.g. EN397.

5. Working Tools and Equipment - step platform and hop-on platform

For work-above-ground below 2m, light-duty working platforms such as step platform with EN131and hop-on platform should be used.

Step platform and hop-on platform should be inspected according to the check list from manufacturer with inspection label in every 6 months (with test date, next test day/ expiry date and with inspector’s signature)

5. Working Tools and Equipment – Metal Scaffolding and Work at Height

Only properly trained workmen with adequate experience shall erect, alter and dismantle scaffolds

Ensure scaffold have been inspected by competent person with relevant statutory Form 5 issued to certify the good and safe working condition before use.

Scaffolding Plan must be enclosed.

Workers should move within the guarded working platform area and no over body extension at works are allowed.

Workers working on scaffold must wear anchored safety belt, with double clip lanyard.

Workers must wear appropriate PPE such as safety shoes, safety helmets and protective gloves when needed.

5. Working Tools and Equipment – Metal Scaffolding and Work at Height

When setting up metal scaffolding on escalators or travellators, timber boards (with thickness at least 18mm) should be used to cover the steps to provide an even surface and also to protect the escalator steps.

Only evenly distributed load (of not more than 120KG) can be applied on each escalator step surface.

Engaging Emergency brake by Escalator Contractor for locations with set up of metal scaffolding should be arranged prior the erection .

All metal scaffolding to be checked by a competent person and have to report in accordance with Form 5 , stating that the scaffold is in safe working condition

5. Working Tools and Equipment – Metal Scaffolding and Work at Height

A general guidance that 'substantial training and practical experience" of a competent person refers to a person:

i. who has satisfactorily completed a full-time formal training in metal scaffolding work organized by the Construction Industry Council Training Academy(CICTA), former Construction Industry Training Authority, or other similar metal scaffolding training courses/program and has possessed an experience of 4 years or more in metal scaffolding work (inclusive of experience under any formal training period); or

ii. who has at least possessed a higher certificate in civil or structural engineering and has satisfactorily completed a metal scaffolding training course/program organized by the CICTA or other similar metal scaffolding training courses/program and has possessed an experience of 1 year or more in metal scaffolding work (inclusive of experience under any formal training period); or

iii. who has satisfactorily passed the Trade Test on Metal Scaffolding of the CICTA and has possessed an experience of 4 years or more in metal scaffolding work (inclusive of experience under any formal training period).

6. Hot Work

NO hot work is recommended during installation, all items shall be pre-fabricated and

install/fix onto designated area only.

Any hot work need to apply in advance and subject to approval and additional charge.

1. Site inspection and measurement

General

All contractors are compulsory to have a site inspection and measurement prior to the method statement and fixing drawing submission, and have final site inspection and measurement 2 weeks prior to the installation . All these activities can only be carried out at the non-traffic hours, and from Mon-Wed only. Contractor need to inform JCDecaux at least one working day in advance for such arrangement.#

During the site inspection, shall made sure the following MTR facilities should NOT be covered, blocked during installation

❖ Skirting of walls and pillars are not allowed to cover.❖ Hanging signages, clocks, wall mounted signages.❖ Smoke detectors, ventilation shafts, sockets & Switches.❖ Fire hose reel and other emergency plungers.

Installation Procedure of Feature Ads

1. Site inspection and measurement

While access doors and panels cannot be blocked, sticker need to have die cut(including key hole) and the wordings shall be remained or relocated upon approval from MTR. (SW – Switch Board at the VE panel)

Extra buffer time should be allowed for the areas where require extra permit/ insurance/ documents etc., such as trackside, depot. Please reference to MTR By-Laws and Operational Requirements and MTR《Railway Safety Rules》

Contractors who assess the trackside/ PSD must have valid MTR RSI / CBE Green Label Permit .

If contractors not sure about the installation feasibility or items can be blocked or not, JCDecaux will provide technical assistance and need to be arranged in advance.

2. Method Statement

Written document to describe the location of work, scope of work, procedure of work, working team in charge, contact details & Material sample/ Structural calculation report or certificate ( if applicable) Also the statement shall mention the contractor shall be responsible the insurance (minimum limit of indemnity: $50,000,000) and liability for their company’s staff and sub-ordinate and associate.

4. Material Submission

All Materials used for installation will be requested to have a submission with material specification/ component and fire retardant rating.

Decorative material: BS 476 part 7 class 1 (fire spread rate) , BS EN 45545(Railway applications. Fire protection on railway vehicle)

Electrical material: Electrical Appliance must have, IEC60335 together with CE cert, LCD, Plasma TV must have IEC 60065 with CE cert, Lighting must have type test certificate EN60598 and CE cert. LSOH cable should be used for wiring.

Other type test certificate are subject to approval and will have longer lead time.

Installation procedure: should follow electrical wiring regulation of EMSD code of practice.

For pre approved materials, please keep the invoice/ deliver note for checking upon request.

5. JCDecaux Competent Person (C/P)

Represents JCDecaux Transport as the on site person in charge

Should contact JCDecaux Transport Competent Person before installation.

JCDecaux C/P will perform an on site briefing before shipping in the material and carry out the installation

No installation shall be carried out without approval from JCDecaux Transport C/P.

JCDecaux C/P will check and verify the all the documents and qualification of the working team. To provide necessary information and assistance.

Shall contact JCDecaux C/P after the installation completed, and need the approval of JCDecaux C/P before sign off.

6. On Site Working Team

Shall have an on site leader to represent the contractor’s company as well as the sub-contractor and their associate.

To be responsible for overall safety briefing, job briefing equipment checking before carry out the assignment.

To get the approval from JCDecaux C/P for installation and report to JCDecaux C/P after the installation job completed.

To monitor whole installation process as well as quality, define any necessary safety measurements and ensure the safety of the construction site. Also protect any dangerous situations to person or property within the work area

7. Job Briefing and Safety Briefing

To made sure every individual team member of working team well aware the escape route within station/ work site when there is fire or any other emergency situation.

To made sure every individual team member had equipped and have adequate knowledge to use the PPE and all working tools in safety manner.

To made sure every individual team member understand their scope of work and do not infringe other location beyond their scope of work.

Report to the team leader when there is any abnormal situation and/or damage of MTR facilities

8. Installation Procedures

Prior to installation, team leader shall take photo to any damages at the installation location, If any damages are found after the campaign or removal, the remedial costs may be borne by the contractor.

Contractor to ensure the installation procedures can meet related guidelines and station arrangement (e.g. to make sure appropriate protection are applied for station facilities, to monitor safety requirements for work at height are complied, etc)

Working team shall, according to the approved method statement and fixing drawing, to carry out the installation work.

Working team shall, cease the installation if they did not bring/equip with the approved material, tools. No works can be done until approved material, tools are brought on site.

If any electrical installation involved, WR01 form will be signed by licensed electrician after job completed ( or submit the WR01 form on the next day to JCD Office). Team leader shall be responsible for the submission to JCDecaux C/P.

Working team shall not perform any other duty unless approved by JCDecaux in writing

Incident Report – Any Incident found shall report to JCDecaux C/P Immediately

9. Completion and Sign off

Working team leader shall, made sure the job is completed and installation is secure enough before asking JCDecaux C/P to counter check.

All feature Ads installation shall be end at 4:30am and leave station before 5:00am.

Shall clear the site and made sure no rubbish and working tools left behind.

Shall made sure all staffs and associates have left the MTR station/ facilities.

Completion report has to be submitted to JCDecaux Technical Department in 2 working days for certifying the completed installation is according to the approved fixing method.

Approved Fixing Drawing and Method Statement shall be attached in the completion report with the company chop and signature of the Contractor person in-charge.

10. Dismantling/ Removal of Feature Ads

Working team leader shall, contact JCDecaux C/P prior to carry out dismantling/ removal

Removal of Feature Ads requires at least 2 workers to carry out duty. If metal scaffolding is involved, at least 3 workers are required.

Metal Scaffolding set up shall reach the highest point of installation

Shall clear the site and made sure no rubbish and working tools left behind.

During removal of Feature Ads installation, besides rubbish and working tools, residue of the sticker had to be removed as well.

Ceiling and wall drillings should made good after removal of Feature Ads installation

Shall made sure all staffs and associates have left the MTR station/ facilities.

10. Dismantling/ Removal of Feature Ads

Working team leader shall carry out dismantling/removal and the following cleaning procedure.

Wear appropriate PPE. such as safety eye goggle, mask, protective gloves etc., when needed.

Prepare the detergent, read the instruction / label stuck on the containers carefully before using.

Clean the unit, VE panel and glass panel with diluted detergent, ie. (3M Citrus Base Cleaner), until all dirt, dust and glue are removed.

Rinse the unit with water.

Dry the unit, VE panel and glass panel with a white towel until completely dried.

Remove the cleaning equipment, working tools and rubbish from the concourse area after

work.

Another JCD CP will conduct inspection after the cleaning in order to ensure the unit, VE

panel and glass panel are keeping in clean and tidy condition

Typhoon and Other Emergency Requirement

All contractors shall standby to depost exterior sites during the hoisting of typhoon signal no.1 and depost all exterior sites right after the hoisting of No.3.

Please contact JCDecaux Transport traffic department for arrangement with the Station before carrying out the deposting job. Other situations such as strong monsoon or adverse weather conditions, JCDecaux Transport shall request the contractor to remove the exterior sites without prior notice.

There will be no posting/ deposting/ installation of Feature Ads during the hoisting of Typhoon signal nos. 8/9/10 and black rainstorm warning. Posting and Deposting will be resumed 2 hours after the lowering of Typhoon signal to No 3. If the signal had been lowered after 12 midnight, there will be no posting/ deposting/ feature ads installation until the on the following night.

Requirements for Vinyl applications

For each single installation, application of Vinyl materials should not exceed one sheet in a surface area of 4m2

Minimum height clearance of 2500mm from floor level to the Vinyl material to avoid reaching from passengers

Vinyl material shall be keep away from flammable items or transformers or other objects that will give out heat

Fire retardant paint must be sprayed on both sides of Vinyl materials

All Electrical appliances must comply to HK Electricity Ordinance, law & regulations and BS standard : e.g. Electrical Appliance must comply to the Electrical Products (Safety) Regulations

LSOH cabling must be used. It shall be at least 450V/750V grade and must have BS50525-3-41 and BS7211

Proper earthling is required

RCBO must be applied for any connections between power source and electrical appliances

Material ( e.g. metal tube/ aluminum tube) shall not have sharp edge(s) to avoid damages to the clear polycarbonate panel. Recommend that metal tube/ aluminum tube wrapped by sticker.
