VISION OF SOUTH AFRICA - NATIONAL DEVELOPMENT PLAN

The country we seek to build by 2030 is just, fair, prosperous and equitable. Most of all, it is a

country that each and every South African can proudly call home (2011:27)

• NDP targets for 2030 are:

– More people living closer to their places of work

– Better quality public transport

– More jobs in or close to dense, urban townships

MTSF - TOWARDS A VISION FOR HUMAN SETTLEMENTS

• By 2050 South African human settlements will have transformed with efficient human settlements with confident citizens living in close proximity to work and social facilities based on effectively coordinated spatial planning systems

• By 2030, measurable progress shall have been made towards breaking apartheid spatial patterns, with significant progress towards retrofitting existing settlements offering the majority of South Africans access to adequate housing, affordable services in better living environments, within a more equitable and functional residential property market

MTSF• MTSF outlines the strategic agenda of government

• MTSF identifies critical actions towards the achievement of the 2030 vision outlined in the NDP to 2050 vision

• The MTSF is a high-level strategic document for Cabinet to use in monitoring the implementation of the NDP

• It is used by government as a guide for planning, allocating resources and evaluating performance in all spheres of government

• MTSF targets must be incorporated into departmental strategic plans, annual performance plans and reporting requirements

Responsible Institution Role

NATIONAL DEPARTMENT Housing Act 3(1) The national government acting through the Minister must, after consultation with every MEC and the national organisation representing municipalities as contemplated in section 163 (a) of the Constitution, establish and facilitate a sustainable national housing development process.

For instance, the National Department of Human Settlements will lead in the ITT HS Policy development, ITT HS Research, ITT HS Technical Capacity Development, IGR for ITT HS, Exploration, Validation, Coding (e.g Quantification /Red Book), ITT application and, Funding of Innovation and Transformative technologies for human settlements.

PROVINCES Every provincial government, through its MEC, must, after consultation with the provincial organisations representing municipalities as contemplated in section 163 (a) of the Constitution, do everything in its power to promote and facilitate the provision of adequate housing through innovation and transformative technologies (Housing Act: 7(1)).

MUNICIPALITIES Housing Act 9(2) (a) Any municipality may participate in Innovation and Transformative Technologies for Human Settlements (a national housing programme) in accordance with the rules applicable to such programme DDG PMU: Enhanced Institutional Capability for Effective Coordination and Spatial Investment Decisions

NHBRC To regulate the home building industry; To establish and promote ethical and technical standards in the home building industry;To improve structural quality in the interests of housing consumers and the home building industry; andTo achieve the stated objectives in the subsidy housing sector.

WHAT DO WE NEED TO ACHIEVE?

• The number of households and/or stakeholders with co-investments;

• The number of households with local ownership for example through the tittle deeds,

• The number of multi sectoral and multiagency compacts and implementation protocols in place; and

• The extent to which the built environment makes notable shifts after the application of the technology tools listed above in creating the spaces that are accessible to socio-economic opportunities, equitable, just, vibrant, create financial wealth, resilient, beautiful, integrated and safe.
