the Government to give priority to the persons to performHajj-2018 who were dropped in the draw held for Hajj-2017; if so,the details; if not, the alternate idea/proposal/programme therefor?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): Due to large number of unsuccessful hajj applicants in thepast, there is no such proposal under consideration of the Government to givepriority to those Hajj applicants who remained continuously unsuccessful duringthe last few years. However, Ministry will place the same proposal beforethe Hajj Policy Formulation Committee consitituted by Supreme Court ofPakistan for consideration for Hajj-2018.

Will the Minister for Industries and Production be pleased to state:

(a) the detail of exemptions and concessions given to the industrialsector since 01-01-2013; and

(b) the detail of milestones achieved therefrom so far?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi):(a) The detail of exemption and concessions given to the Industrial sector are asunder:—

• Automotive Sector:

Auto Development Policy (ADP) – 2016-21 offered following incentivesto investors:

Category-A:Greenfield Investment is defined as the installation of new andindependent automotive assembly and manufacturing facilities by an investor forthe production of vehicles of a make not already being assembled/manufactured inPakistan. (Note: “Make” is defined as any vehicle of whatever variantproduced by the same manufacturer)

Category-A:Investment Incentives

(a) Duty-free import of plant and machinery for setting up the assemblyand/or manufacturing facility on a one-time basis;

(b) Import of 100 vehicles of the same variant in CBU form at 50 percentof the prevailing duty for test marketing after ground breaking of theproject;

(c) Concessional rate of customs duty @ 10 percent on non-localizedparts and @ 25 percent on localized parts for a period of five yearsfor the manufacturing of Cars and LCVs;

(d) Import of all parts (both localized and non-localized) at prevailingcustoms duty applicable to non-localized parts for manufacturing oftrucks, buses and prime movers for a period of three years, and

Category-B: Brownfield Investment is defined as revival of an existing assemblyand/or manufacturing facilities, that is non­operational or closed on or before July01, 2013 and the make is not in production in Pakistan since that date and that therevival is undertaken either independently by original owners or new investors orunder joint venture agreement with foreign principal or by foreign principalindependently through purchase of plant.

Category-B: Investment Incentives

(a) Import of non-localized parts at 10 percent rate of customs duty andlocalized parts at 25 percent duty for a period of three years for themanufacturing of Cars and LCVs. and

(b) import of all parts (both localized and non-localized) at prevailingcustoms duty applicable to non-localized parts for manufacturing oftrucks, buses and prime movers for a period of three years (Annex-I).

Part-II “Import of Active Pharmaceutical Ingredients, Excepients /Chemicals, Drugs, Packing Material/ Raw Materials for Packing andDiagnostic Kits and Equipments, Components and other Goods”(Annex-III).

Part-III Concessions on the input of “Raw Materials/ inputs for Poultryand Textile Sector; Other Goods” (Annex-IV).

Part-IV Concessions on the input of “Imports of Machinery andEquipment for Textile Sector” (Annex-V).

Part-VI Concessions on the input of “Imports of Aviation RelatedGoods i.e. Aircrafts and Parts etc. by Airline Companies/ Industryunder National Aviation Policy 2015” (Annex-VI).

Customs Tariff Rationalization/ Budget exercise on continuous basisannually in consultation with industry to reduce cost of inputs topromote domestic manufacturing of the country.

Revisit of Free Trade Agreements/ Preferential Trade agreements inconsultation with domestic manufacturing industry with a view toprotect the local capacities/ competencies, boost tradecompetitiveness and draw mutual benefits to promote manufacturingindustry (Annex-VII).

(b) Under ADP 2016-21, So far 10 applications have been receivedfrom new investors for incentive/exemptions of Greenfield Categoryof the ADP-2016-21 and four of them have been granted Greenfieldstatus by Ministry of Industries and Production on therecommendations of EDB.

MoIP/EDB carries out ‘Competitiveness and Efficiency ImprovementExercise’ for the budget every year in extensive consultation with theindustry to formulate proposals for inclusion in the National Budgetwith the following objectives:-

Reducing cost of doing business by decreasing cost of inputs

Simplifying procedures for payment of Customs Duty, Sales Taxand Federal Excise

To counter the menace of under-invoicing, smuggling and mis-declaration

To encourage import substitution

In the light of foregoing, series of sectoral meetings were held certainentries/products have been retained under each SRO/ fifth schedule toencourage the investment, local manufacturing of the engineering,automotive and other industrial goods. SRO’s were simplified to addressredundancy and addition of certain material to encourage the materialmanufacturing (Annex-VIII).

87. *Ms. Aisha Syed:(Deferred during 46th Session.)

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the detail of the amount received from Hujjaj during Hajj-2017;and

(b) the details of the facilities provided to Hujjaj during the saidHajj?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Amounting to Rs. 29, 752,855,440.00 (Rupees twentynine billion seven hundred fifty two million eight hundred fifty five thousand fourhundred forty only) received from Hujjaj for Hajj 2017.

(b) (i) Best accommodation was hired for Hujjaj in Makkah Mukarramah.

(ii) Maximum Hujjaj were accommodated (Markazia) in MadinahMunawwarah

(iii) Three time food was served to all Hujjaj for 37 days.

Following facilities were provided in Mashair:—

(a) Three time cooked meal.

(b) Fire proof tents in Arafat.

(c) Filtered water and two times tea in each Makatib, and mattresseswere also provided in Mina.

(iv) Latest VIP buses were provided from Jeddah to MakkahMukarramah.

(v) Introduced very first time Express service at Hajj Terminal Jeddah/Madinah Munawwrah (Airports). Resultantly Hujjaj departed fromJeddah/Madinah Airports well in time.

147. *Shaikh Rohale Asghar:(Deferred during 46th Session.)

Will the Minister for National Health Services, Regulations andCoordinations be pleased to state:

(a) the name of countries to which  Pakistani passengers are notallowed to take medicines with them at present; and

(b) whether any publication for public awareness regarding such banis being published/made in Pakistan?

Minister for National Health Services, Regulations andCoordinations (Mrs. Saira Afzal Tarar): (a) DRAP performs its functions underthe Drugs Act, 1976/ The DRAP Act, 2012 and Rules framed / thereunder, andthere is no country specific restriction/prohibition on Pakistani passengers to takemedicines aboard along with them as per said Act or Rules.

(b) As mentioned above in response to part (a), there is no such ban/restriction imposed on public in Pakistan, therefore no publication exists.

Such an export is dependent on the host/recipient country’s regulation. Aperson is supposed to confirm all such things that he/she takes with him/her (notonly drugs) while travelling to any country.

Will the Minister for Water Resources be pleased to state the totalamount allocated by the Government for hydro power projects since01-06-2013 alongwith the details thereof?

Minister for Water Resources (Syed Javed Ali Shah): Rs. 705,477.583million have been allocated by the present Government for hydro power projectssince 01-06-2013. Details of projects are attached at Annex-A.

Will the Minister for Water Resources be pleased to state:

(a) whether the Government has made any project to assess/realizethe potential of Hydropower in Azad Jammu and Kashmir andGilgit Baltistan;

(b) if so, the details; if not, the reasons thereof?

Minister for Water Resources (Syed Javed Ali Shah): (a) & (b) Thehydropower potential in Gilgit Baltistan and Azad Jammu & Kashmir has beenidentified as 22,610 MW and 8,511 MW respectively so far. The list of identified/ developed hydropower potential in Azad Jammu and Kashmir and Gilgit Baltistanis attached at Annex-I.

1. *Ms. Parveen Masood Bhatti:

Will the Minister for Water Resources be pleased to state whether it isa fact that there is shortage of water in dams of the country at present?

 Minister for Water Resources (Syed Javed Ali Shah): It is fact that

due to change in hydro-meteorological conditions since start of the September2017, the river inflows remained stressed. IRSA, keeping in view the condition of

the standing Kharif Crops, in cooperation with the stakeholders, is releasing fullshare to the provinces by augmenting the river flows through stored water in dams.The dams position as on September 26, 2017 is as under:—

IRSA Advisory Committee meeting was held on 29-09-2017, wherein itwas anticipated that during forthcoming Rabi Season (2017-18) country may facea shortfall of 20 %. The shortages would be passed on to Punjab & Sindh Provinceswhile KP& Balochistan shall remain exempted from sharing of shortages.

2. *Ms. Shakila Luqman:

Will the Minister for Industries and Production be pleased to state:

(a) the steps taken by the Government to enhance public and privatepartnership in public service structure; and

(b) whether transparency/merit ensures in private sector entities?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi):(a) Following steps have been taken by the Government to enhance public / privatepartnership:—

In order to enhance public/private partnership in public servicestructure, six of the Board members of Small and Medium EnterprisesDevelopment Authority (SMEDA) have been taken from publicsector as ex-officio members. As per SMEDA Ordinance, 2002, its

Board comprises of both public sector and private sector members.The powers and functions of the Authority and the general and overallactions, direction, management and superintendence of the affairs ofthe Authority have been vested in the Board and all actions, decisions,guidelines, directions, orders and policies made or issued by theboard in exercise of the said powers and functions shall be deemedto have been made and issued by the Authority. Composition ofBoard of SMEDA, as given in SMEDA Ordinance, is as under(Annex-A):—

i. Chairman (Federal Minister for Industries Production,Government of Pakistan.

ii. Secretary, Industries Production Division, Government ofPakistan.

iii. Secretary, Finance Division, Ministry of Finance, Revenue andEconomic Affairs, Government of Pakistan.

iv. Secretary, Commerce Division, Government of Pakistan.

v. Chairman, Federal Board of Revenue, Government of Pakistan.

vi. Chief Executive Officer, SMEDA.

vii. Six persons from Private Sector (as far as possible amongstthem at least one from each province of Pakistan.

Six companies established in collaboration with private sector areworking on public private partnership basis to provide trainings,technical knowhow and to facilitate private sector in the relevantfield.

Out of these, following four (4) companies are registered under section32 of the Companies Ordinance, 1984 on Public-Private Partnershipbasis and Joint Venture Agreement made between the Governmentand Private investor Partners:

1. Khadi Crafts Development Company, Multan (Public ShareRs. 230 (M), 46.75%) (Private Share Rs. 262 (M), 53.25%).

2. Leather Crafts Development Company, Multan. (Public ShareRs. 214 (M), 47%) (Private Share Rs. 245 (M), 53%)

3. SpunYarn Research and Development Company, Multan.(Public Share Rs. 59.75 (M), 37%) (Private Share Rs. 101.221(M), 63%)

4. Southern Punjab Embroidery Industries, Multan. (Public ShareRs. 212.20 (M), 26%) (Private Share Rs. 603.93 (M), 74%)

Whereas, the other two (2) Companies namely Aik Hunar Aik Nagar(AHAN), Lahore and Agro Food Processing (AFP), Multan are publicsector companies registered under section 42 of the Companies Ordinance,1984 with a mandate to facilitate and collaborate with private sector.

Different Memoranda of Understanding (MoUs) and agreementshave been signed by Pakistan Institute of Management (PIM) withmany private sector individuals and companies to offer better serviceto public.

Pakistan Industrial and Technical Assistance Centre (PITAC) is anAutonomous Agency working under the Ministry of Industries &Production. In order to improve the productivity of industrial units inthe country, PITAC is introducing improved production techniques,and providing an organized and nationwide programme for trainingmanagerial and technical personnel.

Technology Up-gradation and Skill Development Company(TUSDEC) was incorporated under section 42 of the Company’sOrdinance and wholly owned subsidiary of Pakistan IndustrialDevelopment Corporation (PIDC). TUSDEC has established/implemented following projects on the basis of Public-PrivatePartnership at various locations in Pakistan:—

Peshawar Light Engineering Centre (PLEC)

Land for the project was provided by CECOS University ofInformation and Emerging Science and center is facilitating thelocal industries at CECOS Industrial Liaison Center HayatabadIndustrial Estate, Peshawar.

Light Engineering Upgradation Centre for SMEs inBalochistan (LEUC)

Lasbella Chamber of Commerce & Industries (LCCI) providedland for the center and center is successfully running and offeringservices to the local industries at Plot No.10-A at Sector N.Hub Industrial & Trading Estate (HITE) Hub Balochistan.

Supporting TVET Sector in Pakistan (KP & FATA)

TUASDEC has successfully trained 12000 men & womenunder this initiative where more than 150 private sector instituteswere engaged for trainings.

Promulgation of Public Private Partnership Authority Act, 2016 isone of the major step taken by the Government to enhance publicand private partnership in public service structure.

Gujranwala Tools, Dies and moulds Centre (GTDMC) has also beenestablished to promote Public / Private partnerships by including thePrivate Sector members in policy making and improvement ofbusiness operation.

(b) SMEDA being a public sector organization, with public and privatesector Members on its Board, ensures transparency/merit in line withthe requirements for the various initiatives and activities .

The management and other affairs of the companies established onpublic-private partnership basis are governed by their own Board ofDirectors as per provisions of Company’s Ordinance 1984 and rules/ instruction issued by Security Exchange Commission of Pakistan(SECP). Their boards consist of members from both public andprivate sector. The accounts of the companies are audited on regularbasis by the auditors appointed under provision of section 252 to255 of the Companies Ordinance, 1984. Moreover, The Securitiesand Exchange Commission of Pakistan (SECP) set up under theSecurities and Exchange Commission of Pakistan Act, 1997 regulates/supervise the affairs of companies with investigative and enforcementpowers.

In order to ensure transparency and merit, TUSDEC has constitutedManagement Committee for the following projects comprising ofmembers from public and private sector:

o Peshawar Light Engineering Centre (PLEC)

o Light Engineering Upgradation Centre for SME in Balochistan(LEUC)

o Hyderabad Engineering Support Centre (HESC)

Board of Directors for the following projects, comprise of 1/3representation from Public sector and 2/3 from Private sector. CEOof these projects are also from Private sector:—

o Gujranwala Tools Dies & Moulds Centre (GTDMC),Gujranwala

o Karachi Tools Dies & Moulds Centre (KTDMC), Karachi

o Ceramics Development & Training Complex (CDTC),Gujranwala

Public Sector Companies (Corporate Governance) Rules, 2012 asamended till date and Public Procurement Rules are strictly adheredto.

3. *Dr. Nikhat Shakeel Khan:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that  there is no check and balance of feesand other charges being charged by the private hospitals/medicalpractitioners/clinics in Islamabad;

(b) if the answer to part (a) above is in the affirmative, whether theGovernment  intends to place a system to put a check on private

hospitals/private medical practitioners; if so, the details; if not,the reasons thereof; and

(c) whether the Government has taken notice of such practice sinceJune, 2013?

Minister for National Health Services, Regulations andCoordinations (Mrs. Saira Afzal Tarar): (a) Under the PIVI&DC Ordinance1962, fee charge as to be commensurate to the quality of service provided.

However, unethical practices including charging high fee by some privatehospital cannot be ruled out.

(b) 1. It may be mentioned that seeking private medical treatment is atransaction between a practitioner and the client and services areoffered and accepted with mutual agreement.

2. There is an Act, the PM&DC Ordinance 1962, for ethical practicein the area of medical care. This act makes it mandatory for a medicalpractitioner to charge fee commensurate with the quality of servicebeing provided and his qualification,

3. However, strict measures should be taken to discourage unethicalpractice and regulate not only the fee charged by private practitionersbut also the quality of services provided.

(c) To this end, M/o National Health Services Regulation andCoordination has developed the draft law “Federal Health Regulatory AuthorityBill” which shall be introduced in the Parliament soon.

4. *Ms. Aisha Syed:

Will the Minister for Housing and Works be pleased to state:

(a) the total number of employees of the National Assembly andSenate Secretariats to whom Government accommodations/flatsallotted by the Ministry since June, 2013;

(b) whether the present Government accommodations/flats aresufficient to meet the requirement of the Government employees;

(c) if the answer to part (b) above is in the negative, whether thereis any proposal under consideration of the Government toconstruct the new Government accommodations; if so, thedetails thereof?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)170 employees of National Assembly and Senate Secretariat have been allottedGovernment accommodations/flats since June, 2013.

(b) Present Government accommodations are not sufficient to meet therequirements of the Government employees;

(c) Federal Cabinet imposed ban on new construction of governmentaccommodation on 13.3.1995. The matter of construction of Governmentaccommodation was taken up on public private partnership. In this regard, aproposal to demolish the existing Government accommodation at Sector F-6/4and contruction of 10 storey flats in their place, was submitted to Prime Ministeron 28.01.2016. The Prime Minister’s Office had directed to re-submit the summarythrough Cabinet Division after consulting all stake-holders. Accordinly, CapitalAdministration & Development Division and CDA were requested to furnish theirviews. Response from them is still awaited.

5. *Shaikh Rohale Asghar:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) whether it is a fact that Hajj quota has been given to new HajjTour Operators during Hajj-2017;

(b) if so, the quota-wise details including names thereof; and

(c) the procedure/criteria adopted therefor?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Yes, 29 new companies already enrolled with, thisMinistry were allocated Hajj quota 2017.

(b) A quota of 50 hujjaj were allocated to each, new company, thedetail is at Annex-A.

(c) The Honorable Supreme Court of Pakistan in its judgment in Crl.Org.59/15 dated 06-06-2017 directed inter-alia, to entertain the new entrants fairlyand justly. The Cabinet vide its decision in case No.157/Rule-19/17, dated23-06-2017 approved that 2% of the 40% quota allocated to 743 companiesshall be reduced for allocation to top 29 new companies out of the list of thecompanies, awaiting allocation; and that the total number of Hujjaj allocated to thenew operators shall be 1450 for the current season (Annex-B).

M/o Housing and Works has submitted a Summary for the Prime Ministerfor amendment in Accommodation Allocation Rules. 2002 in which proposal foreligibility of employees of Constitutional Bodies is also included. Hospitals present in provinces/ Federal area. For non-gazettedFederal Government Employees, Civil Surgeon along with his own Medical Officers(Male & Female) is responsible for such check­ups.

(b) There are 04 Civil Surgeon Offices and 24 Dispensaries at said placeswhich cater for Federal Govt.employees for such Medical facilities which arecompetent enough.

Minister for Housing and Works (Mr. Akram Khan Durrani): As amatter of fact it is submitted that in order to become a member for allotment ofplot registration / membership fees is required to deposit in Housing Foundation’saccount. So that plot may be allotted to eligible member of the Membership Drivein schemes of the Housing Foundation on merit basis. However, it is also relevantto mention here that amount collected on account of registration fees, down paymentand installment is utilized for purchase of land through Land Acquisition Collectoror for Joint Venture agreement as approved by Federal Cabinet and to developthe subject housing scheme. Since Housing Foundation is a non-profit organizationand does not take any penny from Govt. Ex chequre. Therefore, the amountcollected from members in advance is utilized for such payments.

1329 Moavneen Hujjaj were present 24/7 for facilitation of Hujjajat each step of their Hajj rituals.

Provision of fire proof tents at Arafat alongwith Air Conditioner.

To facilitate Hujjaj, the Ministry planned to distribute Zam Zam ontheir returned back to Pakistan at their respective airport.

The Ministry provided special assistance to old aged, ladies, children,lost & found as well as ailing hujjaj.

The Ministry refunded SR.350 in KSA to those Hujjaj who couldnot be accommodated in Markazia, Madina.

The Ministry has realized that according to agreement, some Makatabsdid not provide facilities to the pilgrims in Mashahir. In this regrd, the Ministry hastaken up the matter with Moassah South Asia as well as Saudi Ministry of Hajj fortaking necessary action against the said Makatabs. Moreover, the Ministry refundedSR.250 in KSA to those Hujjaj who were not given train tickets by the saidMakatabs.

Minister for Water Resources (Syed Javed Ali Shah): (a) The areasof Turbat, Dash, Mand and Buleda Tehsil and part of Kolwah Tehsil of MakranDivision of Balochistan Province (33,200 Acres) are being benefited / irrigatedfrom Mirani Dam.

(b) No official sample has been sent to PCSIR by WAPDA. However,PCSIR Karachi on 27-09-2017 has informed that the said water sample wasprovided by Executive Engineer, Public Health Engineering Division, Gawadar toPCSIR on 12-06-2017 and stated that the water sample submitted for testingbelongs to Mirani Dam which is being transported / collected through water tankers.PCSIR have given some recommendations to the Public Health Engineering Divisionfor the treatment of the water before its supply for drinking purpose. It may bestated that natural run-of-river flows are generally not considered fit for drinking

Will the Minister for National Health Services, Regulations andCoordination be pleased to state the city-wise total number of personsbenefitting from Government malaria control program daily?

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar):

Malaria is a seasonal disease and major malaria transmission seasonin Pakistan is post monsoon each year; however along the coastalareas and western international bordering areas of country with Iranand Afghanistan the disease prevails throughout the year.

The suspected Malaria patients, visiting health care facilities; areundergoing diagnostic procedure either by Microscopy or RapidDiagnostic Test (RDT). The confirmed cases are being treated withanti-malarial drugs free of cost.

The bio data of the patient is recorded in the daily OPD register ofthe health facility.

At the end of each month a monthly report is compiled by the inchargeof the health facility and that report is sent to district health officer.

The Malaria focal person of district health officer compiles the dataof all the health facilities and a district report is prepared andforwarded to provincial Malaria program than compiles the data ofall the districts and that report is sent to the Federal Directorate ofMalaria Control.

During the year 2016; 6.206 million suspected malaria patients werescreened throughout the country, out of which 324,024 patients wereconfirmed malaria cases.

All these patients were treated according to the National treatmentguidelines free of cost.

(a) the current demand and supply of water in Gwadar;

(b) whether it is a fact that Akra Kaur Dam and Shadi Kaur Damare not functioning properly due to lack of proper maintenanceand non removal of silt of said Dams; and

(c) whether people of Turbat will be affected due to the allocationof Mirani Dam water for Gwadar?

Minister for Water Resources (Syed Javed Ali Shah): (a) Currentdemand of water for Gwadar is 8.3 Million Gallons per day (MGD) and supply is3.5 MGD. Gwadar city and adjoining areas are facing crises of drinking water.The crises come worst during the drought period, as unfortunately during the lastand current monsoon season, no significant rainfall occurred, therefore, acute watershortage is being experienced in Gwadar Town and adjoining areas. Water supplyis the sole responsibility of Provincial Government of Balochistan.

(b) Akra Kaur Dam was completed during 1995 to store rain water ofAkra River. Its storage capacity was 17,000 acre feet with useful life of 20 years.The dam has almost completed its life. The main objective of this project Was tosupply water for drinking purpose to Gwadar Town, Jiwani, Pashkan, Palleri Nigorand surrounding areas. Due to siltation, the capacity of the dam has reduced to6,500 acre feet. However, in the recent past, the rain fall in the catchment area hasbeen below average due to which the reservoir is completely dried.

Government of Balochistan has constructed Shadi Kaur Dam in DistrictGwadar recently under the financial assistance of the Federal Government at acost of Rs. 7930.480 million with storage capacity of 37000 Acre-feet, aiming toprovide 12 MGD water for drinking needs of the Gwadar City. Since reservoirhas recently completed and due to scantily in fall in the catchment areas of thedam, 12000 acres-feet water has stored. The dam will be filled up as and whenrain fail received in the catchment areas which will certainly supplement drinkingwater for Gwadar City.

(c) The main objective of the Project is to irrigate agriculture lands andother objectives including water for domestic use for the lower riparian. The

Culturable Command Area (CCA) of the Project is about 33,200 acres; out ofwhich 12,400 acres lies on the left bank and about 20,800 acres lies on the rightbank of Dasht River.

If the allocation of water from Mirani Dam for Gwadar is made, it willaffect the irrigation supplies to the land in the command area of the project as wellas the domestic requirement of the local population to the extent of abstractionplanned for Gwadar water supply.

22. *Ms. Naeema Kishwar Khan:

(a) the date on which the construction work of new secretariat block,Islamabad was started;

(b) the date on which it will be completed;

(b) The construction work of above building will be completed on30-06-2018.

The Civil work of main building stand completed 100%. ExternalDevelopment work has also been completed 90%. HVAC work completed excepttesting and commissioning. Further 02 Nos. Cargo lifts are functional and work of03 Nos. Passengers lifts has been completed about 80%. The 09 passenger liftsare under erecting.

(d) The matter for shifting of the offices in the said Block is under process.

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): Steps taken by the Government tocontrol the sale of illegal land un-registered medicine.

Under the Drugs Act, 1976, the sale of the drugs is governed by theProvincial Government who also issue Drug Sale Licence. The saleof illegal and unregistered drugs is against the Drugs Act, 1976 andrules thereunder

The various steps are taken by the Government to enhance the qualityof medicines in the country:

Federal Government is vigilant and is taking steps to provide safe,effective and quality medicines for the people of the country andsupporting the Provincial Governments for eradicating the illegaldrugs.

During last 4-years, various actions were taken by the Federal andProvincial Governments against illegal and unregistered drugs. Thefollowing are brief as:

i. Federal and Provincial Drug Testing Laboratories tested/analysed 41997 samples from Jan-2017 to June-2017. Amongthem, 342 (0.81%) samples were as sub-standard and 49(0.11%) samples were declared as spurious cases. The caseare under prosecution.

ii. During the year 2016, Federal and Provincial Drug Inspectorstook 74,031 samples. Among them, 813(1.09%) samples weredeclared as sub-standard and 97(0.13%) samples weredeclared as spurious cases.

iii. During the year 2015, Federal and Provincial Drug TestingLaboratories tested/ analysed 43,933 samples. Among them,538(1.22%) samples were declared as substandard and 252(0.57%) samples were declared as spurious cases.

iv. During the year 2014, Federal and Provincial Drug TestingLaboratories tested/ analysed 38,342 samples. Among them,686(1.8%) samples were declared as substandard and 140(0.36%) samples were declared as spurious cases.

The Federal Government has initiated the process of WHOprequalification of Central Drugs Testing Laboratory (CDL), Karachito strengthen the quality control of drugs use by public in this country.The phases of QMS have been completed. Proficiency test has alsofurthermore been conducted and results submitted in June, 2017 toWHO. WHO audit is expected by the end of 2017 or first quarter2018.

The Federal Government has notified to the 2D Data Matrix systemon the pharmaceutical products, as a tool for the eradication ofspurious, illegal and unregistered drugs. The implementation of theserules will start from December, 2017.

Steps taken by the Government during the last four years to control thesale of illegal land un-registered surgical items including stents:

Before promulgation of Drug Regulatory Authority of Pakistan Act,2012, the Federal Government vide various SROs declared certainmedical devices like disposable syringes, disposable infusion sets,blood transfusion sets, cannula, catheter, stent, auto-disable syringeand butterfly needles as drugs under Drugs Act, 1976 and werebeing regulated accordingly.

Under Drug Regulatory Authority of Pakistan Act, 2012, the DrugRegulatory Authority of Pakistan (DRAP) promulgated MedicalDevices Rules, 2015 on 9th March, 2015 for phase wise regulationsof all classes of medical devices including surgical items and stents.

Thereafter, on the directions of the Honorable Supreme Court ofPakistan in Human Rights Case No. 623-P/2017 regarding stentissue, the Federal Government has issued SRO. 167(1)/2017 dated15th March, 2017 to regulate 134 life saving medical devicesincluding cardiac stents for legalizing the import, sale and usage ofthese medical devices, if these are approved for use and sale byregulatory authorities of USA, Japan, Australia, Canada, Austria,Belgium, Denmark, France, Germany, Ireland, Italy, Netherland,Norway, Spain, Sweden, Switzerland, UK or CE mark by EuropeanUnion Notified bodies. At present cardiac stents are being regulatedunder this SRO.

Medical devices provided in SRO. 167(I)/2017 including stents shallnot be imported, sold or used in Pakistan except from above sourcesas mentioned above.

Application forms for grant of Provisional Establishment Certificateand for Provisional Registration of a medical device for import havebeen devised and uploaded on the official website of DRAP andwidely publicized in the print media.

Medical Devices Rules, 2015 have been reviewed in order to makethem implementable. Amendments in Medical Devices Rules, 2015namely Medical Devices Rules, 2017 have been drafted which wereapproved by the Authority in its 48th meeting held on 21st June,2017. The rules are under process of approval by the FederalGovernment. All medical device including surgical items and stentsshall then be regulated according to these new rules.

DRAP has also launched and activated the first IT based NationalRegistry for cardiac stents which shall provide a mechanism formanufacturers / impoters and Cath Laboratories. It is compulsory toenter the data of manufacturing / importation and utilization of cardiacstents in National Registry. Under the aforesaid SRO, all Cath Labsare required to be registered with the Pakistan Society of InterventionalCardiology (PSIC).

27. *Sheikh Salahuddin:

Will the Minister for Religious Affairs and Inter-faith Harmony  bepleased to state:

(a) whether it is a fact that a number of letters have been issued toapplicants of Hajj-2017 on 15th to 20th August, 2017; if so, thedate-wise letters issued to said applicants;

(b) 210 applicants proceeded for Hajj.

(c) These letters were issued in anticipation to utilize any seat likely tofall vacant due to drop out of successful Haji. But due to non-availability of anyvacant seat the above Hujjaj could not proceeded for Hajj.

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): (a) a. As per the direction of HonorablePrime Minister, Ministry of National Health Services, Regulations and Coordinationhas started a social health protection initiative with the name of “Prime Minister’sNational Health Program (PMNHP)”.

b. The PMNHP was launched by Prime Minister of Pakistan on 31StDecember 2015 and is providing free of cost health insurance to families livingbelow poverty line of US $ 2 per day.

c. Through this program each enrolled family is entitled of accessingindoor health care services from empaneled hospital worth Rs: 300,000 per year.

d. Secondary care services covered by the program includes maternityservices, minor surgeries, medical related illnesses, all emergencies, transportationcost and free follow up.

e. Tertiary care services covered by the program include heart diseases(angiography Open heart Surgeries), Diabetes Complication, Burn - accidents,

dialysis, chronic infections complications, organ failure management and oncologicalmanagement.

As of 13th September 2017, 1,381,979 families have been enrolledin the program in 24 districts and are eligible for accessing indoor health careservices from empaneled hospitals while the process of enrolment has been startedin additional 16 districts. It is expected that PMNHP will enroll more than 2.8million families by the end of current financial year.

g. As per the direction of honorable Prime Minister, Ministry of NationalHealth Services, Regulations and Coordination has developed and submittedPC-1 for phase-II of the program through which the ambit of social health protectionwill be expanded in all districts of Pakistan for families living below poverty line.

h. Salient features of PMNHP are attached as supplementary material.

(b) a. As of 13th September 2017 a total of 1,381,979 families(7.7 million individuals) have been enrolled in Prime Minister’s National HealthProgram. Complete list of districts where the program has been started along withnumber of enrolled beneficiary families is attached in Annex I.

Minister for Water Resources (Syed Javed Ali Shah): (a) The PC-Ifor “Construction of 20 Small Dams in Khyber Pakhtunkhwa” was conceptuallycleared by the CDWP in its meeting held in April 2005 with an estimated cost ofRs. 3600.00 million subject to condition that sub-project would be approvedindividually. Under the Scheme “Construction of 20 Small Dams in KhyberPakhtunkhwa”, 09 Sub-Projects have been approved so far. Out of which sixdams have been completed, two are substantially completed and work has beenstarted on one of the nine approved dams. The total approved cost of all the 09projects is Rs. 4,724.622 Million. Since, cost of original conceptually clearedPC-I has been exhausted, revised PC-I costing Rs. 18 billion has been submittedto Planning, Development & Reform Division for processing/placing beforecompetent forum for approval of CDWP/ECNEC.

(a) whether it is a fact that a letter has been sent to the ChiefEngineer North for whitewash of House No.24, Category-II,Street No.52, Sector G-10/3, Islamabad by the Director General,Pak. PWD on 02-04-2009; if so, the action taken thereon; ifnot, the reasons thereof;

(b) the total houses white washed in said Street since 02-04-2009alongwith the details and expenditure incurred thereon;

(c) the reasons to ignore the said House; and

(d) the time by which said House will be white washed alongwiththe details of expenditure to be incurred thereon?

Islamabad by the Director GeneralOffice, Pak PWD, Islamabad on 02-04-2009 but the same was not carried outdue to shortage of funds during the last financial year’s.

(b) 08 Nos out of 17 Nos houses in said street were white washed since02-04-2009 as detail below:
