In a MADAM (Multi-Agency Delivery ActionMechanism) ManagementCommittee meeting that washeld on 06 May 2005, theWestern Cape ProvincialPolice CommissionerMzwandile Petrosaknowledged that rape andchild abuse remain a bigchallenge. "It is for this reasonthat the Department ofCommunity Safety is continuingits work of mobilizing thecommunities to break the silence". The SouthAfrican Police Services recommended that a

summit be hosted and that the Departmentof Community Safety (MADAM

secretariat) be the coordinator.Minister Ramatlakane addressedabout 100 delegates at thetwo-day summit that took placeat the Holiday Inn GardenCourt Hotel in Cape Town onthe 23rd - 24th June 2005.

Delegates who attended the Anti-Rape Summit came from the South

African Police Services, NationalProsecuting Authority, HOD's of the nine

Provincial Government Departments,

Non-Governmental Organisations and privateinstitutions.

Western Cape Minister for Community SafetyLeonard Ramatlakane called on delegates atthe Provincial Anti-Rape Summit in Cape Townto "come up with a workable strategy that willhelp children and women to have the courageto report crimes of rape and sexual abuse"

Recommendations were made at the summit thata Provincial Anti-Rape Forum dealing with therape problem in the Western Cape Province beestablished. The Forum conducted meetings andworkshops whereby action and operationalplans from different role players were submitted.A Provincial Anti-Rape Strategy was coordinated.

The premise of the Provincial Anti-Rape Strategyis aligned to the National Anti-Rape Strategy ofthe National Prosecuting Authority, which is thelead department. The Anti-Rape Strategy hasbeen forwarded to the MEC for approval.

The Multi-Agency Delivery Action Mechanism, MADAM, provides anideal platform where Provincial Government Departments, together with keystakeholders and the private sector discuss transversal issues. MADAMpromotes inter-governmental relations, integrated planning, developmentand implementation.

FOREWORDDirector General

The Provincial Department of CommunitySafety currently manages the MADAMstructure as a coordinating institutionalmechanism to facilitate multi-sectoralinterventions. The primary function of MADAMis to coordinate, develop and implementsocial crime prevention programmes inpartnership with organs of the civil society,which addresses the root cause of crime.MADAM has an excellent track record forthe monitoring and co-ordination of inter-governmental policies, strategies andstructures. The MADAM structure and its taskteams have succeeded in coordinatingintegrated crime prevention strategies throughthe establishment of the Provincial Anti-Rape

Forum and development of the ProvincialAnti-Rape Strategy which is linked to theNational Anti-Rape Strategy.

MADAM is seen as a best practice modelby other provinces as well as at the nationalgovernment. MADAM will continue to focuson the identification of clear and targetedprojects aimed at stabilizing communitiesand alleviating poverty. MADAM will thusbe looking at the integration of National andProvincial projects to prevent duplication andwill have quarterly targets against specificobjectives. This will ensure an end to a silomentality in service delivery.

The Department of Sport and Cultural Affairs Task team haveco-ordinated workshops for Sport codes coaches.

The Community Safety Forum’s (CSF) function as a government-drivenmechanism that facilitate and co-ordinate the implementation of multi-agency crime prevention initiatives, both law enforcement and socialcrime prevention at local level.

Women’s Day in Khayelitsha

The Department of Community Safety hasallocated funds for the implementation of CSFprojects. The Tygerberg Central CommunitySafety Forum hosted a women’s daycelebration on National Women’s Day,08th August 2005.Two thousand women attended the event tocelebrate, acknowledge and embrace thosewomen who exceptionally contributed to theeradication of crime in their areas.These women were identified by theDepartments within the Criminal Justice Cluster

for their outstanding assistance andcontributions to the eradication of crime. Theevent also celebrated the 50 years existenceof the Freedom Charter and the role playedby women and their contribution they madeto it. HIV/AIDS was one of the focus pointsthat was highlighted at the event. The MECfor Community Safety acknowledged thesurvivors of rape abuse and domestic violence.The project was supported by SAPS andvarious other government departments thatare presently participating in CSF.

The events were conducted in four areas i.e.Khayelitsha, Boland, Vredenburg and SWDarea. The coaches were empowered with safetyprecaution measures in sport injuriesand HIV/AIDS in sport.The Project has provided historicallydisadvantaged communities with theopportunity to improve their health andwelfare. The Task Team aims topromote structural mass participationin sport and recreation.

The project developed a skill pool ofadministrators, athletes, coaches and technicalofficials. It also ensured a promotion of physicallyactive lifestyles and presentation of educationand awareness campaigns in communities.The purpose of the workshops was to bring aboutawareness raising in the following aspects: HIV

and Aids, substance abuse and abstinence,anti-doping control programme, first aid andfitness assessment programmes.

On Friday, 11 November 2005 DECASsuccessfully completed a "CulturalEvening on Performing Arts againstCrime & Drug Abuse", one of theprograms on Multi-Agency DeliveryAction Mechanism(MADAM) in BeaufortWest. This programaimed at prioritizingthe provision ofyouth developmentprograms in thiscommunity.

The objective of the event was to findways on how culture can be used tocombat or eradicate crime in ourcommunities. The event took place atthe Multi-Purpose Community Centre(MPCC). It was well attended by theyouth, elderly and respected community

leaders. The programme commenced at18h00 and was concluded at 23h00.

During his opening, Mr. A Appies placed astrong emphasis on youth on

how bad it is to beinvolved in crime.

Futhermore heencouragedthem not to beinvolved withcriminal

elements.

The Beaufort West organizations showcased theirtalents through groups such as: Creative DanceSchool, Wanda, Conquoirs Choir, DefSquad, Gum Boots Dancers, The VoiceChoir, You and I Dance School andBrazilian United Stars. Pastor Williams wasthe keynote speaker and he expressed the gratitudeof the Beaufort West community when he thanked

DECAS and in particular project leaderMr. Thandwa Ntshona for presenting theprogram in Beaufort West.

Mr Hillary February fromCultural Servicesconcluded the event bydoing the vote ofthanks. The projectwas also rolled outin Mitchell's Plainand Khayelitsha.

The project was basically to utilize the under-utilizedtool of theatre to "teach" youth about the dangers oftik and racism. The premise being that one caneducate through entertainment, hence the term"edutainment".The project ran from June 27 to July 22. There wasthree weeks of training and development (27 Juneto 15 July) and one week of performing at the tenparticipating schools (18 to 22 July). The successfullaunch of this prestigious project was on 28 July2005. It was attended by Premier Rasool, UNdelegates and MEC's Dugmore; Uys andRamatlakane. They felt that this kind of project isone that can make a difference in our schools, andcommunities in general.

The project reached about 4000learners and it was very wellreceived at the participating schools.

The media was also very interested in thisproject. It was broadcasted on prime timenews, late news and early morning televisionnews (flighted three times). It was the talkof the town on P4 radio (the official mediasponsor), Cape Talk and SAfm for theentire month of June. It was advertisedin all the newspapers (Cape Argus,Cape Times and CommunityNewspapers).

The CLOCK IS TIKKING and RACE AGAINST TIME became a drama-in-educationproject over the entire June school holidays for 10 schools. The issues surroundingthe scourge of tik and racism in our schools were tackled in a very unique fashionwith the participation of 20 learners - 2 from each of the 10 schools.

The Reintergration And Diversion for Youth (READY) Programme is rooted within the Department of CorrectionalServices facilities, including prisons and places of Safety. Prisoners are empowered with business skills,computers, banner-making, fabric-painting or brick laying skills to develop them to their full potential tobecome responsible, contributing and caring members of society.In October 2005, 6 inmates from Drakenstein Prison who are Gold Award participants on The President’sAward READY Program. They had a unique opportunity to take part in a 4 day community service projectalong side 9 Gold Award participants from Kenya and over 30 Award participants from the Boland

area. The involvement in a project like this is a requirement for the Gold Level of this internationalAward programme and for the inmates, Kenyans and the Boland participants alike, it was a wonderful

opportunity to work together on a community service project.

The group was based at Drakenstein Prison and each day spent a full day at the DrakensteinDay Care Centre where they did maintenance work on the building and grounds. In thewords of one participant: "I would like to thank you very much for setting up this wonderfuland once-in-a-life-time experience. I really enjoyed being able to interact with other peoplethat I would usually try to avoid. I especially enjoyed participating with the young offenders.I found that they were the most committed to the project". The Deputy Minister of CorrectionalServices, Ms Cheryl Gillwald, was very encouragedby the experience for the inmates, “This feedback is

so fabulous. Congratulations – your efforts are inspiring”.The group also spent an afternoon at the Wellington Youth

Centre engaging in interactive games with Award participantsat the Centre.

Over the past 2 years, the program has blossomedwith the support of the Bambanani Summer Programand has reached over 20,000 Youth atRisk in the Western Cape, from Plettenberg Bayon the East Coast , to the Cape Metro and as faras Vredendal on the West Coast.

Reynolds said International research has shownthat this program reawakes the creativity of youngpeople and develops within them self-esteem, givingthem the will to say no to crime, drugs and otherabusive behaviour.

During the recent Bambanani Summer Program,the foundation celebrated the launch at CampsBay Beach and it was attended by the MEC forCommunity Safety, Leonard Ramatlakane. Thelaunch was to commemorate the sponsorship ofthree new canoes by Bambanani Community SafetySocial Crime Prevention and making history wasthe new training partnership between the ChrysalisAcademy and the Outrigger For Good Foundation.

The Department of Commmunity Safety funded thetraining of 21 new instructors in vital life skills,beach and open water risk management, planning,teaching, communication skills and equipmentmanagement. The symbolic ribbon cutting by theMEC Leonard Ramatlakane was followed by thecertificate ceremony, which wasattended by CEO of Chrysalis AcademyMrs Nomfundo Matros. She witnessedthe handing over of the Instructoraccreditation certificates to the candidates whocompleted the course that was presented justprior to the Summer Program. The graduateswere immediately given an opportunity touse their newly acquired skills in theSummer Program and to make muchneeded income over the holiday season.Mr. Reynolds thanked theDepartment of Community Safety for theircontribution to making a difference tothe youth at risk in the Western Capeand they look forward to continued support.

Outrigger Canoeing is currently the Worldsfastest growing water sport with over 50%participation being female.The program objective is to roll out the PaddleTogether Program to all Communities in the WesternCape, placing more canoes with instructors andoffering not only outreach to the Youth, but also tothe broader community including women, andTourism initiatives, thereby also giving employmentand sustainability to the program.

The President’s Awards is an organisation working with young people inSouth Africa that was introduced to South African prisons in 1994.
