Introduction:
During the steering committee meeting of November 2013 -taking place in the 2103 Arab
regionals- it was agreed that the ACM Arab Collegiate Programming Contest (abbreviated as
ACM-ACPC or just ACPC) will be an annual multi-tiered competitive programming competition
among the universities of the Arab World.
Being a multi-tiered competition requires teams to go through one or more qualification rounds on
the local national- level, through which the top ranked teams get the honor of representing their
country on the regional level in the Arab qualification as the final step towards the world finals.
Rules:
Introducing this system requires a set of new rules to regulate the teams acceptance criteria in the
Arab Regionals, and the agreed rules are as follow:
I. The final national competition of each country is the qualifier to the Arab regionals.
II. Each country is granted two slots in the Arab regionals.
III. Each country is granted number of slots equal to 10% of the number of teams in the
qualification rounds in addition to the two slots in point II.
(Example: A national contest with 20 teams will grant this country four slots, two as in point II
above and two as 10% of the 20 teams)
IV. For a team to be counted, it needs to solve at least one problem during the qualification
round.
V. Other than the extra slots given by the RCD, each university can have maximum two teams
advance to the regional.
VI. University level qualifications and pre-final qualification rounds must be accredited by the
national steering committee, and the final national competition must be accredited by the
RCD or his delegate.
VII. The head of the national steering committee will be responsible to submit the names of the
teams advancing to the regional to the RCD.
VIII. Extra slots -if any- will be distributed by the RCD, from a pool suggested by steering
committee members including the RCD.

IX. For the national qualification:
Each university would be granted two extra slots excellence slots- for each of the
following actions:
o Hosting an official ACPC contest. (Internal or national)
o Hosting a national training camp.
o Sending trainers to help students from other universities.
After deduction of the excellence slots from the total available, the rest of slots in the
final national qualifying round will be equally distributed between the interested
universities.
(Example: The final round host will accommodate 90 teams, 20 universities are
interested and 5 of which has held official internal qualification round. Then the
distribution will be as follow, 10 will go to the 5 universities with internal
qualification and the rest is 80 will be distributed on the 20 universities equally)
For national reminder slots (75 slots and 7 universities makes 5 national reminder slots),
the national steering committee under supervision of the country representative in the
ACPC steering committee will decide the best way of distribution.
The head of the national steering committee may distribute extra slots to certain
universities after approval from the country representative in the ACPC steering
committee and provided it will help improving the competition.
For countries with large number of teams, it is possible to make the national
competition as multi-tiered competition, where teams will need to go through number of
qualification rounds - one or more- to qualify to the national competition.
In case of multi-tiered national competition the number of slots granted are two as in
point II plus 10% of the sum of all teams participating in the first qualification round
only; taking into consideration point IV.
X. Organizing any of the above-mentioned competitions, the operations team along with the
steering committee will insure the compliance with the ICPC/ACPC rules.
XI. In case of a conflict between any of the above rules and the announced/future ICPC rules:
the ICPC rules takes precedence.
