MUNICIPAL INFRASTRUCTURE SUPPORT AGENT (MISA)

The Municipal Infrastructure Support Agent (MISA) is a newly established Government Component within the Ministry for Cooperative Governance and Traditional Affairs. It is a Schedule 3 entity regulated in terms of the Public Service Act, of 1994, as amended. This initiative is an integral part of the Department of Cooperative Governance’s programme towards improving municipal infrastructure provisioning and maintenance for accelerated service delivery, in line with the objectives of Local Government Turnaround Strategy. MISA’s primary function is to support municipalities in infrastructure planning, development and management, operations and maintenance as well as building technical capacity for effective delivery and management of municipal infrastructure.

DEPUTY DIRECTOR: FINANCIAL MANAGEMENT (SALARY LEVEL 11)

MISA/DD-01

All inclusive remuneration package of R464 919 per annum

MIDRAND

An appropriate three-year Bachelor’s degree or equivalent qualification in Accounting/Financial Management plus extensive work experience in the finance field.

Technical Competencies: Knowledge and understanding of: Public Finance Management Act, Treasury Regulations, Modified Cash Basis of Accounting, Basic Accounting System (BAS), General ledger reconciliation and analysis, Transversal Systems i.e. LOGIS and BAS.

DUTIES: The successful candidate will perform the following duties: • Render budgetary and financial planning in respect of the Medium Term Expenditure, Adjustments, Estimates and Rollovers.• Provide support with regard to the maintenance and administration of the budget in terms of the Public Finance Management Act, Treasury Regulations and National Treasury Guidelines.• Develop and implement the procedures and policies with regard to cost and management accounting.• Implementation of all accounting and bookkeeping functions.• Render salary administration and cash flow management.• Ensure effective internal financial controls and implementation of financial policies and procedures.

DEPUTY DIRECTOR: HUMAN RESOURCE MANAGEMENT (SALARY LEVEL 11)

An appropriate three-year Bachelor’s degree or equivalent qualification plus extensive administrative work experience.

Technical Competencies: Knowledge and understanding of Public Service Act and Regulations, National Minimum Information Requirements, Basic Conditions of Employment Act and Labour

Relations Act.DUTIES:The successful candidate will perform the following duties: • Implement and maintain a personnel record system in accordance with the National Minimum Information Requirements.• Ensure capturing of data and transactions on PERSAL or similar HR database.• Ensure adherence to all legislative requirements for fair practises related to human resource management.• Develop and implement the HR plan for MISA.• Provide organisational design and job evaluation services to MISA.• Administer recruitment, selection and appointment of employees.• Manage and monitor implementation of skills development strategies and plans.• Administer the performance management system.

DEPUTY DIRECTOR: ADMINISTRATION - OFFICE OF THE CHIEF EXECUTIVE OFFICER (SALARY LEVEL 11)

An appropriate three-year Bachelor’s degree or equivalent qualification plus extensive administrative experience. A post-graduate qualification in a development field will be an added advantage.

Technical Competencies: Above average research capabilities, extensive knowledge of government protocol and inter-governmental relations as well as extraordinary report writing skills.

DUTIES: The successful candidate will perform the following duties: • Implement and maintain an electronic document tracking system.• Management of the document repository for the Office of the CEO.• Research and prepare briefing notes and information for speeches and requests for information from government institutions and other stakeholders.• Facilitate intergovernmental coordination.• Collate information required from various internal and external sources as required by the Chief Executive Officer.• Prepare agendas, attend, record and compile minutes of meetings attended by the Chief Executive Officer.• Coordinate monitoring and reporting processes on programmes and projects.

The successful candidates will be expected to sign an annual performance agreement and declare their financial interests within one month of appointment and thereafter on an annual basis.
