The Municipal Infrastructure Support Agent (MISA) is a newly established Government Component within the Ministry for Cooperative Governance and Traditional Affairs. It is a Schedule 3 entity regulated in terms of the Public Service Act, of 1994, as amended. This initiative is an integral part of the Department of Cooperative Governance’s programme towards improving municipal infrastructure provisioning and maintenance for accelerated service delivery, in line with the objectives of Local Government Turnaround Strategy. MISA’s primary function is to support municipalities in infrastructure planning, development and management, operations and maintenance as well as building technical capacity for effective delivery and management of municipal infrastructure.

All of the posts below are senior management posts. Candidates should therefore possess managerial skills on different levels of proficiency depending on the level of the posts. Candidates, who are short listed, could expect to undergo management competency assessments:

DUTIES: As the Accounting Officer the

successful candidate will perform

the following duties:

• Provide strategic direction aligned to MISA objectives to ensure effective and efficient management and administration.• Manage the delivery of all infrastructure support programmes provided by MISA.• Manage the budget of the organisation• Monitor and ensure effective utilisation and management of the Municipal Infrastructure Grant (MIG) by the municipalities• Support Comprehensive Infrastructure Planning at a local and regional level. (including prioritisation)• Support municipal infrastructure development, maintenance, operations and service provision in struggling municipalities through the procurement of relevant service providers and ensure performance as contracted.• Support the management of operations and ensure a proper maintenance programme for municipal infrastructure.• Coordinate a focused technical support programme with existing support partners (national sector departments, provinces and service providers) in terms of an agreed Support Plan to assist municipalities to deliver on their Comprehensive Infrastructure Plans, its delivery modalities and funding streams.• Monitor the effectiveness and impact of support on infrastructure provisioning.• Develop and coordinate the implementation of an appropriate sector-wide capacity development initiative as well as assisting municipalities to develop and implement a capacity development plan to strengthen their institutions over the long term.• Develop and implement innovative funding strategies and measures to improve municipal infrastructure provisioning • Establish and manage partnerships with other government entities, tertiary institutions, private sector, professional bodies, civil society formations and international development agencies towards improving municipal infrastructure development and management. REQUIREMENTS: An appropriate three-year Bachelor’s degree or equivalent qualification with extensive work experience in the infrastructure field at senior management level.

Technical Competencies:

In-depth knowledge and understanding of:• Infrastructure planning and programme and project management.• Municipal infrastructure planning processes.• Comprehensive Infrastructure Plans.• Spatial planning and Provincial Growth and Development Strategies.• Local socio-economic infrastructure.• Construction industry.

DUTIES: The successful candidate will perform the following duties:

• Oversee large scale programme and project planning.• Ensure that identified municipalities receive technical support to develop comprehensive plans for infrastructure delivery, operations and maintenance.• Lead the development of alternative frameworks and innovation in identified municipal infrastructure planning.• Manage the relationships with counterparts in DCOG, other national and provincial departments and entities engaged in infrastructure related matters in identified municipalities.• Oversee MISA’s involvement in the work of the Presidential Infrastructure Coordinating Commission (PICC)

REQUIREMENTS: An appropriate three-year Bachelor’s degree or equivalent qualification with extensive work experience in the infrastructure field at senior management level. Technical Competencies:In-depth knowledge and understanding of:• Government and private sector infrastructure development approaches.• Public-private-partnerships and other alternative infrastructure delivery models.• Monitoring and evaluation.• Programme and project management.• Stakeholder management.• Construction industry.• Built environment.

• Contribute to the development of MISA strategy and annual business plan.• Ensure that identified municipalities receive technical support to deliver infrastructure projects.• Manage relationships with counterparts, local and provincial departments and entities engaged in infrastructure related matters in identified municipalities.• Advise and support identified municipalities on capacity building for sustainable delivery of infrastructure.• Oversee the provision of vendor support services to municipalities.• Oversee the provision of technical support services.• Ensure that infrastructure delivery meets norms and standards for the built environment.

• Oversee the provision of operations and maintenance support to identified municipalities.• Advise and support identified municipalities on capacity building for sustainable management of infrastructure.• Ensure that identified municipalities receive technical support to deliver on the entire life- cycle of infrastructure projects.• Ensure development and improvement of frameworks and strategies for infrastructure maintenance.

POST: HEAD: CAPACITY BUILDING (CHIEF DIRECTOR LEVEL) (SALARY LEVEL 14)REF: MISA/CD-01CENTRE: MIDRAND

REQUIREMENTS: An appropriate Bachelor’s degree or equivalent qualification with extensive relevant work experience at senior management level. Technical Competencies:In-depth knowledge and understanding of:• Capacity Building Strategies.• Local government• Municipal infrastructure environment• IGR Management.• Training and Skills Development initiatives.• Partnerships and stakeholder management • Resource Mobilization• Supply Chain Management.

DUTIES: The successful candidate will perform the following duties:

• Provide strategic leadership with regards to developing and implementing capacity building initiatives and programmes for infrastructure development.• Advise and support municipalities on capacity development strategies for infrastructure operations and maintenance..• Establish and manage partnerships with relevant stakeholders towards building the institutional and technical capacity of municipalities.• Support municipalities to ensure continuous learning and development of technical officials• Support municipalities in building systems and processes that promote professionalization of the technical units and/or departments. • Provide qualitative and quantitative information and knowledge management support to municipalities. • Mobilize additional resources towards building the technical capacity of municipalities.• Evaluate the impact of capacity building activities.

DUTIES: The successful candidate will perform the following duties:

• Develop and implement policies and strategies for risk management.• Develop and manage an audit annual plan for MISA.• Conduct compliance audits by evaluating the adequacy and capability of internal controls to identify deviations from guidelines and procedures.• Plan and execute Audit investigations to determine irregularities or non-compliance.• Prepare and submit Internal Audit reports in respect of investigations and findings.• Monitor and ensure compliance with Risk Management policies, procedures and methodologies.

DUTIES: The successful candidate will perform the following duties:

• Develop and implement a communications strategy for MISA.• Support the communication initiatives that drive the strategy within MISA.• Develop and maintain relations with media representatives.

• Support provincial and local government communicators in communicating identified MISA programmes and projects.• Manage internal and external events.

POST: DIRECTOR: INFORMATION AND COMMUNICATION TECHNOLOGY INFRASTRUCTURE AND APPLICATIONS (SALARY LEVEL 13)REF: MISA/DIR-04

REQUIREMENTS: An appropriate three-year Bachelor’s degree or equivalent qualification in the Information and Technology field with extensive work experience at middle management level. Technical Competencies:In-depth knowledge and understanding of:• Information Technology/ Information Systems operations.• SDLC and application development.• Systems security.• ICT software.• Computer systems analysis.• ICT assets and procurement.• Network Management.

DUTIES: The successful candidate will perform the following duties:

• Develop and maintain the ICT policies and strategies.• Manage the design, installation and maintenance of ICT infrastructure.• Develop an IT Master Systems Plan.• Manage the provision of specialised ICT support to staff members.• Manage ICT service providers.• Manage ICT assets.• Manage the modelling and design of databases.

REQUIREMENTS: A three-year Legal degree or equivalent qualification with extensive work experience at middle management level. Technical Competencies:In-depth knowledge and understanding of:• Contract management.• Legislative framework.• Contract drafting and review.

DUTIES: The successful candidate will perform the following duties:

• Provide sound legal advice and litigation support to MISA.• Carry out all administrative legal actions to ensure compliance with vendor procurement and vendor contract management.• Advise on drafting and amending legislation and legal instruments.• Ensure legal compliance with inter- governmental and inter-sectoral legislation and instruments.• Advise on the drafting and monitoring of the service level agreements and contracts.
