MEMORANDUM INTRODUCTION & BACKGROUND Kincaid Park with 1,516.78 acres of special use designated park land is located at 9401 W. Raspberry Road. The park includes outdated, unsafe, non-inclusive play equipment for 5-12 year olds and 2-5 toddlers; it has a picnic table and benches, a picnic shelter and access via an existing asphalt pathway. FUNDING The total budget available for this project is $210,000. This project is funded in part by a 2012 Alaska State Grant to the MOA for $150,000 to pay for site selection design, equipment and installation of a challenge course in Kincaid Park. Additional funds of approximately $60,000 come from residual MOA Park project funds designated for Kincaid Park improvements. In fall of 2015, the Kincaid Park Recreation Supervisor requested that the playground be renovated due to age and safety concerns. This resulted in a ropes course themed playground renovation project. PLANNING AND PUBLIC INVOLVEMENT The concept for the playground improvements were derived by the recreation staff at Kincaid Park based on the desire for a naturalistic ropes course that would blend with the existing amenities. The current playground is outdated, unsafe and not ADA inclusive. The proposed improvements for the new improvement at Kincaid Park was supported by Sand Lake Community Council at the Nov. 22, 2015 meeting and concept B was confirmed approved via email on January 8, 2016. 2016 IMPROVEMENTS The Improved Playground will include the following contractor installations: Nature-themed, all-age, fully-inclusive climbing ropes course playground including: o “Charlotte’s Web” sculptural play feature o “Timber Cave” and “Hollow log” features o Obstacle Challenge stepping stones o Woodland log themed vertical nets o Tree vine with net climber o And a life-size bull moose climbing boulder Removal of old wood timber edge and replace with artificial turf fall safety surface material. STAFF RECOMMENDATION The proposed improvements for the new ropes course playground at Kincaid Park are supported by Sand Lake Community Council. The Kincaid Park Recreation Supervisor supports the concept and supports the upgrade to a fully inclusive design. The Department recommends that the Parks & Recreation Commission pass the proposed resolution to support the new playground as presented. MEMORANDUM

PRC RES NO. 2016-03 Kincaid Park Ropes Course Playground Improvement

WHEREAS, the Anchorage Parks and Recreation Commission serves in an advisory capacity to both the Mayor and the Assembly; and

WHEREAS, the Anchorage Parks and Recreation Commission has the responsibility and duty to provide for the long term vision of our park system by ensuring that a balance of parks, natural resources, and recreation facilities provides for the health, welfare, and safety of all residents of the Anchorage Bowl; and WHEREAS, Parks and Recreation planning staff utilized input from Sand Lake Community Council meetings and the Kincaid Park Recreation Staff to guide the improvement of the playground at Kincaid Park; and

WHEREAS, the improved playground as presented will provide fully ADA inclusive, all-age nature-themed ropes course playground for the Sand Lake community;

NOW THEREFORE BE IT RESOLVED that the Anchorage Parks and Recreation Commission approves the proposed design for the installation of a ropes course playground at Kincaid Park.

PASSED AND APPROVED by the Anchorage Parks and Recreation Commission this 14th day of January, 2016.

Hi Daniel, I have received more funding for the Kincaid Park Playground and was able to improve the playground ropes course equipment. The concept is still the same as approved at your Nov. 2nd meeting, but would you like me to present the new equipment again? My only concern is that this project is under a tight timeline to go to bid at end of January and I worry that if I wait until your next meeting in Feb. then I may be behind in getting the equipment installed before the funding expires in spring. Could this be approved via email perhaps please?    Attached you’ll find a pdf of the original design with the standard prefab equipment and my “themes” boards. The other pdf contains the new equipment that is more naturalistic in design and I think more appropriate for the unique site. Note the surfacing will now be fully artificial turf safety surfacing in green under the tree features and blue (to mimic a pond) under the moose.   Thanks, Maeve
