GENERAL INFORMATION AND PROCEDURES
The attached application is to be used by persons or public bodies as an application for grants or loans
under the Economic Community Improvement Plan (CIP) Incentives for the Municipality of Meaford. The
application and any attached supporting documentation contains information collected and maintained
specifically for the purpose of creating a record available to the general public and is open to inspection
by any person during normal office hours. Personal information on this application is collected under the
authority of the Municipal Act, as amended, and will be used in the processing of the application.

ECONOMIC COMMUNITY IMPROVEMENT PLAN – PROGRAM LISTING
In 2019, the Municipality of Meaford will continue to offer incentives under
the Economic CIP program. Please see the related program brochure for
detailed descriptions of each of the programs listed below:

PROGRAM APPLICATIONS – GENERAL QUESTIONS
Who Can Apply?
Commercial, industrial, agricultural operation (incl. value added) property owners (or their
agents) as well as owners (or agents) of historic non-residential buildings.
For tenants – must have owners approval

What properties qualify?
Properties must be located in the Economic Community Improvement Plan area (map).
Total combined CIP incentives received for the lands cannot exceed $50,000.
Properties within the Downtown Community Improvement area (excluding SPA#1 of that Plan)
are only eligible for the Energy Efficiency Retrofit Grant/Loan Program under the Economic CIP. A
related application may be submitted under the Downtown Community Improvement Plan for
incentives under that plan (for example, building permit/planning fee-equivalent grants).
In allocating the annual program funds under the Economic CIP, priority will be given to
agricultural & value-added uses/lands
What requirements must be met?
To avoid any delays, discuss your proposed improvements in their preliminary stages of planning with
the Economic Development Officer, the Municipality’s Building Department and your

design professional or contractor. If applying for the Energy Efficiency & Retrofit program for work in the
Downtown CIP Area, consideration will also need to be given as to whether you will require a Heritage
Permit. This can be discussed with the Economic Development Officer at the time of application.
The Section “What supporting documents are required?” highlights additional program-specific
supporting documentation that are required for certain types of applications.
You may require a building permit to undertake your proposed improvements. If a building permit is
required for the work, the project will be deemed complete upon final inspection by the Chief Building
Official or designate.
If required, please ensure that a Road Occupancy Permit is obtained before construction has commenced.
If any sidewalk closures are necessary, it will be dealt with through the Transportation Services
department.

How do the grants work?
The approved funds for the majority of grant programs will be issued to the applicant when the approved
work is completed, contractors have been paid and invoices submitted to the Municipality.
Once the application is approved by Council, work can commence immediately. Work must proceed in a
timely manner and with the exception of multi-phase or complex remediation or redevelopment
projects, must be completed within the calendar year to receive the funding. The Economic Development Office may grant discretionary extensions when justified.
A partial advance of a grant at substantial completion may be considered, but will be provided at the
sole discretion of the Economic Development Officer.
For the Tax Incremental Equivalent Grant, an annual grant schedule will be established, with payment
occurring each year only after all property tax installments have been paid.
Please note that the incentive programs will not reward poor stewardship. As a result, the Municipality
of Meaford reserves the right to withhold payment of a grant to work/projects that are substandard or
completed poorly; inconsistent with the work outlined within the application; or that requires a
building permit but inspections have not been conducted.

How do the loans work?
Loans under the Economic CIP are interest free with an amortization of 10 years.
Loans may be secured by a lien registered against title.
Loan funds will be advanced on signing of the related loan agreement which is to occur following
inspection of the work, and receipt of final invoices from the applicant.
Loan payments are deferred for 6 months after funds have been advanced and are then due
monthly.
A 2.5% reduction (loan forgiveness) per year will be awarded for early payment in full.
The loans are fully open and may be paid in full at any time, however loan forgiveness will be
calculated as of May 31st each calendar year.
What is the application process?
Consult with Municipal Planning Staff regarding the proposed project to ensure eligibility.
Fill out the attached application form.
Attach all required supporting documents (see ‘What supporting documents are required?” for
program-specific supporting documentation for certain types of applications).
Attach required municipal / agency approvals (see section, “What requirements must be met”).
Provide a quote from qualified contractor / professional for the work.

Return application form with accompanying photographs, drawings/sketches, supporting
documents, approvals and contractor quotes to the Development & Environmental Services
Department.
What resources are available?
The Municipality of Meaford Official Plan & Zoning By-law outline a range of permitted and potential
main and accessory (as well as on-farm diversified) uses for commercial, industrial and rural/agricultural
lands within the Municipality. Digital copies of the Official Plan & Zoning By-law are available on the
Municipal website at www.meaford.ca.

Please note:
1. The Municipality reviews each application and determines funding appropriate to
individual projects based on relevant costs;
2. This is not a maintenance and repair program, such requests will not be approved;
3. If the number of qualifying applications exceed the available funding in a year, the
Municipality may provide a lesser grant or loan over all applications or defer an
application to the following year based on consultation with the applicant;
4. If a lesser amount is provided, it is noted that the amount is based on all of the work that
was part of the approval being completed;
5. If the application is approved, the building owner/agent will receive a letter of approval
that will outline the basic terms and conditions of approval;
6. If you undertake work prior to your application being granted and receiving your
approval letter, you risk your project being disqualified.
7. You must not be in default of any municipal taxes, local improvements or any other
money payable to the Municipality (fees or penalties). Failure to meet this requirement
will result in disqualification from the program.

Each program under the CIP has slightly different requirements. The table below summarizes those
documents required, in addition to a completed application form, for each program.

How do I submit my application?
1. Please complete one (1) copy of the application form in full and submit to the EconomicDevelopment Officer with all required supporting documents, plans and quotations.
2. Applications will not be processed where application forms are incomplete. Please note there is
no fee for submitting an application.
3. The Municipality of Meaford reserves the right to withdraw funds for projects subject to any terms
and conditions that are violated in the application approval contract. In particular, projects
initiated before receipt of an Approved Letter may be disqualified.
4. If an agent is acting for the property owner, please ensure that the required authorization is
completed and executed by the owner.
