HAMBURG - German independentedel Music is expanding into newmarkets. The company has acquireda minority stake in U.K. label and TVsyndicator Eagle Rock, concluded alabel deal with German productioncompany Benztown, and launched anew label, Black lbols.

edel, together with U.S. microchipmanufacturer Intel, has acquired anundisclosed stake in Eagle Rock. Thecombined value of the investment issaid to be £3.3. million (euro 2.3 mil-lion). The move sees edel and Inteljoin BMG Entertainment U.K. &Ireland, which already holds a minor-ity stake in Eagle Rock.

edel Music chairman MichaelHaentjes declares his company hasmore than a financial interest inEagle Rock, and expects "newinfluences" on edel's business frombecoming Eagle's main distributionand production partner in Europe.

edel already distributes Eagle Rockin most parts of Europe, except forthe U.K. (where BMG is Eagle'sdistributor), the Benelux regionand Finland.

Eagle Rock's most recent releasesinclude: Pm Back by James Brown,licensed for the world outside theU.S. from Mecca Records; a tributealbum to Alice Cooper, HumanaryStew, featuring Roger Daltrey, Slashand Bruce Dickinson; and a collectionof recordings by Deep Purple, FriendsAnd Relatives. The Benztown deal sees edel joinforces with one of Germany's leadinghip hop and R&B production teams,built around DJ Thomilla.

Vienna's fourth quarter ratings reveal mixed fortunesby Susan L. Schuhmayer

VIENNA - Austrian commercialradio station AC/gold formatted88.6/Vienna has chalked up anothervictory in its race for listeners,ranked as the top private station inthe Vienna market for the third suc-cessive quarter, according to the lat-est ratings compiled by the marketresearch institute Fessel Gfk for thefourth quarter of 1998.

The latest survey shows 88.6 witha 17 percent market share, wellahead of the other commercial sta-tions in the market.

Despite 88.6's strong showing,Vienna's radio market remains dom-inated by the national public CHRstation 03, with a 30 percent marketshare, according to the results.

Other stations in the market havehad mixed fortunes. Radio Energy, alocal dance station whose principalshareholders include French radiocompany NRJ, has continued tomake steady progress, with a 4 per-

cent market share,making it the sec-ond -strongest com-mercial station inVienna.

Antenne Wien,the other regionalstation in Vienna,has seen its ratingscontinue to slidedespite formatchanges (CHR toAC/gold), rackingup only a 2 percentmarket share. Buta relaunch is inprospect since theU.K.-based GWRRadio Groupacquired a majority share of the sta-tion in January.

CLT-UFA-owned station 92.9RTL has also been plagued by diffi-culties. Despite a format changefrom AC to dance which brieflyboosted its ratings, the localVienna station recorded only a 1

New digital radio service tendersadvertised in the U.K.by Mike McGeever

LONDON - Three specific U.K.digital services have beenadvertised for tender by Digi-tal One, the sole national digi-tal radio licence holder.

Broadcasters interested inany of the three national ser-vices (soft AC, speech/comedy,dance music) have until Feb-ruary 12 to register their inter-est with the GWR Group -backed consortium, as the ini-tial step in the bidding process.

Ralph Bernard, chairmanof Digital One and GWR,comments: "At a time whenthere is much discussionabout the shape and contentof public service radio, Digi-

tal One is offering commer-cial players an importantnew opportunity to developunique services which differsignificantly from thoseavailable from the BBC."

Other channels plannedas part of the Digital Onenational digital multiplexlicence include a 24 -hourclassic rock station with coreartists ranging from LedZeppelin and the RollingStones to the Verve and Nir-vana. The service will beoperated by transmissionprovider NTL.

Leading commercial newsprovider ITN will run arolling news and informationservice, and national speech

station Talk Radio will rollout a sports channel.

GWR is setting up "asmash hits teenage musicstation" with programmingdedicated to music, fashion,sports and youth -relatedevents.

Digital One's multiplexalso has the capacity tosimulcast transmission ofthe U.K.'s three nationalcommercial stations-TalkRadio, Virgin Radio (rock)and Classic FM.

Radio France changes headsby Emmanuel Legrand

PARIS - The president ofFrench public broadcasterRadio France, Jean-MarieCavada, has made his mostradical moves since he tookoffice last November byappointing new directors tothe corporation's four mainstations. Cavada says hisdecision is designed to "givepriority to the schedules."

At full -service FranceInter, he has elevated jour-nalist and director of newsJean -Luc Hees, 47, to stationdirector with the brief to"tackle younger demograph-ics which the station hardlyreaches today."

It is not known if Heeswill retain Jacques Santa-maria as programming direc-

tor. The corporation's two"up-market" stations-clas-sical music France Musiqueand cultural outlet FranceCulture-will be headedrespectively by PierreBouteiller, 64, currently aprogramme host on FranceInter, and Laure Adler, 48, apublisher, radio and TV per-sonality and former advisorfor culture to the late presi-dent Francois Mitterrand.

They replace, respectively,Jean-Pierre Rousseau andPascal Gelinet. Cavada sayshe intends to "improve thequality of both stations" and"increase their listenership."

At all -news station FranceInfo, Cavada has promotedmanaging editor Pascal Delan-noy to station director. Cavadahas also created a new posi-

tion-deputy general managerin charge of new technolo-gies-with the appointment ofSylvain Anichini, whose task isto take the corporation into thedigital world.

"Each station will now beidentified with a clear man-agement, consisting of adirector surrounded by peo-ple in charge of news, pro-grammes, financial andadministrative manage-ment," says Cavada, notingthat "these people will beresponsible for the finalproduct and both their suc-cesses and failures."

This "cultural revolution"is meant to "modernise" acorporation which has beencriticised during the past fewyears for not being in tunewith the times, he comments.

Spain's Telefonica to acquire Onda Ceroby Howell Llewellyn

MADRID - Spain's thirdlargest commercial radiogroup, Onda Cero, is set to beacquired by telecommunica-tions giant Telefonicathrough its TV station, Ante-na 3 Televis, according to ajoint statement.

The price tag on the dealis believed to be about Ptal8billion (euros 10.8 million).The completion of the deal issubject to an auditor's reporton the financial health ofOnda Cera.

Antena 3 has inked an"accord of intentions" for thepurchase of Onda Cero'sradio operations, which con-sist of 102 wholly -owned sta-

tions and 84broadcasterswith which ithas "contractsof association."Onda Cero isowned by char-ity for theblind ONCE.Initially, theacquisitionwill involve the wholly -owned stations, with a viewto buying the associatedbroadcasters, subject to theapproval of their majorshareholders.

The acquisition is a majorstep in Telefonica's plans tobuild a major radio group.The statement said the pur-chase will "strengthen Ante-

na 3's position asthe first commercialaudiovisual groupin Spain, as well asits aim of diversify-ing into new geo-graphical and busi-ness areas."

The deal, whichwill be completed"throughout 1999,"

is a stepping -stone for Tele-fonica/Antena 3 to "enter intoother Spanish and LatinAmerican [radio] markets,"according to the announce-ment.

As part of the deal, Antena3 must fulfil "social contrac-tual obligations" such asemploying disabled membersof staff.

ON 77 BI ATGERMAN FM LICENCE GRANTEDBREMEN - Radio operator Studio B has been grantedan FM licence for a network to serve Bremen and Bre-merhaven, which have a combined potential audienceof 1.7 million listeners. Investors in the new operation,expected to have a MOR/schlager format, includeRadio Schleswig-Holstein, Weserwelle Radio andRadio Bremen. The as yet unnamed station should beon air in June.

PROMISE OF PERFORMANCE PHASED OUTLONDON -The U.K Radio Authority has begun phas-ing out commercial broadcasters' promises of perfor-mance (POP) on a region -by -region basis starting withLondon. The POPs are being replaced with specific "for-mats" which are intended to describe much more clear-ly and concisely the "essential character of each station,"according to the regulator. The move will also allow sta-tions more scope to make changes within the remit oftheir licences.

ROCKER AXED OVER NAZI ALLEGATIONSFRANKFURT - German rock act Weissglut havedropped their frontman, Josef Maria Klumb, after hisalleged ties with neo-Nazi organisations surfacedrecently. The allegations in the German media havemade working with Weissglut's label, Epic, "impossi-ble", says its managing director Joerg Haecker, whoadds: "We welcome the band's decision. At the timeWeissglut signed with Epic [last August] we had noidea of the allegations against Klumb."

RADIO 538 GOES SOUTHHILVERSUM - Radio 538, market leader on the Dutchteen market (32.2 percent share), will be crossing thesouthern border to Flanders, the Dutch speaking part ofBelgium, via cable distribution. As of February 14 theCHR station will open its Flemish operations. Initiallyprogramming will be in Dutch. However, all -Flemishoutput, including local presenters, will be operational inthe near future. A 538 spokesman claims the success ofRadio 538 in Holland can be realised in Flanders, say-ing: "We play the music and pass on the informationthat suits their [youth market] experiences best."

DIGITAL RADIO AWARENESS 81.11Z PLANNEDMADRID - The general assembly of Spain's DigitalRadio Forum is set to launch an awareness campaign tobetter inform the industry and public about digital radioand relevant legislation. Meanwhile the forum, whichconsists of major Spanish broadcasters, has appointedradio group Cadena SER's managing director AugustoDelkader, and public broadcaster RNE's new directorDiego Armario, to its board.

Swedish stations charged with racismby Kai Lofthus

STOCKHOLM - Granskningsnamndenfor radio och TV, a media watchdog bodyappointed by the Swedish ministry ofculture, has published an investigativereport on radio stations' attitudetowards ethnic groups which chargessome broadcasters with being racist.

The findings in the report, called"Den forsatliga kulturrasismen"("Underlying cultural racism"), con-cludes that certain radio stationshave presented alarming views suchas: "Swedish people have lived in

Sweden for decades" and "foreignershave to adjust to Swedish society;""they shouldn't have the same rightsas us since they don't contribute tothe welfare system;" and that "theyconstitute a threat to Swedish cultureand lifestyle." The names of the sta-tions in the report were not revealed.

According to Granskningsn-amnden's head of research, DanLundberg, the current radio legisla-tion doesn't prohibit stations frompresenting such views. "The ministerof culture [Marita Ulvskog] has con-firmed that she will take the appro-

priate steps to make this a politicalissue," says Lundberg.

Lennart Franklin, chairman ofStockholm Narradioforening, theassociation for local radio stations inStockholm, acknowledges that theviews of the stations in the mediawatchdog's report are common, par-ticularly in Stockholm.

"Unfortunately, these are the facts,and an overview of how the situationreally is," he says.

"We have agreed that we will writea letter of complaint to these sta-tions," Franklin concludes.

Finnish music sales up for fifth year runningby Antti Isokangas

HELSINKI - The global music indus-try may long have considered Finlandsomething of a blank space on themap, but with a local record businessset to unveil its fifth consecutive yearof growth, the country is now attract-ing international attention.

According to the Finnish branch ofthe International Federation of thePhonographic Industry (IFPI), thevalue of the domestic music market-including parallel imports-rose from585 million markka (euros 98.5 mil-lion) in 1994 to an estimated 770 mil-lion markka (euros 130 million) in1998. "The last few years have beenphenomenal," declares IFPI Finland'smanaging director Arto Alaspaa."But what really makes us opti-mistic," he adds, "is the feeling thatthere is still plenty of roomfor growth."

That optimism is boosted by the fact

that Finnish acts such asVarttina, Apocalyptica(PolyGram), 22 Pis-tepirkko (Clearspot), andJimi Tenor are now mak-ing international inroads."It's obvious that we'rebeing taken more serious-ly in international circles,"explains Gugi Kok-ljuschkin, managing director ofUniversal Music Finland.

However, according to Alaspaa,Finnish record companies' heavyreliance on the domestic market hashad the dual effect of making themreluctant to take risks, and keepingthem from more successfully market-ing their music internationally.

At the same time, other industryobservers consider the market's dis-tinctive nature to be its greateststrength. "It's silly to say that wedon't want to export our music," notesEpe Helenius, managing director of

independent rock label Poko Rekords,home to domestic acts EppuNormaali, J. Karjalainen, and IsmoAlanko. "We just shouldn't necessari-ly try to export mainstream music.We should concentrate on whatmakes us unique."

There are also, however, market -specific challenges facing the domes-tic industry. "Finnish taste in music isstill rather far removed from theEuropean mainstream," concludesHelenius.

Finnish music makes up roughly50 percent of all domestic music sales.

French labels want jazz around the clockby Rend Bouton

PARIS - Independent labels' bodyUPFI is lobbying French radio regula-tor the CSA for a 24 -hours -a -day jazzradio station format in Paris to pro-mote the genre.

"The main problem for jazz artistsand labels is to find promotional win-dows," says UPFI general managerJerome Roger, claiming "France is thesecond [most popular] territory for Jazz,after the USA. There are a lot of artists,labels and festivals."

According to Roger, UPFI's call for afull-time jazz broadcaster comes aftertalks with leading jazz labels such asDreyfus Jazz, in conjunction with ongo-ing negotiations with the CSA aboutrelaxing the Francophone music quotalaw. "The role of the CSA has to be widerin order to increase the plurality of theradio landscape," says Roger.

Currently, Paris has only a part-timeJazz outlet, Paris Jazz, which. broad-casts 13 hours a day. The station's out-put consists of about 20 percentEuropean jazz, mostly recent musicwhich has French artists or production,according to programming manager,Frederic Charbaut.

would be a contender to operate a full-time jazz station, if the CSA were tomake such a move. "We are alreadybroadcasting 24 hours a day on theCanal satellite (system)," he notes.

Record industry organisation SNEPis supporting UPFI. "A full-time jazzradio outlet is a good idea," says SNEPmanager Herve Rony, but adds:

"However, we have a wider vision. As the CSA approaches its 10th anniver-sary, it is time for the authority toimprove its cooperation with the recordindustry. For instance, we are involvedin a lot of radio station format changeswhich are accepted by the CSA withoutany consultation with our industry. Wewant this situation to change."

Also, each -section offers an ongoing poll in which visitors can vote on topics such as"Is the Eurythmics' Outstanding Achievement award overdue?", or canselect who should win each award. Corrs rally to Chieftains' call

Ireland's newest and biggest pop sensation theCorrs and revered traditional Celtic veterans theChieftains have combined to produce what looksset to become a huge hit single-and it is hard totell who is more excited about the venture.

The two groups have teamed up on the trackI Know My Love , which will be included on MarsOf Stone, the Chieftains' new album due forrelease on BMG Conifer on February 22. Thebands first recorded together for the Corrs' best-selling 1998 album 7hlk On Corners (Atlantic),which featured the Chieftains.

I Know My Love is described as a marriagemade in musical heaven by both parties. "It wassuch an honour because they are like legends tous," says Andrea Corr, lead singer with the fam-ily band from Dundalk in the Irish Republic. "Wegrew up hearing the Chieftains but we neverimagined we would ever get to play with them,"adds sister Sharon Corr Chieftains frontmanPaddy Maloney returns the compliments, saying"the Corrs are just a lovely family, and such a joyto work with."

The collaboration came about after Maloneysent the band a tape of Mary O'Hara singing IKnow My Love, and asked if they would considerrecording it for an album the Chieftains had long

been planning as an Irish music showcase for theworld's top female vocalists.

"We were very surprised to be asked," admitsJim Corr. "It didn't sound like our type of song atfirst. But when we got a feel for Paddy's ideas ofhow to do it, we knew it would work."

The song, which has a Latin -Celtic tinge andfeatures a Cuban percussionist whom Maloneydiscovered living in Dublin, is scheduled forrelease as a single in mid -March and looks set togive the Chieftains their first hit single in acareer spanning more than 30 years.

The Chieftains began planning Mars OfStone following their 1995 album The LongBlack Veil, which featured guest appearancesfrom such rock aristocrats as the Rolling Stones,Sting, Mark Knopfler, Ry Cooder and Ibm Jones.Two of the most successful collaborations fea-tured Sinead O'Connor and Marianne Faithfull,which gave Maloney the idea of making analbum featuring a different leading female voiceon each track.

The album took three years to assemble,made piecemeal in between other commitments,and was finally finished last November whenBonnie Raitt flew to Dublin to record the lasttrack. Other artists on the album include JoniMitchell, Joan Osborne, Natalie Merchant, MaryChapin Carpenter, and Diana Krall singing anextraordinary jazz version of the traditionalpiece Danny Bay.

Unusual contributions come from theJapanese singer Akiko Yano-on a song appro-priately renamed Sake In The Jar -andNorwegian singer Sissel, who is trying out herGaelic on Siuil a Run.

It is a busy time for Maloney, who is alsonow a label executive running his ownWicklow Records label in partnership withBMG. The label, which will specialise in worldmusic, launches in Europe in February withthree releases: Suas E! by the Gaelic singerMary Jane Lamond; Vihma by the Finnish folkband Varttina; and Sacred System-NagualSite by noted U.S. producer and ambient com-poser Bill Laswell.

Hurricane from the Pacificby Kai R. Lofthus

Edel Records Norway's firstlocal signing, Pacific Blue, isgaining major attention in theU.K. after the debut single,Hurricane, was added by localCHR station NRJ/Oslo andpublic CHR outlet NRK P3.

Sverre Vedal, music directorat NRJ Norway, says "I enjoythe driving tempo of the track.The song is simple but heavy,and it's a good alternative toother dance tracks we play."

Meanwhile, an undisclosed major dancelabel in the U.K has expressed significantinterest in Pacific Blue, a.k.a. Per KristianGrytdal, and the track has been added to thePioneer Pool DJ promotion CD which also fea-tures new tracks by Kym Mazelle and FPIProject. The single, which will be commerciallyreleased in Norway on February 1, has alsoreceived favourable reviews in specialist U.Kpublications such as Beats PM and Mixology.

Edel Records Norway general managerKristian Aartun comments: "Pacific Bluesuits us well since we have worked a lot with

Pacific Blue this type of [techno pop]music before. Norway was theonly country in the world toclaim gold status [10,000copies] on sales of Energy 52'sCafe Del Mar. Pacific Blue'smusic is in a similar vein toEnergy 52 or Sash!."

For now, Pacific Blue'smusic is purely instrumental,but Grytdal himself says he istoying with the idea of addingvocals to his releases beforelong.

"I feel that I should haveincluded vocals on Hurricane, but I hope to beable to include vocals on my next track. At themoment I think I will look for a female singer,and the lyrics are likely to be in French."

25 -year old Grytdal, based in Moss, a city sixmiles south of Oslo has been involved in rap andhip hop since the age of 15, but only becameseriously involved in techno a few years ago.

"Edel is a special company to me," he says,"because there are a lot of young people workingthere. The Norwegian record industry [in gen-eral] tends to show a slightly negative attitudetowards the [techno] genre."

RED HOT CHOCOLATEFollowing a turbulent start to its life, Electrotheque's cut -up -and -filtered version of the Hot Chocolate 1978 classic Everyl's A Winner (Fresh/UK) has now received the official bless-ing of Hot Chocolate frontman Errol Brown. After becominga dancefloor favourite last year, the track was withdrawn dueto sample clearance problems. Now it's back with a spankingnew remix by Spacedust, the U.K production team whichgave Gym 7bnic the handbag cover treatment last year. Thisone is guaranteed to brighten the dullest of February days.Brilliant fun and absolutely essential.

OMThe idea of mixing mantras with the mantric/hypnotic natureof dance music is so obvious that it's frankly amazing it has-n't been done more often. Yellow Dragon's latest EP, TheSound Of The Future (Yellow Dragon/U.K), which includesthe single Jambala, shows both a deft touch in the soundmanipulation department and some convincingly heartfeltmysticism. Pan pipes galore, breakbeats and good vibes can-not be a bad thing.

SECOND TIME AROUNDPeplab's Ride The Pony (Mr.Cheng's/Holland) was, until now,one of last year's lost classics. The big difference between thenand now is a remix by Norman Cook which, like all his bestmoments, highlights and amplifies the best parts of the orig-inal. A mid -tempo groove, frenetic guitar interludes and astrident bassline alongside soul shouting are what attractedNorman to the track in the first place. And now, following hisinput, this one should truly cause dancefloor mayhem.

ARMS ALOFTLooking likely to be one of the first big anthems of this year,Put Your Hands Up by The Black & White Brothers(MAP/Switzerland) is a classic feelgood singalong. Multi -layered voices and a laid back Italogroove, courtesy of pro-ducer Djaimin, have resulted in a track with an excellent,vocal -heavy radio edit. Uniquely for programmers thereare also three more short takes with greater emphasis ongroove and tone.

ALL TOGETHERMijk van Dijk was among the first German electronic artiststo score a U.K chart placing when, with regular productionpartner Marcos Lopez under the name Marmion, Schonebergentered the Top 75 in 1996. His latest album, Thamwork(Superstition/Germany), is another collab-oration, but this time with artists fromJapan (Toby Izui), the U.K (ClaudeYoung), Holland (Quazar's Gerd van Veen)and Thomas Schumacher, Paul M. andHannes Talirz from Germany .

The resulting tracks are the strongestand most varied material this talented,melodic musician has produced to date.Ranging from the drum'n'bass ofWaterdrop to the furious techno-led ambient menace of Hot InJuly or the proto-funk of Da Booty Is Ya Duty, Van Dijk andfriends take standard forms and invariably manage to findfresh takes on old body shakes. Especially interesting are LeChic Flic, which combines a hard house groove with Chic -style string parts, and the Detroit hommage The Church OfThe Iron Fist which manages to include pipe organ and cow-boy series theme music without being ridiculous. Van Dijk iscurrently on tour in Europe, with his collaborators acting assupport act.

Quality, not quantity, is one of thestrong strands woven into the pro-gramming fabric of John Dash.

"A lot of dance music is crossingover into the mainstream and ontoother stations such as GWR andRed Dragon in Cardiff," the pro-grammer says. "We have to get the jocks to sound differ-ent from the other jocks on commercial radio. We have tostand out above that."

Heavy emphasis is put on continuous music at theChrysalis Radio -owned mainstream dance station, butDash allows his presenters to be creative on air, and tosynergise with the attitudes of their listeners. "Yes, wedo want personality," he asserts. "In the time they haveto talk to the audience, we want them to be clever andrelate to the listeners and sell the music and be passion-ate about it. We want them to be bloody good. We don'twant them to say something for the sake of it and sound

like they have a micro-chip embedded in theirheads. If they come toGalaxy, that chip iswhipped out! Quality, notquantity. They have to bereal and get rid of all the'cheese' right away."

A key to building audi-ence and listener loyaltyis to "become part of [thelistener's] lifestyle" sothat the broadcasterbecomes "top of mind,"according to Dash.

"Now we are trying toget out more with our twenty -something' audience sowe can talk about it. For example, we have hundreds of`accessible' club nights," he explains. "Most stationssend their presenters out to just throw T-shirts at peo-ple and the reaction is 'what are you doing interruptingmy evening?'

"Our jocks are out there with the audience, talking tothem and living their life. You have to get out and findout what these twenty -somethings do and what makesthem tick, and transfer that into real life dance radiowhich is having fun." Dash adds that, although dancemusic is moving into the mainstream, some people arestill apprehensive about associating themselves with thegenre. That presents a challenge he is happy to take on.

"Of the top songs last year," he says, "30 percent weredance tracks and 20 percent were R&B. Looking back, 50percent of the songs played on Galaxy were the top sell-ing songs of 1998. Our music is more accessible.

"But if you say to some potential advertisers or spon-sors the word 'dance,' it scares the hell out of them,until you play it for them-even something likeArmand Van Helden-then they find it totally accessi-ble and acceptable."

Remember the Swedish showcases in Cannes?Not surprisingly, it's yet another fine week forSwedish acts in the European Radio Top 50.

Not only has Emilia managed to stay at thetop for the third week with Big Big World(Universal), but the two fastest rising recordsare also by Swedish acts this week. Roxette'sWish I Could Fly (EMI), already at number 9after only three weeks, is Greatest Chart PointsGainer for the second consecutive week, buoyedby airplay in Germany, Scandinavia and Italy.This week's Most Added, Erase/Rewind by TheCardigans (Trampolene/Stockholm), is now atnumber 14 with 20 new additions, most of themin Italy, Scandinavia, Spain and Poland.

This week's highest new entry is by youngAmerican rapper A+, whose Enjoy Yourself(Kedar/Universal) comes in at 40, due to actionin the U.K. and Holland. A+ created a rap basedon the backing track of Walter Murphy's funkyversion of the classical theme Beethoven's Fifth,which first appeared on the soundtrack ofSaturday Night Fever. Tim McCooey, head ofmusic at Scottish CHR station Moray FirthRadio in Inverness, supports the track: "It grabsyou pretty quick," he enthuses.

Being the breakfast show presenter as well,McCooey has the task of "bringing a little bit offun in the morning," and that can't be verydifficult for the man who describes himself as"the second most famous person in the region,after the Loch Ness Monster." Moray Firth Radiohas won the Sony Radio Awards accolade asBritain's best radio station no less than threetimes. McCooey thinks that's because it soundsso different from the others. "For instance, onSundays we play a lot of Scottish music. No, notbagpipes, but Scottish traditional music. Beingso distinctive attracts a lot of listeners."

Other new entries this week include, atnumber 45, Liquido, whose Narcotic (Virgin) is areal grower. This rock song, based on a verycatchy keyboard hook, is a big success in the

G/S/A countries,where it is alreadynumber 5 in theregional listing asthe Major MarketAirplay sectionshows. At 48 in themain list, we seean early entry forthe duet betweenGeorge Michael

and Mary J. Blige, As (Epic), while GeorgeMichael is still inside with Outside (Epic) atnumber 30. As, which is reminiscent of oldMotown material, is now played on 26 stations in13 different countries, and will rise soon. At thebottom end of the chart, Brandy's R&B-flavouredHave You Ever? emerges, due to airplay inHolland and Denmark.

`Cool Sweden' explains success storyby Jonathan Heasman

CANNES - "Once we were known asthe serious country of the Nobelprize, pulp paper and ball -bearingfactories; now we have a creativeSweden, full of talent."

Those were the observations ofSwedish trade minister Leif Pagrot-sky, made during his openingremarks preceding a star-studdedMidem panel which attempted toexplain the Swedes' extraordinarycommercial success in music -mak-ing -in fact, it is claimed that thecountry is now the biggest per capitaexporter of music in the world.

The panel featured Swedishsongwriters Bjorn Ulvaeus (of thelegendary Abba), The Cardigans'Peter Svensson, Roxette's PerGessle and new star Meja. They

were joined by leading Swedishproducer Max Martin and Stock-holm Records managing directorOla Hakansson. All offered a num-ber of possible theories to explaintheir country's success, althoughnone claimed to have a definitiveanswer to the question.

However, the willlingness ofSwedes to write in English-andtheir feel for that language-wasmentioned by a number of panellistsas a reason why Swedish music trav-els much better than repertoire fromits continental European counter-parts. Explaining the preference forEnglish lyrics, Svensson said that"the Swedish language is hard towrite in, and English is the most tra-ditional rock language-I didn't lis-ten to anything in Swedish when I

was growing up."Per Gessle noted that contempo-

rary music was incredibly impor-tant to Swedes ("pop music has beena kind of religion"), while Ulvaeuspointed out that the large number ofsuccessful Swedish artists meantthere were plenty of role models forsubsequent generations-the "BjornBorg" effect applied to music. Swe-den's specialist music schools,attended by Martin, Meja andSvensson, were also mentioned inthis context.

Meja claimed that the Swedeswere particularly stubborn incharacter. "If we have somethingwe believe in, we don't give up,"she said. The singer/songwriteradded that the increasing multi-cultural nature of Swedish societyhad also been a factor in her coun-try's more recent success, withBrazilian and oriental influencesnow very important.

The panellists agreed that therewas no "Swedish sound" as such.Gessle said the key to Sweden'smusic scene was the variety itoffered, and its strength across dif-ferent musical genres. Nevertheless,there was a recognition that Swedishsongwriters are particularly strongon melody and tend to be very tradi-tional in their arrangements.

Despite the overwhelminglypositive tone of the panel, a coupleof cautious notes were sounded forthe future. Meja noted that, "We[Swedes] have forgotten our [tradi-tional] music in favour of pop.

SNEP, Sacem team up to lobby governmentby Mini Bouton

CANNEs - French music industryorganisations SNEP and Sacemannounced at Midem that they werejoining forces to lobby the govern-ment in favour of tougher copyrightregulation.

In a joint letter written toFrench minister of culture Cather-ine Trautmann unveiled atCannes, Sacem president Jean -

Loup Tournier and his SNEPcounterpart Paul -Rene Albertiniasked for greater protectionagainst private copying in the dig-ital age, including the exclusiveright to authorise the digital copy-ing of works.

Speaking at Midem, Tourniersaid that he hoped similar agree-ments could be reached in otherEuropean countries, especiallyGermany. "The circumstances are

such that it is essential for us tojoin forces," he commented.

SNEP and Sacem also restatedtheir support for the currentFrench radio airplay quotas law,and argued that TV advertisingfor recorded music should not bebanned. The latter was inresponse to a proposal put forwardby the French government's recentNational Commission on Today'sMusic.

Report reveals European repertoire's strengthby Emmanuel Legrand

CANNES - European repertoiredominated the continent's sales andairplay charts in 1997/98, accordingto a new study.

The report, unveiled at Midem bya new body, the European Commis-sion -funded European Music Obser-vatory says that "more than two-thirds of pop hits originated in theregion," according to researcherDave Laing.

The Observatory, which has beenset up by lobbying organisation theEuropean Music Office (EMO), willprOvide quarterly reports on the

development of European repertoire,in addition to specific reports on oth-er music topics.

"The music community can'tchange laws or state policies, butwith proper data, the Observatorycan help point out the obstacles tothe free flow of musical works andartists across Europe," says EMOmanaging director Jean -FrancoisMichel. "If we want to build asound policy, we first need theright data to make our judge-ments," concurred Luxemburgminister of culture Ema Hennicot-Schoepges. "The creation of theObservatory is the result of politi-

cal will from EU member states.This structure will allow us tohave the statistical data necessaryto better understand the situationand address the issues."

Michel said that the Observatorywill provide policy makers with qual-itative and quantitative data on themusic sector; will analyse the flow ofproducts throughout the differentEU countries; and will keep abreastof the different legal systems in thevarious EU countries.

"There is a dramatic growth inlocal repertoire," explains Michel,"but we need to see if these produc-tions can cross borders."

Maybe we need to take a littlemore care of that."

Hakansson warned that it wasimportant to maintain quality.Drawing a comparison with theManchester (U.K.) and Seattle (U.S.)music scenes in the early '90s, theexecutive warned: "There could be abacklash if everyone goes to Swedento sign an act. We have to be careful."

But, overall, the panel believedthat the musical prospects for Swe-den in the future were even brighter,with predictions that Swedish pro-duction talent (already demonstrat-ed by the likes of Martin and the lateDenniz Pop), would increasinglycome to the fore.

"The country is bubbling withtalent, it seems to me," observedthe veteran Ulvaeus. "A lot isgoing to happen."

CANNES - U.S.music industrybody the RIAA isplanning to makepirate music web -sites harder forInternet surfers tofind by workingmore closely withsearch enginecompanies.

Cary Sherman,senior executive VP and generalcounsel at the RIAA, said during aspeech at Midem that his organisa-tion will be targeting search engineswhich "wilfully direct Internet usersto illegal sites." He said that theRIAA would also be working withlegitimate companies to ensure thattheir search engines did not inad-vertently point out illegal sites.

"Music on the Internet is playinga leading role in a drama that isplaying out before our eyes," warnedSherman in his Midem keynotespeech. "Intellectual property andtechnology are at a crossroads."

Sherman pleaded for more edu-cation to ensure that artists, con-sumers and technology providersare aware of the legal and ethicalaspects of copyright law. He addedthat alongside this, enforcement ofthe copyright laws is necessary,believing that technology providerscan be allies of the music communi-ty in forums such as the recently -created SDMI initiative.

"Technology," Sherman con-cluded, "has the potential to pro-foundly expand the presence of artin our world, to deliver music in aseries of expanding circles wherecreators are supported for theirwork and inspired to create moreand greater works of art."

Offspring grow into successCalifornian punk veterans the Off-spring are hot on M&M'sEurochart Hot 100 Singles withPretty Fly (For A White Guy),which has posted three-week posi-tions of 43, 24 and 4 (also scoring"Sales Breaker" status), while itsparent album, Americana, hasdone a 40-13-5 (Sales Breaker,again) shimmy up the EuropeanTop 100 Albums survey.

Americana is a platinum -platedsmash in the U.S., where Pretty Flyhas been an airplay staple at bothmodern and mainstream rock for-mats since October last year. Whilethe graduation from American toEuropean success is often kick-started by the U.K., this time theglory goes to such markets as theNetherlands, Sweden and Finland.

Pretty Fly is, or has alreadybeen, No.1 in all those territoriesas well as the U.K., and, enthusesSony Music Entertainment Europesenior vice-president RichardOgden, there's more to come. "Thisis the first album where we've hadthe Offspring on Sony right acrossEurope," he says. "We're alreadyover half a million units, and I'mfully expecting to be awardingthem an IFPI platinum album bylate February, early March."

In the British market, formerBoomtown Rats frontman BobGeldof, currently presenting after-noon drive for alternative rock sta-

tion Xfm/London,first championedPretty Fly last Octo-ber, after getting animport copy, whichled to the trackbeing playlisted bythe station almostimmediately.

Explains Xfm pro-gramme directorDes Shaw: "The rock aspect reallykicked for us and stood out, partic-ularly since everything out thereat the moment is pop, and newBritish music is fairly melodic.Knowing the strength Offspringhad overseas, we knew they weregoing to get a big push here." Xfmhas subsequently adopted the actthrough album give-aways and acompetition to send listeners to anOffspring gig in Munich.

Following on from the Europeansuccess of Offspring's 1997 albumIxnay On The Hombre, the full -onrock assault of Americana chartedearly in such territories as Ger-many, France, Poland and Switzer-land, helping the new album todebut on the European Top 100Albums chart in the week ofDecember 5 at No.56 (well ahead ofmore celebrated American hit actssuch as Metallica and Jewel).

The British success, not onlythe Offspring's first chart -topperbut also their first top 30 single,took the band by surprise. "It onlyhappens to the Backstreet Boys,the Spice Girls and Boyzone, thatkind of thing," guitarist Kevin"Noodles" Wasserman told BBCRadio l's Top 40 show, although headded that the audiences on theirrecent U.K. tour were "the bestcrowd we've ever had, especially inLondon at the Brixton Academy."

Now, believes Ogden, the band'sEuropean potential is limitless."They're already upgrading thevenues they're playing, and we'llhave them back in early summer.We didn't know what we could dountil we heard this album."

Politicians flock to Midem

Traditionally, the only govern-ment minister to attend Midemhas been the French minister ofculture, who regularly used thetrade fair to unveil new policies inthe musical field. Ironically, thisyear's visit of French minister ofculture Catherine Trautmann waswidely regarded as "disappointing"by French music industry execu-tives, who accused Trautmann offailing to address any of the prob-lems faced by the industry.

Trautmann's silence contrastedwith the high visibility of otherministers, most notably Kim How-ells, the U.K.'s parliamentaryunder-secretary of state at theDepartment of Trade and Indus-try, and Swedish minister of tradeLeif Pagrotsky.

Howells was a replacement forformer trade and industry minis-ter Peter Mandelson, who initiallyplanned to visit Midem butresigned from the British cabinetin January, while Pagrotsky wasin Cannes to support. the "CoolSweden" opening night party,which featured live performancesfrom the likes of The Cardigans,Robyn and Emilia.

Both Howells and Pagrotskyrecognised the value of the musicindustry to their countries as amajor source of income. Pagrotsky,whose department contributedSkr500,000 (euro 56,000) to theSwedish industry's Midem initia-tive, told Music & Media "what I

can offer the industry by going toevents such as Midem is recogni-tion. By treating the music indus-try as any other industry, I'm sim-ply helping them with their self-esteem. They were not used todealing with the government. Theyhave to realise that they are just aswelcomed [as any other industry]."

Export Music Sweden MD Wardsays the presence of the minister oftrade was "a recognition of thehard work people in the Swedishindustry have put in every day."He adds: "Success didn't come byitself. There's a lot of hard workbehind the success of all theSwedish acts, and it doesn't do anyharm to get our share of recogni-tion from the establishment thatthe minister represents."

Through the voice of Howells, theU.K. government underlined theimportance of the British musicindustry, and stressed its commit-ment to protecting copyright in thedigital age. "There's a whole newworld in cyberspace-if we're notsharp it will make us all redun-dant," Howells told a gathering ofexecutives organised by U.K. labels'body the BPI and authors' umbrellabody British Music Rights.

Howells, who also visited standsand attended two showcases of newBritish acts during his visit,warned that other interests would"thieve" from creative people with-out protection, and suggested thatcopyright legislation might have to

be updated yearly in order to keepabreast of technological changes.

"You must tell us what youthink, so that we can use your ini-tiative when talking to other coun-tries," he told delegates, arguingthat the EU's forthcoming Copy-right Directive will be of assis-tance, "to ensure that the theft ofintellectual property does notbecome the norm."

British Music Rights directorgeneral Nanette Rigg said thepresence of ministers such asHowells was "the final recognitionthat the business of entertainmentis treated as a serious business."

For Rigg, the glamorous aspectof the music industry can some-times be one reason why politiciansare interested in mingling withartists and music business people,but "it is more than just being sexy.In Europe, we are beginning to seethe importance of the knowledge -based economy. With the buildingof the on-line business, the rise of e -commerce, consumers will wantcontent, and the music industry isat the heart of that process."

Sweden's Pagrotsky acknowl-edged that there is a danger thatsome politicians will use music onlyfor image purposes, without look-ing at the substance of the indus-try. "I can see the risk," he said."There is a temptation to attractvoters in this way, but it can have aboomerang effect because it canappear too populistic."

Wright acknowledges thelabel will have to adapt to chang-ing conditions in the music mar-ket, moving closer to the popmainstream. "We want to bemore agile," adds Lewis.

The acquisition of Munich -based Global Music from founderPeter Kirsten brings to Chrysalisownership of more than 15,000local and international copy-rights-the best-known may beBlame It On The Boogie, a onetime hit for the Jacksons-andsubpublishing rights in Germany,Switzerland and Austria to a fur-ther 75,000 copyrights. The latterinclude the catalogues of ArcMusic, Paul Simon, some Leiber &Stoller works, and repertoire fromCherry Lane and DreamWorks.

Wright says that Global's buyis right for three reasons. "First-ly, it's a going concern and weintend to continue it that way.Secondly, it gives us furtherinternational reach. And thirdly,we gain access to markets [inGermany, Switzerland and Aus-tria] where domestic repertoire isstrong. The kind of repertoire forwhich Global is known comple-ments what we already have."

Global Music revenues for thecalendar year 1997 were DM 14.8million (euro 7.6 million) and itreported a pretax loss of DM 0.2million (euro 0.1 million). Thiscompares to DM 14.9 (euro 7.7 mil-lion) and pretax profits of DM 0.6million (euro 0.3 million) in 1996.

Wright says that the Germanfirm will trade as GlobalChrysalis Music, and that Kirstenhas a two-year service agreementas its managing director, with afurther two-year option. GlobalRecords and its studio business isnot part of the deal. In addition toGermany, Chrysalis now has itsown publishing units in the U.S.,the U.K., France, Sweden and,since last autumn, Denmark andNorway.

Chrysalis Music's own cata-logue is administered in G/S/A(and other territories) by EMIMusic, according to Wright."We're not putting Chrysalisthrough Global in the shortterm," he says. "Global will assistus in Germany, but it doesn'tneed to interfere with our EMIrelationship. We're very happywith them."

Meanwhile, Wright is waitingto hear whether Curb Recordsintends to renew its U.K. licens-ing deal with The Hit Label,another part of Chrysalis Group.Curb's LeAnn Rimes has been amajor seller for the imprint inBritain. "The Hit Label has beenan important profit contributorto our group," he says. "Obviouslywe want to keep the licence."

French programmers who have to labour underthe country's airplay quotas regime might beinterested to learn they are not alone. State-owned radio stations in Israel are now beingobliged to play 50 percent Hebrew music follow-ing a new law passed by Israel's parliament, theKnesset. The restriction will also apply to allcommercial stations licensed in the future,although it does not apply to existing commer-cial broadcasters.

There could be a change of official TV broad-caster covering France's Victoires de laMusique awards next year. Leading commercialchannel TF1 is understood to be more than inter-ested in taking the awards show away from pub-lic channel France 2, which will be showing theawards this year.

GRAMO, the Norwegian collecting societyfor musicians, performing artists and phono-gram producers, terminated its contract withNorway's local radio association NLR onJanuary 15. The move comes on the heels ofNLR's termination of its contract with perform-ing rights society TONO late last year...

U.K.-based radio giant GWR Group's cashoffer for the entire share capital of OrchardMedia Limited has been recommended foracceptance by the Orchard board. The offer val-ues Orchard, which owns Orchard FM/Taunton, Gemini FM/Exeter, WestwardRadio/Exeterand LanternFM/Bidefordat £25.6 mil-lion (euro 36million).GWR's offer to shareholders is scheduled to beposted by February 10. How the acquisitionwould affect GWR's compliance with U.K.media ownership limitation regulationsremains unclear, since regulatory body theRadio Authority claimed at presstime to beunaware of the GWR/Orchard agreement.

Changes are expected at French music TVchannel MCM Euromusique. The channel,which is owned by several shareholders includingradio group NRJ, might be heading for new own-ership. Hotline understands that one of France'sleading groups is interested in acquiring part-orall-of the shares in the company.

Some 20 key music and radio executives willgather in Munich in February for a discussionon the major problems affecting the relation-ship between the two industries. The gatheringwill be hosted by German trade publication DerMusikmarkt.

French police, acting on a complaint fromFrench labels' body SCCP, seized product from astand and questioned an unnamed Germanexhibitor at Midem last week, on suspicion ofoffering for sale pirate CDs by Cape Verde artistCesaria Evora (Lusafrica/BMG) in Germanyand the U.S., and by mail order via the Internet.

Tributes have been coming in for Belgianproducer Mike Dellanay, who was killed in acar accident while travelling to Midem onJanuary 24. Fellow producer and remixer,Italian -born Vito Lucente, 27, remains in hos-pital near Toulon with spinal injuries followingthe accident, which occurred on the motorwaysome 60 miles from Cannes. The pair had beentravelling overnight by road from Belgium.Brussels -based Dellanay, who was 40, had a 15 -year career as a bass -player and producer, andhis own company, Peanuts Productions. Aformer member of the group Kiwi, he wasresponsible for a number of European dancehits, the most recent of which was Do It byH2SO4. Dellanay is survived by three children.
