Air DCA invites EOIs for Muse Airport The Aerodrome Standards & Safety Division under the Department of Civil Aviation (DCA) invites local-foreign consortiums to submit expressions of interest (EOI) for the financing, construction, management of the planned Muse Airport in northern Shan State. Deputy Minister of Transport and Communications U Kyaw Myo announced in late October that the Muse Airport would be developed under a public-private partnership (PPP) model. The call for EOIs comes less than a month after U Kyaw Myo announced the plans for Muse Airport, which came at the 25 October session of the lower house of parliament. EOI documents are available between 27 November and 1 December. The deadline for EOI submission is 15 December. The project ultimately aims to increase domestic transport connectivity and boost trade between Myanmar and China. The ministry has been keen on developing an airport in the Myanmar-China border town for some time now. It conducted joint surveys on potential sites with the Ministry of Construction in 2008 and 2010, though concerns over improper terrain and weak air currents nixed any plans. A subsequent proposal to develop an airport at the earmarked site under a PPP was sent to the Economics Committee of the Union Government and was provisionally approved in June 2013. Muse Airport will be constructed at a site 9.6 km (6 miles) south of Muse, situated north of Kaung Bwe village and west of the Lashio-Muse road (National Highway 3).

The DCA previously estimated the airport will take five years to construct. It joins the Heho, Kawthaung and Mawlamyine airports on the list of regional airports recently tendered out for upgrade and construction works through PPPs. If the projects move forward, they would become the country’s first regional airports to be privately operated. The DCA told Myanmar Transport Infrastructure Monitor the department received eight EOIs for Heho, eight EOIs for Kawthaung and four EOIs for Mawlamyine. Air Launch held for airport fuel depot National Energy Puma Aviation Services (NEPAS) held an opening ceremony for its new fuel depot at Yangon International Airport on 20 November. The new depot increases fuel storage capacity from 1,200 to 6,200 cubic metres at the airport.

This improves the security of supply to the airport and allows the firm to operate a forthcoming hydrant line at a high capacity throughput, a Puma Energy official said.

The depot has been built to EI 1540 and National Fire Protection Association (NFPA) standards. Engineering teams from around the world were involved, but the spokesperson said that while the project was supported internationally by the company’s expertise, “in the vast majority it was designed and built by Myanmar engineers and construction teams and this is something that we are all very proud of”. National Energy Puma Aviation Services is the Myanma Petroleum Product Enterprise’s (MPPE) first joint venture, with MPPE holding 51% and Puma Energy the remaining 49%.

The JV was announced in December 2014, following a tender. The firm held a small opening ceremony for the new depot at Yangon International in Yangon's Mingaladon township on 20 November. It was attended by NEPAS company members, as well as airline and Department of Civil Aviation (DCA) officials. In addition to the facility at the Yangon airport, it operates at another 10 airports in the country. The spokesperson said that NEPAS currently has no further hard infrastructure plans at the other airports, but the firm has already upgraded existing infrastructure to international standards at all its locations.

Yangon International is Myanmar’s busiest airport and main international gateway. The airport welcomed its 2017’s five millionth passenger on 14 November and expects a total of 5.9m passengers in 2017, representing a 9% growth on 5.45m passengers in 2016. About two-thirds of its passengers were international travellers, and 70% from within Asia, statistics from airport operator Pioneer Aerodrome show. Puma Energy in Myanmar In addition to its stake in NEPAS, Puma Energy is the majority owner of Puma Energy Asia Sun, which owns and operates a large fuel terminal to the southeast of Yangon. Puma Energy Asia Sun is also working to build a domestic distribution and retail network, and is considering another terminal at Mandalay. Logistics Mandalay dry port project making steady progress Construction on a dry port in Mandalay is 75% complete, according to Myawaddy Daily. Works began in July 2016, with the project estimated to finish by April 2018. A lease agreement for the 75-acre site in Myitnge, south of Mandalay, was finalised in April with Myanma Railways.. The site is next to the Myitnge railway station and National Highway #1. The build-operate-transfer (BOT) project is being joint-developed by Myanmar company Resources Group Logistics and KLN (Singapore), a subsidiary of Hong Kong-based Kerry Logistics.

The site is divided into two sections, with Resources Group Logistics developing the 32-acre Section A and Kerry Logistics developing the 43-acre Section B. The project is being implemented with a total investment of $40m. Dry Ports are inland logistics centres linked to one or more modes of transport for the handling, storage and regulatory inspection for goods involved in international trade and customs control. Kerry Logistics told Myanmar Transport Infrastructure Monitor the 75% completion reported by Myawaddy Daily is an overestimation, though the progress is close to that level of completion. Although both the Yangon and Mandalay dry ports have yet to finish construction, Kerry Resources Transport, a joint venture between the two developers, began operating a container train between Mandalay’s Paliek station and Yangon’s Wardan station on 4 August, the company says. The train runs every Thursday, Friday and Saturday. Other Dry Ports The government intends to develop eight dry ports across Myanmar by 2020. Other than Yangon and Mandalay, other potential locations reportedly include Muse, Tamu, Mawlamyine, Monywa, Myawady, Bago and Pyay. Dry ports in Yangon and Mandalay will be implemented first. Yangon Kerry Logistics and Resources Group Logistics were awarded the right to construct a similar dry port in Yangon’s East Dagon township, near the Ywathargyi train station along National Highway #2.

The 80-acre site will also be implemented with a total investment of $40m. Both companies will each develop a 40-acre section. The Yangon dry port currently lags behind the Mandalay dry port in development, Kerry Logistics told Myanmar Transport Infrastructure Monitor. The company says it will develop the Mandalay dry port first before it focuses on the Yangon dry port project. Myawady Though little to no progress has been made on dry port developments outside of Yangon and Mandalay, there have been talks regarding a potential 100-acre dry port near Myawady, Kayin State. Myawady is the main hub for border trade between Myanmar and Thailand. A project plan was reportedly slated to be drafted by Japan International Cooperation Agency (JICA), though issues with the potential project site have delayed any planning. Muse In 2016, there was a preliminary proposal for a dry port near Muse at the Myanmar-China border. Local company First Golden Dragon Company was keen on developing a 210-acre dry port that would cater specifically to trucks, as Muse is not connected to Myanmar’s rail network. Complications securing land from local landowners has prevented the project from moving past preliminary planning.

Water DWIR to begin charting Ayeyarwady River The Directorate of Water Resources and Improvement to River Systems (DWIR) will soon commence charting operations on the Mandalay-Nyaung-U stretch of the Ayeyarwady River in an effort to improve navigation on the river. Two vessels purchased using loans from the World Bank will be used to chart the 200 km (124 miles) stretch to learn the underwater landscape, DWIR official U Aung Myo Khaing was quoted as saying in Eleven Myanmar. U Win Hlaing, project director for the Ayeyarwady River Basin Management (AIRBM) project, told Myanmar Transport Infrastructure Monitor the charting is a component of AIRBM. Charting and navigation development between Mandalay and Nyaung-U will require $37.8m, he added. AIRBM is a World Bank-funded project which aims to create an integrated management and development plan for the Ayeyarwady River Basin. The $100m World Bank loan was approved in December 2014. DWIR invited consulting firms to bid on preparing investment programs, engineering designs and procurement support plans for AIRBM last month. The deadline to submit an expression of interest (EOI) is 30 November. New nautical charts signalling water depths and obstructions will be created using GPS and new navigation equipment, U Win Hlaing claims. The project director says ship drivers will be able to operate during both the day and night once the new maps are finished.

DWIR staff are reportedly being trained to use new GPS devices, measuring equipment and charting software. Areas with heavy traffic will also be evaluated, says U Aung Myo Khaing.

The Ayeayarwady River from Mandalay to Nyaung-U currently faces significant silting in some pockets, especially near Pakokku, 20 km (12.5 miles) upstream from Nyaung-U. Vessels using the city’s river port have faced difficulty docking since early November, forcing some ships to dock in the middle of the river. Problems such as silting will be addressed during the later stages of AIRBM says U Win Hlaing. Rail Chinese firm eyeing Mandalay-Muse railway An unnamed Chinese firm has recently held discussions with the Ministry of Construction regarding the implementation of a new railway linking Mandalay and Muse. The two parties have met twice over the past six months, Ministry of Construction permanent second-secretary U Tin Maung Oo was quoted as saying in a 24 November 7 Day Daily article. Joint-studies are now underway to determine the economic feasibility of the potential railway, he added.

It is unclear if the discussions have centred on only a Lashio-Muse track or an entirely new Mandalay-Muse railway. The article in the 7 Day Daily implied that a new Mandalay-Muse railway would be developed rather than only a new link from Lashio to Muse, though Myanmar Transport Infrastructure Monitor could not confirm this at the time of writing. The Northern Shan State Railway currently runs from Mandalay Central Station to Lashio, the nearest rail link to Muse. Lashio is located about 175 km (109 miles) south of Muse. The railway does not meet international standards for rail freight as it is only 3 ft wide. The railway proposed by the Chinese company would reportedly be 4 ft wide. The Myanmar government will not directly award the project rights to the Chinese company if the project moves forward, U Tin Maung Oo said. The Chinese firm will be required to bid against other companies. Muse is the main cross-border gate for trade between China and Myanmar. Located in northern Shan State, trade value through the border crossing was nearly $2bn the first half of this fiscal year. The potential railway would be one of a few improved or new transport connections proposed for the Myanmar-China border town. A new Muse airport project south of the city was recently announced by the Ministry of Construction, with the Department of Civil Aviation inviting expressions of interest for the project on 23 November. The airport will be implemented through a public-private partnership (PPP) agreement.

Additionally, Oriental Highway won the rights to upgrade the Mandalay-Muse highway, Myanmar’s main road connection with China, from a two-lane road into a four-lane highway. There are frequent traffic jams on the road between Kutkai and Namphatka. The project is estimated to finish in 2019 or 2020. The government is also keen on developing a new rail connection to Muse due to the country’s development of dry ports and the proposed Kyaukphyu SEZ in Rakhine State. The government hopes to develop eight dry ports across Myanmar, with some underway. A dry port in Mandalay being developed by Hong Kong-based Kerry Logistics and Myanmar's Resources Group Logistics is reportedly about 70% complete, while a potential Muse dry port has been discussed. The government hopes the dry ports, possibly with bonded warehouses, will better facilitate trade with Myanmar’s neighbours. A memorandum of understanding (MoU) for a railway from Kyaukphyu to Yunnan was signed between Myanmar and China in 2011, though the agreement expired in 2014 with no apparent progress made. Trade Manipur and Myanmar discuss trade promotion and transport connectivity Myanmar-India joint-committee for border trade promotion A Myanmar-India joint-committee focused on increasing border trade will soon be organised by government officials and civilian entities from both countries. Officials from the Tamu Border Traders Association recently met with Manipur chief minister Nongthombam Biren Singh, who agreed to form the joint-committee.

The committee will reportedly be responsible for any problems concerning border trade relations and government transparency, Tamu Border Trade Association secretary U Khin Maung Tin was quoted as saying in a 26 November Daily Eleven article. India’s northeast state of Manipur is one of the main focal points for India’s “Act East” policy, which is structured to promote trade links with ASEAN and increase regional influence. Manipur shares a 247-mile (398 km) border with Myanmar, running along both Sagaing Region and Chin State. The Moreh-Tamu crossing on the Manipur-Sagaing Region border is the main trade gate between the two countries. The value of border trade between Myanmar and India was about $88m during the 2016-17 fiscal year, according to trade data. This fiscal year has seen a sharp decrease in Myanmar-India border trade due in part to India’s decision to impose import restrictions in August on Myanmar black beans, mung beans and pigeon peas. Myanmar exports nearly all its bean and pulses to India. Myanmar-India border trade value this fiscal year through early November is about $41m. Border trade occurs at Tamu along the Sagaing Region-Manipur border and Rih at the Chin State-Mizoram border. Manipur-Mandalay bus service Manipur chief minister Nongthombam Biren Singh also recently stated his government is taking steps toward creating a bus service between Myanmar and the Manipur capital of Imphal, which is located about 71 miles (115 km) northwest of the Moreh-Tamu border crossing.

The chief minister announced the plans on 27 November at the two-day Inter-Regional Media Interaction Programme in Imphal, according to a 28 November Mizzima report. The bus service would link Imphal to Mandalay, the chief minister said. India’s government has approved the proposal and discussions will be carried out with private operators, he added. A new visa-free policy between Myanmar and India was agreed upon in September during Prime Minster Narendra Modi’s visit to Myanmar. The change is expected to result in increase in tourism and greater demand for improved transport connectivity between the two countries. Road Myanmar and Japan discuss potential flyover project The Ministry of Construction claims a large flyover project in Yangon supported by Japan may break ground in 2020. Discussions with the Japanese government are ongoing, while studies to determine the ideal width and capacity of the road are underway, the ministry’s permanent secretary U Win Tint reportedly stated at a ceremony celebrating the 131st anniversary of Ministry of Construction’s Public Works Department. Preliminary designs of the flyover have it linking the Botahtaung Road-Strand Road junction to North Okkalapa township, passing through Thingangyun and South Okkalapa townships, according to The Voice Daily. The project reportedly has a housing project tied to the flyover, though Myanmar Transport Infrastructure Monitor could not confirm this at the time of writing.

Yangon began introducing new flyovers in 2012, hoping to reduce the ever-growing congestion throughout the city. Five years on, many have criticised the strategy believing it has done little to improve Yangon’s traffic flow. In November 2016, Yangon Region Minister for Electricity, Industry and Transport Daw Nilar Kyaw announced Japanese traffic engineers would analyse the Hledan flyover to determine why the surrounding area has remained heavily congested following its opening. The proposed flyover would be significantly longer than any other flyover located in Yangon. There are currently seven flyovers in Yangon:

Air Bagan-Siem Reap flight talks resurface after Myanmar-Cambodia MoU Cambodia and Myanmar have signed a memorandum of understanding to implement a tourism integration plan following a year of speculation over possible direct flights between Bagan and Siem Reap, home to the famous Angkor Wat temple complex. Cambodia’s Tourism Minister Thong Khon, and Myanmar’s Minister of Hotel and Tourism U Ohn Maung signed the agreement on 18 November during the first annual International Cambodia Travel Mart in Siem Reap, according to Khmer Times.

The MoU focuses on creating a single Angkor Wat-Bagan tourist site, Tith Chanta, secretary of state of Cambodia’s Tourism Ministry, reportedly said. Officials from both countries formed a working group committee earlier this year aiming to implement a tourism integration plan. The committee held its first meeting in July. Myanmar Transport Infrastructure Monitor notes an agreement on the tourism integration plan was originally expected to be signed at the upcoming ASEAN Tourism Forum in January 2018, per previous reports. “We will also work to create direct flights from Bagan to Siem Reap,” Tith Chanta added. The only direct flight service between Myanmar and Cambodia at present is an Emirates operated Yangon-Phnom Penh route that was launched earlier this year in July. The airline previously expressed interested in developing a Bagan-Siem Reap flight, the state-run Myawady Daily reported in March. At present, tourists interested in visiting both Angkor Wat and Bagan must transit at least twice before reaching their final destination via flight. A 27 November article in The Myanmar Times claimed Myanmar National Airlines will begin a direct flight service between Bagan’s Nyaung-U Airport and Cambodia’s Siem Reap, home of the famous Angkor Wat, in April 2018. “We are still discussing flying as a scheduled charter flight with Myanmar National Airlines that would be operated three days a week. But it depends on tourist demand,” Union of Myanmar Travel Association chairman U Thet Lwin Toh was quoted as saying in the article.

MNA CEO Captain U Than Tun told Myanmar Transport Infrastructure Monitor that a start date such as April 2018 had yet to be chosen, and if such a service were to launch it would most likely be operated as a chartered flight. Charter flights are non-scheduled flights where all seats in the aircraft are paid for by a single individual, organisation or company. A chartered flight operated by MNA could gauge market demand for the international route before the potential Nyaung-U Airport upgrade, which would aim to allow the airport to accommodate international aircraft and a higher volume of flights, is implemented. Both governments are currently collaborating on studies to determine the feasibility of a direct flight service linking Bagan and Siem Reap, though any implementation of an Angkor-Bagan tourism integration plan with an international airline would require Myanmar to upgrade Nyaung-U Airport, the gateway to Bagan, or build a nearby airport in order to accommodate international aircrafts. A joint-feasibility study between the Department of Civil Aviation and the Japan International Cooperation Agency (JICA) is ongoing and should finish in December or January. Nyaung-U upgrade discussions have caused numerous headaches due to disagreements over the northern section of the site. The Department of Historical Research previously declared that the northern section is a part of the Bagan Archaeological Area and cannot be altered. A potential alternative would be a massive upgrade to the Pakokku Airport in Magway Region located about 20 miles (32 km) north of Nyaung-U Airport.

Myanmar and India announced in September that they are planning to undertake a bi-lateral feasibility study on a potential upgrade to the Pakokku airport. Rail Chief minister discusses electric rail in new city Local firm Shwe Yadanar Aung met with Yangon Region chief minister U Phyo Min Thein to discuss above and below-ground electric trains in Yangon, according to his Facebook page. Various plans have been drafted for improved train service in Yangon, though the difficulty of securing funding and building such projects has meant the proposals have remained on the drawing board – with the exception of planned upgrades to the Yangon circle line. The discussions between Shwe Yadanar Aung and the government appear to be at a very early stage. Myanma Railway Region Seven general manager U Zaw Lwin said the company has not submitted any plans to the department, though there are other government agencies which may have received plans, according to an article in Pyi Myanmar. The article reported the project is to be in Twante township, which is across the Yangon river to the southwest of the city. This location means it is likely linked with the Yangon southwest new city project. The article said the region government expected to add three miles of railway within the Yangon southwest new city, with a budget to come in the 2018-19 fiscal year. Twante township parliamentary representative Dr Kyaw Zin Oo said Twante would be the first place in Myanmar with an electric train, if it indeed moves ahead.

A joint venture between the Ministry of Transport and Communications and Japan-based West Corporation implemented an electric tram on Strand Road in early 2016. However, the trial run only lasted six months before the service ceased operations due to low passenger volumes and issues with electricity supply.

Shwe Yadanar Aung Shwe Yadanar Aung was registered in June 2010, but appears to have not done much business since then. DICA records show its address is on New University Avenue Road in Bahan township. Its managing director is U Kyaw Myo Shein @ Kyan Kway Chin, though he appears to not have an NRC number. His only other appearance in DICA’s records is as managing director of Royal Yoma Service, another company which appears to have done minimal business in Myanmar.

Road Suzuki plans to produce two new models at Thilawa plant Japanese auto-maker Suzuki will manufacture two new models of passenger vehicles at its new Thilawa assembly plant set to commence operations in 2018. A representative from Suzuki Myanmar told Myanmar Transport Infrastructure Monitor the company will begin moving into the Thilawa plant on 15 December. The models are the Ciaz, a four-door sedan, and the Ertiga, a seven-seat minivan, will both be introduced to the market when the plant opens, according to a 23 November article in Myanmar Business Today. Both models will be assembled using the complete knock-down (CKD) and semi knock-down (SKD) methods, Suzuki Myanmar was quoted as saying in the article. The Ciaz is currently assembled in Thailand, Indonesia, India and China, while the Ertiga is assembled in Malaysia, Indonesia and India. The article claims Suzuki’s Ciaz, Ertiga and Carry trucks will be priced at Ks24.7m ($18,300), Ks23.1m ($17,110) and Ks8.1m ($6,000), respectively. In Myanmar, Suzuki currently assembles about 20 vehicles per day at its plant in the South Dagon Industrial Zone. That plant will continue to operate once the Thilawa plant opens, though the South Dagon plant will only assemble Carry trucks, the company’s well-known white mini-trucks. The Japanese auto-maker began exporting its mini-trucks assembled in Myanmar to Laos earlier this year through its Laotian distributor KP3G & Nomura Trading.

Suzuki originally entered the Myanmar market in 1999. It produced automobiles and motorcycles before it eventually ceasing operations after the company’s licence expired. It restarted operations in 2013 with a new licence. Fellow Japanese auto-maker Toyota has also explored the possibility of investing in an assembly plant at Thilawa, though the company has been hesitant to make significant investments in Myanmar due to the auto market’s lack of economies of scale, the company says. Water Twante Canal development project to begin next fiscal year The Twante Canal development project will not begin until the 2018-2019 fiscal year according to Twante township parliament member (MP) U Nay Naing Oo. Government officials originally hoped to break ground on the project in late 2017, per previous reports. The project will consist of major upgrades to the canal’s embankment walls in an effort to the protect the canal from erosion and flood damage. “The embankment’s edges frequently collapse along the canal in recent years even as the canal’s maintenance has improved in recent years,” U Nay Naing Oo was quoted as saying in a 24 November Myawady Daily report. Seven different locations along the canal in Dala and Twante townships have experienced embankment collapses. Furthermore, the government believes upgrades to the canal will improve inland water transport and help boost economic development.

Financing will come from a $60m South Korean loan, according to previous reports. The loan reportedly has a term of 40 years, with 0.01% interest payments each year beginning after 15 years. The 35 km (22 miles) Twante Canal links the Ayeyarwady River with Yangon, providing a short waterway form the commercial capital to the delta region. It originally opened in the 1880s during British rule. Air Domestic airline suspends operations for two weeks Domestic airline Asian Wings Airways temporarily suspended all operations between 16 November and 27 November according to the company. Asian Wings Airway’s ATR 72 fleet required upgrades and repairs, says U Ye Htut Aung, the Department of Civil Aviation (DCA) deputy director. It currently has a fleet of two ATR 72-500s. The airline’s limited fleet and tight time schedule most likely resulted in the airline carrying out upgrades on the entire fleet at once rather than offering limited services while repairing one aircraft at a time. Established in 2010, Asian Wings Airways has operated services to 19 different domestic locations since 2011. It is thought to have ties to U Tay Za, whose conglomerate Htoo Group owns Air Bagan. However, both airlines have denied links.

The airline nearly sold a 49% stake in the company to Japanese airline All Nippon Airways (ANA) in 2013-2014, though ANA eventually pulled out of the deal due to concerns regarding increased competition in the Myanmar airline industry. From 16 to 27 November, Asian Wings Airways briefly joined three other domestic airlines with suspended operations. Apex Airlines, Air Mandalay and Air Bagan have all indefinitely suspended services due to financial hardships. Some Asian Wings Airways routes resumed normal service on 27 November, company representatives were quoted as saying in both The Voice and Daily Eleven.

Representatives said routes to Yangon, Nyaung-U, Mandalay, Tachileik, Lashio, Kyaukphyu and Heho would resume. However, services to Monywa, Homalin, Myikyina, Bhamo and Kengtung would remain suspended. Myanmar Transport Infrastructure Monitor notes services to Nyaung-U appear yet to resume. Myanmar National Airlines (MNA) increased its number of Monywa-Homalin flights per week after Asian Wings Airways suspended the route earlier this year.

Road New South Okkalapa-North Okkalapa bridge 100% open A bridge linking Yangon’s South Okkalapa and North Dagon townships is open for vehicle traffic after construction finished in October. Although the bridge was 100% complete in October, only pedestrians have been allowed to use the bridge over the past month. Vehicles can cross the bridge from 29 November onwards, according to various state-run newspapers. The bridge spans Nga Moe Yeik Creek to connect South Okkalapa’s Thitsar Road to North Dagon’s Ngar Man Aung Pagoda Road. Myat Noe Thu Construction developed the bridge under the supervision of Yangon City Development Committee (YCDC), breaking ground in April this year. The company was formed by retired engineers from the Ministry of Construction, and mainly focuses on road and bridge construction in Yangon, Mandalay and Sagaing Regions. Ks5.2bn ($3.8m) from the Yangon Region government budget financed construction. The two-lane bridge is 918 ft (280 metres) in length, 38 ft (11.5 metres) in width and a clearance of 18 ft (5.5 metres). To the south, a bridge linking Thaketa and Pazundaung townships is currently under construction with support from Japan International Cooperation Agency (JICA). The bridge is slated to finish construction works in 2018.

Water Potential Manaung project would prioritise airport, roads and port Officials from First Myanmar Investment (FMI) and Manaung Public Company (MPC) met with the Rakhine State government on 28 November to discuss the companies’ proposed resort project on Manuang Island, according to a Facebook post made by Rakhine State chief minister U Nyi Pu. FMI and MPC’s teams presented the latest project plan to the government officials, claiming the investment will prioritise infrastructure projects on the island such as upgrades to the port, airport, roads, sewage and electricity, the post said. Moreover, FMI claims initiatives will be undertaken to develop the island’s agriculture and tourism industries. The regional government will discuss specific details and implementation strategies before it presents the plan to the Union government, U Nyi Pu’s post read. The Irrawaddy previously reported on 25 November that the Rakhine State parliament will decide the fate of the Manaung Island tourism development project only after the FMI and MPC explain their plans at parliament. The Manaung Island Development project is a joint venture between Yangon-based conglomerate First Myanmar Investment (FMI) and the Manaung Public Company. The two established a JV in October 2016 intending to develop Manaung as a holiday destination. FMI reportedly holds an 85% stake in the JV. On 26 October 2017, the companies signed a memorandum of understanding (MOU) with the Rakhine State government for the project.

Manaung island is a remote island located south of Kyaukphyu township. It is slightly smaller than the size of Singapore.

Road Myanmar-French partnership to upgrade Yangon bus-stops A joint venture between First Myanmar Investment (FMI) and French company JCDecaux Asia have won the right to upgrade 250 bus-stops throughout Yangon, according to the Yangon City Development Committee (YCDC). The upgrades will aim to produce international bus stops and advertising systems in some of Yangon’s high-traffic areas. Myanmar Transport Infrastructure Monitor notes YCDC originally invited bids in February for the right to upgrade the stops. According to a 24 Myawaddy Daily article, a total of five companies submitted bids: FMI-JCDecaux Asia joint venture Myanmar Ganad Advertising Master Ad Myanmar Media 7 Japan Carton Box Myanmar Ganad Advertising, along with the FMI-JC Decaux Asia joint venture, were tentatively selected in May.

The FMI-JC Decaux joint venture was eventually awarded the rights to the project. Ganad Advertising is a Malaysian company that specialises in outdoor media such as billboards. FMI is one of Myanmar's largest public companies and was the first listing on the Yangon Stock Exchange (YSX) in March 2016. The company’s core businesses are in financial services, real estate development, health care and tourism, though it has several other business interests. It is a subsidiary of Serge Pun & Associates. JCDecaux Asia is based in Singapore and is the Asia Pacific branch of the JCDecaux Group, the world’s largest outdoor media company. The company is known for its bus-stop advertising systems. Bus-stops on Pyay, Kabaraye Pagoda, Bayintnaung, Lan Thit, Khayaypin and Baho Roads will be prioritised. There are currently about 2,00 bus-stops in all of Yangon. Rail Initial work on circular railway upgrade begins Yangon Circular Railway’s daily operations have been unaffected as preliminary upgrade works finally begun this week, according to Myanma Railways. Work such as placing rails and concrete sleepers along the track at designated project sites and heaping track ballast have been carried out smoothly, Myanma Railways region seven general manager U Zaw Lwin was quoted as saying in Daily Eleven.

The general manager has been the state-owned enterprise’s main representative to the media leading up to the implementation process of the Yangon Circular Railway upgrade. The upgrade on the eastern half of the railway was expected to commence in October, though delays due complications with contractors and cost estimations postponed the target start date, an official from Myanma Railways told Myanmar Transport Infrastructure Monitor in October. Upgrades are set to eventually begin first on the Danyingon-Paywetseikkon stretch of the eastern half of the railway, taking four months, after which work will take place on the Paywetseikkon-Pazungdaung-Yangon Central Railway Station section for four months. Two markets near Thamine and Danyingon Stations will be forced to relocate to clear way for a new Thamine market set to be constructed on a 450 ft x 70 ft plot owned by Myanma Railways, per previous reports. The western half of the rail is currently scheduled to be upgraded from October 2018 to May 2019, beginning at the Danyingon-Insein segment. Water Yangon Region conducting feasibility studies for ports downstream Yangon Region chief minister U Phyo Min Thein claims the regional government is conducting feasibility studies centred on extending the city’s ports to the mouth of the Yangon River. Chief Minister U Phyo Min Thein made the claim on 24 November at the 12th regular meeting between the Private Sector Development Committee (PSDC) and Myanmar entrepreneurs.

The meeting was held at the Union of Myanmar Federation of Chambers Commerce and Industry (UMFCCI). “Yangon ports have been impacted by river changes as they are constructed in the colonial era. This is why Yangon ports have been extended to Thilawa and now studies are being conducting to extend ports to mouth of Yangon River,” the chief minister was quoted as saying in Eleven Myanmar and Daily Eleven on 25 November. The expansion of Yangon ports will be carried out with recommendations from international maritime experts and organisations, he added. The depth of the Yangon River prevents larger ships from calling at Yangon’s group of downtown ports. Myanmar International Terminals, Thilawa (MITT), located 25 km downstream from Yangon, is able to accommodate larger vessels with a deeper draft relative to the downtown ports, though it still has its own constraints. Yangon’s ports currently handle about 80-85% of the country’s seaborne cargo, according to recent estimates. They handled a total of 1,057,88 containers the 2016-2017 fiscal year – 519,782 inbound containers and 538,160 outbound.

Air Myanmar and Nepal discuss direct flights Union Minister of Transport and Communications U Thant Sin Maung and Nepal’s ambassador to Myanmar Bhim K. Udas recently discussed ways to improve air connectivity between the two countries. The officials met at the Ministry of Transport and Communications office in Naypyitaw, state-run Myanma Ahlin reported on 23 November. The pair also reviewed strategies for bilateral tourism initiatives and developing an overland transport corridor linking Myanmar and Nepal. Himalaya Airlines, a Nepal-China joint-venture company, launched a twice-a-week direct flight service between Yangon and Kathmandu, the capital of Nepal, in February 2017. It was the first direct flight service between the two cities since Myanmar National Airlines (MNA) operated a direct route from 1989 to 1993. However, Himalaya Airlines suspended the route earlier this year. Myanmar Transport Infrastructure Monitor notes there is currently no direct flight between Kathmandu and Yangon. Travellers must stop-over in Kuala Lumpur, Bangkok or Dhaka. The calculated flying distance between Kathmandu and Yangon is 1,022 miles (1,645 km). Many Myanmar Buddhist pilgrims visit Nepal every year. About 25,000 Myanmar pilgrims visited the country in 2016. The route is likely to also potential be popular with tourists.

Road Construction underway on road in northern Kachin A new road in northern Kachin State is set to link Putao and Khaunglanhpu according to the Ministry of Border Affairs. The project began initial works during the 2016-17 fiscal year. The first stage of the project will consist of developing a dust road cutting through the area’s mountain range. After the path is complete, the road will be upgraded to a proper stone and cement road, according to the ministry’s assistant secretary U Sai Htun Nyo. Construction is under the supervision of the Ministry of Border Affairs, the assistant secretary was quoted as saying in 7 Day Daily. Myanmar Transport Infrastructure Monitor understands 25 miles (40 km) are already finished and construction is estimated to take two to three more years. Khaunglanhpu is located in Kachin State’s mountainous north about 65 miles (105 km) southeast of Putao, a popular tourist destination for domestic and foreign travellers interested in cooler weather and a dramatic change of scenery. The area is known for its beautiful landscape, but poor infrastructure. It is nearly impossible to access Putao via road outside of the summer months. While Myanmar nationals are permitted to travel to the area year-round, access is sometimes restricted or difficult for foreigners due to conflict or low tourism demand.

At present, travelling between Putao and Khaunglanhpu is only possible for the first 35 (56 km) miles of the stretch and requires a motorbike. The remaining 30 miles (48 km) must be travelled on foot. Education, healthcare and the local economy will improve once the road is built, according to U Sai Htun Nyo. Basic commodity prices are three times higher than normal prices for villagers in Khaunglanhpu due to poor logistics, the assistant secretary claims. Road Mandalay-Pyin Oo Lwin road developer must resubmit work programme Axiom Mandalay Highway must resubmit its work programme for the Mandalay-Pyin Oo Lwin Road upgrade to the Union government if the company wishes to resume construction, says Mandalay Region minster of planning and finance U Myat Thu. The project has been suspended since September 2016 after concerns were raised regarding the project’s effects on the environment. The Pyin Oo Lwin township Forest Department objected to the project due to the required felling of many trees along the new road. Ground work on six miles of the road was completed before the suspension, according to 7 Day Daily. “The new road construction was approved by previous government, but the previous government did not appear to discuss the project thoroughly with the Ministry of Natural Resources and Environmental Conservation,” U Myat Thu was quoted as saying.

“This is why the project was suspended by the current government. Now the Union government is asking the company to resubmit the work programme to reconsider resuming the project,” he added.

The company recently presented environmental impact assessments (EIA) and social impact assessments (SIA) to relevant departments in an effort to resume construction. However, the departments have not provided Axiom Mandalay Highway with any feedback concerning the EIA and SIA, a company representative says. Detailed plans on the project resumption will be made publicly available over the next few months, the representative added. Axiom Mandalay signed a 50-year build-operate-transfer (BOT) concession agreement with the Mandalay Region government and Ministry of Construction in February 2016. The proposed 22-mile (34 km) road links Lein Paing village in Patheingyi township to Taung Kyun village in Pyin Oo Lwin township. It is 20 miles (32 km) shorter than the existing 42-mile (68 km) road connection between Mandalay and Pyin Oo Lwin. About 15,000 vehicles use the existing road daily.

Logistics Chin State chief minister: infrastructure key to attracting investment Chin State chief minister Salai Lian Luai says the state is targeting infrastructure investments as a way to attract more domestic and foreign investment to one of Myanmar’s least-developed areas. It currently has a significant infrastructure gap, something that is disconcerting to any investor exploring investment opportunities in the state. The Chin State government mainly focuses on developing its road networks, power supply and housing market in order to eventually attract both foreign and domestic investors, the chief minister stated in an interview with The Myanmar Times published on 22 November. Aviation, road, and maritime projects such as the Paletwa River Port, a highway from the port to Mizoram, the Falam Airport and a handful of bridges near the Chin State-India border will help strengthen the state’s connectivity and improve the ease of doing business, Salai Lian Luai said. The chief minister said eco-tourism and mining are the region’s priority sectors for outside investment. According to DICA, Chin State is Myanmar’s with the lowest investment between fiscal year 1994-95 and October 2017-18, The Myanmar Times claimed in a 20 November article.

Road YBS operator plans to add five new lines in 2018 Yangon Bus Service (YBS) operator Power Eleven plans to add five new bus lines to the system in 2018 according to a 23 November article in Union Daily. The company submitted a proposal for the new routes to Yangon Region Transport Authority (YRTA) in October, says managing director Ko Tayoke Lay. However, YRTA has yet to respond to the proposal, he added. If the plan is approved, Power Eleven will establish five entirely new routes, each with 60 to 80 buses. The lines will aim to capitalise on the lack of routes in Yangon’s peripheral areas near Hlawga such as Shwepyitha and Mingalardon townships. Bandoola Transportation, another YBS operator, also plans to introduce two new routes in January 2018, per previous reports. The company’s managing director says each route would require an estimated 50 buses each. Power Eleven is one of the largest operators in YBS. Bandoola Transportation, YBPC, Omini Focus and YUPT are also considered significant operators by YRTA. The company was one of the first private operators to form a public company after the YBS merger in January 2017. Earlier this month, Power Eleven was designated the new operator of YBS routes 22 and 41 after the routes’ previous operator, Khit Thit Nyein Chan Yay, had its licence revoked by YRTA.

Power Eleven also recently began hiring female bus drivers, one of the first YBS operators to do so. At present, YBS is comprised of 101 bus lines operated by 31 companies. Although 17 companies have formed public companies, the remaining companies are still privately owned. YRTA intends to eventually have YBS made up of only eight public companies. Water Silting near Pakokku disrupts river trade Pakokku’s cargo port on the Ayeyarwady River has experienced significant silting since early November after the low water season commenced. Ship captains and traders in Pakokku say vessels using the port have faced difficulty docking at the port, a 27 November article in Daily Eleven reports. Vessels have even been forced to dock in the middle of the river. Pakokku’s port is mainly used for small vessels loading rice, oil, salt and cement from lower Myanmar. It is located near the Ayeyarwady Bridge (Pakkoku) southwest of the town centre. Silting in this area of the Ayeayarwady River is not uncommon. Many vessels were forced to dock at Nyaung-U’s jetties last year during the low water season as silting made it nearly impossible to dock at Pakokku’s port. Pakokku is situated on the opposite bank of Nyaung-U about 12.5 miles (20 km) upstream. The area has also experienced riverbank collapses, with two nearby villages preparing to relocate as of mid-November 2017.

6. The successful Tender (hereinafter referred to as the 'Concessionaire'), shall be responsible for designing, financing, procurement, construction and maintenance of the project and in accordance with the provisions of a concession agreement to be entered into between the successful Tender and the Myanma Railways.

The Republic of the Union of Myanmar has received financing from the International Development Association (IDA) towards the cost of the Flood and Landslide Emergency Recovery Project (FLERP). The IDA No. of the credit agreement is No. 5889-MM.

The Department of Highways (DOH) of the Ministry of Construction, in its role as the implementing agency of the FLERP, intends to apply a portion of the proceeds of this financing towards eligible payments under the Purchase Order/Contracts C4-MOC-G07, C1-MOC-G01, and C4-MOC-G02 for the supply of Double Cab Project Inspection Vehicles, Laboratory Equipment and Office Equipment, DOH now invites eligible suppliers to express their interest in supplying the following items:

Expressions of interest (EOI) must be submitted in a written form to the email address below and clearly indicate the reference number above. Eligible suppliers having expressed interest will receive an INVITATION TO QOUTE (ITQ).
