Background

May 22, 2012: The N. Hancock Road Corridor Operation and Safety Traffic Study was presented to the BCC and evaluated options including:

• Oakley Seaver Blvd.: Continue to monitor the intersection for a future traffic signal need.

• Diamond Club Dr.: Continue to monitor the intersection for a future traffic signal need. Consider the implementation of a directional median with northbound turnaround in lieu of a traffic signal.

• North Ridge Blvd.: A traffic signal may be considered in the near future due to traffic volumes. Consider directional median with a southbound turnaround in lieu of a traffic signal.

• Capacity: Should N. Hancock Road be planned for high access (more signals) or high capacity (less signals).

Background Continued:N. Hancock Rd. Corridor Safety Study

March 12, 2013: The N. Hancock Road Safety Improvements Update was presented to the BCC. The BCC approved to move forward with the following short term improvements which have since been completed:

• Install a concrete island in the median at the Target Plaza driveway

• Install a directional median at Legends Way• Install a directional median at Lake Sumter Community College/

Target driveway• Repair sidewalk and ramps• Restripe N. Hancock Road at Diamond Club Drive for improved

vehicular lane visibility.

Background Continued

Oct 2014 : The City of Clermont requests that the BCC enter into an agreement to fund and construct a traffic signal at the intersection of N. Hancock Road and Diamond Club Drive.

N. Hancock Rd. 4-Lane Extension to Florida Turnpike

• The N. Hancock Road Extension from CR 50 to the Florida Turnpike has been bid and is scheduled for award to Pospiech Contracting on Oct. 28, 2014.

• Programmed signal modifications include: Retain the existing signal at CR 50 East. Construction of new signals at the following locations:

• CR 50 West• Fosgate Rd at Lake Minneola High School

Remove the signal currently located at CR 50/Turkey Farms Road. Future signals to be constructed:

• Citrus Grove Road connection to N. Hancock Road• Turnpike Ramps (2)

Recent Updates

North Ridge Blvd: • In the 2012 study, a number of signal warrants were met. The

recommendation was to continue to monitor the intersection for a possible future signal or median modifications.

Oakley Seaver Blvd: • A recent Engineering Study by Tindale Oliver and Associates has

shown traffic signal warrants are met at this intersection.• The estimated design and construction cost is $170,000.• Staff recommends approval to proceed with construction of a

traffic signal at this intersection.

Diamond Club Drive

• The City of Clermont has requested that the Lake County Board of County Commissioners enter into an agreement for the construction

of a traffic signal. Taylor Morrison Homes has agreed to provide $150,000 toward the signal cost.

• Engineering studies show that traffic signal warrants are not met.

• The estimated design and construction cost is $170,000.

Requested Action

Staff Requests BCC direction on traffic signal installation on N. Hancock Road at the following intersections:

• Staff recommends that the traffic signal at Oakley Seaver Blvd. be installed. ($170,000 cost)

• Board direction on authorizing the County Manager to sign an interlocal agreement with the City of Clermont for the installation of a traffic signal at Diamond Club Drive ($170,000 cost)

• Authorize the County Manager to bid and construct one or both signals with an estimated not-to-exceed of cost of $340,000.
