PUBLIC AUCTION - CUM - TENDER NOTICE

Sealed Tenders on behalf of the President of India are invited by theDeputy Director (Agrl. Engg), Government Agricultural Engineering Workshop, Departmentof Agriculture & Farmers Welfare, NSC Bose Road, Puducheny-605 001 for the disposal ofUnserviceable and Obsolete items belonging to the O/o The Deputy Director (Agrl. Engg),Government Agricultural Engineering Workshop, Department of Agriculture & FarmersWelfare, Puducherry in "As-is-where-is" basis.

2. Copies of the tender schedules with terms and conditions can be had from this officeon payment of Rs.l 18/- (Rupees one hundred and eighteen only) inclusive of GST (nonrefundable) in person by cash or can be downloaded from this department's websitehttps;{agri.p}'.gor,.in Cost of the tender schedule so downloaded should be sent along withthe sealed tender by a separate demand draft drawn in the favour of "The Drawing andDisbursing Officer, Olo The Deputy Director (Agr1. Ergg), Government AgriculturalEngineering Workshop, Puducherry" payable at Puducherry. The last date for sale of tenderschedule and submission of sealed tenders are as detailed below:

Open auction will be conducted first by the tender committee in the presence of thetenderers or their authorized representatives who choose to be present and then the receivedsealed tenders will be opened in the Office of the Deputy Director (Agr1. Engg), GovernmentAgricultural Engineering Workshop, Department of Agriculture & Farmers Welfare, NSCBose Road, Puducherry-605 001.

TERMS AND CONDITIONS

1. On behalf of the President of India, sealed tenders are invited by the Deputy Director(Agrl. Engg), Govt. Agrl. Engg. Workshop, NSC Bose Road, Puducherry - 605 001 upto12.00 Noon on 30.09.2019 for the purchase of Unserviceable/Obsolete items.

2. The tender with tender conditions can be downloaded from this department's websitehttps://ao .pv.qov.ln

3. Separate rate should be quoted for each lot.

4. The sealed tenders offering the rate for the purchase of condemned items (excludingGST) should be sent to the Deputy Director (Agrl. Engg), Govt. Agrl. Engg. Workshop,NSC Bose Road, Puducherry - 605 001 in a sealed cover (size 26 cm x 11 cm) with thefollowing superscription "Tender for the purchase of lron Scraps/ Copper Scraps/ Tyres/Radiators/ Obsolete Nlechanical and Electrical Spares/ Dead Stock and Furniture items.The envelope should also bear the name and address of the firm and seal of thetenderer, if any.

5. The Tender Document can be purchased by remitting a fee of Rs.11Bl- (Non-refundable)at the Office of The Deputy Director (Agrl. Engg), Govt. Agrl. Engg. Workshop, NSCBose Road, Puducherry - 605 001.

6. The tenders should be accompanied by an Earnest [t/oney Deposit value of Rs. 3000i-for lron and Copper Scraps (Lot-1 & 2), Rs.500/- for Tyres (Lot-3), Rs.500/- forRadiators (Lot-4), and Rs.500/. for Obsolete Spares and Dead stock ltems (Lot-S & 6).The Earnest Money Deposit should be deposited to this Office by a DemandDraft/Banker's Cheque from any Nationalized Bank drawn in favour of "The Drawing andDisbursing Officer, O/o The Deputy Director (Agrl. Engg), Govt. Agrl. Engg Workshop,NSC Bose Road, Puducherry". The Demand Draft should be invariably enclosed alongwith the tender.

7. The tenderers shall note that submission of a single Demand Draft for both TenderDocument fee of Rs.11Bl- and E.lvl.D. would result in the rejection of the Tender. Thereshould be separate Demand Draft for the Tender Document fee and E.M.D.

B. Tenders with conditions, stipulation etc,, will not be accepted.

9. The rate should be quoted only in the prescribed tender form enclosed failing which thetender will be rejected.

10. The tenders received after the due date and time will not be accepted.

11. The condemned items to be auctioned are available for inspection by the tenderersduring office hours at the O/o the Deputy Director (Agrl. Engg), Govt. Agrl. EnggWorkshop, NSC Bose Road, Puducherry.

12. First open auction will be conducted at 3.30 PM on 30.09.2019 and the tenders receivedwill be opened by the Tender Committee at the office of the Deputy Director (Agrl. Engg),Govt. Agrl. Engg. Workshop, NSC Bose Road, Puducherry in the presence of thetenderers or their authorised representatives who choose to be present. ln case ofparticipation by representatives, the authorisation letter issued by the tenderer should besubmitted to the office before 3.30 PM on 30.09.2019. Only permitted representativeswill be allowed to participate in the auction.

13. lf the opening day of the tenders happens to be a holiday, the same will be opened onthe next working day at 3.30 PM.

14. The highest bid among the sealed tender and open auction as decided by the Committeewill be accepted as the sale value.

15. Acceptance of the highest bid will be intimated to the successful tenderer immediately onthe same day.

GST

16. The appropriate GST admissible will be collected over and above the sales price inaccordance with the GST Act in force. As such the tenderers should quote their rateexclusive of GST, which will be collected extra.

DELIVERY

17. The successful tenderer should deposit 50o/o of the entire amount including GSTimmediately after the acceptance of his highest bid immediately on the same day failingwhich the EMD paid by the tender will be forfeited. The remaining 50% amount shouldbe paid within 24 hours failing which the entire EIMD and the 50o/o amount alreadydeposited will be forfeited to Government account in full.

18. The condemned items will be delivered to the successful tenderers only after payment ofthe entire amount including GST.

19. After payment the successful tenderers should take delivery of the disposed condemnedmaterials at his/their own risk and cost within 48 hours failing which a ground return of1% per day will be recovered for the whole or part thereof removed after the due date.

20. The tenderers must get satisfied themselves of the conditions and quality of the goods tobe disposed before offering their tender.

PAYIVENT

21. Payment should be made either by Cash i Demand Draft / Banker's Cheque from anyNationalized Bank drawn in favour of "The Drawing and Disbursing Officer, O/o TheDeputy Director (Agrl. Engg), Govt. Agrl. Engg. Workshop, Puducherry". Payable atPuducherry.

LOSS OR DATVIAGE

22. This office will not be responsible either for the safe custody or for any loss or damage ofthe materials once disposed off after cash payment.

GENERAL CONDITIONS

a) The highest tenderer is responsible for all act done either by him or by hisrepresentatives

b) ln case of any dispute it should be clearly understood that the decision of theTender Committee shall be final.

c) The Tender Committee reserves all the rights to reject any tender or all withoutassigning any reasons thereof and the decision of the Tender Committee will befinal and binding on all.

d) The highest tender once accepted is not transferable.

e) The tenderers are strictly forbidden to indulge in any group discussion or quarrelinside the hall during auction. lf violating, they will not be allowed to participate inthe tender / auction but sent out, instead.
